Dehradun, November 27 As soon as the House convened in the morning, Ajay Bhatt, Leader of the Opposition, once again raised the demand for a discussion under Rule 310. “The law and order situation in the state is grave. We want to discuss it in the House. The culprits responsible for the girl’s murder have not been arrested so far. The aggrieved family members have refused to take the body of the girl from the mortuary until the accused are arrested. We have been informed that the family members are also planning to return the Rs 10 lakh compensation that the Chief Minister has offered to them. The entire state is seething with rage,” said Bhatt. However, Speaker Govind Singh Kunjwal rejected the demand. Harish Rawat, Chief Minister and Leader of the House, rose from his seat and informed the members present about the steps taken by the government in the case. “The entire state has been badly shaken by the incident. We respect the feelings expressed in the House and outside it. It has been decided in consultation with the family members that the school will be renamed after the dead girl and a memorial will be built after her at the cremation site,” he said. But Bhatt intervened and asked the Chief Minister, “Have any arrests been made.” Harish Rawat replied, “The crime of this nature requires time to solve. Teams are working on the case and arrests will be made soon.” However, Bhatt was not satisfied with the Chief Minister’s reply. He said the deteriorating law and order situation in the state had also echoed in Kathmandu where the family members of a Nepalese student studying in Sherwood School in Nainital had tried to raise the issue during the recent visit of Prime Minister Narinder Modi to Kathmandu. “Incidents of lawlessness are increasing in the state. Yesterday, an ASP sent to impound illegal mining material was fired upon at Jalalpur village in Roorkee. We cannot accept the silence of the government and want a discussion under Rule 310,” said Bhatt. Later Bhatt and other BJP MLAs reached the well of the House raising slogans against the government, forcing the Speaker to adjourn the House till 1.30 am.

Dehradun, November 27 The unrelenting Opposition continued to create noisy scenes after the House reconvened in the afternoon. But the government went ahead and passed the Motherhood University Bill 2014, Uttarakhand Agriculture and Technology University (amendment) Bill 2014, Uttarakhand Gairsain Development Board Bill (2014), Uttarakhand State Mineral Development Board Bill (2014) and Uttarakhand State Infrastructure Development Board Amendment Bill (2014). The Appropriation Accounts report and the CAG report were also tabled without discussion. Later, talking to reporters, BJP chief Teerath Singh Rawat said the Opposition had already conveyed to the government its intention to discuss the deteriorating law and order situation on Wednesday. “But the government was afraid of facing the Opposition in the House,” he said. Leader of the Opposition Ajay Bhatt said the government was afraid that in case they had given in to the Opposition’s demand to hold a discussion under rule 310, they would have asked for voting after the end of the discussion, which could have threatened the government’s stability.

Punjab CM for evergreen revolution in country
Dehradun, November 27 The Punjab Chief Minister was addressing a “Tree Outside Forests” session of the five-day silviculture conference being held at the Forest Research Institute (FRI), Dehradun. Badal suggested plantation of at least one or two saplings in every house. “Every house in the country should have at least one or two trees and
at least one tree sapling should be planted when a new child is born,”
he said. Badal exhorted the FRI to play an important role in encouraging tree plantation outside the forest area in Punjab. He said Punjab was leading the country in terms of agriculture, health and education and it would now lead in the plantation of trees outside the forest area. He lauded the role of the FRI in setting up a forestry research institute at Ladowal in Punjab. “The Forest Research Institute building at Ladowal is being made similar to the historic FRI building and 45 per cent of construction work has been completed,” he said, adding that the state’s forestry sector would get immense fillip once this research institution comes into operation in the state. Badal said while agriculture had reached a saturation point in Punjab, the state needs to take up agro-forestry in a big way. The Punjab Chief Minister also felicitated former Punjab Principal Chief Conservator of Forests, Hardeep Singh Gujral, and senior forest officer, Pyare Lal, with the Lifetime Achievement Award for their contribution to promotion of agro-forestry in the country. Earlier, Director General of Indian Council of Forestry Research and Education, Ashwani Kumar, and Director Forest Research Institute, Dr PP Bhojvaid, welcomed Badal to the institute.

Haldwani residents block highway
Pithoragarh, November 27 Markets in the city also remained closed. Representatives of all political parties and social organisations participated in the protest. “This is the first time after the statehood agitation days that the people have come out to protest against the police failure to arrest the killers of the innocent girl,” said Roshni Pant, a resident of Haldwani town. The protesters also demanded that a women’s police station and a fast-track court should be set up in every district of the state for such heinous crimes. Besides Haldwani, protests were also held in Ramnagar, Tanakpur, Bageshwar, Bhimtal and Lohaghat towns and markets remained closed there. Schoolchildren held a march in Pithoragarh, while DSB College in Nainital remained closed. Meanwhile, Mahesh Chand, father of the deceased girl, told mediapersons at Haldwani today that they had decided to return of the financial assistance of Rs 10 lakh given by the Chief Minister to them. “What was required was that the missing child should have been traced before she was murdered. We have lost faith in the government and the police,” he said. Haldwani police sources said they were likely to make a breakthrough in the case. They were looking for a dumper driver, who had emerged as the main suspect following the questioning of over 30 persons at the Sheeshmahal Ramleela ground. “The suspicion of the police about the involvement of the dumper driver and his two accomplices grew after they found from their mobile phone call details that they were present at the Shishmahal ground and disappeared after the incident,” said a police officer. He added the police had sent forensic proof gathered from the crime site
to the Dehradun laboratory and these would be sent to the New Delhi laboratory if the local lab fails to handle it. “Fingerprints, vaginal swabs, photos of the spot, pants smeared with semen and wrappers of bidi and chocolates found from the crime site are the main pieces of evidence,” he said. Murderers still at large, girl cremated
Dehradun: The heartbroken family members of the seven-year-old girl, who was raped and murdered in Haldwani, today agreed to cremate the body after senior police officials assured them of solving the case soon. A large number of people attended her cremation in Haldwani. Meanwhile, the police are still clueless about the culprits, who abducted, raped and murdered the girl, even three days after the incident came to light. Additional Director General (Law and Order) Ram Singh Meena, who went to Haldwani with regard to the case yesterday, said five teams had been sent to New Delhi, and Uttar Pradesh to nab the culprits. He said a Special Task Force (STF) team, and a forensic team had been instructed to explore every angle to solve the case. DNA sampling was being done and fingerprints of the accused were being collected.

Public outrage in Haridwar over girl’s death
Haridwar November 27 The Identified Statehood Agitators Samiti at a meeting here today demanded the arrest of the culprits responsible for the heinous crime. Samiti general secretary Meera Raturi said of late several such incidents had occurred repeatedly in the state, exposing the working of the police. Statehood agitator Kamla Pandey said since the creation of Uttarakhand in 2000 the image of the police had got dented due to their inability to solve crime cases. Meanwhile, local people observed a two-minute silence at the Alaknanda-Birla Ganga ghat over the brutal incident. Sanjay Chopra, chairperson of the Agricultural Production Committee, Jwalapur, said a special police crime cell should be set up in every district which would look after such heinous crimes. He thanked Chief Minister Harish Rawat for the ex-gratia grant of Rs 10 lakh to the parents of the deceased girl. Shri Ram Nam Vishwa Bank Social Foundation member Sumit Tiwari, Small Scale Traders Association member Bhoopendra Rajput, Dharamshala Raksha Samiti member Pundit Chandra Prakash Sharma, Ravindra Kirtipal, Sadhu Sharan Pandit, Prabhat Chaudhari, Arun Aggarwal, Chotelal, Vikki Gupta, Jai Singh Bisht, Mani Ram Jakhmola, Om Prakash Bhatia and Naeem Salmani also paid tributes to the departed soul.

BSNL staff threaten to boycott work
Haridwar, November 27 Khazan Singh, district secretary, BSNL employees union, said they had given a notice to the BSNL managing director regarding their demands, but nothing was done. Therefore, they resorted to one-day strike. SR Awasthi, member of the joint action committee, said the government was providing best facilities and relaxation to private sector firms, but the BSNL was not given any preference. He said in the coming days they would resort to intensive agitation if their demands were not met. The employees have demanded payment of PLI, bonus, medical allowances, LTC restoration, leave encashment, filling up of SC/ST vacancies and stopping outsourcing. “This is not constitutional as the government is taking autocratic decision. During today’s competitive IT technological era, we are working efficiently to provide best services to customers. But, the government is not serious about our issues. If our demands are not fulfilled in a month we will intensify our agitation, which includes boycotting work for long hours,” said SC Kala, secretary of the union. A memorandum has been submitted to the BSNL management. The protesting employees and the district union leaders are in touch with other districts BSNL employees to stir their demand in an effective manner.

183 avian species spotted in bird survey
Dehradun, November 27 The Great Himalayan Bird Expedition that started from the western part of Garhwal, covered the eastern end of Kumaon and finally reached its flag-off point, Dehradun, after a successful field study. The expedition included a 12-member team of birders, spotters, anthropologists and support staff. The survey was formally flagged-off from the premises of historic Tel Bhavan, complex of ONGC, in Dehradun by SG Bhargava and DK Dash, general managers of ONGC. Bhargava interacted with adventurous birders, including Vikas Madhav, the teenage wonder and his mother Dr Prasanna Sriya, who had come all the way from Chennai to Uttarakhand to participate in the bird expedition. The team also included Harshit Singh, a budding bird watcher, who has had the distinction of locating two new bird species in the earlier survey circuit in
Uttarakhand.

14 new police stations to come up soon: CM
Dehradun, November 27 He also directed for preparing a proposal for cyber stations as well as modernisation of police stations. He said the District Magistrates had also been instructed to hold meetings with the Superintendents of Police and review the law condition in the district. “The thana in charges will be responsible for illegal encroachments,” he added. He said better coordination would have to be maintained between the administration and the police headquarters at the state-level.

Dehradun, November 27 They sought immediate arrest of the culprits responsible for this heinous crime. They said the police failed to trace the girl though she had been missing for a few days. Harish Narang, Arun Kharbanda, Avi Sharma and Kanchan Thakur were prominent BJP workers who took part in the protest. Meanwhile, members of the Akhil Bharatiya Vidhyarthi Parishad (ABVP) too burnt an effigy of the government at the DAV (PG) College Chowk in Dehradun. They accused the government of failure to check the deteriorating law and order situation in the state.

Shopkeepers protest against govt, MDDA
Dehradun, November 27 The members protested against the move of the state government and the Mussoorie Dehradun Development Authority, to seize their land after razing shops and residences on Chakrata Road. The authorities aim to rehabilitate the displaced shopkeepers and residents at the new complex to be built as part of
the Chakrata Road re-development and beautification project. The members alleged that the authorities were snatching their only source of livelihood in the name of re-development. Vikram Kalra, Shashikant, Rajnish Goyal, Rajesh, Deepak, Sameer, Pawan and were part of the demonstration.

Anganwari workers for better work conditions
Dehradun, November 27 Led by Janki Chauhan, state general secretary
of the anganwari workers association, the protesters gathered at the Centre of Indian
Trade Unions office at the local bus stand. From there, they went on to march towards the
Secretariat. They passed through Clock Tower, Rajpur Road and Subhash Road before reaching the Secretariat, where the police stopped them from proceeding further. They sat on a dharna there. They alleged
that anganwari workers were being unnecessarily burdened. The protesters said the responsibility of distribution of take home ration should be given to some Non Governmental Organisation and not to anganwari workers. According to norms, the duty hours of anganwari workers should not exceed beyond 1 pm, while they usually work till 3 pm. They accused the state government of failure to give them better perks. CII training course for disaster-hit youths
Dehradun, November 27 Twenty-one youths from Chamoli district would be provided training in industry certified (Schneider certified electrician and Honda certified two-wheeler auto technician) course. The training will be provided at the residential training facility of the SNS Foundation at Gurgaon. The programme proposes to reach out to 50 disaster-hit youths. The two-month training programme in electrician and auto technician course comprises technical training, both theory and practical. Besides, students will also be imparted training in basic computer literacy, finance, English speaking and life skills. RK Sudhanshu, Chairman, Executive Council, Uttarakhand Skill Development Society, appreciated the initiative. Manu Kochhar, Chairman, CII Uttarakhand State Council, said creating livelihood was one of the key priority areas. of the CII Foundation’s Uttarakhand Disaster Rehabilitation Initiative.
