5 Bills passed, CAG report tabled

The Uttarakhand Assembly was adjourned sine die on Thursday after the four-day winter session. On the last day, the government managed to complete the remaining business by passing five bills and tabling the Comptroller and Auditor General’s report (2013-2014) and tabling of the Finance and Appropriation Accounts for 2013-2014 without the opposition BJP’s participation.

The Legislative Assembly today witnessed uproarious scenes as the BJP stuck to its demand for a discussion under Rule 310 on the deteriorating law and order situation in the state and immediate arrest of culprits responsible for the rape and murder of seven-year-old Kashish in Haldwani.

As soon as the House convened in the morning, Ajay Bhatt, Leader of the Opposition, once again raised the demand for a discussion under Rule 310. “The law and order situation in the state is grave. We want to discuss it in the House. The culprits responsible for the girl’s murder have not been arrested so far. The aggrieved family members have refused to take the body of the girl from the mortuary until the accused are arrested. We have been informed that the family members are also planning to return the Rs 10 lakh compensation that the Chief Minister has offered to them. The entire state is seething with rage,” said Bhatt. However, Speaker Govind Singh Kunjwal rejected the demand.

Harish Rawat, Chief Minister and Leader of the House, rose from his seat and informed the members present about the steps taken by the government in the case. “The entire state has been badly shaken by the incident. We respect the feelings expressed in the House and outside it. It has been decided in consultation with the family members that the school will be renamed after the dead girl and a memorial will be built after her at the cremation site,” he said.

But Bhatt intervened and asked the Chief Minister, “Have any arrests been made.” Harish Rawat replied, “The crime of this nature requires time to solve. Teams are working on the case and arrests will be made soon.”

However, Bhatt was not satisfied with the Chief Minister’s reply. He said the deteriorating law and order situation in the state had also echoed in Kathmandu where the family members of a Nepalese student studying in Sherwood School in Nainital had tried to raise the issue during the recent visit of Prime Minister Narinder Modi to Kathmandu. “Incidents of lawlessness are increasing in the state. Yesterday, an ASP sent to impound illegal mining material was fired upon at Jalalpur village in Roorkee. We cannot accept the silence of the government and want a discussion under Rule 310,” said Bhatt.

Later Bhatt and other BJP MLAs reached the well of the House raising slogans against the government, forcing the Speaker to adjourn the House till 1.30 am.

On the last day, the government managed to complete the remaining business by passing five bills and tabling the Comptroller and Auditor General’s report (2013-2014) and tabling of the Finance and Appropriation Accounts for 2013-2014 without the opposition BJP’s participation.

The unrelenting Opposition continued to create noisy scenes after the House reconvened in the afternoon. But the government went ahead and passed the Motherhood University Bill 2014, Uttarakhand Agriculture and Technology University (amendment) Bill 2014, Uttarakhand Gairsain Development Board Bill (2014), Uttarakhand State Mineral Development Board Bill (2014) and Uttarakhand State Infrastructure Development Board Amendment Bill (2014). The Appropriation Accounts report and the CAG report were also tabled without discussion.

Later, talking to reporters, BJP chief Teerath Singh Rawat said the Opposition had already conveyed to the government its intention to discuss the deteriorating law and order situation on Wednesday. “But the government was afraid of facing the Opposition in the House,” he said.

Leader of the Opposition Ajay Bhatt said the government was afraid that in case they had given in to the Opposition’s demand to hold a discussion under rule 310, they would have asked for voting after the end of the discussion, which could have threatened the government’s stability.

Punjab CM for evergreen revolution in country

Punjab Chief Minister Prakash Singh Badal today gave a call for initiating an “evergreen revolution” in the country on the lines of Prime Minister Narendra Modi’s ambitious Swachh Bharat Abhiyaan so as to ensure greenery in the country.

The Punjab Chief Minister was addressing a “Tree Outside Forests” session of the five-day silviculture conference being held at the Forest Research Institute (FRI), Dehradun.

Badal suggested plantation of at least one or two saplings in every house. “Every house in the country should have at least one or two trees and at least one tree sapling should be planted when a new child is born,” he said.

Badal exhorted the FRI to play an important role in encouraging tree plantation outside the forest area in Punjab. He said Punjab was leading the country in terms of agriculture, health and education and it would now lead in the plantation of trees outside the forest area.

He lauded the role of the FRI in setting up a forestry research institute at Ladowal in Punjab. “The Forest Research Institute building at Ladowal is being made similar to the historic FRI building and 45 per cent of construction work has been completed,” he said, adding that the state’s forestry sector would get immense fillip once this research institution comes into operation in the state.

Badal said while agriculture had reached a saturation point in Punjab, the state needs to take up agro-forestry in a big way.

The Punjab Chief Minister also felicitated former Punjab Principal Chief Conservator of Forests, Hardeep Singh Gujral, and senior forest officer, Pyare Lal, with the Lifetime Achievement Award for their contribution to promotion of agro-forestry in the country.

Earlier, Director General of Indian Council of Forestry Research and Education, Ashwani Kumar, and Director Forest Research Institute, Dr PP Bhojvaid, welcomed Badal to the institute.

Haldwani residents block highway

Haldwani residents today blocked the national highway at Kathgodam in protest against the failure of the police to arrest the culprits responsible for the rape and murder of the seven-year-old girl from Pithoragarh.

Markets in the city also remained closed. Representatives of all political parties and social organisations participated in the protest. “This is the first time after the statehood agitation days that the people have come out to protest against the police failure to arrest the killers of the innocent girl,” said Roshni Pant, a resident of Haldwani town.

The protesters also demanded that a women’s police station and a fast-track court should be set up in every district of the state for such heinous crimes. Besides Haldwani, protests were also held in Ramnagar, Tanakpur, Bageshwar, Bhimtal and Lohaghat towns and markets remained closed there. Schoolchildren held a march in Pithoragarh, while DSB College in Nainital remained closed.

Meanwhile, Mahesh Chand, father of the deceased girl, told mediapersons at Haldwani today that they had decided to return of the financial assistance of Rs 10 lakh given by the Chief Minister to them. “What was required was that the missing child should have been traced before she was murdered. We have lost faith in the government and the police,” he said.

Haldwani police sources said they were likely to make a breakthrough in the case. They were looking for a dumper driver, who had emerged as the main suspect following the questioning of over 30 persons at the Sheeshmahal Ramleela ground. “The suspicion of the police about the involvement of the dumper driver and his two accomplices grew after they found from their mobile phone call details that they were present at the Shishmahal ground and disappeared after the incident,” said a police officer.

He added the police had sent forensic proof gathered from the crime site to the Dehradun laboratory and these would be sent to the New Delhi laboratory if the local lab fails to handle it. “Fingerprints, vaginal swabs, photos of the spot, pants smeared with semen and wrappers of bidi and chocolates found from the crime site are the main pieces of evidence,” he said.

Murderers still at large, girl cremated

Dehradun: The heartbroken family members of the seven-year-old girl, who was raped and murdered in Haldwani, today agreed to cremate the body after senior police officials assured them of solving the case soon. A large number of people attended her cremation in Haldwani.

Meanwhile, the police are still clueless about the culprits, who abducted, raped and murdered the girl, even three days after the incident came to light.

Additional Director General (Law and Order) Ram Singh Meena, who went to Haldwani with regard to the case yesterday, said five teams had been sent to New Delhi, and Uttar Pradesh to nab the culprits.

He said a Special Task Force (STF) team, and a forensic team had been instructed to explore every angle to solve the case. DNA sampling was being done and fingerprints of the accused were being collected.

March in Kashish’s memory

Dehradun: State Congress workers on Thursday took out a candlelight march in Dehradun in the memory of 7-year-old Kashish of Haldwani who was murdered. Led by state party president Kishore Upadhyay, the Congress workers expressed concern and sought prompt action. Upadhyay prayed for peace for the departed soul. Public outrage in Haridwar over girl’s death

There is widespread public outrage in Haridwar over the rape and murder of a seven-year-old girl in Haldwani. Protests are being held demanding stringent action against the culprits.

The Identified Statehood Agitators Samiti at a meeting here today demanded the arrest of the culprits responsible for the heinous crime. Samiti general secretary Meera Raturi said of late several such incidents had occurred repeatedly in the state, exposing the working of the police.

Statehood agitator Kamla Pandey said since the creation of Uttarakhand in 2000 the image of the police had got dented due to their inability to solve crime cases.

Meanwhile, local people observed a two-minute silence at the Alaknanda-Birla Ganga ghat over the brutal incident.

Sanjay Chopra, chairperson of the Agricultural Production Committee, Jwalapur, said a special police crime cell should be set up in every district which would look after such heinous crimes. He thanked Chief Minister Harish Rawat for the ex-gratia grant of Rs 10 lakh to the parents of the deceased girl.

Shri Ram Nam Vishwa Bank Social Foundation member Sumit Tiwari, Small Scale Traders Association member Bhoopendra Rajput, Dharamshala Raksha Samiti member Pundit Chandra Prakash Sharma, Ravindra Kirtipal, Sadhu Sharan Pandit, Prabhat Chaudhari, Arun Aggarwal, Chotelal, Vikki Gupta, Jai Singh Bisht, Mani Ram Jakhmola, Om Prakash Bhatia and Naeem Salmani also paid tributes to the departed soul.

BSNL staff threaten to boycott work

The employees of the Bharat Sanchar Nigam Limited (BSNL) held a one-day strike here today. Under the aegis of the joint action committee and the All-India BSNL union, the employees alleged discrimination by the BSNL management and the Central Government towards their issues.

Khazan Singh, district secretary, BSNL employees union, said they had given a notice to the BSNL managing director regarding their demands, but nothing was done. Therefore, they resorted to one-day strike.

SR Awasthi, member of the joint action committee, said the government was providing best facilities and relaxation to private sector firms, but the BSNL was not given any preference.

He said in the coming days they would resort to intensive agitation if their demands were not met.

The employees have demanded payment of PLI, bonus, medical allowances, LTC restoration, leave encashment, filling up of SC/ST vacancies and stopping outsourcing.

“This is not constitutional as the government is taking autocratic decision. During today’s competitive IT technological era, we are working efficiently to provide best services to customers. But, the government is not serious about our issues. If our demands are not fulfilled in a month we will intensify our agitation, which includes boycotting work for long hours,” said SC Kala, secretary of the union.

A memorandum has been submitted to the BSNL management. The protesting employees and the district union leaders are in touch with other districts BSNL employees to stir their demand in an effective manner.

183 avian species spotted in bird survey

As many as 183 avian species were spotted during the baseline field survey held recently by members of NGO, Action and Research for Conservation in Himalayas’ (ARCH), which works for the conservation of bio-resources with sponsorship from Oil and Natural Gas Corporation (ONGC).

The Great Himalayan Bird Expedition that started from the western part of Garhwal, covered the eastern end of Kumaon and finally reached its flag-off point, Dehradun, after a successful field study. The expedition included a 12-member team of birders, spotters, anthropologists and support staff.

The survey was formally flagged-off from the premises of historic Tel Bhavan, complex of ONGC, in Dehradun by SG Bhargava and DK Dash, general managers of ONGC.

Bhargava interacted with adventurous birders, including Vikas Madhav, the teenage wonder and his mother Dr Prasanna Sriya, who had come all the way from Chennai to Uttarakhand to participate in the bird expedition.

The team also included Harshit Singh, a budding bird watcher, who has had the distinction of locating two new bird species in the earlier survey circuit in Uttarakhand.

14 new police stations to come up soon: CM

Chief Minister Harish Rawat reviewed the law and order condition of the state at his office in Vidhan Sabha today. He said 14 new police stations would be opened in the state soon.

He also directed for preparing a proposal for cyber stations as well as modernisation of police stations. He said the District Magistrates had also been instructed to hold meetings with the Superintendents of Police and review the law condition in the district.

“The thana in charges will be responsible for illegal encroachments,” he added.

He said better coordination would have to be maintained between the administration and the police headquarters at the state-level. — TNS

BJP workers burnt an effigy of the Uttarakhand Police here today in protest against the rape and murder of a seven-year-old girl in Haldwani. Led by BJP mahanagar president Neelam Sehgal, the protesters gathered at the Lansdowne Chowk and burnt the effigy of the police over the deteriorating law and order condition in the state.

They sought immediate arrest of the culprits responsible for this heinous crime. They said the police failed to trace the girl though she had been missing for a few days.

Harish Narang, Arun Kharbanda, Avi Sharma and Kanchan Thakur were prominent BJP workers who took part in the protest.

Meanwhile, members of the Akhil Bharatiya Vidhyarthi Parishad (ABVP) too burnt an effigy of the government at the DAV (PG) College Chowk in Dehradun. They accused the government of failure to check the deteriorating law and order situation in the state.

Members of the Chakrata Road Shopkeepers and Resident Welfare Society continued with their ongoing protest on the sixth day today. They burnt an effigy of Meenakshi Sundaram, vice president, Mussoorie Dehradun Development Authority.

The members protested against the move of the state government and the Mussoorie Dehradun Development Authority, to seize their land after razing shops and residences on Chakrata Road.

The authorities aim to rehabilitate the displaced shopkeepers and residents at the new complex to be built as part of the Chakrata Road re-development and beautification project.

The members alleged that the authorities were snatching their only source of livelihood in the name of re-development.

Vikram Kalra, Shashikant, Rajnish Goyal, Rajesh, Deepak, Sameer, Pawan and were part of the demonstration.

Anganwari workers for better work conditions

Anganwari workers organised a protest march here on Thursday in support of their demand for better service conditions. The march culminated outside the Secretariat here.

Led by Janki Chauhan, state general secretary of the anganwari workers association, the protesters gathered at the Centre of Indian Trade Unions office at the local bus stand. From there, they went on to march towards the Secretariat.

They passed through Clock Tower, Rajpur Road and Subhash Road before reaching the Secretariat, where the police stopped them from proceeding further.

They sat on a dharna there. They alleged that anganwari workers were being unnecessarily burdened.

The protesters said the responsibility of distribution of take home ration should be given to some Non Governmental Organisation and not to anganwari workers.

According to norms, the duty hours of anganwari workers should not exceed beyond 1 pm, while they usually work till 3 pm.

They accused the state government of failure to give them better perks. Urmila Sharma, Lakshmi Pant, Rachna, Chitra and Meena took part in the protest.

Garhwali film ‘Anjwal’ released

Garhwali feature film ‘Anjwal’ released today at multiplexes all over India. The information was given by Manish Verma, director and producer of the film at a press conference.

The film cast includes Mukesh Sharma as actor, Mini Uniyal as actress and Kiran Uniyal as the villain.

Santosh Khetwal has written the story and lyrics of the film. The songs of the film are sung by Gajendra Rana, Meena Rana, Manju Sundriyal and Mahendra Chauhan.

Vinay Channa, Darshan lal, Deepak Bangwal and Seema Verma have played an important role in the making of the film.

Verma said it was the first garhwali film which was shot on 5D HD camera.

He said the film had got good response at social sites.

He also demanded better film policy in Uttarakhand.

Green Lawn Academy sports day

Green Lawn Academy organised its 28th annual sports day here today. Students participated in a march past at the beginning of the annual day celebration and exhibited their dancing and singing skills at the cultural function.

Pratyusha won the balloon race while Vanshika secured the first position in the 50m race. Alisha Gurung and Priyanka Thapa won the first prize in the 60 m and 100 m races, respectively, Shekhar Rai bagged the gold medal in the 200 m race while Eishwar Singh won the 800 m race. — TNS

Doon, Khalsa Academy win in cricket tourney

Doon Defense Academy and Khalsa Cricket Academy won their matches in the Champion Cup Cricket Tournament played at Rangers College Ground here today. Doon Defense Academy defeated All Stars by 38 runs and Khalsa Cricket Academy defeated Dabu Eleven by six wickets.

In the first match of the day played at under-14 level, Doon Defense Academy batted first and set a target of 115 runs in 15 overs. Anoop and Harshit scored 20 and 24 runs, respectively for Doon academy.

In reply, All Stars team was bowled out with 77 runs in 13.1 overs and lost the match by 38 runs.

In the senior level match, Dabu Eleven batted first and set a target of 195 runs in 25 overs. Pankaj Rawat of Dabu Eleven scored 50 runs.

In reply, Khalsa Cricket Academy reached the target at 24.2 overs with a loss of 4 wickets.

Gaurav and Nitin from the Khalsa Cricket Academy scored 56 and 42 runs, respectively. Khalsa Cricket Academy won the match by six wickets. Cricket academy students pay homage to Hughes

Students of Abhimanyu Cricket Academy, along with staff members, paid homage to 25-year-old Australian cricketer Phillip Hughes who breathed his last today. Phillip Hughes was in coma for the past two days after being hit on the head by a bouncer in Sydney during a Sheffield Shield match between New South Wales and South Australia.

Wearing black bands, students and staff members at the academy observed a two- minute silence and offered prayers to pay homage to the deceased cricketer.

OFD beat Field Gun Factory

Dehradun: Ordnance Factory Depot (OFD), Dehradun, and OFD, Shahjahanpur, entered the finals of the regional football tournament held here today.

In the first semi-final match played between Ordnance Factory Depot, Dehradun, and Field Gun Factory, Kanpur, OFD won by 3-0 goals. In the second match between Opto Electronic Factory (OLF) in Dehradun and Ordnance Factory Depot, Shahjahanpur, the latter 3-1.

In boys’ category, The Asian School beat Woodstock School 54-26, while Doon International School beat St Mary’s School 45-11.

The finals would be played between Welham Girls’ School and Doon International School, and The Asian School and Doon International School under girls’ and boys’ category on Friday.

Harivanshrai Bachchan remembered

Harivanshrai Bachchan, Padma Bhushan awardee and noted Hindi poet, was remembered on his 107th birth anniversary here today. A meeting was organised by the Uttarakhand Kranti Dal (Progressive) city unit at the camp office, where the lifetime achievement, contribution and literature of the great poet was dwelled upon.

Uday Ram Semwal, central secretary, UKD, said “Today is a pious occasion of the ‘Geeta Jayanti’ and it’s a coincidence that Harivanshrai translated Bhagwad Geeta into simpler language so that common man could understand it easily.”

Uday Ram said “Madhu Shala” penned by Bachchan in 1935 was one of the finest ‘Chayawad’ era work, that was one of the best sellers in Hindi literature of the past century. “Even Mahatma Gandhi had listened to verses of Madhu Shala from Bachchan and acknowledged the hidden traits of life, struggle, spirituality and human thoughts. Despite being a professor of Hindi at Allahabad University, Harivanshrai got his doctorate from University of Cambridge in English, for his research on noted English poet WB Yeats” said Uday Ram.

Literati Anil Pokhriyal said Bachchan had also penned one of most popular Hindi film songs for Yash Chopra’s ‘Silsilay’–Rang Barse and has to his credit numerous awards including Soviet Land Nehru Prize, Asia-Africa Writers Prize and Sahitya Academy award.

Youth wing city president Lalit Mamgain lamented that today’s younger generation was drifting from literature and reading habits to internet, mobile gaming, video games and other entertainment tools.

He suggested that the Central government should provide literature of Harivanshrai Bachchan, Prem Chand, Rabindra Nath Tagore, Jai Shankar Prasad, Maha Devi to schoolchildren.

CII training course for disaster-hit youths

An employment-oriented skill development training programme for two months for youths from disaster-hit areas of the state started at Gurgaon on Tuesday. The programme is a joint initiative of the CII Foundation, Uttarakhand Skill Development Society and the SNS Foundation (the CSR arm of Anand Automotive Group).

Twenty-one youths from Chamoli district would be provided training in industry certified (Schneider certified electrician and Honda certified two-wheeler auto technician) course.

The training will be provided at the residential training facility of the SNS Foundation at Gurgaon. The programme proposes to reach out to 50 disaster-hit youths.

The two-month training programme in electrician and auto technician course comprises technical training, both theory and practical. Besides, students will also be imparted training in basic computer literacy, finance, English speaking and life skills.

RK Sudhanshu, Chairman, Executive Council, Uttarakhand Skill Development Society, appreciated the initiative. Manu Kochhar, Chairman, CII Uttarakhand State Council, said creating livelihood was one of the key priority areas. of the CII Foundation’s Uttarakhand Disaster Rehabilitation Initiative.

Sitara Devi had a jovial nature: Dancer

Paying tributes to the legendary Sitara Devi, her disciple and noted kathak dancer Uma Sharma, on reaching Mussoorie last night, said her pupils, would remember her for her jovial and lively nature.

Uma said her endeavour would be to propagate traits taught by Sitara Devi while teaching kathak around the globe and keep her memory alive in the process.

Uma said the legendary Sitara Devi was outspoken and often spoke on issues related to kathak.

Uma aired her wish of opening a kathak academy in the name of Sitara Devi in Mussoorie while speaking to mediapersons here.

She said classical music and dance forms can never be passe in the India despite the onslaught of western music. In fact, classical music is gaining popularity across the globe, said Uma.

Talking about the present scenario in Mussoorie, she said rampant construction is spoiling its beauty and the town has changed considerably. She said the state government should support regional artists so that local culture is preserved.
