Ajnala, November 27 The Ajnala Municipal Council (MC) has an annual budget of Rs 3.32 crore of which a sum of Rs 1.91 crore is spent on salaries of employees. Other committed expenses include Rs 8 -Rs 12 lakh on retirement benefits( gratuity/leave encashment) and Rs 25 lakh per month each on streetlights and tube wells. An amount of Rs 12 lakh is kept aside as contingency fund. For the fiscal year 2014-2015, an sum of Rs 1.16 crore has been sanctioned for the MC. This includs Rs 37.89 lakh for non-committed expenses like road laying, repairs, drainage and maintenance of streetlights. A sum of Rs 80 lakh iis spent on power bills and the operation and maintenance of water and sewerage lines. A sum of nearly Rs 60 lakh is spared for development works. Source of income The total income for the current fiscal is estimated at Rs 1.57 crore and expenditure at Rs 1.37 crore. The abolition of octroi has led to a dent in the MC income. The civic body is now looking to Rs 2.15 crore as VAT returns from the government. “Since, we do not receive VAT dues on regular intervals, despite repeated reminders to the Local Bodies, we have to use funds meant for other purposes to meet compulsory expenses. At times, workers' salaries are held up. We expected to earn more from house tax (now property tax). “The amount collected as house tax during 2013-2014 was a mere Rs 22 lakh. We have to depend on other sources such as additional excise duty (currently Rs 30 lakh per annum) and building fee (Rs 8 lakh). Other miscellaneous sources generate Rs 40 lakh,” said an official. Infrastructure The Ajnala MC, which caters to a population of more than 20,000 residents, does not have a fire brigade. It would have to depend on Amritsar for fire tenders in case of a mishap. The town has only one Civil Hospital. For education, there are six government schools (including senior secondary and primary schools) and a government college on the town outskirts. The District Education Officer (DEO) (Secondary) Satinder Bir Singh, and the DEO (Primary), Jugraj Singh, said that the educational infrastructure was woefully adequate. At Government Elementary School, Bhakhnatara, a lone hand pump is the only source of drinking water. The school toilets stink as there is no water supply. Also, the toilet seats are broken. Insanitary conditions prevail throughout the town in the absence of any mechanism to lift and dispose of garbage. The town is without a sewerage system. Work on laying sewer pipes is yet to be completed even after more than four years. Water is supplied through tube wells. Potable water is provided to almost the entire population (around 22,00 houses). But a disruption in the water supply line has forced residents to install submersible pumps, further depleting the underground water level. Non-functional streetlights at several points has forced the police to put up caution boards. The menace of stray animals is yet another problem. Even as the MC has tied up with a veterinary hospital to sterilise dogs, there is no arrangement for the anti-rabbies vaccine. Political graph The Ajnala Municipal Council has 13 wards. Sukhbir, Adesh slug it out over Blue Cards at Cabinet meeting
Chandigarh, November 27 After the development, the state government has suspended the scheme till the verification of ‘Blue Cards’ (provided to the beneficiaries under the scheme) was completed.
A senior official of the Food and Civil Supplies Department confirmed the suspension of the scheme, but refused to entertain any other query. Sources said a war of words erupted first between Deputy Chief Minister Sukhbir Singh Badal and Kairon. Sukhbir reportedly told his brother-in-law (Kairon) that he had been receiving numerous complaints on Blue Cards being allegedly issued to ineligible beneficiaries. Sources said next to target Adesh were his Cabinet colleagues Tota Singh (Agriculture), Anil Joshi (Local Bodies) and Sohan Singh Thandal (Jails). Thandal reportedly suggested suspending the distribution of ‘dal’ (pulses). Another minister suggested that in place of ‘atta-dal’, the beneficiaries should be provided cash. Kairon hit back, claiming his department was not the one issuing the cards. He said these were issued by teams working under the supervision of deputy commissioners. He said his department officials were not involved at any stage in the issuance of the cards. He said he was all for an inquiry to bring out the truth if the cards had been issued to ineligible beneficiaries. Sources said Majithia then put a poser to Adesh, asking him where should one complain if he had any issue pertaining to the Blue Cards or the Food and Civil Supplies Department. Kairon told Majithia that if his department did not entertain the complaint, one could approach the Deputy Commissioner. Probably seeing the situation going out of control, Chief Minister Parkash Singh Badal intervened and put in a word of praise for his “cornered” son-in-law Adesh: “Lalji (Adesh) has done a good job. He deserves praise.” Guessing what the Chief Minister wanted, all the ministers changed their stance and unanimously called for a verification of all the Blue Cards that had been issued. Revenue minister Bikram Majithia’s ‘role’ in hawala transaction
Chandigarh, November 27 Sources in the Punjab Police told The Tribune that the Senior Superintendent of Police (SSP), Sangrur, had started a probe into the “forging” of transcripts by former Intelligence officer Swaran Gandhi. Gandhi has reportedly confessed before the investigating team that he had forged the transcripts and prepared them in a format similar to that of the original handwritten call logs of the number ( belonging to a Hoshiarpur-based forex trader, but in use by his driver). The number was being monitored as the police suspected the user to be a part of a bigger hawala racket in North India. “Gandhi admits that he prepared and supplied the forged transcripts to Khaira, but denies having inserted the telephone number of state Revenue Minister Bikram Majithia in the forged transcripts. We do not know yet as to who made this insertion,” said a senior police officer investigating the matter. The entry of Majithia’s phone number has been made in the call log entry dated April 18, 2011. In the original call log, the log mentions the date of the call, the name of the receiver (as Pabla) and an amount of Rs 70 lakh as having been routed via hawala through a sender in Chandigarh. There is no mention of the address or the phone number. However, the call log transcript released to the press by Khaira on July 17, which the police claim is forged, mentions all other details as in the original call log, but with one addition, Majithia’s phone number. Even as the police investigation is under way, the Opposition has come out in support of Khaira. Punjab Congress president Partap Singh Bajwa has cautioned Deputy Chief Minister Sukhbir Singh Badal against “harassing” Khaira. “This is a malicious campaign to scuttle Khaira’s campaign against Majithia,” he said. People’s Party of Punjab chief Manpreet Singh Badal said the government had double standards. He said while it was defending one political leader, it had accepted the resignation of another (former Minister for Jails Sarwan Singh Phillaur). Manpreet condemned the efforts of the Punjab Police to muffle Khaira’s voice. Hussainiwala-Lahore border
Ferozepur, November 27 Modi emphasised on the need to explore direct trade routes between SAARC nations. The border was closed in the aftermath of 1971 Indo-Pak conflict. Modi stated that goods were travelling from one Punjab to the other Punjab (in Pakistan) through Mumbai, Dubai and Karachi making the journey 11 times longer leading to cost escalation. The local traders have been exporting goods to Pakistan through Delhi-Mumbai-Karachi route even as the destination is sometimes a few kilometres away. "It takes 45 days for our shipment to reach Lahore which is located at a distance that can be covered in 45 minutes from my factory," said Ravi Kant, who exports par boiled rice machinery to Pakistan. "The entire trader community is suffering due to closure of this route," said Ashwani Mehta, president, Beopar Mandal. Kamal Sharma, state BJP chief, said opening of this trade route would usher a new era of development in the Malwa region. Badal moots ‘Evergreen Revolution’
Dehradun, November 27 He was addressing the "Tree outside forests" session of the five-day silviculture conference being held at Forest Research Institute (FRI), Dehradun. He said the Evergreen Revolution movement should be on lines of the Swachh Bharat Abhiyan, a cleanliness campaign presently underway in the country. Badal advocated plantation of at least one or two trees in each and every house. "Every house in the country should have at least one or two trees. At least one sapling should be planted whenever a child is born in a house," the Chief Minister suggested amid applause from gathering of scientists and farmers. Referring to Punjab, he exhorted the FRI to play a more important role towards encouraging plantation of trees outside forests in Punjab. He said Punjab was already leading in the country in terms of agriculture, health and education and assured the state would now also lead in plantation of trees outside forests. He lauded FRI's role in setting up a forestry research institute at Ladowal in Punjab. "The seven-acre campus of the Ladowal Forestry Research Institute is being developed almost like FRI's historic building and 45 per cent of the construction work had been already completed," he said. He said while agriculture had reached a saturation point in Punjab, the state needed to take up agro-forestry in a big way. The Chief Minister also felicitated former Punjab Principal Chief Conservator of Forests Hardeep Singh Gujral and another senior former forest officer Pyare Lal with Life Time Achievement Award instituted by the FRI for their contribution towards promotion of agro-forestry in the country.

Govt bans sale of flavoured tobacco, e-cigarettes in state
Chandigarh, November 27 Reviewing the implementation of measures undertaken to control the sale of tobacco at a state-level coordination committee meeting, Hussan Lal, Secretary, Health, said the measures had been taken as various firms were bypassing the Tobacco Control Act by selling flavoured tobacco. He said following feedback that the sale of e-cigarettes had gone up, the government had banned its sale under the Drugs and Cosmetics Act. Any commercial institution, including e-commerce companies, can be booked under the Act for selling e-cigarettes. Hussan Lal said the sale of nicotine in chemical form in e-cigarettes had been prohibited. He said all districts authorities had been issued an advisory to strictly implement the Cigarettes and Other Tobacco Products Act 2003 with iron hand. Expressing concern over the sale of cigarettes near educational institutions, he directed the district authorities and the Education Department to strictly impose the ban within 200 metres of schools and colleges. |

Bathinda’s FB cop put behind bars
Bathinda, November 27 The police today arrested Karandeep Singh for allegedly impersonating as a Deputy Superintendent of Police (DSP) posted in Mansa. At times he would also pose as a Station House Officer (SHO). He would allegedly morph his pictures to show himself guarded by police personnel and then post these on social networking site Facebook. Karandeep would then allegedly flaunt himself as a tough police officer and harass the public for undue favours. A prominent leader of Jawaharke village, Gursewak Singh, and a businessman, Sandeep Kumar, both of Mansa, were learnt to be among his several victims. In one picture, he is seen allegedly posing next to Deputy Chief Minister Sukhbir Badal. Apart from wearing police uniform, he would also enjoy rides in blue beacon-fitted police vehicles. Sources said the accused, an unemployed, was known to senior police functionaries, including SHOs and DSPs. All was going as planned for Karandeep till one of his Facebook pictures received “SHO Zindabad” comment. He replied with “thanks for praising my authority”, which made the local police suspicious and they launched an investigation. Mansa SSP Bhupinder Khattra said, “Karandeep was once caught flaunting his influence at a women’s police station. He was let off with a warning. But he was again seen impersonating during Bathinda MP and Union Minister Harsimrat Kaur Badal’s recent visit to her constituency.” |

Gurbani row: Now Bibi hits out at Sidhu
Ropar, November 27 Reacting to appeals by various Sikh bodies to Akal Takht to initiate action against Sidhu, she alleged that Sidhu was not a Sikh as he was not following the Sikh tenets. “He performs ‘havans’ at his house and trims his beard. How can he be a Sikh,” she asked. She was all praise for Revenue Minister Bikram Singh Majithia, whose name has allegedly surfaced in the synthetic drug racket in the state. “When Majithia landed himself in a similar controversy a few months ago, like a humble Sikh, he appeared before Akal Takht and accepted ‘tankhah’ (religious punishment),” she pointed out. Low demand, PSPCL shuts eight units
Patiala, November 27 The PSPCL is running one unit of Ropar thermal plant, two units of Lehra Mohabbat and one unit of Bhatinda thermal plant. In the private sector, both units of Rajpura thermal plant and one unit of Talwandi Sabo are functional. The average generation from all running thermal units is around 2,076 MW. Of this, private sector plants are contributing a major share of 1,340 MW. Official sources said the units would remain shut for the next few months till the demand for power picked up. The private plants had not been asked to lower generation as the PSPCL would have to bear fixed charges of more than Re 1 per unit, they said. Employees at the Ropar thermal plant are demanding that all units must be run for its better performance. They said they would not get generation incentive if all units retained a minimum plant load factor. The employees are planning to hold gate meetings in the next few days. KD Chaudhri, CMD, PSPCL, said the overall demand for power was low. “Coal shortage is being faced by all plants in the country. We are thus trying to save coal stocks in view of a comfortable power position,” he said.

In another incident, miscreants thrashed Sukhwinder Singh of Jammu Basti last evening. The culprits attacked him again at Civil Hospital and ransacked the premises. Chandigarh, November 27 Though details of the work to be handled by the officer is not yet known, sources say he will continue as in charge of the Public Works Department, Water Supply and Sanitation and Sports Department. He will remain Chief Executive Officer, Shivalik Dhauladhar Tourism Development Board. Sources said the Home Department had earlier “explored” if Aujla could be appointed member of the Police Complaints Authority (PCA) being set up in the state. Another retired bureaucrat, DS Bains is tipped to be re-appointed as PCA chairman. Aujla’s case for appointment as PCA member was examined by the Legal Remembrancer and the office of the Advocate-General. Both said since it was a constitutional post, Aujla could not be appointed member as only officers of the rank of Principal Secretary and above could be appointed to constitutional posts. Aujla has completed 24 years of service as an IAS officer. As per the All-India Service Rules, an officer can be promoted to the rank of Principal Secretary only after he completes 25 years of service. In August this year, the state government had moved Aujla’s case for promotion as Principal Secretary. However the Personnel Department wrote a dissenting note on the file, specifying the rule that IAS officers with less than 25 years of service could not be promoted in the scale of Principal Secretary. Infants' death: Bittu seeks Central probe
New Delhi, November 27 Ludhiana MP Ravneet Singh Bittu demanded a probe into the working of the newly inaugurated Mother-Child Wing at Ludhiana Civil Hospital where four newborns died last Sunday. The wing was inaugurated recently. "In the past two months, 35 infants have died at this hospital. The Health Ministry should send a Central team to probe the reasons behind this criminal lapse. Prime facie it appears that the lapse is the result of growing differences among ruling Akalis and BJP leaders. Akalis are trying to score a political point because the Health Department is held by the BJP in the ruling coalition," Bittu said during Zero Hour. He said a Rs 1,100-crore Central grant was given to Punjab recently for upgrading health infrastructure. He demanded accountability for the money spent. Khaira seeks inquiry by HC Judge
Jalandhar, November 27 He accused Inspector-General Gaurav Yadav of being a mouthpiece of the state police chief, Sumedh Saini. “It is a ploy to settle scores with me because I have filed several complaints against the IG, Saini, the CM and Deputy CM. Therefore, all four want to settle scores with me. They have found a scapegoat in a junior police officer, Sub-Inspector Swaran Gandhi, who earlier worked with the police Financial Intelligence Unit.” Khaira claimed the SI had approached him through former DGP Shashi Kant in July to hand over evidence against Majithia. He claimed that the SI was arrested in a theft case immediately after his press conference on July 18. On tampering with the call details, Khaira said: “I am not so naive as to alter the police record and then hand it over to the ED.” |

Differently abled national kabaddi player gets Class IV job after 13 yrs
Faridkot, November 27 The Punjab Cabinet approved her appointment by relaxing rules under the sports quota on Wednesday. After the injury, the player, known for her ability to catch raiders, was confined to a wheelchair. During a match on November 25, 2001, Jaspreet earned a goal for her team and won the National Kabaddi Championship in Patiala. But even as her team bagged the national title, Jaspreet suffered the injury the same day, which changed her life forever. Daughter of a former Armyman who died seven year ago, she lives with her mother and a widowed sister at Killa Nau village in Faridkot. As Jaspreet failed to get any recognition from the state government even 13 years after the incident, five of her teammates in the Punjab kabaddi team stopped playing the game, she lamented. Jaspreet is now jubilant and “thankful” to Chief Minister Parkash Singh Badal for his “kind gesture”. Two year ago, Badal had directed the Faridkot Deputy Commissioner to meet Jaspreet at her residence and provide help to her. The Deputy Commissioner made Jaspreet speak to the Chief Minister over phone. “Badal Sahib assured me of all help, including a government job,” she recalled. “After I met with the accident in the playground, most of the parents in this area started believing that the sport is too dangerous for a teenager to play. I can’t say that I disagree with them. While adult players can, and do, sustain life-altering injuries, teenagers have higher chance of doing so…But the game should not stop,” said Jaspreet. Service tax on NRI remittances
New Delhi, October 27 After writing a letter to Congress president Sonia Gandhi on the issue, Bhattal today sent a letter to party vice-president Rahul Gandhi. Making available copies of both letters, she said she would meet Punjab Governor and the Chief Minister (if needed), along with a delegation to get the imposition of service tax scrapped. The CM was also the patron of the ruling Shiromani Akali Dal (SAD) that was part of the ruling NDA at the Centre, she said. She did not rule out the possibility of launching an agitation in case the Centre did not reverses the " undemocratic" and "anti-people" decision. In letters to the Gandhis, Bhattal has referred to a October 14 circular of the Central Board of Excise and Customs (CBEC) which imposes service tax at the rate of 12.36 per cent on NRI remittance fees paid for distributing money sent to their families back home. This circular was issued in reversal of the earlier circular of July 2012 that clarified that no tax would be levied on NRI remittance fee. |

Textbook board asst editors not entitled to lecturer’s pay: HC
Chandigarh, November 27 The ruling by the Bench of Justice Satish Kumar Mittal and Justice Deepak Sibal came on an appeal filed by Dr Sardool Singh and other appellants against the State of Punjab and other respondents. They had contended that the issue that arose in the appeal was whether the appellants, working as assistant editors in the board, were entitled to the same pay scales as PU lecturers. The appeal was filed after a Single Judge dismissed their writ petition holding that the nature of their duties was entirely different from that of lecturers. The judge went on to hold that their claim for equating pay scales was primarily the job of experts, such as pay commissions and anomaly committees. The counsel appearing for the appellants submitted that Panjab University lecturers and appellants had been placed in the same pay scale for several years in the past. Therefore, there was no justification to now distinguish both categories in terms of their pay scales. The counsel also relied on a decision dated July 8, 1988, taken by the governing body of the Punjab State University Text Book Board, Chandigarh, wherein it had been decided that equal pay scales be granted to the appellants and varsity lecturers. Taking up the matter, the Bench asserted: "There can be no dispute on the fact that the nature of duties of assistant editors and lecturers is very distinct. While the post of a lecturer is a teaching post, the post of an assistant editor is a non-teaching post…." Dismissing the petition, the Bench added: "Even otherwise, it is a settled law that equation of posts for the purpose of grant of equal pay scales is better left to the experts like pay commissions and anomaly committees etc."

HC grants bail to PPSC ex-chairman
Chandigarh, November 27 His counsel Vikram Chaudhary, on the previous date of hearing, had told the court that “the applicant had undergone actual custody of more than three years and two months”. The State counsel, on the other hand, had sought time to get the custody certificate, after which the case was adjourned to today. A Ropar court, on July 16, had found Sidhu guilty on two counts: Section 13 (for fraudulently converting a property/service entrusted to him as a public servant for others to use) and Section 7 (for taking gratification other than legal remuneration) of the Prevention of Corruption Act. The High Court, in August last year, had admitted the appeal filed against the conviction orders. Sidhu was arrested by the Vigilance Bureau in March 2002 for allegedly accepting a bribe of Rs 5 lakh at his Sector 39 flat in Chandigarh. The investigators had recovered Rs 9.57 crore in cash, Rs 8.99 crore in his bank accounts, shares and debentures, and properties that were conservatively valued at Rs 12.93
