Kathmandu, November 26 On the sidelines of the SAARC Summit here, the Prime Minister had bilateral meetings with the Prime Minister of Bhutan Tshering Tobgay, Prime Minister of Bangladesh Sheikh Hasina, President of Afghanistan Ashraf Ghani, President of Sri Lanka Mahinda Rajapaksa and the President of Maldives Abdulla Yameen. "A large part of the discussions centred around the statements made and the events at the SAARC Summit. During the bilateral meetings, various heads of government complimented the Prime Minister for his statement at the SAARC Summit and his forward-looking vision. The Prime Minister was also complimented for his initiative of the SAARC satellite. Some countries also shared what they look forward to from such a satellite. The Prime Minister's emphasis on solar energy was also greeted with enthusiasm during these meetings," MEA spokesperson said later. Besides the discussions on SAARC, the PM extended an invitation to the new Afghan President Ghani, hearing the views of the latter on his vision for the country as also the cooperation expected from India. Specific proposals for economic cooperation and transfer of technology figured during the talks. President Ghani reassured that Afghanistan would not do anything to harm Indian security in the country, as India continued to face threats to its missions in there. The National Security Adviser will travel to Sri Lanka and Maldives next month. Maritime security shall be on the agenda during these visits. Bangladesh, Sri Lanka and Maldives reiterated their invitations to the Prime Minister and he, in turn, emphasised that engagement with SAARC nations was a priority with him. The Prime Minister invited Bhutan Prime Minister Tshering Tobgay to visit India in January and also be part of the Vibrant Gujarat summit. The Prime Ministers of India and Bangladesh had a detailed exchange of views on matters relating to security and terrorism which impact both countries. The Burdwan blast which is currently being investigated by the National Investigation Agency and has linkages in Bangladesh also came up during the discussions. |

PM suggestions on SAARC trade innovative: CII
New Delhi, November 26 “CII strongly welcomes PM’s suggestion for a three-five year business traveler card for SAARC nationals and the Special Purpose Facility for regional connectivity infrastructure, which would impart impetus to the dream of shared prosperity”, said Chandrajit Banerjee, Director General, CII. The chamber stressed the need for transport connectivity and cross-border trade facilitation as imperative for enhancing SAARC economic integration. “We hope that PM’s call for simpler procedures, common standards, and better facilities would contribute to faster action towards trade and investment linkages on the SAARC platform,” he added. The statement said less than 5 per cent of the region’s global trade is intraregional and it costs more to travel within the region than to Bangkok or Singapore. In his speech, the PM has stressed the need for neighboring countries to invite investments from India to produce for the Indian market. “Cross-border investments into other SAARC countries to export to India would help balance the trade surplus with the SAARC member economies, which is presently a concern,” said Banerjee. However, the CII expressed disappointment that several trade facilitation agreements which were on the table could not be signed. The SAARC Motor Vehicle Agreement for regulation of passenger and cargo vehicular traffic would lead to seamless movement of cargo, personal vehicles and passengers across land borders. The SAARC Regional Railways Agreement would harness the economic potential of the region, while the SAARC Framework Agreement for Energy Cooperation (Electricity) could ensure integrated operation of the regional power grid. CII has urged SAARC leaders to finalise the agreements that would promote trade facilitation and hopes that these would be signed at the earliest. These proposed agreements will greatly help in facilitating the flow of trade and reduce the cost of doing business across the South Asian region. Intra-regional trade within SAARC can drive poverty reduction and improve development indicators. |

Birender to meet PM over reduced budget allocation for social schemes
New Delhi, November 26 Top government functionaries told The Tribune that the senior BJP minister, who today held a marathon meeting on the issue with his two deputies and senior officials of the ministry, will be writing to Jaitley to press for a higher allocation to his
ministry, which runs key social sector schemes of the government. The schemes include the UPA government’s flagship programme Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) and Indira Awas Yojana. Officials said Singh would also seek a meeting with the PM to apprise him of “implications of cuts in the schemes for rural areas, which form the thrust of his future plans.” “The minister is clear that it (reduced allocations) will send a wrong signal to the country. He has been flooded with calls and letters from states objecting the reduced allocations. Though states are also responsible for not utilising the consolidated funds held by them, their contention is about the release of lesser amounts in revised estimates than the budgetary estimates,” a source said. Left parties and NGOs are also criticising the government’s “attempts to dismantle” the MNREGA scheme by “depriving” states of funds meant for it. The matter was also today raised by the Left parties in the Lok Sabha and the Rajya Sabha. |

26/11: M’rashtra govt all set to reform police
Mumbai, November 26 Tawde, along with senior police officials, was at the Police Gymkhana where they paid homage at the memorial for police personnel who had fallen to the terrorists’ bullets. The Ram Pradhan committee was constituted by the former Congress-NCP government to look into the feeble response of the Mumbai police when Pakistan-based terrorists attacked Mumbai in 2008. The committee had pointed out several shortcomings of the Mumbai police and had come up with several recommendations to beef up the force. However, much of these were put in the cold storage by the Congress-NCP government. Tawde was accompanied by his Cabinet colleague Prakash Mehta also from Mumbai, Maharashtra Director General of Police Sanjeev Dayal, Mumbai Police Commissioner Rakesh Maria and Mayor Snehal Ambekar. Chief Minister Devendra Fadnavis did not make it to the occasion as he was out of the city. He, however, released a statement paying homage to the victims of the terror attack. At the Chhatrapati Shivaji Terminus, Taj and Oberoi hotels, where the terror attacks took place, people came out to pay homage to the departed souls. Humiliation may amount to sexual harassment: Govt
New Delhi, November 26 This information was given by Jitendra Singh, Union Minister of State for Personnel, Public Grievances and Pensions in a written reply to a question in Lok Sabha. The service rules were amended by the ministry on November 19 to widen definition of sexual harassment and to make work place more conducive for women to work. “The implied or explicit promise of preferential or detrimental treatment in employment, threat about present or future employment and humiliating treatment likely to affect her health or safety may amount to sexual harassment,” Singh said. Besides, interference with her work or creating an intimidating or offensive or hostile work environment for women employees may amount to sexual harassment, he said. The new rules are expected to bring in more clarity on various sexual harassment offences punishable under the law. As per the new definition under the Central Civil Services (Conduct) Rules, 1964, sexual harassment includes physical contact and advances, a demand or request for sexual favours, making sexually coloured remarks, showing pornography and any other unwelcome physical, verbal, non-verbal conduct of a sexual nature, the House was told. Under the rules, workplace includes any department, organisation, undertaking, establishment, enterprise, institution, office, branch or unit which is established, owned, controlled or wholly or substantially financed by funds provided directly or indirectly by the central government. President Pranab Mukherjee had last year given his assent to the Protection of Women Against Sexual Harassment at Work Place Bill, 2010, aimed at providing protection against sexual harassment of women at workplace and for the prevention and redress of complaints of sexual harassment. The new law has under its ambit even domestic workers and agriculture labour, both from organised and unorganised sectors.

Congress joins forces with Left
New Delhi, November 26 A former Union Minister of the Congress, Mani Shankar Aiyar, took part in a dharna of a large number of MGREGA workers in the Capital, which was inaugurated by CPM General Secretary Prakash Karat and attended, among others, by CPI general secretary Sudhakar Reddy and JD (U) President Sharad Yadav. Tripura Chief Minister Manik Sarkar and a social activist Aruna Roy, member of the National Advisory Council (NAC) - a high level policy recommending body which was headed by Sonia Gandhi during the UPA government - were also present. Although it was claimed that the event was a show of MGNREGA workers, it was dominated by CPM workers. Sarkar accused the Modi government of pursing "anti-poor" policies. "It is trying to dilute rural job guarantee scheme, MGNREGA, through various ways," he said. In the annual Budget 2014-15, Rs 1,400 crore had been allocated for Tripura in the form of Central assistance with regard MGNREGA. But the state had received only Rs 650 core, he added. He said Modi should realise that this was the demand of the common man.

New Delhi, November 26 Addressing a press conference today, former Madhya Pradesh CM and Congress’ general secretary Digvijay Singh cited several instances where hard evidence of alleged involvement of state CM, Governor House, RSS functionaries and senior IAS and IPS officers was being ignored by the Special Task Force appointed to nail kingpin of the scam famous by the name of Vyapam. Vyapam, an organisation set up in 1980 as a state government agency for admission to medical, agriculture and engineering colleges, was in 2006 expanded to make appointments of non gazette officers. Currently an investigation is underway in Madhya Pradesh into a scam which has led to over one lakh fake admissions in the non gazette category. “In Haryana, former CM Om Parkash Chautala is jailed for wrongful recruitment of 300 teachers and in Madhya Pradesh there is no action against a CM who admitted in the state assembly to over one lakh fake appointments through Vyapam,” Digvijay Singh said today accusing Prime Minister Narendra Modi for shielding MP Chief Minister Shivraj Singh Chauhan. “The PM had said he will neither indulge in corruption nor tolerate it. Why is he silent on MP’s Vyapam scam. One of thepersons allegedly involved in the scam is a minister (read Uma Bharati) in Modi Cabinet. She, according to an Excel Sheet recovered from the laptop of a former Vyapam Director now under arrest, made 17 recommendations for appointments. The same Excel sheet was the basis for the arrest of Laxmikant Sharma, a state minister. But nothing happens to Uma Bharati,” Digvijay Singh today said questioning the role of the Chief Justice of Madhya Pradesh High Court in the matter. |

Saradha scam: CBI remand of TMC MP extended
Kolkata, November 26 During interrogation, Bose divulged new information about Saradha owner Sudipta Sen’s business operation and the TMC’s involvement in it, said CBI sources. Meanwhile, TMC minister Madan Mitra, who had been summoned by the CBI and was hospitalised three days back, was discharged today. He told reporters he would meet the CBI officials when required and was ready to cooperate with them in the inquiry, as he had committed no wrong. Another TMC MP Imran Hasan, who was arrested in connection with the chit fund scam, alleged links with the Bangladesh jihadi group Jamaat-e-Islami and his involvement in the Khagraghar blast, was interrogated today by the Enforcement Directorate (ED). Artist Suvaprasanna, who is considered close to CM Mamata Banerjee, once again skipped the ED’s interrogation today. He was summoned for the third time today in connection with the sale of his proposed TV channel to Saradha at an exorbitant price of Rs 14 crore. |

Modi to flag off first train to Meghalaya on Nov 29
Guwahati, November 26 Modi will digitally flag off the first train service linking Mendipathar in Garo Hills of Meghalaya to the rest of the country in function be held at Northeast Frontier Railway headquarter at Maligaon in Guwahati on November 29. “Modi will speak to the people of Garo Hills via video conferencing,” said Meghalaya government officials. The first-ever railway station at Mendipathar in Meghalaya is expected to be a boon for Garo Hills, areas particularly the traders and farmers. It will connect Dudhnoi in western Assam through a broad gauge line covering a distance of 19.75 km. There will be one stop along the route to Garo hills — Resubelpara. Guwahati, November 26 He happens to be the second Congress leader from Assam to be grilled by the CBI in connection with the case. On Monday, another senior Congress MLA and a former minister, Anjan Dutta, was interrogated by the CBI. Dr Sarma, who was in the headlines a few months back for quitting the Tarun Gogoi ministry as the health and education minister after raising the banner of revolt against the ‘inefficient’ Chief Minister, arrived at the CBI’s Kolkata office before 10 am and remain inside for several hours. The CBI had earlier raided Dr Sarma’s residence in Guwahati and offices of the satellite TV channel owned by his wife Riniki Bhuyan Sarma. Bill okayed for CBI chief’s selection
New Delhi, November 26 The Delhi Special Police Establishment Amendment Act 2014 cleared the House hurdle despite the Opposition pressing for division. The Bill was passed with 147 of the 188 MPs present voting for it and 41 voting against. The Bill allows a situation where the selection committee, even with the absence of one member, can appoint the CBI chief. The same Bill, in another amendment, allows inclusion in the selection committee the leader of the single largest opposition party in LS instead of the Leader of Opposition in LS. This amendment was necessitated after LS Speaker Sumitra Mahajan declined to recognise Congress’ claim on LOP’s post on grounds that it does not have 55 MPs (10 per cent of the House strength) as mandated by former Speaker GV Mavalankar’s ruling on the matter. While this principal amendment to the original Bill of 1946 was welcomed by the Opposition, including Congress’ Mallikarjun Kharge who will now sit on the selection panel meant to appoint the CBI chief, the same was not true of the second controversial amendment. Bar Assn wants transfer of 3 judges reconsidered
Chandigarh, November 26 The association has passed a resolution saying that there was no administrative or other reason for their transfer and their brilliance was known to everyone. Moreover, the HC was reeling under shortage of judges and the pendency of cases was ever-increasing. The resolution was passed on November 25, just about a week after the surfacing of the decision to transfer Justice Anupinder Singh Grewal and Justice Jaishree Thakur to the Rajasthan High Court and Justice BS Walia to the Jammu and Kashmir HC. They were elevated, along with nine other judges, in September. The single-page resolution, signed by Bar president Dr Anmol Rattan Sidhu and honorary secretary Saurav Khurana, says: “It has been unanimously resolved in the meeting of the Executive Committee of the High Court Bar Association that the high court is already in deficiency of judges. Therefore, the transfer of the judges from this court to other high courts would create more shortage and the pendency is increasing day by day. “Apart from this, there is no administrative or other reasons. The excellency and brilliancy of the judges, who are elevated, is known to everyone. It is, therefore, requested the request be reconsidered regarding the transfer of Justice BS Walia, Justice Jaishree Thakur and Justice Anupinder Singh Grewal.” None of the transferred judges have kin practicing in the HC; and the reason for their relocation has not been made apparent to the lawyers, leading to the demand for a transparent transfer policy. |

Key WTO’s General Council meet today
New Delhi, November 26 “The meeting was postponed for tomorrow. We expect a positive outcome from the meeting,” a senior official said. The meeting may retain the deadline for implementation of the trade facilitation agreement (TFA) by July 2015. Besides, it is expected to extend ‘peace clause’ till a permanent solution is found to the food stockpiling issue of developing countries including India. India had refused to ratify the TFA in Geneva meet in late July till the WTO members found a permanent solution to the issue public stock holding of foodgrains for the food security programme.

IAF’s first transport squadron turns 70
Chandigarh, November 26 Raised initially on Spitfire fighters in 1945 at Kohat (Pakistan), the squadron was re-equipped with Dakota transport aircraft in September 1946, opening a new chapter in the then Royal Indian Air Force’s history. Just two days before Partition, the squadron moved from Chaklala, now in Pakistan, to Agra. The following months saw the unit, being the only transport squadron, carrying out daring and intense flying to battle zones in Srinagar, Poonch and Ladakh, maintaining the vital air bridge, bringing in supplies, evacuating people and ferrying VIPs. Also known as “Yaks”, the squadron later switched over to the US made C-119 Packet aircraft and then on to the Russian AN-32 during the late 1980s. “The squadron was heavily committed for Operation Meghdoot in Siachen as well as Operation Pawan in Sri Lanka, tasked for airlifting the spearhead elements during the launch phases as well as logistically sustaining the forces later,” Wg Cdr CS Grewal (retd), who has served three tenures with Yaks, said. “Earlier, during the 1971 Indo-Pak war, our Packet aircraft were part of the para-drop over Tangail in the eastern sector,” he said. Presently based at Agra with Gp Capt Amit Pushkar as its Commanding Officer and Ari Marshal GP Singh as its Commodore Commandant, the squadron’s current roles include specific bombing missions, routine transport and communication duties as well as disaster relief operations. |

BSF goes hi-tech to check infiltration
New Delhi, November 26 The developments came to light on the sidelines of the BSF's annual press conference held on the force's 50th anniversary. The BSF was constituted on December 1, 1965, and the force claims that they are currently the world's largest border guarding force. "Smart fencing" has been developed by the BSF's Research and Development (R&D) team, while the UGS and the "laser wall" have been procured. About 85 per cent of the India-Pakistan border is fenced, while about 70 to 80 kilometre along the border in Gujarat remains unfenced, according to the BSF. "Fencing is not in some areas, because of the non-acquisition of the land for it,” said BSF Director General DK Pathak. He said there had been no infiltration by militants along the International Boundary (IB) in Jammu for three years. The UGS is placed two to three feet below the ground. "When a person steps over it, the UGS sends an alarm to the screen of the system at the control centre. The person who is watching the screen sends someone to examine what has caused the alarm to go off," said a BSF source. "Smart fencing" consists of three surveillance equipment - the LORROS, Battle Field Surveillance Radar and Hand Held Thermal Imagers. "The company commander sitting at his office can examine if anyone is approaching the zero line (the International Boundary) and has crossed it. It has been installed along a four kilometre stretch along the IB in Punjab and an equally long stretch in Jammu," said Pathak, adding that "laser wall" was being used along the IB in Jammu. SC rejects bail plea of accused
New Delhi, November 26 “We have requested the sessions court to conclude the trial within three months. We cannot grant you regular bail at this stage,” a Bench comprising Chief Justice HL Dattu and justices Madan B Lokur and AK Sikri said. Sandip, alias Sonu Ramprakash Mehra, one of the undertrials who was out on interim bail after remaining in jail for almost 12 years, had moved the court seeking regular bail till the conclusion of the trial in the case. “Fifty eight persons are on regular bail in the case. Poor person like me is still in jail. Grant me bail till the trial concludes,” Sandip, who appeared in person, said. The plea was, however, rejected. Earlier, the court had asked the trial court in Ahmedabad to wind up within three months the proceedings in Gulberg Society massacre case and had expressed concern over the accused languishing in jail due to delay in trial. It had also asked the Special Investigating Team (SIT), which probed the nine riots cases including the Gulberg Society matter, to expeditiously proceed. The Bench, however, had asked the sessions court not to pronounce the judgement without its prior permission. Central staff to file asset details by Dec 31
New Delhi, November 26 As per the rules notified under the Lokpal and Lokayuktas Act in July, every public servant who has filed declarations, information and annual returns of property under the provisions of the rules applicable to such public servants shall file the revised declarations as on August 1 to the competent authority on or before September 15. The provision of the rules has subsequently been amended by which the time limit for furnishing of such information or return by public servants has been extended till December 31, Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh said in a written reply.

UAV crashes in Bhuj, probe ordered
Ahmedabad, November 26 A Defence department spokesman while confirming the mishap said the unmanned remote-controlled vehicle, Heron, crashed near Mankuva village, 40 km from Bhuj. He said the exact reason behind the crash could not be ascertained and it would be known only after the court of inquiry ordered into the crash presents its findings. Kutch District Superintendent of Police DN Patel said no casualties on the ground were reported in the crash. The UAV was acquired by India from Israel at a cost of Rs 80 crore. Heron is a medium-altitude unmanned aerial vehicle developed by Malat division of Israel Aerospace Industry and is capable of long endurance operations. |

One Indian died of Ebola in Liberia: Govt New Delhi, November 26 In a written reply to a question related to Ebola and related casualties of Indians anywhere in the world, Minister of State External Affairs VK Singh said: "As per reports available with the government, there has been only one Indian casualty so far. Mohammad Amir, who was employed with a pharmacy in Liberia, died of Ebola infection on September 7." Mir's family, the government said, had been informed of his demise and the body had to be locally buried due to WHO norms on burial of Ebola-infected people. "As per WHO norms, the body of the deceased was buried locally. Our missions are facilitating access of Indian nationals to proper treatment facilities as and when required," the government said in Lok Sabha today. The government also said Indian missions covering Ebola-affected nations had been asked to remain in regular touch with the Indian community there and also with the UN agencies to ensure safety of people. Ebola virus outbreak was reported from West African countries. The disease has not yet entered India. |
