New Delhi, November 13 Senior Jat leader from Haryana said, “Prime Minister Narendra Modi has the quality and the ability that he will not allow a situation to emerge where Rahul or Priyanaka are able to make any difference”. Singh held his bête noire Bhupinder Singh Hooda entirely responsible for Congress’ debacle in his home state. “Due to his short-sightedness, Hooda preferred to concentrate on one or two districts of his choice. He has angered people to such an extent that there is no chance of Congress’ revival in Haryana for at least next 10 years, irrespective of whosoever they put in charge,” he said. “Congress votes are firmly with the BJP, not just in Haryana but the entire country and I don’t foresee any change in the situation for a long time,” he added. The former Congress loyalist said he had alerted Congress president Sonia Gandhi about the “impending dangers of complete trust in Hooda.” “Haryana Congress was under complete control of Hooda. I told her (Sonia Gandhi) that if the situation does not change I will quit,” he said. Supporting a probe into the cash-for-change of land use scam that surfaced during Hooda’s rule in the state, Singh said the BJP government was committed to a thorough investigations into allegations that Congress legislators sought illegal gratification in return of CLU permissions. Rewarded with the key Cabinet portfolio for switching over to the BJP before Haryana Assembly polls, apparently it is also a message to politically powerful Jats of Haryana, Western UP and Rajasthan that Modi cares for the community. His elevation to the key post is meant to tell Jats, who believe that by placing a non-Jat at the helm of affairs in Haryana Modi over-looked them, BJP sources say.

SC sets 3-month deadline for Gulbarg case trial

New Delhi, November 13 A three-member Bench headed by Chief Justice HL Dattu asked special judge PC Desai to conduct the trial on a day-to-day basis and keep the judgment ready without pronouncing it in the open court. The Bench, which included Justices MB Lokur and MY Eqbal, asked the trial court to desist from granting unnecessary adjournments to any of the parties involved in the case and complete the proceedings as expeditiously as possible, particularly within three months. The SC has restrained the trial court from pronouncing the verdict, pending disposal of the pleas for naming two more senior police officers as accused in the case. There are as many as 73 accused in the case. The trial court should ask for further time if it was unable to meet the deadline, it said. It was in this case, the SC-appointed special investigation team (SIT) headed by former CBI Director RK Raghavan had given clean chit to then Gujarat Chief Minister Narendra Modi after questioning him. The SIT report was accepted by the trial court and upheld by the high court and the SC, which had directed further investigation in the case on a plea by Jafri’s wife, Zakia. According to the victim, police had failed to come to the housing society in time despite several calls made by her husband. Of the nine Gujarat riots cases in which the SC was monitoring the probe and trial, the trial courts have delivered judgments in six cases. To assess work, PM takes cue from Malaysia Naypyitaw, November 13 During his meeting with his Malaysian counterpart Najib Razak yesterday, Modi said he was impressed by the performance assessment mechanism that was in place in the southeast Asian country. Modi told Razak that he had had discussions on this subject with some Malaysian officials who had worked on it, Ministry of External Affairs spokesperson Syed Akbaruddin told reporters here. The PM said this was an excellent example of how monitoring of performance was done. But he said Malaysia was more than only governance reform. Modi also felt that Malaysia had been open for economic reforms and Malaysia and India could work together in areas like housing. Modi said public housing was a major focus of the new Indian Government which planned to go for large scale public housing by 2022. — PTI |

Don’t be lenient with rash drivers, says SC
New Delhi, November 13 A Bench comprising Justices MY Eqbal and SK Singh gave the ruling while restoring the two-year sentence handed out by the trial court to a driver for killing a person in a road accident. The Madhya Pradesh HC had reduced the sentence to the period already undergone. “Undue sympathy by means of imposing inadequate sentence would do more harm to the justice system and undermine the public confidence in the efficacy of law,” the apex court held. “If the courts do not protect the injured, the injured would then resort to personal vengeance. Therefore, the duty of any court is to award proper sentence having regard to the nature of the offence and the manner in which it was committed,” it said. The sentencing courts were expected to consider all relevant facts and circumstances bearing on the question of sentence and proceed to impose a sentence commensurate with the gravity of the offence. “The court must not only keep in view the rights of the victim of the crime but also the society at large while considering the imposition of appropriate punishment. Meager sentence imposed solely on account of lapse of time without considering the degree of the offence will be counter-productive in the long run,” it explained.

New Delhi, November 13 The rules under the Defence Procurement Procedure (DPP) allow for the purchase in case of 'single vendor' scenario if the DAC allows it after discussion. The IAF wants replacement of Hawker Siddeley HS 748, a medium-sized turboprop airliner designed by British firm Avro in 1950s, and is looking for 56 planes with twin-engines, six to eight tonnes payload capacity and cruise speed of 800 km per hour range of 2,500 to 2,700 km. A request for proposal (RFP) was sent out to eight global companies. Except one, all companies have expressing their inability to participate in the tender. The Ministry of Defence had allowed Indian private firms to collaborate with foreign manufactures and produce the plane in India. Only Airbus-Tata submitted its bid, IAF sources said there was no harm in considering the bid as parameters were laid down under the Air Staff Qualitative Requirements (ASQRs). The others which expressed their inability were US majors - Lockheed Martin and Boeing saying they did not make planes of this class anymore. Alenia Aermacchi, an Italian aerospace company, is a subsidiary of Finmeccanica, which is in trouble over the cancelled Rs 3,500 crore AgustaWestland VVIP helicopter deal. JSC Rosoboronexport of Russia wants a fresh design and development project, while Saab of Sweden has conveyed that it has stopped making a plane of this category. Ukrainian company Antonov first sought time and then again sought more time till December end to submit a bid. Parrikar, while speaking in Goa yesterday, had said: "My target is to clear all weapons purchase deals one by one on a priority basis, beginning next week." Parrikar will have to decide whether he wants to face the 'single vendor' situation upfront and get the waiver through the DAC or opt to look for other options like re-tendering. The DAC is slated at the end of this month. Sources said even if a fresh tender is issued there might be no new response unless the Ukrainian company responds or the Italian company Finmeccanica is allowed to bid.

Rajnath asks Naxals to shun violence
Gurgaon, November 13 Addressing the 75th raising day of CRPF, Rajnath said that Mao Zedong’s ideology, which was being followed by the CPI (Maoist) in India, is forgotten even in China, the country where he had founded the Communist state. “But here (in India) you (Naxals) are killing your innocent countrymen by following that ideology. I would like to appeal to the Naxals to shun violence. Our democratic values are very strong. I would like to ask them to change the power through democracy and not by guns,” he said after taking the salute at an impressive parade by CRPF personnel. Thirty-eight per cent of CRPF’s troops are deployed in the Left-Wing Extremism theatre, the Home Minister said even as he noted that the country’s largest paramilitary force is engaged in many critical areas and that around 80 per cent of its personnel work in high-risk zones. CRPF not only plays an active role in facing internal security challenges but also provides cover during general elections and hence can be termed ‘loktantra ke prahri’ (soldier of democracy), said Singh. Remembering the supreme sacrifice made by CRPF jawans in different theatres of operation, Singh said the government recognises the contribution of the force. He also said that government is sensitive to the needs of the paramilitary forces. “I know CRPF is also fighting proxy war launched against the country and it is very difficult to fight such a war,” he said. The Home Minister recalled his visit to Saranda jungle in Jharkhand and said that CRPF deserves credit for its ability to work in adverse conditions. “CRPF works in very hostile conditions but it always completes its assigned task. It has given many an ‘agnipareeksha’ and I can proudly say it has succeeded in all,” he said. New Delhi, November 13 A Bench headed by Chief Justice HL Dattu passed the order entrusting the responsibility with the Union Ministry of Housing and Urban Poverty Alleviation. The court said that since the Centre had already prepared a scheme for providing shelter to homeless people it should take the initiate for ensuring night shelters as well. The SC noted that under the scheme the Centre would meet 75 per cent of the cost for providing shelter to homeless people, while the states would have to pay only 25 per cent. Two weeks ago, the Bench had asked the states, particularly those in the North, to make adequate arrangements for the poor and asked them to file status reports. Today, the Bench said it was unable to understand the affidavits filed by the states and asked the Centre to file a report within three weeks, listing the outcome of the meeting with the Chief Secretaries and detailing the efforts being made by each state. On October 31, the SC had directed the district authorities in Punjab, Haryana, Himachal Pradesh and four other states to “personally ensure” that homeless people were adequately protected from the winter season. The Bench, which is hearing two PILs on the issue, has cautioned the authorities against being lax in the matter. |

Gogoi for taking govt closer to people
Guwahati, November 11 Gogoi has asked Chief Secretary Jitesh Khosla to direct all Deputy Commissioners to re-launch the Raijor Padulit Raijor Sarkar (people’s government at people’s doorsteps) programme with full vigour from January 1, 2015. “The administration has to come closer to people and redress their grievances at their doorsteps,” Gogoi said giving reason for re-launching of the programme that was first initiated in 2001 after Congress stormed back to power in the state under Gogoi’s stewardship. Gogoi also agreed to the suggestion to hold Lok Adalat every month to clear the backlog of works in departments. He directed the Commissioner and Secretary, Information and Public Relations Department, to publicise achievements, new initiatives and targets of every department and engage consultancy agencies to prepare a comprehensive action plan for highlighting the work in print and electronic media. Gogoi has asked the departments to submit central fund utilisation certificates on time to obtain funds from the respective union ministries. “Timely utilisation of certificates is a must for getting the next installment of funds. The departments must submit the utilisation certificates without fail,” he said. He asked the departmental heads to sort out any procedural and systematic problems with the Chief Secretary to streamline the process for smooth implementation of schemes and projects. “No excuses will be tolerated for dilly-dallying things,” he added.

Lay down norms for states to trace missing children: SC to Centre
New Delhi, November 13 A Bench headed by Chief Justice HL Dattu said the states had failed to give their response to the suggestions made by the SC for effectively dealing with such cases by registering FIR in each and every case of missing kid by the police. The Bench asked the Union Ministry of Women and Child Development to go into the issue and suggest a uniform drill to be followed by all the states to deal with the problem. Expressing dissatisfaction over the efforts being made by the states, the Bench said it would not tolerate such a lax attitude any longer. Describing the affidavit filed by Madhya Pradesh as highly irresponsible, the Bench directed the state Chief Secretary to be present in the court at the next hearing on December 4. It set a four-week deadline for Bihar and Chhattisgarh to locate about 2,000 children who still remained missing in the two states.

Delhi couple’s murder: Woman’s body found
Dehradun, November 13 The body was pulled out by the State Disaster Response Force (SDRF) team from the river, some two km from Damta in Uttarkashi district. Within an hour of the search operation, the SDRF personnel’s equipped with rafts and kayak found the body, which was stuck between two rocks. “The SDRF team has recovered the body of the girl from the Yamuna. The body has been taken to Purola police station for the identification”, Deputy Inspector General of Police (DIG) Garhwal Sanjay Gunjyal told The Tribune. It has been learnt that the body was swollen and had no clothes. The body of the male Avijit Paul has already been recovered. After receiving information that the body has been found, her cousin, Sanjana Roy, reached Purola police station for identification. She reportedly did not confirm the identity of the body. “Her cousin said that she is not sure whether the body is of her sister or not”, said Thakur Singh Rawat, Sub-inspector, Purola Police Station. “We are sure that the body is of Moumita but we are waiting for her brother to arrive, who is expected to reach Purola by Thursday night. The cremation will be done on Friday once her brother identifies the body”, said, DIG Garhwal. He said the DNA sample of the body would be preserved for further investigation. Meanwhile, four accused - Raju Das, Kundan Das, Babloo Das and Guddu Das — were sent to 14-day judicial custody after they were presented before the judicial magistrate court on Wednesday. They were taken to Tehri jail amid tight security arrangements. The police said cab driver Raju Das along with three friends robbed and killed Avijit Paul and Moumita while they were returning from Tiger Fall to Chakrata on October 24.

Bilaspur, November 13 The surgeon who performed tubectomy procedures on 83 women at a camp at Pendari village in a matter of few hours, has been arrested and the state’s Food and Drug Administration authorities have sealed a manufacturing unit which allegedly supplied sub-standard medicines administered to the victims. “A judicial inquiry will be conducted into the incidents and those found guilty will not be spared. Whether it is the medicine manufacturer, distributor or doctors, strict action will be taken,” he said at Chhattisgarh Institute of Medical Science (CIMS). Singh, who visited various hospitals where the afflicted women have been admitted, said 138 women on whom tubectomy was performed at camps in Pendari and Pendra areas are undergoing treatment at Bilaspur. “Of the 52 women admitted to Apollo Hospital, 2 are on ventilator, 3 are undergoing dialysis and 5 on non-invasive ventilator (NIV) system, while others are normal. Besides, rest of the women admitted to CIMS and district hospital are normal,” he added. Over allegations of sub-standard medicines having been administered to the victims, he said the samples were being sent to Central Drug Testing Laboratory in Kolkata and a conclusion could be drawn only after reports have been received. A 16-member team of doctors from Apollo Hospital, Hyderabad, arrived here today and examined patients. The team will stay put in Bilaspur till the time those afflicted recovered, the Chief Minister said. The drug controlling authority sealed a unit of Mahawar Pharma which manufactures Ciprocin 500 mg tablets used at the camps where surgeries had been performed. “The drug manufacturing unit of Mahawar Pharma was raided today,” Controller, FDA, RP Gupta said. — PTI |

NHRC for undertrials’ release on bail
New Delhi, November 13 Delivering an inaugural address at a two-day national seminar organised on prison reforms, NHRC Chairperson Justice KG Balakrishnan (retd) said: “Overcrowding in jails is a serious problem. The overcrowding may lead to violation of basic human rights of inmates. The prisons are for convicts and not for undertrials.” Justice Balakrishnan said the issue of prison reforms was a major concern for the NHRC and so is the case with the improvement required in the criminal justice system. The prisons were in the jurisdiction of states. So, the respective HCs could contribute in improving prison. They could issue directives to governments on prisoners’ complaint about the lack of infrastructure, food hygiene and healthcare, he added.

The police had registered two FIRs against Zee Group chairman Subhash Chandra, Zee News editor Sudhir Chaudhary and Zee Media Corporation Ltd (content) CEO Samir Ahluwalia. "The officials requested the Delhi Police Commissioner to get the investigation expedited including the arrests of the accused persons and filing of supplementary chargesheet in FIRs, so that the accused persons can be prosecuted and punished without any further delay," read the company's statement. |

This was stated by ISRO’s Mars Mission Associate Project Director Dr SS Sarkar, who was here to interact with students at an event organised by Society for Promotion of science and Technology in India. While talking about the Mars mission, he said: “The project was made cost-effective. We had undertaken a detailed study about the moon's gravity and other celestial bodies and worked on spending minimum fuel. Our manpower is very cost effective when compared globally. ISRO engineers are paid less but they are highly motivated.”
He added that by 2018-2020 India would send a sophisticated mission to Mars. Talking about the take offs involved in the mission, the Associate Project Director said, "We used battery's that can survive for longer period. Also, we had designed the spacecraft in such a way that it can take independent decisions in need of emergency. Since it takes 25 minutes for a signal to be sent and received, hence, it was designed as a smart spacecraft.”
He said the country was set to launch 'Chandrayaan-2' soon. The rover would land on the lunar surface and it would collect samples of fine dust and spectroscopic studies. He also informed that unlike 'Chandrayaan-1’ which was an orbiter, 'Chandrayaan-2' is an orbiter-lander. On ISRO's research missions, he said, "Out of the total Rs 7,000 crore annual budget only 7-8 per cent is spent on research missions such as MOM."
