Chhattisgarh has been resorting to mass sterilisation as a practice to reduce its exceptionally high total fertility rate (TFR), a marker of population stabilisation. The fact came to fore today when experts from AIIMS, New Delhi, visited Bilaspur to probe sterilisation procedures that claimed 11 lives and left nearly 60 women hospitalised.

The latest data on female sterilisation (tubectomies) available with the Ministry of Health shows that Chhattisgarh performed 1,32,286 sterilisation procedures in 2011-2012, of which 1,25,620 were conducted on women and 6,666 on men (vasectomies).Desegregation of statistics shows state health authorities facilitated 344 female sterilisations every day. Preliminary probe into the latest mishap shows that infected instruments were being used in the surgical contraception programme.

Investigations reveal that all six states, categorised by the Centre as “very high focus states” for the purpose of population stabilisation, have been following targeted camp approach to reduce TFRs. Chhattisgarh is among these very high focus states whose TFR is more than or nearing 3 as against the national average of 2.4

TFR stands for the average number of children a woman, in a child-bearing age, will have. Chhattisgarh is not alone in pushing female sterilisations as the single largest mode of achieving low TFR to match other states. The rest — UP, MP, Bihar, Jharkhand and Rajasthan — are even worse and all of them have in the past reported botching up of tubectomies operations held in camps.Picture this: Bihar with a TFR of 3.7 performed 5,44,701 female sterilisations in 2011-12, which means it sterilised 1,492 women per day. UP has a TFR of 3.5 and conducted tubectomies of 3,20,168 women in that year, which translates into 877 women a day.Madhya Pradesh with a TFR of 3.2 performed 5,51,966 tubectomies in 2011-12, meaning 1,512 women were operated every day. The female sterilisation figures for Rajasthan are equally high.The state has a TFR of 3.1 and conducted 3,06,777 tubectomies in that year, which means 840 tubectomies per day. Sources in the Health Ministry admitted that very high focus states felt pressured to reduce TFR targets and “often in their urge to get into the better slot, they ended up following camp approaches for achieving population stabilisation goals by reaching for the ideal TFR target of 2.1, which India is still far from achieving”.

In a grim reminder of the Nirbhaya episode, it has come to light that the 27-year-old Delhi woman, who along with her friend was robbed and killed by a cab driver and his accomplices in Uttarakhand, was allegedly raped before being thrown off the cliff.

Moumita Das was allegedly raped and murdered and her 24-year-old companion Avijit Paul was killed by taxi driver Raju and his three accomplices identified as Bablu, Guddu and Kundan, the police said.

The couple, who lived in Lado Saria in south Delhi, had left for the neighbouring hill state on October 21 and went missing two days later.

It was on Monday that the police informed the families that the couple were robbed and killed near Dehradun.

The Uttarakhand police today decided to send the State Disaster Response Force (SDRF) personnel with rafts and kayaks to search the woman’s body in the Yamuna. The police have already found Paul’s body.

“I have directed an expert team of the SDRF to leave for Vikasnagar along with two rafts and one kayak to search the woman’s body, which, according to the accused, was thrown in the Yamuna after killing her and her friend,” Deputy Inspector General of Police (DIG), Garhwal, Sanjay Gunjyal told The Tribune.

He added that the finding of the body was very important from the investigation angle, as the allegation of gangrape would be proved only after the body was recovered. Besides, other forensic evidences would help the police nailing the culprits, the DIG added.

The police decided to send the SDRF team with rafts and kayaks after a few local villagers told police officials that they have spotted a body floating in the Yamuna alongside Lakhamandal village in Dehradun district on the same date when the couple was allegedly killed.

The SDRF team will start its work from tomorrow morning and will continue till the whole river stretch between Lakhamandal and Vikasnagar is searched.

“All police stations and police posts along the whole stretch have been alerted,” said Circle Officer, Vikasnagar, Swapn Kishore Singh.

The police have already arrested cab driver Raju Das and four of his accomplices.

The case came to light after a team of the Delhi police reached Chakrata on Sunday following the location of Paul’s mobile phone. Raju Das was found carrying Paul’s phone.

After the Delhi police interrogated Raju to know the whereabouts of Paul and Moumita, he broke down and narrated the whole incident.

He told the police that on October 24, the couple hired his taxi and on the way to Chakrata from Tiger Fall, three of his friends boarded the taxi. His friends, according to Raju Das, asked him stop the vehicle and robbed the couple and then pushed them down a steep cliff near Purola. Reportedly, the three accused were in inebriated condition when they boarded the taxi.

Guddu, Kundan and Bablu hail from Tugroli village near Chakrata in Dehradun district.

Sharma today said an international airport at Greater Noida would cater to air traffic from adjoining areas and help develop the region as an international tourist destination.

Notably, an international airport at Jevar in Greater Noida (a brain child of BSP chief Mayawati) has been in cold storage for long due to political and technical objections, including from the Delhi International Airport Limited (DIAL) — a consortia led by GMR — operator of the Delhi airport in which the government-owned Airports Authority of India also shares equity.

While GMR’s objections are related to possible fall in revenue in case a new airport is allowed within less than 150-km radius, the project has remained pending for seven years despite a Cabinet clearance.

Sharma dismissed the Delhi airport getting adversely affected, saying that the Capital’s population growth had far exceeded its infrastructure.

Stressing upon the need to interlink tourism (of which he has the independent charge) with civil aviation and connectivity from airports to tourist sites, he said Delhi, with a population of over 1.78 crore, was already overstressed. Therefore, an international airport at Greater Noida was “the need of the hour to promote more economic activities and generate employment.”

Apart from convincing stakeholders on requirement of a second airport at Greater Noida, Sharma will also have to deal with the Greefield Airport Policy which governs the process of setting up new airports.

According to the policy, any new airport within 150 km of an existing one needs approval of a steering committee set up by the ministry.

Notably, around 2010 when the matter of the Jevar airport was last raised, DIAL had said it was developing the IGI airport to meet the requirements of NCR for several years.

There is another angle. The project initiated by Mayawati is unlikely to find approval from her chief adversary — the Samajwadi Party. It seems the Akhilesh Yadav-led SP Government wants a second airport, but near Agra.

  Pak opens fire along IB in Jammu, Samba

After a brief lull, Pak Rangers opened fire on Indian forward positions along the 198-km International Border in the Arnia, Makwal and Ramgarh sub-sectors of Jammu and Samba districts in the past 24 hours.

“Around 11.20 am today, Rangers fired one sniper shot at Stop 2 post of the BSF in Arnia sub-sector from their New Awam post. The shot, however, missed the target and there was no casualty or injury to any of the BSF personnel,” said an Intelligence source.

“They come close to the embankment on their side of the border with silencer-fitted guns and then open sniper fire on the BSF men. The BSF men didn’t retaliate,” he added.

In the Ramgarh sub-sector of Samba district, the Rangers today fired seven rounds of fire on the Majra forward post of the BSF, said a police officer.

The BSF didn’t respond and there were no casualties or injuries to its men, he added. In the Makwal area of Jammu district, Rangers fired a few rounds on the Simbal post last night. There was no damage on the Indian side, he added. “We are on a high alert monitoring the situation sharply but we are not retaliating to their minor provocations because harvesting of paddy is still on and polls are also nearing,” said a BSF officer. — TNS

Taking a serious view of the incident, Shahjahanpur Superintendent of Police Ram Chandra has suspended the policeman Shailendra Shukla and has also ordered an inquiry.

The shameful incident which was captured on video and running on local news channels shows a wobbly Shukla virtually chasing the terrified dancer on stage forcing her to continue dancing while he rained Rs 100 and 500 currency notes at her in true filmy style. He reportedly showered Rs 30,000 worth of currency notes during the hour-long drama.

Whenever the dancer slowed down due to fatigue the constable pointed his loaded gun at her forcing her to continue dancing to save her life while a horror struck audience looked on.

The incident which was captured on video shows policeman Shailendra Shukla chasing the terrified dancer on stage forcing her to continue dancing while he rained Rs 100 and Rs 500 currency notes at her .

 Stem cell transplantation to help diabetics: PGI study

A study conducted by experts of the Post-Graduate Institute of Medical Education and Research (PGIMER) has found stem cell transplantation effective in bringing down insulin requirement in patients of Type-2 Diabetes Mellitus (T2DM).

The stem cells are extracted from the hip bone marrow of patients and injected back with a defined technique.

The study reported the efficacy and safety of super-selective injection of autologous bone marrow-derived stem cell transplantation (ABMSCT) in T2DM. It was conducted on 10 patients for around five years. In 15 months of follow-up, six patients (60%) showed reduction in mean insulin requirement by 74% as compared to baseline and one patient was off-insulin till the end of the study. These patients were with documented triple drug failure receiving insulin metformin and pioglitazone. This means the patients were dependent on multiple oral tablets.

“After being given the injection, apart from decreased insulin requirement, these patients also showed improvement in glucagon stimulated C-peptide levels, changes in weight and quality of life at the end of 15 months,” said Dr Anil Bhansali, head of the Endocrinology Department, PGIMER, and also the lead researcher.

What is Type-2 Diabetes Mellitus

Diabetes mellitus Type-2 is a metabolic disorder characterised by high blood sugar and lack of insulin levels. It is the most common form of diabetes and seen in 90% of all diabetes patients affected worldwide. The common symptoms include frequent urination, constant hunger and thirst.

 AMU students slam V-C

Condemning the “irresponsible and careless remarks” of Aligarh Muslim University Vice-Chancellor Zamiruddin Shah, the AMU Students’ Union and Women’s College Students’ Union expressed shock at the manner in which a simple administrative issue had been projected as an issue of gender bias.

In a two-page release, the students’ union observed that “the anti-women depiction of the historical campus of the AMU is not only factually wrong but also an unnecessary sensationalisation of a simple administrative issue into an issue of gender bias.”

Asking the union HRD Ministry to overrule its decision of reducing funds allotted for AMU, the students union further asked the minister to immediately sanction funds for the upgradation of the Women’s College Library.

Reacting the AMU VC’s statement union HRD minister Smriti Irani had called it “an insult to our daughters”.

“The fact of the matter is that as Maulana Azad Library itself has more than 2,700 registered female members including PG students, research scholars and students of various professional courses”.

It is only the students of the Women’s College located in its own campus along with students of the boys and girls’ school and polytechnic who have access only to their own institutions’ libraries and are not allowed to use the central Maulana Azad Library due to space constraints, pointed out the release.

While the Women’s College students union continued its demand to allow undergraduate women to use the Maulana Azad Library the press release reiterated that it was, however, an administrative and not a gender issue.

 Skill training programme for minorities

The Union Government has launched a skill training programme for unemployed youths of minority communities. The training programme will ensure 100 per cent employment of trainees.

The training programme is a pilot project launched by the Maulana Azad National Academy of Skills (MANAS) with the help of the Health Centre Council and Security Centre Council. MANAS has signed memorandum of understanding with both the Councils. MANAS is a project implementing agency of the Ministry of Minority Affairs. — TNS

Amid allegations of misuse of police against political rivals during polls, the Election Commission has said that people under preventive detention have the right to vote. It also warned against non-compliance of the directive during Jharkhand polls.

Against the backdrop of allegations that political activists and leaders are being detained by the police ahead of elections, EC has written to the Chief Secretary of Jharkhand, reminding him of Section 62(5) of the Representation of the People Act and the Conduct of Election Rules that specify that those in preventive detention are entitled to cast their votes by post.

The letter referred to the provisions in the Conduct of Election Rules under which the administration has to inform the Returning Officer of each constituency about the electors under preventive detention along with their addresses and electoral roll numbers so that postal ballots can be sent to them to allow them to exercise their franchise.

“Instructions may kindly be issued to the authorities concerned to ensure that provisions... are strictly complied with at the elections and there is no ground for any grievance on account of non-compliance of the provision of the said (Conduct of Election) rule,” EC has said.

Seeking to remove any ambiguity, it said that in case the authorities are not aware of the address of the Returning Officer of a detainee’s constituency, they should send the details to the Chief Electoral Officer (CEO).

Assembly elections will be held in five phases in Jharkhand from November 25. —PTI

 9 held for assaulting woman branded as ‘witch’

Guwahati, November 12
The Assam Police today arrested nine persons, including eight women, from Demow area in Sivasagar district for allegedly assaulting a woman in public after she was branded as witch by a section of locals.

The woman, who works as a mid-day meal cook in a local school, was beaten up brutally by a group of persons outside her residence. The incident took place when her husband was not at home.

The police rescued the woman and admitted her to a hospital where she is now recuperating. Superintendent of Police of Sivasagar district Bijoygiri Kuligam rushed to the spot to inquire about the incident.

“We have arrested nine persons, including eight women, in connection with the assault on the woman at Demow. We have registered a case and the matter is under investigation,” the SP said.

The police official, however, refused to term it a case of witch hunting and said the woman, who was the secretary of a local women self-help group, was accused by the members of the group of pocketing money of the self-help group.

“Some of the members of the self-help group were also involved in assaulting the woman, who claims that she has been branded a witch and assaulted by some locals,” the police official said.

Witch hunting is a malady in Assam, especially in rural areas inhabited by poor, illiterate and semi-literate people, who don’t have proper access to healthcare facilities and other basis amenities.

The Gauhati High Court last week had asked the Assam Government to enact a special law to tackle witch hunting malady firmly by handing out exemplary punishment to the guilty.

  CRPF ready for worst scenario in J&K polls

The Central Reserve Police Force, which is coordinating the movement of security forces during the upcoming Assembly elections in Jammu and Kashmir and Jharkhand, is preparing for the “worst case scenario”.

It is planning to replace its problematic INSAS rifles with superior assault rifles.

At a press conference today, CRPF Director General Dilip Trivedi said: “We are not an intelligence agency that we can give an assessment. We are prepared to handle even very high level of attempt to disturb the elections and accordingly planning for the worst. We are briefing and equipping our troops.”

Sources in the CRPF said the force was preparing to counter terrorist attacks while keeping in view possible infiltration attempts in J&K. It is also doing the same in the Left Wing Extremism (LWE) affected areas. But the force faces a bigger problem, that of IEDs being used by Maoists, some containing explosives ranging up to 100 kg.

Trivedi said the use of explosives in this way has a “demoralising” affect on the force. The CRPF are finding ways to counter this lethal weapon by setting up an IED school in Pune, which analyses IED attacks and traines state police to counter it. The CRPF has also inducted Belgian Malinois dogs, which can be used in infantry patrols and for sniffing out IEDs.

Services at ATMs of all banks were normal, barring a few cases where the machines ran out of cash. Claiming the strike was a success, United Forum of Bank Unions Convener MV Murali said: “The strike is a warning to the adamant Indian Banks’ Association to change its rigid approach and come forward for a reasonable wage revision. This strike has been forced upon us as bank management did not yield to our demands for a wage hike. So, we had to resort to one-day strike and all employees had to forgo one-day salary.” Banks had informed customers about the inconvenience in advance. — PTI

Chief manager of the Power Grid of India Suresh Mani Tripathi was found dead in a hotel room in Faizabad this evening. Tiwari (58) was posted in Shahjahanpur and was on an official visit to Faizabad. He was staying in room no. 411 of Hotel Krishna Palace since November 10, said police sources. 

This evening, a waiter found him unconscious on a chair in his room. He was rushed to the district hospital where he was declared brought dead. The body has been sent for post-mortem.

 Negative mindset has thwarted quota for women, says President

Lamenting poor representation of women in decision-making roles, President Pranab Mukherjee today said negative mindset was preventing the implementation of women reservation in Parliament and state Assemblies. "It is true that due to our mindsets we have not been able to make the Constitutional amendment required to reserve one-third seats in the state Assemblies and Parliament for women," the President said delivering the 20th Justice Sunanda Bhandare Memorial Lecture on “Women as Agents of Change” here today.The occasion saw Chief Justice of India HL Dattu and Chief Justice of the Delhi High Court G Rohini presenting this year's Sunanda Bhandare Award to Ratna Rishi Pande, a child bride from Madhya Pradesh, who fought to seek education and later to challenge in the court a regressive MP Government rule that barred women married before 18 years from taking the state Civil Services Exam. The court struck down the provision.The President expressed concern over rampant violence against women that takes ugly turns such as infanticide, foeticide, rape and acid attacks.

 Ahead of Modi visit, Oz hopes better days ahead for G20

Australia on Wednesday described the forthcoming visit of Prime Minister Narendra Modi as “historic’ with Canberra hoping to take forward the bilateral ties between the two countries to the next level. Modi will be attending the Brisbane G20 Summit this weekend. In a rare occurrence, the Indian PM will also be addressing the Australian parliamentarians. 

“This is historic visit for us...It will be first address to the joint session of Parliament by Indian leader ever... That will come a day after Chinese President Xi Jinping address to the Australian Parliament. So, that will be fascinating,” said Australian High Commissioner Patrick Suckling. During his visit, Modi will have bilateral engagements at Brisbane, Sydney and Melbourne. Besides ongoing talks on Uranium supply, India and Australia are expected to take the relationship forward in the area of security and defence cooperation.

Currently, Navies of both countries have regular interaction and engagements could be expanded to other areas.

Suckling felt that trade on paper continued to be on the lower side with investment proposals worth $10 billion pending for many years.

On the G20 Summit that Australia is hosting, the High Commissioner said: “From Canberra’s perspective, we think that Modi will make a terrific contribution to the G20. We think India will shine at G20. We feel that Modi’s domestic agenda is exactly the sort of agenda which G20 is prioritising — domestic economic reforms, ease of doing business and a big focus on infrastructure.”

He said the important agenda of the G20 includes raising global growth by an additional 2% in the next five years and promoting investment in the infrastructure sector.
The two-day summit would also focus on trade and ease of doing business and strengthening the global supply chain.

On taxation issues, Suckling said, the members are in agreement on six different areas of cooperation.
