HSGMC: Warring sides expect support from new Haryana govt
Amritsar, October 20 HSGMC president Jagdish Singh Jhinda said they hoped the BJP would not toe the line of the SAD as the latter had forged an alliance with the INLD against it in Haryana elections. He opined the BJP would not want to earn the wrath of the Sikhs in Haryana for the sake of Akali Dal. Any action against the HSGMC would be detrimental for the party, he said. HSGMC senior vice-president Deedar Singh Nalvi said the Haryana BJP had supported the demand for a separate gurdwara panel in its manifestos for the past two Assembly elections. "What has come as a relief for us is the fact that the BJP has got clear majority. Had they formed the government with the INLD-SAD support, the sword of Damocles would have been hanging over our neck," he said. He hoped the BJP would have an independent policy for the Sikhs in the state. He said the Sikhs in Haryana made a wise move by not allowing the INLD-SAD alliance to return to power in the state. Targeting Punjab Chief Minister Parkash Singh Badal, he said, "After capturing Haryana, the BJP is now eying Punjab and Badal should worry about saving his own house." On the other hand, Punjab Cabinet Minister and SAD secretary Daljit Singh Cheema said they expected the new BJP government in Haryana to correct the wrong perpetrated by the previous Congress government led by Bhupinder Singh Hooda. The Bill paving the way for the separate HSGMC should be scrapped, he said. "Even the Centre Government headed by the BJP had dubbed the previous Congress regime's move to form the HSGMC as unconstitutional. Now that the BJP has come to power in Haryana, it should act accordingly," he added. The fact that the SAD fought against the BJP in Haryana Assembly elections should not come in the way of the BJP reversing the previous Congress government move on the HSGMC. "They must act on the merit of the case," he said.

SGPC wants Congress govt’s decision reviewed
Fatehgarh Sahib, October 20 SGPC president Avtar Singh Makkar, who was here to preside over a meeting, said, "Although the case in that regard is pending in the apex court, we will try to convince the BJP government to review the move of the previous Congress government to divide Sikhs." Commenting on allotting "kar sewa" of Sikh religious shrines in Pakistan to the Delhi Sikh Gurdwara Management committee (DSGMC), Makkar said it was up to the Pakistan Government to allot the work of renovation of shrines there. He said he had visited the neighbouring country for offering services for the renovation of historical shrines and met senior ministers in that regard. However, the government there preferred to allot the "seva" to the DSGMC, he said. Makkar said the executive committee also approved the recommendation of the relief committee formed in Jammu and Kashmir for providing financial assistance of Rs 1 lakh to 127 Sikh families who lost their houses in the recent floods. He said a compensation of Rs 50,000 would be given in case of partially damaged houses.

Spurious milk items seized from Mansa factory, 1 held
Mansa, October 20 A month ago, the Health Department had conducted a raid and collected samples of milk products from a canter going to Sangrur and sent them for testing to Chandigarh. The results are awaited but health officials kept a tab on the source of the products as they suspected the products to be adulterated. District Health Officer Dr Harbhajan Singh said, “When it comes to the festival season, the demand for milk products increases rapidly and some miscreants make attempts to make profit by way of adulteration of milk products. We have not just been conducting raids (at shops) and collecting samples for a long time but have also been looking for the source of spurious items. After a long investigation, we found that this factory (Jindal Factory) was producing spurious milk products. The Jindal Factory supplies products in Sangrur, where they have their own store by the name of Jindal Milk Products. The products are produced here in Mansa district with help of caustic soda and shampoo.” The department has seized about 5.5 quintal of spurious milk cream, 10 kg of spurious ghee, 100 litres of milk, 100 liters of acid, .5 kg caustic soda and 325 pouches of shampoo. Mansa Deputy Commissioner Parveen Kumar Thind said, “No one would be allowed to play with the health of public. A case has been registered against the accused. Mohit Kumar, a labourer, has been arrested and the factory’s owner, Rakesh Kumar, will be arrested soon.”

Central excise official caught taking bribe
Ludhiana, October 20 The superintendent, Amarjit Singh Dhaliwal, was arrested from a local restaurant in Rishi Nagar locality here this evening. A communiqué issued by Vigilance Senior Superintendent of Police (SSP) Satinder Singh stated that the accused was demanding Rs 3 crore as graft from Jujhar. In his complaint, Jujhar stated that a case pertaining to the audit of excise and service tax of his companies was pending with the accused. He alleged that Dhaliwal demanded a bribe of Rs 3 crore. Jujhar alleged the accused threatened to show Rs 30 crore outstanding payment of excise and service tax against his companies in case the amount was not paid. He claimed the deal was struck at Rs 2 crore, with Rs 60 lakh to be paid before Diwali. Jujhar claimed the accused called him to the restaurant with the first installment of Rs 20 lakh. The complainant reported the matter to the Vigilance officials, whe laid a trap. When Jujhar allegedly handed over the cash to the accused, the Vigilance team nabbed him red-handed in the presence of two government officers, Navraj Singh Brar, Assistant Commissioner (General), Ludhiana, and Kanu Thind, Assistant Commissioner (Grievances), said the

HC: Marriage not must for security to runaway couples
Chandigarh, October 20 The judgment is significant as the Single Judge, before whom the matter was initially placed, had observed that the alleged marriage was totally invalid. The appellants belonged to different religions and the groom had failed to prove that he had embraced the bride’s religion before the marriage. The Judge had granted the couple the liberty to approach Patiala Senior Superintendent of Police. But the Judge also directed the police to look into the marriage certificate which, according to him, appeared to be false, fabricated and misleading. Taking up the appeal filed by Rajwinder Kaur and another appellant against the State of Punjab and other respondents, the Division Bench of Justice Surya Kant and Justice Shekher Dhawan asserted: “From the certificates/documents appended by the appellants with the writ petition, it appears that both of them are major, born in the years 1993 and 1994, respectively. “Even if the appellants did not perform valid marriage, the question that arises for consideration is whether they can be deprived of the protection of their life and liberty guaranteed under Article 21 of the Constitution? “We have no reason to doubt that the fundamental right to life and liberty is so sacrosanct and stands at such a high pedestal that it must be protected even in the absence of an incident like solemnisation of a valid marriage between the parties. “While the appellants might be required to satisfy an appropriate forum regarding the validity of their marriage but even in the absence of such validation, the State is obligated to protect their life and liberty”. Before parting with the judgment, the Bench disposed of the appeal after modifying the Single Judge’s order with a direction to the police to ensure “that no harm is caused by anyone to the life and liberty of the appellants”. The Bench added the police would, however, verify their age “and if any further remedial action was required to be taken on such verification, the same shall be taken forthwith”.

Akali Dal looks to strengthen ‘weakened’ ties with ally BJP
Chandigarh, October 20 The party will now be using its status as a representative of a minority community and re-explore its ties with senior BJP leaders in the NDA-I, to once again restore peace in the alliance. Sources in the party say though they are sure that the alliance between the Akalis and BJP is intact and that there is no pulling out by the BJP from Punjab immediately, senior leaders are worried at the “not so favourable” treatment being met out to the party by the current BJP leadership in Delhi. The recent outbursts by senior BJP leaders and ministers against Akali Dal leaders and the government’s policies and programmes are not just being viewed as one-off cases, but seen as a sequence, in which the BJP is trying to alienate itself from the government. Despite difference of opinion between the older and the younger generation of the Akalis with regard to dealing with the BJP (which incidentally is a minority alliance partner in Punjab), the party strategy will now be to approach and woo the older generation in the BJP, with whom Chief Minister Parkash Singh Badal enjoyed personal relations. Though these senior BJP leaders are now not in control of the party, Akalis are hopeful that they can at least swing the present BJP leadership in their (Akalis’) favour. The party will also be using the ploy of it being a time-tested ally to keep the alliance intact. Party insiders believe that at this moment this might be the best strategy to win over the BJP, which has not taken too kindly to the Akali Dal opposing the BJP in Haryana, by coming out in support of the Indian National Lok Dal (INLD). The slogan given by certain Punjab BJP leaders during a meeting in Karnal, “Haryana to ek jhanki hai, Punjab abhi baaki hai” (After Haryana, it’s Punjab’s turn), has certainly brought nervousness in the Akali camp. Though senior Akali leaders publically say all is well and the outbursts by former MP Navjot Singh Sidhu or party’s Punjab BJP affairs in charge Shanta Kumar cannot be seen as a criticism of the state government, in private, they admit they are worried that the BJP will now try its social engineering formula in Punjab. The frequent visits by RSS chief Mohan Bhagwat to Punjab, especially in semi-urban pockets, are being viewed by many in the Akali Dal as an attempt to widen the BJP vote base in rural areas. Many within the Akali Dal fear the BJP would try and polarise all non-Jat votes in the coming days and try to create its own consolidated vote bank before it decides to go it alone in the 2017 Assembly elections.

After govt snub, Sidhu ropes in private security
Amritsar, October 20 Sidhu landed at Sri Guru Ramdas Jee International Airport here this morning to participate in religious rituals being performed at his newly built home at Holy City locality. Around a dozen security personnel of the private agency attired in blue uniform were spotted at Sidhu’s residence while he was performing ‘havan’ along with his wife Dr Navjot Kaur Sidhu. They also escorted him in a separate vehicle to the airport in the afternoon when he had to board a return flight from the city. The security personnel provided by the state government to him were also present in civvies. Sidhu refused to comment on the matter. — TNS

Protesting Congmen detained in Lambi
Muktsar, October 20 They were detained for allegedly violating the District Magistrate's orders issued under Section 144 of the CrPC. They had given a call to lodge a statewide protest in view of problems being faced by farmers in selling paddy across the state. Despite the presence of a large number of police personnel at Badal village, Zira managed to reach outside the Badals' residence along with his 20 supporters. Sources said Zira had stayed at the house of a prominent politician in the village last night. The police had put up various nakas to prevent Congress activists from reaching Badal village. Zira, wearing a black gown (as a mark of protest), and his supporters sat on the road outside the Badals' residence. A police party led by Narinderpal Singh, Superintendent of Police (Headquarers) and Gurinderjit Singh, SP (Detective) was stationed there. When the protesters started raising anti-government slogans, the police bundled them into their vehicles and took them to the Lambi police station. A minor scuffle took place between the policemen and protesters. None of the protesters was released till the filing of this report. Earlier talking to The Tribune, Zira said: "They are holding the protest to make the ruling Badals aware of the problems being faced by the farmers." District Congress president Gurmeet Singh Khudian along with his supporters was detained from Lambi village where he had installed a tent to welcome activists of the Kisan and Khet Mazdoor Cell. Sharanjeet Singh, district president of the cell, too was detained along with his supporters on the outskirts of Muktsar while he was on his way to Badal village. Kuldeep Chahal, Senior Superintendent of Police, Muktsar, said: "Nearly 100 Congress activists have been detained from across the district for violating the orders passed by the District Magistrate under Section 144 of the CrPC. They will be released only after they furnish bail bonds." Punjab Congress president Partap Singh Bajwa has condemned the arrest of Zira and other activists. In a statement, Bajwa said it was the right of the people to raise their voice against government's indifference towards them.

Bajwa tries to connect with party workers in Ludhiana
Ludhiana, October 20 Ever since Amarinder’s loyalist Pawan Dewan was replaced by Gurpreet Bassi Gogi as the District Congress Committee (DCC), Ludhiana (Urban) chief, Bajwa has been keen on “connecting” with the party workers and leaders in Ludhiana. It’s learnt that Bajwa will be on a four-day visit to Ludhiana from October 26 to 29. Gogi, considered close to Bajwa, is scheduled to take charge as the DCC, Ludhiana (Urban), chief on October 26. Apart from attending the DCC programme, his agenda is visiting all six urban Assembly constituencies of Ludhiana. Ludhiana has been a hotbed of controversy for the Congress ever since Dewan was replaced. Dewan had reacted strongly to Gogi’s appointment by levelling serious allegations against the PPCC chief in a press conference, prompting the state Congress to issue a show-cause notice to him. Political observers say Dewan’s replacement and former Member of Parliament (MP) Manish Tewari’s shrinking political space in the new alignments in the district had changed political equations. Ludhiana was never a comfortable political turf for Bajwa. Last October, the tussle between Dewan (who has shared a good rapport with Tewari) and Congress legislator Bharat Bhushan Ashu had reportedly hampered Bajwa’s mass contact programme in the district. However, in the changed scenario, the new DCC chief and one of the factions of the District Congress, including Ashu, are supporting Bajwa. Even the Ludhiana MP Ravneet Singh Bittu is not unfavourably disposed towards the PPCC chief, say observers. Yet, it will not be a cakewalk for Bajwa to extend a hand of friendship to some senior Congress leaders in the district who are still miffed at being “ignored” by the PPCC chief while making appointments in the PPCC. Bajwa (who is on a foreign trip) was not available for comment as his phone was switched off. The chairman of the state Congress economic and political cell, Ishwarjot Cheema, said: “On October 26, the PPCC president will be in Ludhiana for the District Congress Committee programme. From October 27 to 29, he’s on a three-day tour of the urban Assembly constituencies of Ludhiana. This tour is part of the all-district tours that he’s undertaking on the directions of the party high command. The objective is to strengthen the party organisation at all levels.”

Cong questions CM’s ‘silence’ on diesel decontrol
Jalandhar, October 20 Addressing mediapersons here today, Khaira alleged the Narendra Modi government had cleverly chosen opportune time to decontrol diesel prices by announcing a reduction of Rs. 3.37 per litre when the prices of crude oil had fallen at the international level. “This policy of decontrol will have a devastating effect in the long run. The crude oil prices in the international market have dipped from a high of US$ 114.77 per barrel on June 25 to a low of US$ 86.28 at present. But this is not a permanent phenomenon as the prices keep fluctuating. In such an event, the diesel prices can shoot up to Rs 70 per litre,” he said. Khaira said the prices of petrol and diesel were more or less the same in developed countries like the US, Canada and the UK. He said developed countries had fixed a subsidy on diesel to protect the farmers.

Mukte Minar’s model lies dumped
Muktsar, October 20 The expensive model prepared by the Chief Architect, Punjab, along with other junk items, has been presently dumped on the second floor of the District Administrative Complex (DAC) in the open. It speaks volumes about the “indifference” of the district administration towards the contribution of 40 Muktas, who laid down their lives while fighting against Mughals in 1705. Sources said the model of Mukte Minar was brought to the DAC to display it for those visiting the complex. However, later it was shifted to a kitchen located on the first floor of the building adjacent to the meeting hall and thereafter, finally dumped with other waste material. The Mukte Minar itself, which is located next to the DAC, is a victim of officials’ apathy. “The SAD-BJP government has hardly paid any attention towards this monument, because it was built during the Congress regime of Capt Amarinder Singh in May 2005,” a local said. Junior Engineer (JE), Markfed, said, “We are only responsible for the maintenance of the Mukte Minar memorial. The model of Mukte Minar was not even handed over to us and kept in the District Administrative Complex to show it to the visitors. I am not aware of the present status of the model.” Some social activists said if the district administration was unable to take care of the model of Mukte Minar, it should have been handed over to some museum.

Traders protest lifting of samples from sweet shop
Muktsar, October 20 Shopkeepers rolled down shutters of their shops and raised slogans against the administration and also forcibly took back three domestic cylinder seized from the sweets shop
in question. Some local leaders of the ruling coalition immediately reached the spot and tried to hush up the matter. Later, the shopkeepers held a meeting with officials of the district administration. SDM Sukhpreet Singh also convened a meeting with senior officers of the district administration. The district administration said surprise visits to lift samples of sweets and other milk products would continue without caring for the incident. Though no criminal case was filed today, sources said it could be registered tomorrow as stopping a public servant from doing his duty is an offence.

Jalandhar, October 20 The businessman is under scanner for his alleged involvement in the Rs 6,000 crore synthetic drug racket that was busted after the arrest of “druglord” Jagdish Singh Bhola. Phillaur was grilled on October 13 as well along with Chief Parliamentary Secretary Avinash Chander for over five hours. Phillaur arrived at the ED office at 10.30 pm today and was grilled for around four-and-a-half hours. When he turned up after questioning, he told mediapersons that he “had no role in the drug racket”. Hayer arrived for questioning at 2.15 pm, but was reportedly told to return and come back in the evening as Phillaur was being quizzed. He then appeared around 4 pm. Hayer refused to comment when questioned by the media about the alleged entry of financial transaction against his name in Gaba’s diary. He denied he had any business links with Gaba. Sources said entries in Gaba’s diary showed that Rs 12 lakh was paid to Phillaur, Rs 48 lakh to Chander and Rs 50 lakh to Hayer. The name of the Congress MP from Jalandhar, Santokh Singh Chaudhary, also reportedly figures in the diary.

BSF unlikely to offer sweets to Pak Rangers this Diwali
Amritsar, October 20 Though the BSF officials are tightlipped on the matter, sources said the BSF might not offer sweets to the neighbouring country in view of the repeated ceasefire violations by Pakistan in Jammu, which has also claimed the lives of a few civilians. Besides, there is a feeling that offering sweets to Pakistan in such an atmosphere would not be appropriate. “It will certainly not be appreciated by anyone in India at this moment,” sources said . Ashok Kumar, BSF Punjab Frontier IG, said he could not comment on the matter, but confirmed the final decision would be taken over the next couple of days. The exchange of sweets and pleasantries on festivals is part of mutually agreed norms among security forces at the border.

Encroachments removed, Ramdasias ransack MC office
Fatehgarh Sahib, October 20 The protesters then blocked the Chandigarh road in front of a police post. The police rounded up 10 persons. SK Gulati, Executive Officer, Sirhind MC, said they had freed PWD land of encroachments as per orders of the Punjab and Haryana High Court. He said they had to file a report in the court on the action taken on encroachments on November 4. Gulati said they had sought police help for demolishing three shops constructed by Lachman Dass who had set up his office and placed photos of Guru Ramdass there. Lachman Dass claimed the court had ordered removal of 48 encroachments on the Sirhind road and the council had already freed the said land. He alleged the MC targeted the community by damaging their religious place. HS Sandhu, DSP, Fatehgarh Sahib, said the police had rounded up 10 persons for ransacking the MC office. An FIR would be lodged against them, he added.

Move to ‘acquire’ land opposed
Fatehgarh Sahib, October 20 The villagers fear that the government was in the process of acquiring 1,000 acres of common land. Residents of Reona Ucha, Reona Newan and Reona Bhola villages told local Congress MLA Kuljeet Singh Nagra that they would not allow the government to acquire land. They blocked the Ambala-Jalandhar GT road causing inconvenience to the commuters. Deputy Commissioner Arun Sekhri accompanied with ADC (Development) Baljit Singh Sandhu and other senior officials reached the spot. Terming the protest politically motivated, Sekhri said there was no such move to acquire the common land which had been measured as part of a routine process. A senior official said the state government wanted to revise the rates of contract of the shamlat land. He said the villagers were paying Rs 4,000 per acre whereas the market cost was up to Rs 45,000 per acre. Nagra alleged the government had decided to acquire 1,000 acres of shamlat land to favour some businessmen. He alleged the officials had come there to measure the land for acquisition.

Give CBI free hand, says former chief
Patiala, October 20 He said the CBI should be allowed to work independently if the government wanted to make the country corruption-free. Joginder Singh, who was in the city to attend a function today, said the CBI should be given constitutional status but it did not suit politicians. He alleged the CBI had a great team of dedicated officers, but extreme pressure from the government had affected their credibility. "The CBI works efficiently only in cases where the court intervenes," he said. "The officials receive written orders as to what to do and what not to. They are always fearful of being falsely implicated because the government often interferes in the sanctioning of cases and investigation as well. I too had to deal with extreme pressure when I was investigating the fodder scam," he added. Dr Dharamvira Gandhi, Patiala MP, who was present on the occasion, said: "To weed out corruption, the need of the hour is to constitute an agency which can work independently without any fear."

E-stamping for property deeds soon
Chandigarh, October 20 The government is focusing on making revenue transactions citizen centric and speedy, said Bikram Majithia, Revenue Minister after inaugurating the sub-tehsil office in Zirakpur today. He was accompanied by local MLA NK Sharma and Deepinder Singh Dhillon, president, SAD Patiala unit. He said the government would sign an MoU with the Stock Holding Corporation of India (SHCIL), a central record-keeping agency, to implement the system. The Punjab Cabinet had already notified a detailed policy on e-stamping, he said. The deputy commissioners had been directed to upgrade infrastructure in offices of registrars by January next year, he said, adding the government would adjust stamp vendors by giving them franchises of e-kiosks under the e-stamping system. He said all registration deeds requiring stamps above Rs 50,000 would be covered under the new system.

SGPC okays Rs 2 cr for J&K Sikh families
Amritsar, October 20 The decision was taken at the SGPC executive meeting in Fatehgarh Sahib today. As per a release issued here, the amount to be provided to these families was decided on the basis of recommendations made by the sub-committee constituted to take stock of loss of life and property in the flood-hit state. The beneficiaries have been divided into three categories. Those in the first category will receive Rs 1 lakh, second category Rs 50,000 and third category Rs 25,000, depending upon the extent of damage caused to their houses during the floods. Similarly, the SGPC will give Rs 50,000 each to the next of kin of those killed during the floods. The same amount will be given to the families of those killed when a bus was drowned during the floods in Poonch-Rajouri. The SGPC has already announced an aid of Rs 5,000 per month to the students from J&K. The SGPC also gave its nod for the purchase of 30 buses for the
SGPC-run institutions.

Chandigarh, October 20 The low pass percentage in the test exposes the declining standard of education and general awareness among the youth. Officials said they were expecting more than 1,000 candidates to qualify for the interview as the candidates had to secure just 50 per cent marks. "A graduation degree was the basic qualification. The candidates were asked questions about general knowledge and general awareness on state, national and international affairs. But only about 350 could get 50 per cent marks," an official said. These candidates would have to appear for an interview next month.

Heroin worth Rs 20 cr seized at border
Amritsar, October 20 MF Farooqui, DIG BSF, Amritsar, said four packets of the contraband (suspected to be heroin) were found near the Rania border outpost. The consignment is said to be valued around Rs 20 crore in the international market. "A joint operation was undertaken by the BSF and the Amritsar district rural police," he said. Sources said, "Smugglers from across the border throw packets from a distance while hiding in paddy fields." SSP (Rural) Jasdeep Singh said the packets seized were wrapped cloth. These were thrown to this side of the border with the help of a hammer-throw like string attached to the packets. The contraband was found lying at a distance of around 50 m from the border security fence. "We have six police stations near the border. After getting green light from the government, we are in the process of identifying at least seven strategic locations where we can establish new posts to strengthen the vigil," he said.

Patiala, October 20 In a review meeting held here today, Deputy Commissioner Varun Roojam said though most of the farmers had opted for wheat-paddy crop pattern, there was a need to promote the "blue revolution" to help farmers enhance their income. "During this financial year, loans worth Rs 30.50 lakh have been sanction to fish farmers till September," said Roojam. Amarjeet Singh Bal, Assistant Director, Fisheries, said for new farmers a short five-day training programme was organised by the Fisheries Department. ASI booked for beating man
Muktsar, October 20 Gulab Singh, a labourer, had alleged that while he was returning to his house on the night of September 17, some policemen led by ASI Daljit Singh assaulted him without any reason. The victim had alleged that due to the assault, his leg had been fractured. Later, Gidderbaha MLA Amarinder Singh “Raja Warring” had intervened in the matter and met senior police officials, which forced the police to initiate action. Senior Superintendent of Police, Muktsar, Kuldeep Chahal, said, “The ASI has been booked as per law. The investigation is on.” Warring said the victim belonged to the scheduled caste community and “the ASI had passed cast-based remarks”. However, the police have not registered a case under the SC/ST (Prevention of Atrocities) Act. — TNS

Man looted at gunpoint in Batala
Batala, October 20 Shiv Kalia of Shakta Mata Mandir locality in Gurdaspur, who works for Akhileshwar Tours and Travel Agency at Batala, travelled to the steel city everyday. A case has been registered. Police sources said they were surprised at the way in which the accused made their way through one of the most crowded streets of the city with ease. Batala Senior Superintendent of Police Manminder Singh said Shiv Kalia had gone to an HDFC bank branch located at Sukha Singh Mehtab Singh Chowk at 11 am and withdrawn Rs 7.50 lakh. “After withdrawing the money, he was going on his two wheeler when suddenly a car sped past him and stopped in front of the two wheeler,” he added. The accused got off the car and waylaid Kalia, whose initial resistance infuriated the trio. One of the accused took out a revolver and fired on the road near Kalia’s feet. Terrified, Kalia let go the bag and informed the police after he reached his office, 1 km from the bank. The SSP said they were investigating the incident from all possible angles. He said the police was on high alert and all exit and entry routes to the city had been sealed. “We are working on certain leads and hope to nab the robbers within the next 24 hours,” he said.
