Chandigarh, October 16 Rahul told the students that it was up to them whether they wanted to save or break Punjab. “But I am hopeful the youth of Punjab will opt for peace and harmony to save Punjab,” he said. The Congress leader also honoured athlete Mandeep Kaur, who won the gold in 400x4 m relay race at the Incheon Asian Games. Replying to the question of a student, who requested Rahul to start a movement in Punjab to save the state from drugs, he said, “You should start this campaign through the National Students Union of India (the party’s student wing). Whenever you will call me to join this campaign, I will join you.” Rahul said he raised the drug issue even during his last visit to Panjab University, and that the ruling Shiromani Akali Dal had mock at him then. “The problem of drugs has increased manifold in Punjab and we will only realise it after 10 to 20 years when it will ruin our entire generation and also collapse our economic system,” he said. The Congress leader said Punjab, being a major producer of food grain, was the nation’s strength, which had been weakened by the drug menace. “Only the youth can counter this problem. Instead of drugs, you should focus more on games and education,” Rahul said while addressing the students.

SAD’s Amritsar unit hits back at Sidhu
Amritsar, October 16 Addressing a press conference here, Amritsar SAD (Urban) unit president Upkar Singh Sandhu said: “Sidhu has been making unnecessary statements against the SAD top brass, despite the fact that he has no authority in the BJP. He is neither an MP nor a BJP office-bearer. He should think before throwing a challenge to five-time Chief Minister Parkash Singh Badal.” He said Sidhu had been ungrateful to the SAD that had played a key role in his electoral wins, particularly in the 2009 Lok Sabha poll. He said Sidhu himself had credited Punjab Minister Bikram Singh Majithia for his victory in 2009 as he had obtained a crucial lead from the Majitha Assembly segment. He accused Sidhu of keeping away from his constituency during his stint as Amritsar MP. “Virtually a fugitive, he was mostly seen on TV shows. Once he was away from Amritsar for almost a year,” Sandhu said. “The Akali Dal had nothing to do with the BJP denying the ticket to Sidhu for the 2014 poll. It was BJP ministers and leaders who had held press conferences against him. He should blame his own partymen for it,” he said. The SAD leader said the BJP high command should take notice of Sidhu’s utterances against the SAD leadership and initiate action against him. He accused Sidhu of backstabbing his mentor, Arun Jaitley., “Jaitley had a lead of over 4,000 votes in four Assembly segments held by the SAD while he trailed by a huge number of votes in BJP segments,” he said, challenging Sidhu to an open debate on the issue. When contacted, Sidhu said he would not respond to the charges levelled by “puppets”. He said the Akali Dal had been reduced to a fiefdom.

Tardy lifting irks farmers
Bathinda, October 16 The prevailing condition at various grain markets belies the government claims of having taken adequate measures for a smooth procurement of paddy. Farmers allege they are facing harassment due to lack of coordination among officials of the Mandi Board, state procurement agencies, market committee and the district administration. A commission agent said the farmers were being forced to wait for four to five days to sell their crop. He said the procurement agency had inordinately delayed their payments while they had to release payments to the farmers immediately. Balkar Singh, a farmer from Gehri Bagi village, said his crop had not been lifted for the past four days. "The state government always claims that it has done a lot for the farmers. But if we have to face a lot of hardships in selling our produce, what else we can expect," he asked. Another farmer Kuldip Singh said conditions at the grain market were pathetic. "We do not sleep all night to guard our crop from stray animals and thefts. Even basic amenities such as toilets and drinking water are not available," he said. He said earlier agencies used to buy crop with up to 19 per cent moisture content, but from this year agencies had refused to buy crop having moisture content of more than 14 per cent. He said they had been drying paddy on their own due to high labour cost. Ashok Dhunike, president, Punjab Beopar Mandal, said the procurement process was slow due to a sudden increase in the arrival of paddy this season.

HC: State complicit in illegal construction along highways
Chandigarh, October 16 Expressing surprise at their failure to find encroachments and unauthorised constructions along the national highways cutting across the state, Justice Rajive Bhalla has asked the officers concerned to give a “detailed affidavit identifying the violators as well as the persons who have excavated unauthorised access to the national highways”. Justice Bhalla has also directed action against them in this regard. The Punjab Government’s attempt to shift the onus of encroachment removal on the National Highways Authority of India (NHAI) has failed to find favour with Justice Bhalla. Taking a solemn view of the matter, Justice Bhalla made it clear to the authorities concerned that they were responsible for the removal of encroachments outside the “right of way”. The directions by Justice Bhalla came during hearing of the traffic regulation and road safety case, after affidavits filed by the state were placed before the Bench. As the case came up for hearing, Justice Bhalla referred to an affidavit filed by Ashok Kumar Singla, Chief Engineer (National Highways), Punjab PWD (B&R) Branch, before observing: “The affidavit contains an averment that the NHAI is responsible for removal of encroachments on National Highways. “It would be necessary to remind the State of Punjab that the NHAI is responsible for removal of encroachments within the right to way (ROW). The land outside the ROW falls in the exclusive jurisdiction of the state of Punjab and its entities like PUDA, municipal corporations/councils, the Forest Department, Department of Town and Country Planning, PWD (B&R), etc”. Taking note of the failure to mark encroachments and unauthorised constructions along the highways, Justice Bhalla added: “The state of Punjab has appointed nodal officers but it is rather surprising, particularly from the affidavit filed by Harnek Singh, Senior Chief Town Planner, Punjab, that they have not been able to detect any violation/unauthorised construction/unauthorised passage so far. “It would be necessary to impress upon officers of the state of Punjab that apart from unauthorised construction/reconstruction of buildings abutting the national highways, these buildings have not been granted access to the national highway by any entity of the state of Punjab much less the National Highways Authority of India and, therefore, this matter be considered”. Justice Bhalla also took on record another affidavit-cum-status report filed by Anoop Upadhyay, nodal officer and Chief Conservator of Forests, Ferozepur Circle, claiming that a number of violations had been removed and prosecutions launched. |

Fake currency racket busted; four arrested
Fazilka, October 16 Ajmer Singh Baath, Deputy Superintendent of Police, said following a tip-off, they raided a room in an isolated area in the fields. Those arrested are Paramjit Singh alias Pamma, Sukhwinder Singh alias Sukha, Mohinderpal Singh of Jandwala Bhimeshah village and Balwinder Singh of Pakkan village. The fields are owned by Paramjit. Baath said preliminary investigation suggested Paramjit and Mohinderpal used to print the fake notes. Balwinder was reportedly involved in circulation. It is stated that he used to pay Rs 20,000 to Paramjit and Mohinderpal to purchase fake notes of Rs 1 lakh. They been booked under Section 489 of the Criminal Procedure Code. “The accused had been running the racket since April,” he said. He said Paramjit and Balwinder were already facing cases on the same charges in Amritsar, Ferozepur and Muktsar districts.
Three ATM robbers held
Ferozepur: The Ferozepur police have busted a gang of ATM robbers with the arrest of three persons. The police have also seized a pistol, gas cutter, cylinder, sharp edged weapons, besides a Bolero car and an Innova car from their possession. While giving details, Sukhwant Singh Gill, Senior Superintendent of Police, Ferozepur, said following some inputs, the police had raided a hideout at Madhre villge and nabbed three members of the gang — Jasgsir Singh, Balkar Singh and Malkit Singh. He said the accused were planning their next robbery. The SSP said the gang had earlier robbed ATM outlets in various cities such as Amritsar, Moga, Jagraon and Guruharsahai. He said the police had launched a hunt for the other members of the gang.

45 injured, 10 seriously, as bus overturns in Gurdaspur
Gurdaspur, October 16 The vehicle was reportedly being driven rashly. Eyewitnesses, who were engaged in the rescue work, claimed the driver, who managed to flee in the melee, was drunk. A half-empty liquor bottle is said to have been lying on the dashboard. He lost control over the vehicle while trying to overtake a motorcyclist. A passenger said the traffic police had become immune to such violations as a majority of the private buses plying on this route were owned by politicians. “No policeman can dare to challan these buses. Nobody wants to face the wrath of these politicians,” said a police officer. Sham Sundar, a Punjab Police head constable, was among the first to ring up the 100 and 108 helpline numbers following which a heavy posse of police arrived at the scene. Another irregularity that surfaced was the bus did not have a speed governor, used to check over-speeding. “A majority of bus drivers dispense away with these gadgets after they get them from the District Transport Officer’s office. Even school buses have not installed speed governors,” said a transport official. The motorcyclist, Mohan Kumar, was trapped under the rear wheels of the bus. His left leg was cut off from his body. Deputy Commissioner Dr Abhinav Trikha, Senior Superintendent of Police Gurpreet Singh Toor and Sub-Divisional Magistrate Manmohan Singh reached the Civil Hospital. As word spread, people in large numbers started thronging the hospital.

Doctor accuses DIG of trying to grab land
Chandigarh, October 16 He said to him the aged doctor was a “mother figure” and that her daughters were trying to blow up a petty family dispute. “In fact, the doctor, in connivance with her daughters and a son-in-law, a retired Indian Foreign Service (IFS) officer, is trying to usurp the land that belongs to the widow of her dead son, Rajiv Inder Singh. Dr Simrat Randhawa and her three minor children are the real victims in the case,” claimed the DIG. Dr Surinder Kaur Bual and her daughters, Selina Singh and Poonam Dhawan, and Selina’s husband Manjinder Paul Singh, now based in San Francisco, US, have alleged that the DIG is trying to usurp their land with the help of Dr Randhawa. The latter said she had returned from the US in 2004 to take care of the land along with her husband. “The land belonged to my late husband. I have been taking care of the land since 2004. The ‘girdawaris’ are in my name,” Dr Randhawa claimed. But her mother-in-law alleged that she was imprisoned in her own house at Nasibpur by the DIG’s goons and was released on the basis of a habeas corpus petition in the Punjab and Haryana High Court. “My two daughters were implicated in a tresspass case when came to visit me. My house remains in the possession of goons and officials deployed by the DIG in civies,” alleged Dr Bual. She said the family had been living at their sprawling farmhouse since 1958. “Our problems started after my son passed away in December 2011 because of cancer. Our complaints to senior police officers have gone unheard,” Dr Bual said. She said the police officer had befriended the family while posted at the Bahadurgarh fort. “My son-in-law Manjinder Pal Singh had lodged a complaint (No 20142275, dated 23 April, 2014) with the NRI wing of the Punjab Police against Dhillon. “The NRI cell told us that the complaint had been sent to Dhillon for comment. Nothing has moved beyond that so far,” a visibly distraught Dr Bual said. Describing Manjinder Pal a “dismissed” officer, Dhillon alleged that the former had “usurped” a $28 million worth company of his deceased brother-in-law in San Francisco. Dr Randhawa said she planned to file a lawsuit against Manjinder Paul Singh in the US. When contacted, Gurpreet Deo, Inspector General (NRI wing), said: “We did not find anything incriminating against Dhillon. We have, hence, closed the case.”

Jaitley’s assurance comes as respite for Akali Dal
Chandigarh, October 16 Sidhu had been waiting for an opportunity to attack the SAD leadership and he got one while campaigning for his party in Haryana. Irked by Sidhu’s remarks, his security was withdrawn. This further deepened the distrust between the alliance partners. Insiders claim a group within the BJP is keen on contesting the next Assembly elections in Punjab independently without any truck with the SAD. This group has gathered around Sidhu and is keen to project him as the party leader in the state. The BJP feels that infighting has rendered the state Congress weak and it must use the opportunity to project itself as a viable alternative to the Congress in Punjab. Sources said the BJP top brass was working on getting two Sikh leaders into the party fold to chart an independent course. If the BJP triumphs in Haryana and Maharashtra, as predicted by various exit polls, BJP leaders in Punjab will certainly become more assertive. The next few weeks are crucial for the SAD-BJP alliance. The SAD leadership will have to work with greater tact to ensure a smooth sailing. |

Cong vice-president meets Dalit activists
Chandigarh, October 16 Sources said the interaction was arranged by
a former bureaucrat to “project the political might and social
significance” of the Dalit community in the state. More than 30 per cent of
Punjab’s population consists of Dalits. From 1950s to the late1980s, Dalits
in Punjab formed Congress’ main vote bank. The community switched loyalty to
the BSP after that. Of late, with the BSP weakening, some Dalit votes have
shifted to the Shiromani Akali Dal (SAD). Dalit activists told Rahul that
members of the community continued to be targeted by the upper castes
throughout the country, that they were not provided the necessary protection
against various atrocities and their social status remained unchanged. The
activists said the Dalits were getting restive as leaders such as Kanshi Ram
and Mayawati had made the poor sections aware of their rights. Some speakers
said the Congress had not done much for the social, economic and political
uplift of Scheduled Castes. Sources said Rahul intervened in the discussion a
number of times. He said Dalit issues would have to be tackled at the
structural as well as the individual level.

Hurdles in Abohar railway over-bridge project cleared
Abohar, October 16 Jakhar had told the Chief Minister that the UPA-led government had waived land use charges on January 24 and demanded Rs 4 crore only for the construction of the 2.44 m-wide light iron steel bridge to link the areas on both sides of Abohar town. The state government had accordingly transferred the money to Ambala Rail Division’s account. However, the Northern Railway headquarters had now reversed the decision and raised the estimated budget to Rs 7.3 crore by adding land use charges. Ambala Rail Division senior engineer Rajeev Ranjan Raju had informed the Chief Engineer, Punjab Public Works Deptartment (PWD) that the project would be dropped if the additional demand of Rs 3.3 crore was not met. Explaining that hundreds of people here suffered due to frequent closure of manned level crossing located near Nai Abadi, Jakhar had stated in his letter to the Chief Minister that either he should use his influence to convince the Railways or sanction Rs 3.3 crore more to get the project executed. Notably, the RoB had become the bone of contention for Jakhar since his ardent rivals in the ruling parties had sabotaged the foundation stone-laying ceremony of the project on February 6 through the district administration, lamenting that SAD MP Sher Singh Ghubaya’s name was not engraved on the stone. Ludhiana, October 16 “Even if criminal cases were registered against them, it does not give anyone the right to kill them. It is a failure of the law enforcement agencies. Had the police done their job responsibly, the incident could have been averted,” Bagha said. He visited the victims’ family at Bohapur village near Machhiwara today and handed them over a cheque worth Rs 2.5 lakh as compensation. He said the remaining Rs 7.5 lakh would be given to the family soon. National Scheduled Castes and Schedule Tribe Commission vice-chairman Raj Kumar Verka had lashed out at the government yesterday for delaying the compensation. Bagha said: “An ADGP is heading the investigation in the case. He would submit the report on October 29. If the victims’ family members are not satisfied with the report, a fresh probe would be ordered.” He said he would urge the government to give job to victims’ younger sister. Bagha was accompanied by SC Commission members Bharti Kennedy and Dalip Singh Pandhi and District Welfare Officer Rajinder Kumar. Jalandhar, October 16 Sources said Avinash was asked to appear before the ED on October 20, but he came today. He also submitted some record sought by the ED officials for verification. Earlier, the directorate had grilled Avinash and Kartarpur MLA Sarvan Singh Phillaur for their alleged involvement in the Rs 6,000-crore drug racket for over five hours on October 13. The Akali leaders were summoned by the ED under the provisions of the Prevention of Money Laundering Act (PMLA) after their names figured in the Goraya-based businessman Chuni Lal Gaba's diary. It is alleged that they received money from the Gabas, who are linked to the drug racket. The Chief Parliamentary Secretary entered the ED office at 6 pm today and came out at 6.35 pm. Give gurdwara charge to Daduwal: Villagers
Bathinda, October 16 Balwinder Singh, Mohinder Singh and Ujagar Singh, all residents of the village, today submitted a memorandum to Deputy Commissioner Basant Garg at the mini secretariat. They said their family had donated land for the Jandalisar Gurdwara and bowing to popular sentiment, Baljit Singh Daduwal was handed over charge of the gurdwara. With Daduwal, who was arrested on August 22, out on bail, the village residents wanted that the gurdwara charge be given back to him. They alleged that Amrik Singh, an Akali leader, was trying to hand over the grudwara to his aides by setting up a committee with the help of the police.

3 bodies exhumed after 30 months
Abohar, October 16 The police officials who assisted the team said Rajeshwari (35), wife of Har Lal Jat had gone missing alongwith her daughter Nitesh (17) and son Nitin (14) from Sahuwala village in October 2011. A case was registered in January 2012 as the family alleged that they were kidnapped by jeep driver Vishnu of Ruherianwali village. The jeep had been found abandoned after a few days. Later, bodies of Rajeshwari and her children were recovered from Indira Gandhi Canal near Sultana village. As the same could not be identified, the police buried these in the same village. The whereabouts of the jeep driver were still not known. The affected family had approached the state High Court with request to transfer the case to the CBI, which was accepted. Investigation revealed that the bodies of the deceased had been buried awaiting identification. Since then CBI sleuths had visited Sriganganagar thrice and have now got the bodies exhumed and collected viscera for lab examination, sources said.

3 schools selected under vocational skill scheme
Jalandhar, October 16 Deputy Commissioner (DC)-cum-President of District Educational Society said under the scheme, as many as 100 government schools, including three in Nawanshahr district, had been covered in the first phase. She added that a four-year curriculum has been devised according to the current and futuristic needs of industries so that after the completion of senior secondary education, students could get easily employment in public or private sectors. The success rate of employment guarantee under this ambitious scheme has been registered as 70 per cent as per courses being run by the NSDC in other states. At Jadla, the focus of this scheme is to impart training in healthcare and IT while Thopia students are getting training in beauty and wellness and security sector. Likewise, students of the Bhaddi school are being imparted skill training in security and automobile trades.

Vaccine trial begins
Abohar, October 16 The programme had been initially launched in Gujarat, Goa, Haryana, Jammu and Kashmir, Pondicherry, Delhi, Tamil Nadu and Karnataka. Under this programme, a single vaccine will replace diphtheria, pertussis, tetanus (DPT) and hepatitis B injections and additionally provide protection against haemophilus influenza type B (HiB) diseases such as meningitis, pneumonia and epiglottises. At present, HiB vaccine is not part of the immunisation schedule. District Child Health Officer VP Asija said about 24 to 30 lakh serious cases and 72,000 child deaths (below 5 years of age) due to HiB diseases (pneumonia and meningitis) were reported annually in India.

Brothers get death for honour killing
Amritsar, October 16 Sukhdev had lodged an FIR at Jandiala police station on September 12, 2012. He stated that the brothers killing the girl by administering poison and later strangulating her. He stated that on September 11 when he was talking to the deceased on phone, the call was disconnected abruptly. The complainant stated that the next morning he came to know that the girl had died the previous night. Suspecting foul play, he approached the police. Though the family claimed the girl had died a natural death, the post-mortem report established that she was first poisoned and then strangulated.

HC stays IG Cheema’s arrest in molestation case
Chandigarh, October 16 As the case came up before Justice Jitendra Chauhan, his counsel Karanvir Singh Khehar claimed that the accused had left for election duty on March 19, the day the incident allegedly took place. In an attempt to substantiate his contention, he referred to a communication dated July 24 from the Vigilance Bureau to the petitioner, seeking a clarification on a complaint by Kricpy Khera on the alleged molestation. He said in his reply, Cheema had stated that he had left for Delhi at 8 am on March 19 to board a flight for Allahabad at 2.05 pm. The FIR was lodged on September 2. “Butthere was no narration of the March 19 incident either in the present FIR or representation by the complainant to the Punjab Deputy Chief Minister”. He further claimed that the complainant had earlier moved a similar complaint against one Karan Arora, which, after investigation, was found to be without substance. Appearing on behalf of the complainant, counsel RS Rai and Amit Jhanji, submitted that the petitioner’s presence at the place of occurrence was “fortified” by a call made to the police control room. In response to the call, ASI Narinder Sood had reached the spot but was instructed by the petitioner to go away. Staying the arrest, Justice Chauhan asserted: “In response to the communication addressed to the petitioner, a reply was furnished clarifying that on the date of the alleged occurrence, he was on election duty….. “It has also come on record that the complainant filed a similar petition against one Karan Arora, which after a detailed inquiry carried out by the investigating officer, was found to be without any substance….”

Reply sought on highway work
Moga, October 16 The court has asked these authorities to explain by
November 21 why the work on the four-lanning of the highway has been
stopped after digging up the existing double-lane road, thus causing
discomfort to commuters. A public interest litigation (PIL) seeking
regulation of traffic and expeditious completion of the highway work
has been filed by Moga Bar Association president Ramesh
Grover. Grover has alleged that the condition of the highway has
become worse than link roads and its poor condition has led to many
accidents claiming many lives. In 2010-11, the National Highway
Authority of India (NHAI) assigned the highway work to Pan India
Network Limited, a subsidiary of the Essel group of companies, in a
consortium with Vahara Infra Limited. The work on the 78-km stretch of
the highway between Ludhiana and Talwandi Bhai in Ferozepur district
(via Moga city) was estimated to cost around Rs 750 crore. The work
was, however, suddenly stopped in April 2013 due to a financial
dispute between the two companies. By that time, digging had been done
and construction work undertaken only on certain segments of the
road. The company started the construction of flyovers at Ludhiana,
Mullanpur, Jagraon, Moga and other cities, but stopped the work after
digging up the existing roads. These pits get filled with water during
rain and provide breeding ground to mosquitoes and other insects. Dwarka
Bansal, chairman of the senior citizens' council of Moga, said the
condition of the road was deplorable, but district administration and
municipal corporation authorities seemed little concerned about it.

IAF official to serve life term for murder
Chandigarh, October 16 The incident dates back to November 2006. It was work as usual for Sub-Inspector Balbir Singh till he received a telephonic message from the Air Force Station. Complainant TK Shankran told the cops that he, his wife Premlata and daughter were at their government quarters when at about 6 am, the doorbell rang. He opened the door latch to find himself face to face with LAC S Dey, serving with 18 Wing, ACH/GD Trade Air Force Station. He took out a revolver and threatened to eliminate the entire family if Shankran refused to marry his daughter to him. Hearing the commotion, his daughter came out from her bedroom and ran towards the verandah. Dey followed her before firing from his S&W .38 bore revolver. Dey then threw away the revolver and lay down on the floor as if he was shooting himself. The victim was later declared dead on arrival at the Air Force Station hospital. The police was told that Dey wanted to marry the victim, but the complainant-father rejected the proposal as the girl was underage. In his statement before the Trial Court, Dey denied the allegations and pleaded that he and the victim’s father were working in the Air Force Station, where he and the victim fell in love. Dey claimed that on the fateful day, Shankran took out a revolver and opened fire at him, injuring him in the abdomen. Shankran fired another shot but it hit his daughter. Dey was convicted and sentenced to life imprisonment by the Gurdaspur Additional Sessions Judge. Dismissing his appeal, the Division Bench of Acting Chief Justice Ashutosh Mohunta and Justice Harinder Singh Sidhu asserted: “In the present case, the incident is almost admitted and the presence of the accused at the spot is also admitted. Only he has sought to explain that the shots were fired by the complainant…. The defence version is improbable and proved to be false…. The prosecution has been able to prove the case beyond reasonable doubt”.

Amritsar, October 16 The court held the doctor guilty of offences under Section 304-A of the IPC. The court has also imposed a fine of Rs 5,000 on her. The complaint was filed by Mehar Chand, whose 22-year-old son Balwinder had died in March 1993. Another accused, Dr Varinder Gupta, has been declared a proclaimed offender as he failed to join the investigations. — TNS |
Five of family attacked in Goraya
Jalandhar, October 16 Surjit Kaur said there was a knock on the door in the wee hours. As she opened the door, she was attacked by a man carrying an iron rod. He was joined by other armed men.The gang then attacked four members of her family. She raised the alarm at which the assailants fled. The SHO said the culprits had been identified.

Three held for murder, robbery
Mansa, October 16 The incident had taken place on September 25 when the accused assaulted the family members of a local resident, Gurcharan Singh, leaving six of them injured. Gurcharan’s daughter-in-law Veerpal Kaur had succumbed to her injuries. Heroin worth Rs 5 crore seized
Ferozepur, October 16 They observed the movement of some suspicious persons. When they stopped them, two of them fled while the third was nabbed. The SSP said on a search, the police seized 1 kg of heroin from his possession. The accused was identified as Chamkaur Singh of Basti Ram Lal in Ferozepur. He said they were investigating the matter to ascertain the source and destination of the
consignment.
