Also known as the gateway to the city of NRIs, the intersection depicts the poor state of affairs in the city. As compared to other cities that boast of a well manicured entry with a beautiful landscape, the entry to the city is full of litter scattered by stray animals roaming freely on the roads. In the absence of a well defined bus stand at the intersection, the passengers could be seen standing everywhere which further worsens the cleanliness scenario at the intersection. People could be seen throwing out empty bottles of packaged drinking water, used packets of chips and juices at the intersection during the brief halt of their buses at the venue. PAP Chowk
Also known as the exit point of the city, the chowk is a witness to the failure of Swachh Bharat campaign in the city. Although named after the elite Punjab Armed Police Force in the state, it failed to achieve the cleanliness level to that found inside the PAP campus. Also, various pockets at the intersection were found to have been covered with huge layers of garbage settled permanently in the huge pits of the damaged roads. The area just next to the statue of former Chief Minister Beant Singh at the biggest intersection of the city serves as an open garbage dump for the daily commuters. In the absence of any dustbins or garbage area marked here, people could be
seen throwing litter while crossing the massive chowk connecting 6 lanes. Also, the small green area adopted by one of the prominent hospital was also found to be a collection area of garbage and filth collected from the nearby areas. Also called the 'Charity Chowk', the intersection is being visited by hundreds of visitors' everyday from all across the country. Nevertheless, the green area here also adopted by one of the prominent hospital depicts the lackaidsaical approach of the upper strata class of the city. Once named proudly after the flourishing sports industry in the state, the intersection presently is not at all visible to the first timers. Instead of bright colours with attractive landscaping, the chowk wears a dull look dull look due to the dark colour scheme given to the 'Football' and also the vacant plot located on
the chowk is the open garbage centre for the nearby residents. A shop on the chowk besides encroaching the footpath also scattered lot of litter around it. Officialspeak Since the city is an unplanned one, it needs a thorough mechanism to successfully run the ‘Swachh Bharat’ campaign here. At present, we are dealing with a staff crunch and are unable to implement it effectively but soon, we are coming up with various cleanliness programmes targeting various residential colonies, roads, even parks and major intersections. Owner arrested; dog in no man’s land
Jalandhar, October 6 Two days after 'Sultan', the Bull Mastiff belonging to Harkishan Singh Toor, fatally bit the child of a local labourer, the animal still lies locked up in a cage at its owner's home because no department know what to do with it. While the wildlife department straightaway says domestic animals are not part of its department, sadly there isn't a single organisation in the city competent to deal with the animal adequately in the current situation. With the animal still locked away in a cage in the same locality, almost the purpose of the prompt action taken so far is lost, because even the people of the locality have been demanding that the dog be shifted from the area (Ashok Vihar) where it has created terror for the last few days. DFO (Wildlife) Gursharan Singh said, "The said dog is a pet. Any domestic animal, be it dog or bull etc, does not fall under our jurisdiction. We are only responsible for wild animals. We also do not have any facility to keep such animals. The MC would be in a better position to tell about this." The territorial DFO of the district in turn said pet animals didn't fall under his jurisdiction either. Meanwhile, the MC is also tongue tied over the issue. Additional Commissioner, Municipal Corporation, PS Jaggi said, "I can't comment on the issue because this matter belongs to the MC's health wing." Interestingly, with the dog sterilisation project of the Municipal Corporation suspended since 2006, currently there is no facility in the district where dogs can be kept. The lack of experienced hands has also caused the current dilemma wherein many say probably the dog will end up being kept at his owner's home until the Municipal Corporation finds any alternative. Formerly, dogs were kept caged at a facility at the Burlton Park in Jalandhar, but that was closed down for the sports hub. So for the time being, no clear solution is evident. |
Married woman found dead, kin suspect murder
Jalandhar, October 6 Initially, there were reports that she had committed suicide, but later when the woman’s kin levelled allegations against her husband, the police picked up that angle for investigation. Mahinder Singh, DSP, Kapurthala, said the police was informed by the deceased’s in-laws at 7:30 in the morning. “When we reached the spot, the body was lying on the floor. A piece of cloth was also hanging from the ceiling fan, which was giving the impression that the woman might have attempted suicide. Even the woman’s throat had bruises which indicated that either the woman was strangulated to death or committed suicide,” said Singh, adding that the police was conducting investigations on the basis of various theories and the truth would be known. The deceased’s in-laws alleged that she had committed suicide as nobody was at home when she took the extreme step. “The deceased’s husband Arvind had gone to drop children to school and when he arrived home, he found Neelam’s body lying on the floor,” they alleged. On the other hand, the woman’s kin alleged that Neelam’s husband had been physically torturing her for the past several years. He was demanding cash from her. Annoyed over the refusal by the woman, her husband strangulated her to death. The police said, as of now, considering the allegation of the deceased’s kin, a murder case has been registered against her husband Arvind Sharma. “We will conduct inquiry into the allegations to ferret out the truth,” he said. |
School, former wing commander contest land ownership in Lohar Nangal
Jalandhar, October 6 However, Wing Commander (retd) and his wife Urvinder Chattwal claim that the land actually belongs to them and the park was later made on it while they were abroad. They said, in fact it was they who got the fixtures on the land removed after someone told them their land had been built upon. Sarbjit Kaur, chairperson of the school managing committee of the Government Middle School, Lohar Nangal, alleged that on September 2, this year, Wing Commander (retd) Harmohan Singh Chatwal, along with some police men and a warrant officer from the court came and forcibly attempted to take possession of the school land. They alleged that the said party broke the school wall, grills, gate and uprooted benches in the school park. They got one of the walls painted and wrote their name on it and also got an electric meter fixed on the wall. They said the school management was sent no prior notice from the court before the said parties came to the school. The SMC members also said that the school was established since 1962. However, Urwinder Chatwal, while talking to The Tribune, made counter allegations, "We have been fighting a case for this land for the past decade. We also got the information regarding this printed in newspapers. Now, all of a sudden why have the school management come to the fore. Where were they earlier. I have a registry of the land and we duly paid money for it. The man through whom we bought the land also appeared in court hearings. On the said date we took police protection with us because the land is ours and to avoid an untoward incident. For the past 15 years it has been ours. The school has a four kanal playground but the park land belongs to us. We only got the park walls broken and did not touch any school
wall." Meanwhile, the School Managing Committee of the Government Primary/Middle School Lohar Nangal filed a case with the court following the incident, and the local court has issued stay until 28 October 2014. The order issued from the court of the civil judge Jalandhar on September 24 states that 'the defendants, their nominees, employees and representatives, are restrained from interfering into the peaceful running of the Government Elementary/Middle School and office of Block Primary Education Jalandhar (East)-III and getting possession wrongly illegally and forcibly or any other manner whatsoever, over the suit property fully detailed in the head note of the plaint.' Jalandhar, October 6 "When the JEs, SDOs, sewer staff and safai karamcharis are all drawing their salaries, they should also be held responsible for a serious lapse of the sort. I suggest that FIRs should be lodged against the employees, councillors and even the contractors, only then will they realise the gravity of the situation. Human life is not so cheap. Ask anyone who has lost a life or experienced a close shave with death. Punishment has to come for any negligent behaviour or else everyone gets the habit of taking things too casually," said Sandeep Kanwal Singh Chhabra, an advocate. "The entire system of Municipal Corporation has collapsed. It has become a den of corruption. Nobody cares an iota about one's responsibility. They are all here to make money. No one gives a damn to providing the civic amenities. I have had to often pay from my own pocket for ensuring cleanliness and facilities in my area. I too have an experience of tyre getting deflated because of an uneven road near a manhole," said Anil Dutta, a political leader. "The biggest problem with the uncovered manholes is when it rains. I had a miraculous escape near one such manhole along service lane in Lamma Pind Chowk. I immediately took up the matter with the Municipal Corporation. Now what they have done is that the manhole protrudes out. Whenever any vehicle passes by, it bumps into the elevated manhole and there is a risk to vehicles breaking down frequently," said Rajan Gupta, President of Guru Gobind Singh Avenue Welfare Society. "The best system to bring immediate action is that the MC starts a 24-hour helpline service. Anyone who calls on this number should be able to register the complaint at any hour. A complaint on open manhole must be redressed in the shortest possible time. The complainant should also be able to get the feedback and status of his complaint on his cellphone via an SMS," said Ajay Chopra, a BJP leader. "Since manhole covers are not a very expensive item, these should be made readily available with either the councillors or contractors or the staff so that these can be fitted in the shortest possible time. Such a system will help cover an open manhole in no time so that no tragedy takes place,” said Amarjit Singh Pahwa, a businessman "The best system is to display the contact numbers of the concerned staff, contractor and councillors on signages at the entrance of each colony. In case any resident or a passerby notices a broken manhole cover or any such problem, he will not have to run around for the problem and would instead be able to contact the key persons in no time from his mobile and avert any such tragedy," said Sunil Bhardwaj, an accountant. |
Online shopping offers prove to be a raw deal for youths
Jalandhar, October 6 The websites had put up big advertisements in dailies and on web announcing crashing of prices of some much sought-after electronic goods and kitchenware to as low as just Re 1. Some of the items including mobile phones, pen drives and hand blenders were shown to be priced for just a rupee. Items like DSLR cameras and digital tabs were shown to be put up for sale at discounts starting from 55 per cent to 80 per cent. Believing it to be the best deals ever several youth spent as long as two to three hours to get the items of their choice for the prices publicised but only to get a raw deal. Finally to vent their ire out, thousands of people used Facebook to hit back at the sites. While some wrote, "Cheating", others wrote, "Ullu banoving" and there were still others who wrote, "A billions bakwas". Others said that the site had lost its credibility as the scheme would backfire at its brandimage. One user wrote to the site, "Amir Khan-starrer programme Satyamev Jayate has started again. You must watch it". Another visitor wrote, "You should announce Bharat Ratna for the people
who managed to order Re 1 product from steal deals." Amardeep Singh, a resident of Guru Amardass Nagar, said, "I managed to buy one 16 GB memory card for Rs 180 with additional Rs 40 delivery charges. But later I got a mail that I would be charged Rs 450 for the card. Since then, I have spent hours communicating with the company guys but to no avail. This is unacceptable." Meanwhile, several electronics goods companies have started issuing advisories to its customers and staff on not providing service to customers purchasing their products via online shopping. |

e-passbook project to benefit lakhs of employees across state
Jalandhar, October 6 “Earlier, PF holder was only able to access information about balance of provident fund, but now with the launch of e-passbook, employees will be able to access real time update about their PF account including balance in PF account, contribution by employer, interest levied on the amount lying in PF account, whether employer has been depositing genuine provident fund etc,” said Assistant Commissioner adding that this facility was a part of the recently implemented Universal Account Number(UAN) scheme. He said with the implementation of this project, an employee can also know whether his account was operative or inoperative. Sources said apart from Jalandhar, Hoshiarpur, Kapurthala and Nawanshahr where over two lakh PF account holders would be benefited. To run this facility, the PF department would launch a special web portal for the purpose. EPF Commissioner Dheeraj Gupta said with the implementation of e-passbook, withdrawal and transfer of fund online would also become easy for the employees. |

Jalandhar, October 6 The victim has been identified as Mukesh, a resident of New Dashmesh Nagar. Malkinder Singh, ASI, Bhargav Camp police station, said accused had given over Rs 3 lakh to some person in the same locality, but the latter was not returning the money. “Today when he went to take payment, he had arguments with the person and he had to return empty handed. After reaching home, he consumed some poisonous substance,” said ASI The police said statement of the victim had been recorded and further action would be taken after inquiring the
allegations. |
Paint store burgled
Jalandhar, October 6 Owner of Galaxy Traders Nitin said yesterday he had closed his shop at 9:30 pm and when he arrived to open the store in today morning, he found the whole store ransacked. "Burglars had entered the store from the upstairs. They had decamped with expensive paint worth over Rs 2 lakh. It seemed that burglars were aware about the variety and prices of paint, due the reason they decamped with expensive paint boxes only," said owner. Along with paint, burglars also took away Rs 1,500, five kitchen chimneys and some other valuables. Victim said the police was informed about the theft. |
