Jalandhar, September 26 NRI, who a habitual drunkard, was also in an inebriate state when he orchestrated the crime. Notably, after killing his wife and son, he, as per sources, had surrendered before the police. As per the police information, accused Jaspal Singh had married deceased Rajwinder Kaur (28) five years back. They had a four-year-old son named Tejvir. Sources said that the NRI had spent some years in Manila and for the last eight months had been living in India. "The NRI had solemnised a second marriage in Manila a year ago. Since the day he solemnised the second marriage, he was forcing her Indian wife for a divorce. Due to the issue, couple used to have heated arguments and frequently engaged in quarrel at home," said a police official. The Superintendent of Police, Detective, Jagjit Singh Saroya, said since the day he solemnised marriage abroad, both were not living happily here. "Yesterday night, the accused had arguments with his wife over the demand of divorce. Arguments turned into a ghastly fight. Fumed over the wife's reactions, he brought iron rod and pan, and rendered her dead. After killing his wife, he then also seemed to have hit his son with the same rod and pan, which were also recovered from the spot. Both woman and her son, had sustained grievous injuries, hence they died on the spot." The SP said after committing the crime, the accused had then surrendered at the police

Jalandhar, September 26 Inconsolable relatives held onto his body and friends hugged each other and cried. His father, uncles, cousins, his family's friends based in Punjab and a number of friends from the institute were present on the occasion. Many members of the Jalandhar-based Harmukh Kashmiri Samiti —many of whom know the family personally -—were also present on the occasion. NIT director SK Das along with some faculty members was also present. Hailing from Jammu, Paras was studying in the final year of Instrumentation and Control Engineering at the institute. Paras had pursued his schooling from the Army School Jammu and Kendriya Vidyalaya Gandhinagar (Jammu) after which he completed high school in Patiala and finally came to NIT Jalandhar to pursue engineering. Students present on the occasion said Paras was very popular among students and was known for standing up for others. That is why he was greatly loved as well. "He was music lover and was an inspiration to all of us. He was one of the most cheerful persons we have ever met. He was also a leader and a very inspiring one. Most of us will have trouble coming to terms with this considerable loss," they said. Speaking to The Tribune, one of his cousins, who was staying with Paras' father and grandmother (paternal) at Jammu, said, "We shall greatly miss him. All we want now is that something is done to ensure that this kind of an incident should never happen to any other student." Some of the relatives did say the institute and authorities should have made arrangements for the safety of students. Another maternal cousin (maternal uncle's son) of Paras, Aditya Kaul said, "When so much money is being spent on the upgrade of infrastructure, one cannot understand why the given area wasn't lighted last night. Some of the fault also lies with the institute. The discrepancies in these places should be removed and it should be ensured that such incidents do not happen again." Students said, "For 27 years similar students have been getting to the road after crossing a six-lane highway and rail tracks. We have all suffered a great loss. While we believe this accident, too, could have been prevented, it is important that something is done now so that such incidents are not repeated." Professor MK Jha official Spokesperson for NIT said, "We are willing to address all the needs of students but only those which fall under our jurisdiction. The railway tracks or the land near them doesn't fall under us. We have, however, written to the Ministry of Surface Transport for the provision of a foot over bridge some months ago. Earlier Punjab government buses also used to come inside the campus but they stopped owing to decreasing passengers from the institute. We had recently been promised by the mayor and DC - after we wrote to them - that city buses will include NIT on their route. But the bus service also stopped. We shall now be trying to have dialogue with private auto associations if they could provide rides to students to the road on lesser rates." Professor Jha said the ADC and SDM have assured of security by the tracks and the police also visited the campus last night at about 12 and again this morning. Any complaints about snatching etc. around the campus shall also be addressed. |

Jalandhar, September 26 A resident of Rasta Mohalla, activist Kailash Thukral had filed an RTI before the State Public Information Officer in the office of Director Local Government Punjab on August 25 seeking details regarding the provisions. While state PIO has given out the details of the same by providing a photocopy of the Act, various other queries put up in the RTI application including the list of representatives of each area nominated by the government, certified copies of the name and the designation of the officers of MC Jalandhar as Secretary of the Area Sabha and certified copy of number of meetings held have been further forwarded to the MC Commissioner of Jalandhar for compliance. The reply reads that the Act came into effect in 1976 but was revised following a notification on April 16, 2013. It further mentions that the area for forming sabhas has to be determined within a period of commencement of the Act. The area has been defined as division of the ward into three to 10 parts with well-defined territorial limits. The Act stipulates that the representatives of each area have to be nominated within a period of 30 days from determination of sabha areas. The various functions of the area sabhas mentioned in the reply include generating proposals for determining the priority of schemes and development programmes to be implemented in the area, to prepare a list of beneficiaries for delivery of beneficiary-related schemes in the area, to verify the eligibility of the persons getting welfare assistance from the state government or GOI, to support tax mapping and reminding people of their duties to pay user charges and to coordinate with ward committees for sanitation arrangements in the area. With regards to ward committees, the Act reads, “Within 30 days of the nomination of representatives form ward committees within the MC limit such that the total number of committees do not exceed five. Since there will be more councilors falling in one committee, the councilors would chose a chairman of each committee among themselves.” The various listed functions of the committees include providing assistance in solid waste management in the area, providing maintenance of streetlights and parks in the area and furnishing various updates including those related to land use, civic amenities and traffic patterns etc. The Act also clearly defines that a budget and infrastructural needs for such sabhas and committees have to be finalised annually. Shilpa, Raj Kundra come calling
Jalandhar, September 26 As Shilpa Shetty and her husband Raj Kundra visited the city to launch their jewellery store Satyug here on Thursday, people queued up to watch her and even the cops on the streets knew the starlet was coming to town. The global appeal of the actor, who has been acclaimed for her myriad Bollywood outings and her fine acts with films like Phir Milenge and Life in A Metro, soared with her dignified act on UK’s popular reality show Big Brother. Her husband Raj Kundra, as well, is famous for his charm and business skills. Hitting it big in the London business scene in the 90s, Kundra branched out to various businesses including gold and diamond jewellery and more recently sports franchises (although the last for passion). The couple had substantial stakes in the IPL and Kundra was one of the founders of the SFL (Super Fight League). With the launch of the Satyug store in Jalandhar today, the couple opened their eighth jewellery store from the brand in India and third in Punjab. Looking pretty in blue, Shetty, accompanied by her swish husband Raj Kundra, while interacting with media persons during the launch of her showroom today said coming to Punjab had always been a special experience for her. Speaking on when she was planning a comeback, Shetty said, she was happy to see so many people come to meet her even though she had been off the silver screen for quite some time now. “Right now my motherhood is most important for me. It will take at least one to one-and-a-half years for me to make a comeback to Bollywood. However, I shall certainly make a comeback. In the meanwhile, I make sure I make appearances on TV or elsewhere so that my fans do not miss me.” Speaking on whether she had any political ambitions she said, “I am never inclined towards politics. I am a very apolitical person.” After IPL, SFL outings and general support for his friend Abhishek Bacchan’s Kabaddi team Pink Panthers for the Pro-Kabaddi League, Raj Kundra when asked which sport he was planning to invest in or support next, said, “I shall stick to supporting my friends at the moment because most of them have stakes in various teams.” Speaking about his associations with Punjab, Kundra said, “When we were small, our father brought us to Ludhiana when other friends or relatives went to exotic vacations across the world. We mostly got angry on why we were being brought here. But as I grew up I realised how important it was for us to come to India and how it has enriched me as a person. I love the people of Punjab and what it gave me.” Speaking on the jewellery brand, Shetty said the Satyug Gold store offers the latest Satyug Mera Gold Plan wherein customers can buy gold from just Rs 50 a day. She said the plan comes with the guarantee from the IDBI Trustees and Brinks as safe keepers. PTU to go ‘paper-free’ come Oct 1
Jalandhar, September 26 PTU officials will now have a sigh of relief
from the bundles of files scattered in their offices as today PTU Vice-Chancellor Dr Rajneesh Arora has inaugurated e-office which aims to support governance by ushering in more effective and transparent inter and intra-government processes. The major components of e-office are e-file, e-leave, KMS (Knowledge Management System) and e-tour. The open architecture on which e-office has been built makes it a reusable framework and a standard reusable product amendable to replication across the governments, at the central, state and district levels. The product brings together the independent functions and systems under a single frame
work. Governance processes are based around creation of files, noting in the
file, decision at various levels, and finally issuing decisions as letters and notifications. Any request to the government goes through an elaborate
processing of different stages called workflow. Most of these processes are handled in the
form of files which move forward and backward for decisions. An automation of these files can play a very crucial role both in improving the efficiency of decision making and also in building transparency in governance, Punjab Technical University officials said. On this note PTU VC Dr Rajneesh Arora said, "The opening up of e-office is a wonderful step that will help Punjab Technical University for the faster file movement and quick decision making irrespective of location and presence of officers. This will also help in creating of digital repository of files resulting in quick tracking of files. Earlier, officers use to remain busy in moving the files here and there but now this system will help them in making their work easier and friendly." |
HC directs MC to remove encroachments from Jal-Pathankot national highway
Chandigarh, September 26 The directions by the Division Bench of acting Chief Justice Ashutosh Mohunta and Justice Harinder Singh Sidhu came on a petition filed in public interest by Lakhvir Singh against the State of Punjab and other respondents. In the public interest litigation, the petitioner had prayed for issuance of directions to the Corporation and other respondents to remove the encroachments on the national highway. His counsel had contended that the encroachments were continuing, despite directions by the High Court in another case in July last year to remove all encroachments on scheduled roads. He averred that great inconvenience was being caused to the commuters and the number of accidents was on a rise due to congestion. In an attempt to substantiate his contentions, the counsel also told the Court that the petitioner had also submitted a representation on September 6 to the MC After hearing the counsel and going through the case, the Bench disposed of the writ petition with a direction to the Commissioner to look into the representation filed by the petitioner. “In case there are any encroachments, as averred by the petitioner, then remove the same. A decision in this regard be taken within a period of two months from the date of receipt of certified copy of this order,” the Bench concluded.

MC conducts joint inspection of 4 buildings under construction
Jalandhar, September 26 These four under-constructed buildings were located at Model Town, Babrik chowk and Gurunanak Mission chowk. Municipal Town Planner (MTP) Tej Preet said recently the MC, while suspecting some violations of building bylaws, had served notices to architects of four under constructed buildings. Today, furthering their inquiry into the violations, a joint inspection was conducted by a special team. Tej Preet said notices were served on these buildings as MC was suspecting that violations committed by architect was non-compoundable, but now the building architect was claiming that violations were compoundable. "Now on the basis of our claims, architects had submitted some building drawings and other important documents which will be thoroughly studied to inquire if the violations were compoundable or non compoundable," he said. He said if during inquiries, the violations were found compoundable then penalty as per law would be levied to legalise the building but if violations were found non-compoundable, then building can also be demolished and under such situations, architect can also be blacklisted for committing the
offence. The MTP inquiry into the episode was likely to be completed in a week.

While giving the details of the arrival of the paddy produce in the grain markets, Lakhowal said till September 25, 1.13 lakh tonnes of paddy have reached the grain
