Employment & Skill Development Honorarium Scheme
Dehradun, July 24 As a populist measure targeting the youth, the honorarium scheme was launched by former Chief Minister Vijay Bahuguna to revive the electoral prospects of the Congress. The party had also made it a poll promise prior to the 2012 Assembly elections. The scheme did not yield any immediate political returns as the stringent norms failed to attract the youth. But with the relaxation in norms in 2013, some improvement was seen. That resulted in the Department of Employment demanding a hike in allocation from Rs 10 crore in 2010-2011 to Rs 18 crore for the last financial year (2011-2012). While the department has demanded an increased allocation for the scheme, the Department of Finance has put forth a query demanding that the Department of Employment come up with the exact number of beneficiaries to justify the hike in allocation, so that the allowance could be disbursed for the last financial year. So far, the Department of Employment has disbursed Rs 12.30 crore till the last quarter. In 2011-2012, the total number of beneficiaries was 26,107. For 2012-2013, the Department of Employment is aiming to target around 33,000 beneficiaries. The department officials say the number of beneficiaries has increased after the norms were relaxed and the honorarium amount was hiked for all the categories. “The relaxations were made in the annual income for the candidate’s families from Rs 2.5 lakh to Rs 1.5 lakh. Further, the hike in honorarium attracted the youth,” said Dr V Shanmugam, Additional Director Employment. Earlier, the unemployed youth with intermediate qualification were eligible to receive Rs 500 per month, now raised to Rs 750. The honorarium amount for graduate unemployed youth has been raised from Rs 750 to Rs 1,000 and those unemployed youth possessing postgraduate qualification from Rs 1,000 to Rs 1,500 per month.

The agitators said that memorandums were submitted many times to officials but the department is not taking effective steps to repair the broken potable water pipeline at Prempur Maffi. They said that residents traversed several kilometres to quench their thirst. The agitators expressed concern that the

BJP workers protest water shortage
Dehradun, July 24 The protesters said residents of the DL road and the adjoining areas were facing a shortage of potable water for long. They were forced to travel several kilometers to fetch water. The quality of potable water was also poor in the locality. “Despite several memorandums to the officials concerned in this regard, the department has failed to take effective steps to overcome the problem,” they said. The protesters said residents were facing an acute shortage of potable water as the on\ly tube well in the area was not functioning. The problem worsened in the summer months. Contractual teachers’ stir continues
Dehradun, July 24 The protesters complained that no one from the state government had bothered to contact them or know about their demands. President of the society Sarvesh Chowdhary said,” A delegation of contractual teachers had met Harish Rawat in 2006 when he was a MP. At that time, he had approached the then education minister and appealed to him to fulfill our demand for the regularisation of our services. However, nothing has been done so far. And now when Rawat is the CM, he has also turned a blind eye to us.” Vice-president of the society Pankaj Dagar said the Congress-led state government was cheating the contractual employees by not giving them their due. “If the state government continues to overlook the interests of the contractual employees, it will severely affect their morale,” he added. Dehradun, July 24 Dr PP Bhojvaid, Director, Forest Research Institute, Dehradun, said there was an urgent need to conserve and manage natural resources on sustainable basis for our future generations. He said the conservation of natural resources is possible only with participation of people of all sectors. He added that such interactive courses were aimed at serving this very purpose. He hoped
that the present course would certainly be beneficial for trainees and would act as an effective tool to make people aware of natural resources. They are being urged to involve their parents, relatives and neighbours in the plantation drive. They are being told about the negative impact of global warming with the help of study material. Pashulok, Tehri, a plantation drive was undertaken by Parmarth Niketan volunteers,
with 36 saplings planted by students. Students generated awareness among locals about the ill-effects of polythene, urging them not to bring it into daily use and instead opt for paper, jute and cloth bags. Ganga Action Parivar coordinator Vineet Kumar said 30 students had been appointed as caretakers of the saplings planted today and would be given related training in this regard. Counting of votes for Assembly bypoll today
Dehradun, July 24 The counting for the Doiwala Assembly segment bypoll results will begin
at 8 am. SSP Ajay Rautela took stock of the security arrangements at the counting centre today and briefed the security personnel about their responsibilities during the counting process. According to the SSP, two-tier security ring has been placed around the counting centre with the district police manning the inner ring and the Provincial Armed Constabulary (PAC) deployed at the
outer ring. Over 300 security personnel have been deployed for the overall security of the counting centre and the entire process would be
videographed. Security personnel will be deployed on each table at the counting centre to keep a close vigil on all activities. To keep an electronic watch over the proceedings, CCTV cameras have also been installed in and around the counting centre. Everyone will have to undergo a full manual check, including a metal detector scanning, at the entry point to enter the premises and mobile phones, weapons and combustible things will not be allowed inside the counting centre. The counting of votes for the Doiwala Assembly seat will be held at the ITI, Doiwala, for Someshwar at the Hotel Management Institute, Almora, and for Dharchula at Inter College, Pithoragarh. In all, 14 counting tables have been provided for the purpose. The Congress is hoping a victory with a big margin in Dharchula where Chief Minister Harish Rawat had contested the byelection. Around 58.18 per cent votes were polled at the Bona polling booth where re-polling was held yesterday. The overall voting percentage in Bona was 58.18 per cent. Besides the Dharchula seat, the Congress is hoping to win the Someshwar and Doiwala seats also. The victory on all three seats will give the Congress a clear majority in the Uttarakhand Assembly and thus ending its dependence on the seven-member Progressive Democratic Front (PDF). However, the BJP, too, is optimistic about winning at least Someshwar and Doiwala seats. Party leaders say BJP candidate Trivender Singh Rawat may spring a surprise in Doiwala as booth management by the BJP was better than that by the Congress. |

Tomato prices surge
Dehradun, July 24 Apart from tomatoes, other vegetables too are going beyond the common man’s reach. The failure on part of the state government and the district administration has resulted in retailers having a free hand in deciding the retail cost of fruits and vegetables in the state capital. While prices in the wholesale market are considerably low, the retail price is almost six to seven times higher than the wholesale price. Among the vegetables, peas, cauliflower and French beans continue to rule at Rs 70 to Rs 80 per kilogram even as the wholesale prices for these vegetables are between Rs 12 and Rs 25 per kilogram. Ajay Dabral, Mandi Inspector at the Niranjanpur-based wholesale vegetable and fruit market, said owing to rains and blockade on roads due to the landslides and ongoing Kanwar Yatra, there is less supply of the commodities. “We cannot deny the fact that the wholesale prices of fruits and vegetables have increased even though these are not as much as are being quoted by the retailers outside the mandi. Due to the monsoons and supply-related problems, there is a considerable rise in prices of fruits and vegetables. The earlier supply of vegetables from the upper parts of the state has stopped with the onset of monsoons. Even the supply from the Delhi market has declined owing to road blockades in the wake of the Kanwar Mela,” he added. “As far as the prices being quoted by the retailers are concerned, there is no check. In fact, there are lots of requests coming from the general public to the mandi board regarding a check on the retail prices. We are hopeful that the prices would come down by the second week of August,” said Dabral.

Dehradun, July 24 “We have sent notices to the students, who were involved in the clashes on Sunday night and Monday night. We have identified some 15 more students who will also be served notices by tomorrow,” said Anil Joshi, in charge, Dalanwala police station. To evade arresting, all students, who have been served notice by the police, will have to appear before the Sub-Divisional Magistrate
(SDM) court on the next working day to take the bail. “The students are supposed to fill a bond before the magistrate with a pledge that they will not indulge in any type of anti-social activities from now on, and in case, they break any law in the future, they would be arrested under the required sections,” said Joshi. The fight between members of the ABVP and the NSUI started during a birthday bash at a night club on Sunday in which owner of the club, who was associated with the
NSUI, got seriously injured. Later, NSUI activists thrashed ABVP members in front of the Congress Bhawan on the same night. Members of the NSUI allegedly broke into the house of Rahul
Rai, an ABVP activist, and attacked him with sharp-edged weapons in which he got seriously injured and was taken to hospital. He got 70 stitches on his head. According to the police, four different cases have been registered against more than 50 students belonging to different student union organisations for their alleged involvement in the fight, and now the police have made up its mind to act strict against all errant students. |

No power cuts from July 25
Dehradun, July 24 Considering the fact that state-run hydro power projects are not generating electricity at its optimum level, UPCL is collaborating with Himachal Pradesh to procure electricity. UPCL will receive 2.5 million units of electricity per day till
September 30. Madhusudan, an official UPCL spokesman, said the power board is continuously procuring electricity in order to bridge the gap between demand and availability. He said inclement weather affects transmission system and technical snags are rectified towards making power supply disruption-free. Unable to cope up with the electricity demand in the state, UPCL is implementing one to two hours of power cut in order to meet the state’s
power demand. Among the state’s areas worst affected by the power cut are rural areas of Haridwar and Udham Singh Nagar. Several areas faced power cuts as linemen undertook repair work in different areas
of Dehradun.

Saffron-clad Shiva devotees fetch holy Ganga water
Haridwar, July 24 All across the city, particularly at Har-ki-Pauri core mela zone, saffron-clad Lord Shiva devotees known as Kanwariyas could be seen speeding on two and four wheelers to fetch sacred Ganga jal. The National Highway-58, which has been closed for normal traffic for the last three days, witnessed several km long queues of Dak Kanwar vehicles, with chants of Har Har Maha Dev and Bum Bum Bholey reverberating in the atmosphere by onboard Kanwariyas. Mela police personnel aided by five companies of paramilitary forces, Provincial Armed Constabulary (PAC),Sashastra Seema Bal (SSB) and Rapid Action Force (RAF) had a tough time in easing out the clogged vehicles of Dak KIanwariyas on the Mana Badrinath-Haridwar-Gaziabad and Dehradun-Haridwar roads. Dak Kanwar is completed in stipulated time duration. For example, if one has taken the pledge to complete it in 16 hours, it means it includes commencement and arrival time both. If Dak Kanwars do not get completed in that stipulated time frame, then it’s considered not a good omen. As the vehicle starts its journey from Haridwar, at least one Kanwariya needs to be running on foot though another Kanwariya may take over in case he gets tired. But it is ensured that neither the vehicle is stopped nor all Kanwariayas are on vehicles with at least one Kanwariya running on foot ferrying the sacred Ganga jal, till they reach their destination. This gives the Dak Kanwar a definite adventurous and dangerous touch, as speeding vehicles try to outpass every other vehicle on the road. Despite prohibition on usage of music systems and deejays on board the vehicles,owing to record Kanwariyas arrival, mela police administration failed to implement the ban effectively. On national highway heavy vehicles created massive jams inside the city roads. Two-wheeler borne Kanwariyas kept local residents inside their houses as speeding Kanwariyas in lakhs arrived from nearby states of Uttar Pradesh, Haryana and Delhi. SSP, Haridwar, Sadanand Date, SP (City) Surjeet Singh Pawar, Circle Officers Rajesh Bhatt, Chandra Mohan Singh Negi, CO, Champawat, Jodh Ram Joshi, Traffic inspector Virendra Dabral and former mela police chief Dr Kiran Lal Shah remained throughout the day on national highway and base camp of Dak Kanwariyas Bairagi camp, Pantdeep, and the Har-ki-Pauri mela zone, to ensure smooth passage of Dak Kanwariyas. As per mela control room office a record 1.80 lakh Kanwariyas had arrived by today evening in the city from various states such as Madhya Pradesh, Rajasthan, Punjab, Haryana, New Delhi, Himchal Pradesh, Jammu and Kashmir, Uttar Pradesh and Garhwal and Kumaon divisions of Uttarakhand. Trader fraternity though has questioned mela administration decision to not allow Kanwariyas inside the city, stating that this has affected their business heavily. Kumbh Nagri Vyapar Mandal city president Tej Prakash Sahu said that by opening of temporary markets for Kanwariyas at Pantdeep-Bairagi camp, local city traders have suffered losses worth crores. The SSP defended the mela administration decision and said had they allowed Kanwariyas in the city, it would have resulted in massive jams and a law and order situation. “This is the first time in recent years that local residents did not get disturbed or affected with the Kanwariya rush, as we had prohibited their entry into the inner city periphery. Local traffic went smooth throughout the day and people have welcomed this step,” said Date. |

Tribal festival ‘Jumli Hya Samo’ begins today
Pithoragarh, July 24 “According to mythology related with the festival, Jumli Hya Samo symbolises slaying of anti-people king of Jumli of Nepal, who used to tease people and was killed by unknown persons to end his atrocities. Local people were asked by religious preachers to take a stand against the king and were advised to worship goddess Kali,” said Tez Singh Gunjyal, member of organising committee of the festival. According to the ritual, the statue of Jumli king is erected by flour of a local cereal, Palthi, and then filled with blood and flesh of a black goat. “After erecting the statue of the king, senior members of community hide it in a jungle. The statue is then searched by villagers who attack it with swords and slash it into pieces,” said Gunjiyal. Later, villagers participate in the feasting ceremony and feel relieved for the next 12 years as no evil would enter in their lives, said Gunjiyal. |

Ants found in soft drink bottle in Mussoorie
Mussoorie, July 24 “It was downright disgusting! I kept looking at the insects, trying all the while not to imagine how it would have felt if the tourist had taken a sip of the cold drink and the insects had landed in his mouth,” said Gaurav Gupta. Gupta promptly informed the mediapersons showing them the insects in the bottle. Gupta further said that he would file a complaint with the distributor as the soft drink could have caused serious health problems if it had been consumed. He has also mailed a complaint to the head office of PepsiCo, which owns and produces the brand, providing manufacturing details, including the batch number, but has not received any response from them so far. He even uploaded a photograph of the bottle with insects inside the bottle on Facebook. Food, safety and standard officer Rachna Lal said if the bottle is sealed they would send it to a lab for further testing and thereafter send a notice to the said company. She further said: “We conduct tests regularly on samples of soft drinks and other beverages and if such complaints are substantiated, we will take punitive action against those responsible.’’ |

Nishank apprises Javdekar of illegal mining in state
Dehradun, July 24 Nishank, who submitted a documentary proof to Javdekar to substantiate his claim, asserted that large scale illegal mining was taking place in Dehradun, Haridwar and Tehri districts of Uttarakhand. He added illegal mining was even going on in protected areas, which is a matter of urgent concern. He said while illegal mining was adversely affecting the environment, it was also causing revenue loss to the state exchequer. Many human settlements in Haridwar were on the brink of getting inundated due to rampant unplanned mining in the Ganga. This illegal activity was also the reason behind the rise in natural disasters in the state, he added. Nishank pointed out to the Union minister that the land mafia was brazenly violating the directives of the Centre Empowerment Committee of the Supreme Court in the state. He appealed to Javdekar to take prompt action against illegal mining going on in Uttarakhand. |

School building incomplete, students study in the open
Mussoorie, July 24 Agitated parents are demanding that some other agency be roped in for the work in place of the Uttar Pradesh Nirman Nigam, which is tasked with constructing government schools in the state. They say around 500 students in the school are forced to study in the open or on the floor of classrooms as the Uttar Pradesh Nirman Nigam has not completed the construction work started in 2007. School Principal KK Raturi and sports instructor Roop Chand say though the executing agency has been provided Rs 72 lakh for the construction work, it has not been able to complete it, forcing the students to study in the open or while sitting on the floor. Roop Chand says teachers are taking classes VI, VII and VIII in the verandah of the old school building. During rain, the school has to declare a holiday, he adds. The students say due to negligence on the part of the authorities concerned wild shrubs have grown around the under-construction building, which is infested by snakes, instilling fear among them. Bharat Singh Rawat, president of the Parents Teachers Association, says no corrective measures have been taken though Education Minister Mantri Prasad Naithani was apprised about the situation during his visit to the school. He says if the construction of the new block of the school is not completed soon, the parents will launch an agitation against the Education Department. Meanwhile, UP Nirman Nigam officials cited the paucity of funds as the reason behind the delay in the completion of construction work. |

Mussoorie, July 24 Sartaj Kaur was named head girl of Shangrila School while Tushar Tyagi was nominated captain of the boys’ school at Vincent Hill. The programme began with lighting of a traditional lamp by the chief guest, Indo-Tibetan Border Police (ITBP) DIG Devendar Singh, who pinned badges on the members nominated for the student body. Addressing students, DIG Devendar Singh congratulated the newly formed panel and said such ceremonies were essential as they helped in inculcating responsibility, discipline and develop leadership qualities among students. He advised council members to be good leaders and respect culture, values and traditions. Dean of school Nirmadeep Sawhney congratulated students and said the objective was to develop self-confidence in students so that they could become responsible citizens of the country. Mussoorie, July 24 They allege that the Public Works Department (PWD) had widened a road near the village but did not construct a retaining wall. This exposed their houses to the danger of caving in at any time. Villagers Mahipal Sajwan, Chaman Das and Sita Ram said in the absence of a retaining wall and due to continuous rain in the region, the four houses at Bel village could cave in due to subsidence. They added due to increase in subsidence intensity the whole village was in danger. Meanwhile, Urban Development Minister Pritam Singh Panwar said he had directed officials concerned to look into the matter and resolve the issue.

Dehradun, July 24 Earlier, the association had held a meeting with the management, but it ended without reaching any conclusion. Later, the agitators submitted a memorandum to the management for the speedy redress of their grievances. Their demands include approval to the grade pay system, removal of pay anomalies, general provident fund facility and the filling of vacant posts. The agitators have threatened to launch a statewide agitation if their demands are not fulfilled by the department. Meanwhile, another association of the power department, Urja Officers’ Supervisors and Staff Association, has decided not to boycott work. According to them, the management has agreed to hold a meeting with the agitators. Central association chief PC Dhyani said domestic and commercial consumers would be the major sufferers if the employees went on a strike. Pithoragarh, July 24 According to SSB sources, the force took steps to arrest the smugglers after being tipped off that they were taking foreign goods across the Nepal border. They nabbed the smugglers as soon as the vehicle reached border pillar number 795/3. The SSB patrolling party held the pickup van and seized 18 bundles of foreign goods. “The goods, worth Rs 12 lakh in Indian currency, include 14 bundles of foreign clothes. Bundles of cosmetic goods were also seized,” said JP Rana, commander of the SSB team. According to SSB sources, the recovered goods have been given to the customs department, while the arrested smugglers have been handed over to the police. |
