Chief Minister Bhupinder Singh Hooda will lead an all-party delegation of the Haryana Vidhan Sabha to Prime Minister Narendra Modi seeking early completion of the long overdue Satluj-Yamuna Link canal, considered as the lifeline of Haryana.

On a resolution moved by Haryana Parliamentary Affairs Minister Randeep Singh Surjewala and unanimously passed by the Haryana Assembly on the concluding day of the monsoon session, the House resolved that the Chief Minister lead a delegation of leaders of all political parties to the PM and urge him to hand over the construction work of the SYL to the Centre.

There was unanimity during discussion on the resolution in the House where the treasury and opposition benches are usually at daggers drawn and pandemonium and walkout mar proceedings. Moving the resolution of the jinxed canal which was announced as a part of the “Indira Gandhi Award” that came in 1976 when the then PM took the initiative to settle the water allocation issue that cropped up after Haryana was carved out of Punjab in 1966, Surjewala traced the sequence of events, including the cases and counter-cases filed by Punjab and Haryana.

He spoke of the Rajiv-Longowal Accord, the Eradi Tribunal and the passing of the Punjab Termination of Agreements Act, 2004, by the Punjab Assembly, terminating the tripartite agreement between Punjab, Haryana and Rajasthan on water-sharing, and its unconstitutionality in the light of the recent Supreme Court verdict in an identical case between Tamil Nadu and Kerala.

Indian National Lok Dal’s Rampal Majra said there could be no bigger misfortune than that Punjab was willing to give water to Pakistan but unwilling to share it with Haryana.

In reply to Surjewala’s repeated mention of the Congress role in pushing forward the SYL canal, Majra claimed that nearly 60 per cent of the work had been carried out during the regime of former Deputy Prime Minister Devi Lal, who was the then Chief Minister. The treasury benches and the Opposition traded charges on what was left undone even as Majra mentioned that the Punjab Assembly had passed the termination of the tripartite agreement Bill during the Congress rule.

Majra even quoted former Chief Minister Bansi Lal’s statement made in previous House proceedings to substantiate that the INLD had carried forward the project.

At this, Bansi Lal’s daughter-in-law and minister in the Hooda government Kiran Choudhry too highlighted Bansi Lal’s constructive role in developing Haryana. While the credit-staking race was on, Surjewala urged the legislators to stop squabbling over who did what and instead focus on taking the project forward unitedly. Hooda too urged them to let bygones be bygones and emphasised the need to take the project to a logical conclusion.

Leader of the BJP legislature party Anil Vij accused the successive governments of making repeated mistakes on water dispute. “Had we not entered into accords and fought our battle in the court, we would have got something,” he said, adding that he was willing to go to the Centre for the early completion of the SYL with the government.

Chief Parliamentary Secretary Dan Singh, an MLA from south Haryana, made an appeal to all parties to come together and fight for the cause. Congress MLA Sampat Singh also suggested that an all-party delegation meet the Prime Minister on the issue. Speaker Kuldeep Sharma has been asked to finalise the delegation of the Vidhan Sabha that would meet the PM.

Chief Minister Bhupinder Singh Hooda today took exception to the role of Opposition in the Assembly saying that they never gave any constructive suggestions during the entire term. Indian National Lok Dal MLAs staged a walkout even as Hooda was listing out the achievements of his government in the last over nine years.

The Chief Minister, who was speaking on the concluding day of the ongoing Assembly session here today, said the Opposition always wanted to remain in news by opting for walk outs. He said when he assumed office for the first time in 2005, he had a vision to make Haryana an educated, healthy and prosperous state and his government took a number of steps to realise this dream.

He said a number of schemes had been implemented for benefit of all sections of society. The food production, which was 130 lakh tonnes in 2004-05, increased to 175 lakh tonnes. The rate of compensation for damage to crops had been raised from Rs 2,000 per acre to Rs 10,000 per acre, he added.

He said now adequate power was being supplied with eight hours supply to farmers and for 14 hours in rural areas. “The rate of diesel in Haryana is less by Rs 8 per liter as compared to some other states. The old age pension is Rs 1,000 per month which was Rs 200 in 2004. Nearly 81 per cent old persons are getting the pension in Haryana as compared to 21 per cent in Gujarat,” he said.

He said his government had opened many national and international institutes all over the state. These include National Institute of Fashion and Technology, Panchkula, National Institute of Design at Umri village in Kurukshetra, State Institute of Hotel Management at Bhabholi in Yamunanagar, Kalpna Chawla Government Medical College, Karnal, State Institute of Hotel Management, Panipat and Ch Bansi Lal University with special emphasis on sports in Bhiwani.

Govt to set up three more universities

In Haryana the offence of snatching and snatching with hurt or wrongful restraint or fear of hurt would now be a non-bailable offence. Also, the quantum of punishment for this offence has been increased.

Two Bills— the Indian Penal Code (Haryana Amendment) Bill, 2014, and the Code of Criminal Procedure (Haryana Amendment) Bill, 2014, were passed in the Haryana Vidhan Sabha here today.

As per the Code of Criminal Procedure (Haryana Amendment) Bill, 2014, the quantum of punishment for snatching would be five years, which may extend to 10 years, and a fine of Rs 25,000. In case of snatching with hurt or wrongful restraint or fear of hurt, the quantum of punishment would be 10 years, which may extend to 14 years, and fine of Rs 25,000

Three new varsities

The Haryana Vidhan Sabha today passed three bills for setting up universities in Rohtak, Bhiwani and Jind and voted to amend the Haryana Private Universities Act, 2006.

University for performing arts

The Vidhan Sabha today passed the Haryana State University of Performing and Visual Arts, Rohtak, Bill 2014, to upgrade the integrated campus of Government Technical Institution Society, Rohtak, comprising four institutes, namely State Institute of Fine Arts, State Institute of Design, State Institute of Film and Television and State Institute of Urban Planning and Architecture into a university.

Chaudhary Bansi Lal University

The House voted Chaudhary Bansi Lal University, Bhiwani, Bill, 2014, to establish and incorporate a teaching-cum-affiliating university to facilitate education in multi-disciplines with special emphasis on sports and physical education and to achieve excellence in these and connected fields.

Chaudhary Ranbir Singh Varsity

The Vidhan Sabha also passed Chaudhary Ranbir Singh University, Jind, Bill to establish and incorporate a teaching-cum-affiliating university at Jind to facilitate and promote higher education with special emphasis on emerging areas of information technology and computer education, commerce, humanities, management studies.

Complaint authorities

The Vidhan Sabha passed the Haryana Police Amendment Bill, 2014, to strengthen the State Police Complaint Authority and District Police Complaint Authority to ensure quick and fair disposal of complaints. With this amendment, the authority would have four members, including a chairman.

CM’s rejoinder to Birender’s remarks

Joining issues with his arch rival and Rajya Sabha member Birender Singh, Chief Minister Bhupinder Singh Hooda said today that it was up to the former whether to remain in the Congress or leave it.

About Birender Singh’s statement that he would not fight election under Hooda’s leadership, the CM asserted that tickets for the Assembly elections had yet not been allotted and therefore it was not clear which elections he (Birender) was talking about.” It was under my leadership that Birender Singh was elected a member of the Rajya Sabha and contested another election when I was HPCC president in 1999,” Hooda said. When asked to comment on the statements of one of his former fellow party members expressing his intention to form a separate political party, Hooda said new political parties would keep coming up till the Assembly elections were held.

Hooda said development would be an essential issue in the elections. About the delay in completion of the Kundli-Manesar-Palwal Expressway, Hooda said the delay was not on the part of the state government. The Supreme Court was supervising the construction of the project and hoped that it would be completed soon.

SYL resolution

BJP’s Anil Vij blamed the pendency of the SYL project collectively on all past governments. As Congressmen poked fun at him and asked him to get the matter resolved since the BJP was at the Centre as also in alliance with the SAD in Punjab, Vij retorted: “My government is at the Centre and my government is in power in Punjab also. We are ready to support you and go anywhere with you on the issue. However, if you can’t do anything, wait for another two months and our party will form the government in Haryana too. Then, we will get this resolved,” he said.

‘Churan ki goli’

In response to Haryana Power Minister Capt Ajay Singh Yadav’s interjections that various accords and awards had neither brought water nor the Hindi-speaking area to Haryana, BJP’s Anil Vij said: “Churan ki goli letay aaya karo (get some digestive pills).” To this, Congress’ Naresh Sharma shot back at Vij, saying: “Aap naha kar aaya karo (You should take a bath before coming).”

Shedding ‘squirrel tears’

As INLD’s Rampal Majra made his point about how the Congress had done nothing on the SYL issue and only shed crocodile tears during the elections to show it was concerned, he said: “Congress toh gilhari ki aansu baha rahi hai (the Congress is shedding squirrel tears).” Everybody burst out laughing, even asking Majra what he meant by “squirrel tears”.

No more than five seats

While BJP’s Anil Vij asserted that the BJP would come to power, the Congress reminded him that there was a time when the party had only two members in the House and that the present government would return a third time. Vij responded saying: “You will not get more than five MLAs. Char log arthi uthanay ko aur ek aagay ghanti bajana ko (Four to carry the moral remains and the fifth to lead the way ringing the bell).”

Foodgrains to ineligible BPL beneficiaries
State gets CAG rap for irregularities in distribution

The Comptroller and Auditor-General of India (CAG) has pulled up the Haryana Government for incurring an avoidable expenditure of Rs 18.59 crore on giving subsidised wheat to ineligible BPL card holders.

In a report on the social, general and economic sectors tabled in the Haryana Assembly today, the CAG found that Haryana’s Food and Supplies Department had incurred Rs 18.59 crore on subsidy for providing wheat to 1,73,907 ineligible BPL card holders from December, 2011, to March, 2013.

On the basis of a survey conducted by the government in July, 2008, there were 12,97,058 BPL families (inclusive of 3,02,500 AAY families) in Haryana, which increased to 13,92,552 (14 districts in 2009 and seven districts in 2010), as per report.

The cntre recognised only 7,89,000 BPL families for subsidised foodgrains and had not revised estimates after 2005.

The Haryana Government treated the remaining 6,03,552 BPL families as state below poverty line (SBPL) families and these families were given foodgrains out of the allotment meant for above poverty line (APL) families and the difference in the rate of foodgrains was borne by the state government, the report alleged..

The centre allocates the foodgrains to state governments for distribution at specially subsidised rates to BPL and Antyodaya Anna Yojna (AAY) families through fair price shops.

The CAG noticed that the lists of BPL/AAY families were not reviewed by the government and the survey conducted in 2011 showed that ineligible BPL/AAY ration card holders remained included in these lists.

The government intimated the Punjab and Haryana High Court in November, 2011, following a civil writ petition that 3,38,949 BPL card holders were ineligible.

The court further ordered in November, 2011, that BPL cards of all those found to have provided wrong information to obtain the same be cancelled .

After cancellation, the number of BPL card holders should have been 10,53,603 whereas there were still 12,27,510 BPL card holders in March, 2013.

Due to the non-cancellation of 1,73,907 ineligible BPL cards, the state government had incurred an avoidable excess expenditure of Rs 18.59 crore on subsidy for providing wheat to these families from December, 2011, to March, 2013, it said.

HC raps state for inaction in mutual transfer case

The Punjab and Haryana High Court has virtually rapped the Haryana Government for “inaction” in an inter-district mutual transfer case before holding that the pleas raised by the authorities concerned to reject a teacher’s representation for the same were without “basis and justification”.

The admonition of sorts by Justice Augustine George Masih came on a petition by Jitender Singh. He had challenged order dated March 22 passed by the Director, Elementary Education, rejecting his representation for inter-district mutual transfer.

His counsel had argued that the petitioner, appointed as JBT teacher in Faridabad district in January 2011, preferred an application for swapping places with another teacher Satyaveer Singh from Bukharpur in Faridabad district to Bhatera in Jhajjar district. But the matter was kept pending in the office of the Director, Elementary Education.

Taking up the petition, Justice Masih asserted: “The petitioner had submitted his representation and claim for mutual transfer as per the policy of the Government of Haryana dated August 8, 2011….

“It is apparent that there has been an inordinate delay and inaction on the part of the office of the Director, Elementary Education, Haryana, in taking a decision with regard to the mutual transfer of the petitioner vis-a-vis Satyaveer Singh because on the date when this proposal was submitted to the office of the Director, Elementary Education, there was still more than one year and three months left for retirement of Satyaveer Singh.

“The petitioner cannot be penalised or put to disadvantage because of inaction on the part of the respondents. The plea now being sought to be taken by the respondents for rejecting the claim of the petitioner is that at the time when his case was considered and decided vide the impugned order dated March 22, there were a few days left for retirement of Satyaveer Singh, with whom the petitioner had sought his mutual transfer….

“All this point out towards the inaction on the part of the respondents and that delay has now been taken as a ground for denying the petitioner his rightful claim under the policy, which is unacceptable. All the pleas, as have been raised by the respondents, have been found to be without any basis and justification and, therefore, the impugned order cannot sustain”. Allowing the petition, Justice Masih directed the acceptance of the petitioner’s claim.

What Justice Masih said

The petitioner cannot be penalised or put to disadvantage because of inaction on the part of the respondents. The plea now being sought to be taken by the respondents for rejecting the claim of the petitioner is that at the time when his case was considered and decided vide the impugned order dated March 22, there were a few days left for retirement of Satyaveer Singh, with whom the petitioner had sought his mutual transfer…..

Haryana Janhit Congress (BL) chief Kuldeep Bishnoi today appealed to the electorate to cast their votes in his favour as a birthday present. He said, “According to my information September 22 could be the date of polling in Haryana and that’s the day when your brother (Kuldeep himself) will turn 46.

Coincidently, 46 plus is our mission for the forthcoming Assembly elections and I am asking you for my birthday gift to achieve our mission. You give me my birthday present and I will give the best return gift.”

He said this while addressing the “Parivartan rally” at the Thanesar grain market today.

Addressing the gathering, Bishnoi lashed out at Chief Minister Bhupinder Singh Hooda and INLD chief Om Prakash Chautala and appealed to the electorate to choose wisely as the forthcoming Assembly elections would decide the fate of the state.

He said, “It is high time. Hooda and Chautala are swindlers of Haryana. You have three options. The first is the incumbent Hooda government, which has done nothing except discrimination over the past 10 years. The Haryana CM has spent all funds for the development of Rohtak constituency only. People of Haryana are suffering because of his bogus announcements and claims.”

He added, “The second option is Om Prakash Chautala’s INLD. Will you make a man the chief minister who is already serving a jail term for corruption? And the third option is the HJC, therefore choose wisely. You know the history of all three parties. I have been struggling in favour of people for the past eight years, but still you don’t support me. I want to resolve all problems, but I need power for that and I hope you will give me that power in the Assembly elections.”

Unlike previous rallies, slogans and banners stating “Ab ki bar Kuldeep sarkar” were missing.

Concluding his address, Bishnoi said, “The ticket will be announced only after the final decision being taken by the HJC-BJC alliance.”

Rohtak school expels poor students

The Haryana state secretariat of the CPM has condemned the lathicharge on social activists and party workers who had gone to demand action against the owner of a local private school for expelling nine students for non-payment of fees here today.

Haryana CPM secretary Inderjit Singh, who was among the protesters, said they were accompanying the parents of the aggrieved schoolchildren when a DSP-level officer manhandled him and advocate Satbir Singh Hooda, a social activist.

The protesters alleged that several guardians, students, youths and social activists, including SFI state president Shahnawaz, got injured in the lathicharge.

Later, the protestors staged a dharna in front of the local mini-secretariat. Inderjit Singh, Satbir Hooda and Vinod Deswal addressed the protesters and demanded immediate readmission of the schoolchildren, criminal action against the school-owners, action against the DSP and restoration of a 25 per cent admission quota to children of economically backward families.

A memorandum was also submitted to the local government authorities, urging them not to give assent to the Bill amending Rule 134-A of the Act to curtail the admission quota from 25 per cent to 10 per cent.

Jhajjar farmers threaten to take possession of SEZ land
Say loyalty, other benefits not given for past 8 years

Infuriated over not being given royalty for their land acquired for setting up of a Special Economic Zone (SEZ) in Jhajjar, farmers of 12 villages here have threatened to take possession of the land if the royalty is not released within next 10 days.

The farmers said they had been running from pillar to post to get the royalty and other benefits promised by the company while acquiring their agriculture land over eight years ago but to no avail.

A panchayat of these villages, presided over by ‘satgama’ (seven villages) chief Nityanand, held at Kukraula village in the district last evening discussed indifferent attitude of the Reliance company towards the farmers.

“The panchayat resolved to serve a 10-day ultimatum on the company for releasing the royalty and other benefits otherwise the farmers will start cultivating the land,” said Ram Kumar, a farmer.

He said the Reliance company had acquired around 8,500 acres of 12 villages for setting up of the SEZ in Jhajjar in 2006. Company officials had promised to give Rs 30,000 per acre every year as royalty for the next 33 years besides a job to kin of every farmer while acquiring the land. Moreover, Chief Minister Bhupinder Singh Hooda also announced the royalty during Jharli rally in 2008, he added.

“The company is now going back on its promises that take a toll on hundreds of farmers who have been waiting for the royalty for the last eight years. Several times we called on higher officials of the company but to no avail,” said Ram Kumar, adding that the state government should intervene in the matter.

Retired Col shot dead by neighbour in Hisar

A retired Colonel, Dilbag Singh Ahlawat, was allegedly shot dead by his neighbour following a dispute over the construction of a wall in Jawahar Nagar locality of the town last night.

Sources said Colonel’s neighbour Sukhbir Singh Phogat allegedly opened fire from the first floor of his house following an altercation between the two sides. Ahlawat suffered a bullet wound in the chest and died on the way to the Civil Hospital.

Ahlawat’s wife Sarita said they were standing in the lawn when Sukhbir and his family members, including wife Kamlesh, son Surender, brother Jeet Singh and brother’s wife, entered into an argument with them. The accused was reportedly getting the wall of a park located in front of the house reconstructed but Ahlawat had objected to it.

The victim’s two sons are Army officers. The police have booked five persons for murder and have also started their investigation.

Attack bid on mining dept team

Sonepat, July 14
Around 10 miscreants with muffled faces and armed with sticks tried to waylay a team of the mining department on the Atlas road late last evening. They allegedly chased the District Mining Officer’s (DMO) vehicle for some distance before escaping under the cover of darkness.

On the complaint of DMO Bhagirath Vashisht, a case under Sections 148, 149, 341 and 506 of the Indian Penal Code has been registered at the local Civil Lines police station against unidentified persons. Probe officer Jai Prakash said they were carrying out investigations to ascertain if the attack was linked to the mining mafia, he said.

The DMO alleged that he along with inspector Jagdish Chander, guard Salender and driver Rakesh was on his way to check illegal mining when some miscreants tried to attack them near Milton industrial unit around 9.30 pm. As the driver sped away towards the Civil Lines police station, the assailants chased the vehicle for some distance before fleeing, he added. — OC

Cops recover 2 bodies from Gurgaon canal

Faridabad, July 14
The police today recovered the bodies of two men from a canal near Sector 4 in Gurgaon. While the identity of the victims is yet to be ascertained, the two were aged between 25 and 30 years.

A police officer said the bodies had been sent for a post-mortem examination and that they did not bear any injury marks.

No one had so far approached the police with description matching those of the two. There were no clothes on the bodies at the time of their recovery, he added. It was unclear if the victims had drowned accidentally or had been dumped in the canal by someone, said the officer.

Last week, the police had recovered the bodies of two minors from the canal after a woman allegedly attempted suicide along with two children. The woman was, however, rescued by onlookers. — TNS

Congress leader Sangwan surrenders in Doon court
He is accused of assaulting, blackmailing former woman employee

Absconding Congress leader Pradeep Sangwan, accused of physically assaulting and blackmailing a former woman employee, surrendered before a sessions court here today.

Sangwan had been evading arrest since April this year when the woman employee registered a case against him at the Rajpur police station, accusing him of physically assaulting her for nearly two years and also blackmailing her on several occasions.

Head of the Special Investigation Team (SIT), which investigated the entire case, Additional Superintendent of Police (ASP), Mamta Vohra, confirmed to The Tribune about Sangwan's surrender in the alleged rape case against him.

She said, "We have received information that Sangwan has surrendered, but we are yet to get the court orders regarding his surrender."

On being questioned, what would be the future course of action in the case, Mamta Vohra, said, "We have completed our investigation and filed the charge sheet in court. Now a court trial will begin in the case."

Sangwan is the son of thre- time Sonepat MP, late Kishan Singh Sangwan. He also runs Joyland Water Park in Dehradun. In April, a former employee at Joyland Water Park filed a case against him alleging that Sangwan had been raping and blackmailing her over the past two years.

As the case involved an influential person, it was handed over to a SIT headed by ASP Mamta Vohra for investigations. Later, in an effort to mount pressure on Sangwan, SIT attached his properties at Sonepat.

However, the case took a new twist when the investigation team arrested the woman in May this year along with one of her accomplice namely Saeed after it was revealed that she allegedly extorted money from Sangwan in lieu of changing her statement in front of the magistrate.

Police registered a separate case of money extortion against the complainant. According to the police , since April, SIT had been tightening the noose around Sangwan, which reportedly forced him to surrender before the court today.

Jagdish Nehra quits Cong

After the Congress formally backed Haryana Chief Minister Bhupinder Singh Hooda as its leader ahead of the upcoming state Assembly elections, the party witnessed its first exit today with former state minister Jagdish Nehra resigning from the party.

He quit the party after nearly four decades of association. Sources in the All-India Congress Committee (AICC) confirmed that Nehra’s resignation letter had been received in the office of party General Secretary in charge of Haryana Shakeel Ahmed.

Nehra, a close aide of former union minister and incumbent Rajya Sabha MP Kumari Selja, was opposed to Hooda’s leadership, party sources said.

The Tribune had reported on July 9 that Nehra was likely to quit on account of continued neglect in the party. Nehra was hoping to fight the upcoming elections from Rania Assembly constituency, which Hooda publicly announced for some other candidate at a recent rally.

The Congress’ central leadership said it was expecting more exits after the party had backed Hooda’s leadership in the state.

“The idea behind backing the CM was to have clarity on who would stay and who would leave. That way the party can plan better for the polls rather than go into elections in a state of flux and confusion,” Congress leaders said today.

Nehra held ministerial berths in Haryana from 1982 to 1987 and 1991 to 1996. He was former education minister.

Importantly, Nehra had been denied the ticket from the Rania segment even in the last state elections.

Congress sources, meanwhile, said they were mentally prepared to see more people leave. “When we backed the CM we knew we would have some exits. Even Ch Birender Singh is keeping his options open and we feel he may go,” said top party sources, admitting that they were reconciled to the future without Ch Birender Singh.

Ch Birender in an interview to The Tribune had clearly hinted that he might form his own party. Birender is also opposed to Hooda’s continuation as the leader in Haryana.

Voices against the claim of Haryana Health Minister Rao Narender Singh for the Congress ticket from Narnaul for the upcoming Assembly elections have become louder with the local Congress leaders opposing his move before the party observer.

Ponnam Prabhakar, MP from Karimnagar (Andhra Pradesh) and the Congress observer for the Bhiwani-Mahendragarh Lok Sabha seat, reached the PWD rest house here last evening to receive feedback about the party’s prospective candidates for the Narnaul Assembly segment.

Sources said some Congress leaders not only opposed the working of Rao Narender before the observer, but also urged him not to allot Narender the party ticket as he had contested the last Assembly poll on the HJC ticket against the Congress and also did not make any effort to strengthen the party in the past five years.

As many as nine Congress leaders, including Rao Narender and Congress nominee in the last Assembly poll Sanjay Rao, staked claim to the party ticket from Narnaul. Though Narender and Sanjay were not present on the occasion, their supporters claimed for the ticket on behalf of them.

Besides the two, other claimants are Haryana State Federation of Cooperative Sugar Mills Chairman Ajay Sharma, former chairman of Narnaul Municipal Council Kishan Chaudhry, youth Congress leader Pramod Tarediya, Sanjay Patikra, Devender Hudina, Advocate Pradeep Yadav and Chasma Yadav, who called on the observer personally and expressed their desire for the party ticket.

“As Rao Narender did not work in support of the Congress nominee in the recently concluded Lok Sabha elections, how can he be the party nominee from Narnaul in the Assembly poll? It will be injustice for dedicated Congress workers if the ticket is allotted to Narender,” said Tarediya while talking to The Tribune.

Tarediya said the party ticket should be given to such a Congress leader who had been associated with the party for several years and was leaving no stone unturned to strengthen the party cadre in Narnaul.

Notably, a faction of the Congressmen in the presence of Chief Minister Bhupinder Singh Hooda and state party Chief Ashok Tanwar had created ruckus by throwing chairs and raining slogans against Rao Narender during the district Congress workers’ meeting in Narnual last month.

BJP yet to find CM candidate

The BJP in Haryana is struggling to find a leader with mass appeal to be projected as its chief ministerial candidate. The party had emerged as a force to reckon with in the recent LS elections winning seven parliamentary seats with a vote share of 34.6 per cent.

Party insiders said the national leadership was in the process of finalising the party’s face for the Assembly elections. The names of four leaders — state BJP president Ram Bilas Sharma, national spokesman Abhimanyu Singh, party’s Kisan Morcha president Om Parkash Dhankar and leader of the Legislative Party Anil Vij — were doing the rounds.

Political observers say while all these leaders enjoy a considerable political clout in their own domains, naming one of them would not go down well with the others, which might lead to internal bickering within the party that could prove detrimental for the party’s political interests in the state.

While all these leaders are staking claim to the Chief Minister’s post, the possibility of an outsider to lead the party in the Assembly elections is not being ruled out.

Sources said in case the party failed to draw a consensus on any name, it might go into the elections without announcing the name of any leader.

Rohtak MLA gets ‘Best Legislator Award’

Rohtak MLA Bharat Bhushan Batra was honoured with the ‘Best Legislator Award of Haryana’ by the Haryana Legislative Assembly in recognition of his outstanding contribution to the Assembly.

The award, instituted last year, is given for active, fruitful and constructive participation in the parliamentary proceedings. He won the award for 2013-14.

The award was presented to Batra by Haryana Vidhan Sabha Speaker Kuldeep Sharma in the presence of Chief Minister Bhupinder Singh Hooda.

Former Chairman of the Haryana Public Service Commission, Batra is the president of the District Congress Committee, Rohtak, and has served on various committees of the House.

Faridabad MC to seek Rs 103-cr loan for water project

The Rs 493-crore Ranney well water supply scheme, which is running several months behind schedule, has got a boost with the decision of the Faridabad MC authorities to seek a loan of around Rs 103 crore for expediting the project.

The five-year-old project is likely to be completed by year-end.

The loan was being sought from an agency like HUDCO as paucity of funds was one of the reasons for delaying completion of the water supply scheme, revealed Anil Mehta, Executive Engineer (JNNURM), Municipal Corporation, Faridabad (MCF).

The Ranneywell project, which was expected to be completed by December 31, 2013, had got delayed due to various reasons, including a shortage of funds.

The availability of drinking water after the completion of the project was expected to be 398 MLD, which would be more than the demand ranging between 250 and 270 MLD, claimed R. Bansal, who was earlier looking after water supply in Faridabad.

Faridabad MC to handle garbage collection

The Faridabad civic body, which used to pay Rs 40 lakh per month for removal of 250 tonnes of garbage daily from the NIT area, has decided to end the contract owing to unsatisfactory work.

This was decided at a meeting presided over by Mayor Ashok Arora. Anil Mehta, Executive Engineer of the MCF, said the civic body had decided to handle work itself.

However, the civic body is still to come out with a comprehensive project to ensure garbage removal from a two-third part of the city where the residents were mainly dependent on private persons for this work. While the total garbage churned out daily was around 650 tonnes, the residents in various areas were paying between Rs 50 and 100 per month for removal of garbage. Lack of adequate garbage disposal points or dustbins at public places results in accumulation of waste along roads,’’ said Ravi Prakash, a shopkeeper in the Sector 7-10 market here.

While garbage collection in the city is still an issue , the implementation of the solid waste management plan for the city has hit a dead-end with the Rs 75-crore solid waste recycling plant lying non-functional for past about eight months.

Traders shut shops, block road in Karnal

Shanti Market shopkeepers here today shut their shops and blocked the road in protest against the attack on a shopkeeper and his brother in the market. Virender Bhatia, owner of a mobile phone shop, said two persons purchased a mobile phone from him on Saturday.

Today, they came to know the functions of the phone, but after sometime they got angry and started thrashing him, he said.

Meanwhile, his brother Narinder came to his rescue, but they also beat him up and he sustained injuries, Bhatia said.

Shanti Market Welfare Association Harmeet Happy said they would not open their shops until the accused were arrested.

Meanwhile, Karnal Nagar Veopar Mandal president Krishan Lal Taneja, Senior Deputy Mayor Krishan Garg, Deputy Mayor Manoj Wadhwa, BJP state spokesman Jagmohan Anand reached spot and supported the demands of the traders.

Civil Lines police station SHO Lalit Kumar also reached there and tried to pacify the traders, but the defiant shopkeepers refused to relent.

Rs 11 lakh looted at gunpoint

Two armed motorcyclists, looted Rs 11 lakh at gunpoint from the manager of a filling station, on the road along the West Yamuna Canal, near Bindroli village, today. The manager of Ashu Kisan Sewa Kendra filling station near Nahra village, Avdhesh Kumar, filed a case at the Kharkhoda police station.

DSP Ajit Singh and SHO Kharkhoda police station reached the spot for preliminary investigations. The manager alongwith the cash was coming on a scooty from the filling station to deposit the day’s collections at a bank in Sonepat. When he was between Bindroli and Mandora villages, two motorcycle-borne armed gangsters forced him to stop the vehicle and looted the cash at gunpoint.

Interestingly, the manager was not supposed to carry such a huge amount without a security guard, as it is a violation of the police guidelines. The police said investigations in the case were on.

Rs 1 lakh robbed from petrol station

Kaithal: Unidentified miscreants looted Rs 1 lakh from the salesman of a petrol station in Rajound town here on Sunday night.

Shamsher, a salesman at Naveen filling station on Pundri road, Rajound, was sleeping in the office when some persons broke open the door to enter the room.

They hit Shamsher on his head, leaving him seriously injured. The miscreants then broke open an almirah and took away the cash box, before fleeing. — OC

Seven get life term in murder case

Jagjeet Singh, Additional Sessions Judge, Ambala, today sentenced seven persons for life and a fine of Rs. 10,000 each for murdering a student of Mullana Engineering College around four years back here.

Amit, a student at Mullana Engineering College, had an altercation with a few youths in the college on April 29, 2010. When Amit was going to file a complaint against them in Mullana police station, they attacked him.

Amit sustained serious injuries and was referred to the PGI, Chandigarh, where he died. The police had booked 10 persons in this regard. Seven of them— Deepak, Mahesh, Rohit, Deepak Yadav, Ashok, Avesh and Sandeep — were sentenced for life term while Naveen, Dilip and Gurmeet were acquitted due to insufficient evidence.

Man hacks pregnant wife to death

Jhajjar, July 14
A man allegedly hacked his pregnant wife to death after he found her with her paramour at their house in Kulasi village under Bahadurgarh sub-division last night. The paramour was also injured in the attack and was admitted to a private hospital where he was stated to be critical. The police have registered a case and arrested accused Mangal.

Sources said Mangal and his wife Pooja (22) used to sleep in the courtyard of their house to get relief from scorching heat. Mangal found Pooja missing from there when he woke up late in the night. He later found her in a compromising position with Kuldeep (24) inside the house. — TNS

Woman found dead in park

Karnal, July 14
A 55-year-old woman was found dead in Karan Taal Park here today. The deceased was identified as Krishna Devi of Muradabad in UP. She was currently living near the Karnal bus stand.

Sripal, in charge of the Sadar police post, said they received a message that a woman’s body was lying in the park. They reached there and took the body in their custody.

The woman’s husband, Rambharose, said Krishna had stomachache and gone to a doctor. The cause behind her death would be determined after the post-mortem report, Sripal added. — TNS
