Five infra projects get EFC nod

The Expenditure Finance Committee (EFC) of Delhi government in its second meeting held under the chairmanship of Chief Secretary SK Shrivastava, today considered and sanctioned five infrastructure projects for construction of five senior  secondary school buildings costing Rs 85.15 crore.

Ban on e-rickshaws ruled out

In a relief to e-rickshaw operators, Union Transport Minister Nitin Gadkari today announced that the battery-operated rickshaws will not be barred from plying in the national Capital and they will be considered non-motorised vehicles.

Jung reviews desilting work
New Delhi, June 17
Lt. Governor Najeeb Jung today inspected a number of drains and nallahs located in different parts of Delhi, to assess the work done on desilting of drains and removal of malba, ahead of the monsoon.

Watchman burnt for bid to stop drinking
New Delhi, June 17
A 60-year-old watchman was killed and set on fire when he tried to stop a group of men from having alcohol at a community centre in south west Delhi's Najafgarh locality late on Monday night. A juvenile has been apprehended, but his accomplices are absconding, police said today. The victim has been identified as Dileep, who was a resident of Jatav Nagar in Najafgarh. He had been working at the community centre for the past several years.

DUTA petitions Irani for VC's sack

Delhi University appears to be at odds with the Union Human Resource Development Ministry over the controversial Four Year Undergraduate Programme (FYUP) which may be rolled back. This is not all, even the clamour for removal of the DU Vice-Chancellor Prof Dinesh Singh is intensifying with the Delhi University Teachers' Association (DUTA) today submitting a fresh petition to HRD Minister Smriti Irani, seeking his dismissal on the grounds of ignoring the recent University Grants Commission (UGC) decision and bypassing the Visitor (the President) in rolling out the FYUP last year without his approval.

LG grants Rs 1 crore to family of constable Mana Ram
New Delhi, June 17
Delhi Lt Governor Najeeb Jung today announced assistance of Rs 1 crore to the family of traffic constable Mana Ram who was mowed down by a car while on duty on Saturday night.

N Railway begins cleanliness drive
New Delhi, June 17
To put in order all the railway stations in Delhi, the Northern Railway has launched a cleanliness drive for 15 days in which all the tracks, platforms even offices will be cleaned, said a spokesperson of the Northern Railway. He said as part of the drive, the Northern Railway has started fitting bio-toilets in the coaches. A few trains have them at present. The platforms are being cleaned with machines and a special machine has been brought to clean the railway tracks. The railway asked an NGO, Chintan, to clean the dustbins on the platforms at New Delhi, Old Delhi and Anand Vihar railway stations. TNS

Five infra projects get EFC nod

The Expenditure Finance Committee (EFC) of Delhi government in its second meeting held under the chairmanship of Chief Secretary SK Shrivastava, today considered and sanctioned five infrastructure projects for construction of five senior 
secondary school buildings costing Rs 85.15 crore.

In the first meeting held last month, the EFC concurred sanctions of the infrastructure projects worth Rs 321 crore, which included construction of NCC Bhawan at Rohini, school buildings at Dwarka Sector-17 and 22, Madanpur Khadar-II and III and Hastsal Village, redevelopment and upgradation of roads and improvement of drainage in the industrial areas at GT Karnal Road, Badli Road, Jhilmil and Wazirpur and construction of 118 residential quarters for judicial officers at Dwarka and Rohini.

In its second meeting held today, the committee concurred the approval and sanction for construction of five senior secondary school buildings costing Rs 85.15 crore by the Directorate of Education at Rohini Sector-1 and Sector-4 Extension, Sector-6 and Sector 17 and Kalkaji.

"The buildings plans and approvals thereof have already been obtained from the local bodies. These buildings will have facilities such as water harvesting, installation of sewerage treatment plants and fixing of LED lights," said a senior Delhi government official.

All the five buildings will have 41 classrooms, two rooms for principal and vice-principal, toilets, laboratories, rooms for committee, staff, yoga, library, computer and medical facilities.

The EFC directed the education department and the PWD to complete the work within the scheduled period and sanctioned cost.

Ban on e-rickshaws ruled out

In a relief to e-rickshaw operators, Union Transport Minister Nitin Gadkari today announced that the battery-operated rickshaws will not be barred from plying in the national Capital and they will be considered non-motorised vehicles. Addressing a rally of e-rickshaw owners and drivers at Ramlila Maidan here, Gadkari said that e-rickshaws with motor power till 650W would now be considered non-motorised vehicles.

"Now, the Transport Department and traffic police cannot challan them from tomorrow," Gadkari said.

The Ministry of Road, Transport and Highways (MoRTH) had rendered e-rickshaws illegal via a notification issued on April 24.

According to earlier rules, three-wheeler vehicles with motor power less than 250W and speed less than 25kmph were regarded as non-motorised vehicles, but the amendment by recent notification to the Motor Vehicles Act withdrew this exemption.

Gadkari also said that the Municipal Corporations have to regulize e-rickshaws by registering them with a fee of just Rs 100 and form a policy for their smooth operations. He said that as per new rule, owners of the rickshaws will also have to be the driver of the vehicle and it will be ensured that these vehicles are not rented out. As per new rule, e-rickshaws registered with particular district will not be allowed to enter other districts.

"Owners of e-rickshaws have to get their vehicles registered with the respective corporation with a fee of just Rs 100. After registering e-rickshaw, the corporation will have to give identity cards to drivers so that they could easily earn their livelihood," Gadkari said.

"The department and traffic police cannot challan e-rickshaws having four persons on board, besides driver. Drivers of such vehicle can also ferry luggage up to 50 kg with four persons," he added.

He also said that to buy e-rickshaws, a loan at 3 per cent interest rate will be provided for which, Deen Dayal e-rickshaw scheme will be launched.

"I have written to Prime Minister Narendra Modi and Union Finance Minister Arun Jaitley to ensure that those interested in buying e-rickshaws can easily get a loan at 3 per cent annual interest rate. The scheme will be launched in this regard," he added.

He said that with his announcement, around two crore poeple across the country will be benefited. Gadkari further said that for their vehicle-registration, the owners of e-rickshaws do not need to approach the Centre and the state government and will have to only approach the corporations for getting their vehicles registered on their names.

Jung reviews desilting work

Lt. Governor Najeeb Jung today inspected a number of drains and nallahs located in different parts of Delhi, to assess the work done on desilting of drains and removal of malba, ahead of the monsoon.

LG inspected Barapullah drain, Sarai Kale Khan, Nizamuddin, Lodi Road and Taimur Nagar. He issued on-the-spot instructions to accompanying officials and said, "Flooding is a serious issue for Delhi. While this is a visit ahead of the monsoon, the city needs a comprehensive plan to develop a robust sewerage system in Delhi," said a senior Delhi government official.

He said that the city needs to prepare a comprehensive plan which will connect storm water drains with effluent plants, so that only clean water goes into the Yamuna. This should become part of the Yamuna Redevelopment Plan for the city.

Seven teams, led by the LG, carry out inspections in different parts of Delhi. They covered several districts such as South, North, East, West, Central, South East, North East, South West, North West, and Shahdara. They inspected the drains which fall under the command of Irrigation and Flood Control Department, PWD, South DMC, and East Corporation.

A total of 11 sites were inspected as part of the effort. These include Hari Nagar drain, from Ghanta Ghar to Central Jail; roadside drainage system on Aurobindo Marg, on both sides, before AIIMS till SFS Flats Hauz Khas, Burari Creek drain, from Burari Transport Authority to Kamal Vihar Burari; Burari main drain, Bakhtawarpur to Burari Road drain, Shahdara outfall drain, Junction of Escape drain No 1 and Trunk drain No. 1, Najafgarh drain, Rawta-Kakrola stretch, Nala Samalkha, near airport; and Sultanpur drain.

While certain drains such as the Hari Nagar drain were more choked than the others, certain others such as the Burari Creek drain showed considerable improvement as compared to the condition it was last seen in.

"There was linkage work going on in drains at Aurobindo Marg, which is an area given to flooding. The work has been asked to be expedited. At the Shahdara outfall drain, the officials informed that de-silting being a continuous process, so the work was still on," said the official.

He had been working at the community centre for the past several years.

Late on Monday, Dileep saw a group of locals on the premises of the community centre. When Dileep approached them, he realised that they were consuming alcohol.

"Dileep told the group to immediately leave the community centre. The men, however, refused to leave and began arguing with Dileep," said a police officer, privy to the details of the case. A scuffle took place during which Dileep was allegedly hit on his head with an iron rod.

Dileep lost consciousness after which the group allegedly strangled him. To destroy evidence, the accused set Dileep's body on fire and fled from the spot. Hearing the commotion, the locals informed the police.

"Dileep had sustained critical burns and was declared dead in hospital," the officer added.

A case of murder and causing disappearance of evidence under the Indian Penal Code has been filed at the Najafgarh police station. Dileep's body was handed over to his family after a postmortem on Tuesday. He is survived by wife and a son.

DUTA petitions Irani for VC's sack

Delhi University appears to be at odds with the Union Human Resource Development Ministry over the controversial Four Year Undergraduate Programme (FYUP) which may be rolled back. This is not all, even the clamour for removal of the DU Vice-Chancellor Prof Dinesh Singh is intensifying with the Delhi University Teachers' Association (DUTA) today submitting a fresh petition to HRD Minister Smriti Irani, seeking his dismissal on the grounds of ignoring the recent University Grants Commission (UGC) decision and bypassing the Visitor (the President) in rolling out the FYUP last year without his approval.

The raging issue has brought the university's various students and teachers organisations backed by different political beliefs on one page. In a joint meeting, students and teachers unequivocally condemned the administration's move of calling an AC meeting despite UGC's rejection of FYUP.

Following its full commission meeting, the UGC in its communication to the DU yesterday has declared the new undergraduate programme "illegal, irregular and unacceptable" in violation of the existing National Education Policy (10+2+3) and UGC norms.

However, the varsity administration at loggerheads with the Central government has called an Academic Council meeting on June 21 to secure an approval of some new courses under the FYUP.

On being questioned about the AC meeting, the university administration, which today confirmed the receiving of the communication from the UGC, said it was a routine meeting.

"The programme has been passed by various constituent bodies and the AC meeting is neither a special meeting nor an emergency meeting, but a routine one. The letter (from the UGC) has been received. The university will reply in due course," said DU's media coordinator Prof Malay Neerav.

LG grants Rs 1 crore to family of constable Mana Ram

Delhi Lt Governor Najeeb Jung today announced assistance of Rs 1 crore to the family of traffic constable Mana Ram who was mowed down by a car while on duty on Saturday night.

Jung said the government will also explore the possibility of extending all help to his family, including a job to a dependent subject to fulfilling certain requirements, according to a statement issued by LG House.

Home Minister Rajnath Singh, who visited the Delhi Police headquarters yesterday, had paid homage to the constable.

26-year-old Raman Kant, who was at the wheels of the Maruti Ritz car and accompanied by his two minor friends, was stopped at the Zakhira flyover by 24-year-old Mana Ram.

After an argument, Raman Kant reversed his car and allegedly ran over Mana Ram dragging him for around 150 metres. The constable was rushed to hospital where he was declared dead. The trio fled the scene, but were later nabbed.

As many as 10 traffic policemen have lost lives in violent incidents in the national Capital in the last five years.
