Upadhyaya is state Congress chief
Dehradun, June 12 The Congress high command in Delhi made the announcement late
last evening. Hailing from Tehri Garhwal, Kishore Upadhyaya, a Brahmin, had lost the last assembly elections to Independent candidate Dinesh Dhanai. Since then, he had been looking for a suitable adjustment in the party organisation. InUpadhyaya’s appointment, the party high command seems to have tried to strike a balance as Chief Minister Harish Rawat is a Thakur from Kumaon and thus being a Garhwali Brahmin, Kishore Upadhyaya fits the bill. Fifty-five-year-old Kishore Upadhyaya was AICC member in 1996. He won his first Assembly elections from the Tehri constituency in 2002 and became a minister in the ND
Tiwari-led government. He was re-elected from the Tehri Assembly constituency in 2007. However in last 2012 Assembly elections, he lost from Tehri to Independent candidate Dinesh Dhanai. A vocal Congress leader, Kishore Upadhayaya has been in the forefront in taking up the issues of people of Tehri. He has time and again raised the rehabilitation concern of Tehri Dam oustees. Kishore Upadhyaya is also close to Chief Minister Harish Rawat and his appoitment as the state party president is a shot in the arm for the Harish Rawat camp in the state
Congress. Interestingly, the development is likely to further fuel infighting within state congress. Another Brahmin Congress leader from Tehri region and sitting MLA from Narendranagar, Subodh Uniyal, was also vying for
sthe post. Subodh Uniyal is considered to close confidant of former chief minister Vijay Bahuguna, other camp in the Congress.
PCC hails appointment
Spokesperson for the Uttarakhand Pradesh Congress Committee Dhirendra Pratap has hailed the appointment of former MLA Kishore Upadhyaya as new state Congress president. In a statement here issued on Thursday, Dhirendra Pratap said Upadhyaya’s appointment was an honour for all those who had participated in the statehood movement. He said Kishore Upadhyaya was among the frontline leaders during the Uttarakhand statehood movement. He described the outgoing president, Yashpal Arya, as a gentleman and expressed hope that Upadhyaya would follow in his footsteps and try to take all factions of the party together. |

Haridwar, June 12 As per Haridwar Mahanagar committee president OP Chauhan, Upadhyaya’s appointment has given a new breath of energy to the party state unit, as party had faced 5-0 humiliating defeat in all Lok Sabha seats of the state. “Upadhyaya is a seasoned politician having served in the capacity of AICC nominee in 1996 in Uttar Pradesh, Cabinet Minister for Industrial Development in Narayan Dutt Tiwari-led government, apart from being a two-time Tehri Assembly legislator. He has a good political acumen, knows the local issues very well and will bridge the gap between the party rank and file,” said Chauhan in a press statement

Describing him as a frontline leader during separate Uttarakhand state formation, Chauhan said that Upadhyaya needs to follow the footsteps of the outgoing PCC president Yashpal Arya as he took along all the factions of the Congress and revamped the party unit in his two-time tenure. Chauhan said that now the party needs to focus in the three-tier panchayat elections as well as the three byelections in Someshwar,Dharchula and Someshwar Assembly
segments. Dehradun, June 12 Dr Qureshi said the artists were ambassadors of peace, brotherhood and human values across the world. such events were a step in this direction. He appreciated the efforts of Dr Mamta Singh, president of ‘Snehil’, and said the organisation was spreading the message of humanity among society. He also lauded the support provided by the Vice-Chancellor of Kumaon University towards holding the exhibition. He also assured the artists that the Pandit Uday Shankar Sangeet Natya Akademi will start functioning soon and effective efforts will be made to set up a Kala Kendra, Lalit Kala Akademi and Sangeet Akademi in Dehradun. Prof HS Dhami, Vice-Chancellor of Kumaon University was the special guest on the occasion. He honoured the artists from various parts of the country and said the university was proud to be associated with such an event. He requested ‘Snehil’ to conserve and promote the arts of the hill state and place them on the global map of art and culture. “The university is also making efforts to do this through its Himalaya Kala Kendra,” added Dhami. Dhanaulti-Chamba apple fruit belt faces water crisis
Mussoorie, June 12 The famous tourist destination at Dhanaulti has also been affected, resulting in exodus of tourists. The rising temperature has resulted in drying up of several seasonal water springs, aggravating the problem of drinking
water further. “The villagers around the apple fruit belt have to tread several kilometres on foot to fetch water for their daily needs,” said Ramesh Belwal from
Dhanaulti. The manager of the Drive-In hotel said they were finding it difficult to keep tourists in the hotel due to paucity of water. “We have already shut down several rooms. We are not renting them due to absence of drinking water from the past few days,”
he added. Another resident from Buraskhanda said several farmhouses in the area were getting free flow of water, while they had to struggle for every drop under soaring temperatures. The Jal Santhan officials from Tehri district said they were aware of the problem and were making alternative arrangements to supply drinking water. The apple growers are also a worried lot and have opined that due to the scorching heat and lack of water, the apple crop could be affected adversely this year. |

Gloom, power cut after end of Gairsain session
Gairsain, June 12 Suddenly there was gloom all around. The town that was the focus of the attention for the last three days wore a desolate look and the local people who had been on cloud since then, eager to witness the House proceedings, were left seeking explanations for the callous attitude of
the officials. “A few hours ago, the CM was making announcements after announcements. If this is what is going to happen as soon as he turns his back then the government cannot be trusted,” said Trivender Bisht, a local. In fact throughout the Assembly session the government’s sincerity on the Gairsain issue was repeatedly put to test with the Opposition demanding government come out with a concrete plan but the government maintained a stoic silence. So much so there were even rumours that the Congress MLA Shailender Mohan Singh may table a private members Bill on Gairsain that would strengthen the government’s stance on the capital issue but nothing came of it. Instead the Congress government initiated discussions on strengthening technical education, horticulture and agriculture in the state without the participation of the
Opposition. For that matter, even the announcements made by the chief minister after the session seemed old wine in new bottle, clearly lacking newness and commitment that would could turn around the state’s
horticulture. While there was an effort on the part of the Opposition to question the Rawat government’s intentions on Gairsain, even they seemed to shy away from initiating discussions. This lack of sincerity was also reflected in the manner in which the BJP MLAs opted for private accommodations instead of spending their night at the tented accommodation. Out of the 65-odd tents put up by the government, most remained unoccupied. |

CM meets acid attack victims
Dehradun, June 12 He announced a compensation of Rs 1 lakh each for seriously injured and Rs 50,000 for the injured. The Chief Minister said the victims who were discharged after giving first aid would be given Rs 20,000 each. He directed the hospital administration to provide the best available medical facilities to the victims. He told officials to refer seriously ill patients to a higher centre, in case they require advance care to save their lives. The Chief Minister said all medical expenses would be borne by the state government. He said the sale of acids without a valid licence would not be tolerated in the state. He instructed the District Magistrates of all 13 districts of the
state to ensure that no shopkeeper sells acid without licence. The Chief Minister instructed officials to
conduct surprise checks to keep tabs on the unauthorised selling of acids in the state. He asked police officials to draft a concrete plan to nab notorious criminals in the state. The Chief Minister said the state government was committed to providing best medical and healthcare facilities to patients. He said the state government was planning to increase the number of beds in the intensive
cardiac unit and general wards of Sushilla Tiwari hospital. He said they were contemplating opening a dormitory at the

Pithoragarh, June 12 Rudra Singh Panda, senior BJP leader and member of the state executive of the party, today challenged the Chief Minister to contest from the Dharchula seat where he was facing an imminent defeat because the people had realised their folly of having voted for
Congress candidate Pradeep Tamta in the recently concluded parliamentary elections. “Voters in Dharchula are determined to rectify their mistake by defeating the Congress candidate in the Assembly byelection,” said Panda. The BJP leader said in its traditional bastion Dharchula the Congress befooled the voters by faking achievements. “The voters of Dharchula have now realised that the Congress made fake claims of achievements of the state government, as they have got nothing after the party came to power in the state,” he said. The Congress workers are overenthusiastic over the possibility of the Chief Minister contesting from Dharchula. (KMVN) sources, the first batch of Kailash pilgrims, were welcomed at the KMVN resort at Kathgodam in Kumaon region. “After staying a night at
Almora, the first batch members will reach Dharchula base camp on June 13 and on June 14, they will begin trek route journey after reaching the first trek route camp at
Sirkha,” said DK Sharma, nodal officer of the yatra at the KMVN. After Sirkha camp, the pilgrim batches will have five other trek route camps at Gala,
Bundi, Gunji, Kalpani and Nabhidhank in India and from the last camp of Nabhidhank the pilgrims will cross the Tibet border for the rest of the pilgrimage. Communication system has been provided at all the camps including all the trek route camps. The pilgrims will also be briefed at the ITBP camp in Mirthi on possible infection of high altitude diseases and on the precautions the pilgrims need to take during their travel on Himalayan trek during the
yatra. According to the ITBP sources, keeping last year’s water fury in mind, the rescue force personnel have been deployed in three teams to take care of pilgrims. The rescue batches consists 15 personnel each at the base camp in Dharchula and trek route camps in Gala and
Lamari. “We have trained the personnel at the ITBP camps according to the local geographical conditions of the trek routes,” said Kedar Singh

Haridwar admn prepares for monsoon
Haridwar, June 12 In the past four years, monsoonal rains created flood-like situation in the district, particularly in Roorkee, Lakshar and Khanpur areas. In view of this, DM Senthyl Pendiyan is holding meetings and taking stock of the work being done in the affected areas by making impromptu inspection. This time, prior to monsoon season, relief camps are slated to be set up. It is planned that these camps would have basic and necessary facilities for the flood-affected displaced people. Impetus is also being given on food ration, water, power and transport facilities and provision of fodder for animals. Holding one such meeting, the DM said at the district, block, tehsil and village levels, accountability of the officers and employees concerned would be fixed, so that in case of floods, disaster response is quick and up to the mark. Efforts are on to train local youth and women in rescue-relief operations. Inspecting the work being undertaken by Uttarakhand Irrigation Department, the DM expressed his unhappiness over slow pace of work, directing the officials to speed up the work, particularly construction of embankment walls
and bridges. The DM warned that if in the coming days, the slow pace of work continues, he would be forced to write to the state government for replacement of the current Irrigation Department team with a whole new one. Chances can’t be taken with people’s lives, with monsoon round the corner. |

Haridwar police to get tough with quarrying mafia
Haridwar, June 12 He directed the officers to deal with illegal quarrying sternly as it had become a big challenge. He said every Station House Officer needs to be vigilant as far as illegal quarrying is concerned. Apart from a separate anti-mining squad being in place, the district police needs to take action against quarrying mafia. Stating that traffic violations would be dealt with seriously, the SSP said intense vehicle checking and helmet checking drives should be undertaken by the police apart from generating awareness about traffic rules. He said help from educational institutions, NGOs and locals needs to be taken to generate traffic awareness. He pointed out that the police need not focus on number of challans itself but also need to make sure suspected persons, anti-social elements, criminals and those in drunken condition driving vehicles are caught. While the Char Dham pilgrimage is on, it has resulted in rise in the number of pilgrims in Haridwar too. This has added to pressure on traffic police personnel. Talking about the tough and long hours of traffic duty, he said last week, lakhs of devotees had participated in the festivities on the occasions of ‘Ganga Dussehra’ and ‘Nirjala Ekadasi’. Despite paucity of personnel and lack of four-lane highway, the traffic police tried its best to smoothen the traffic flow in the city, he said. The SSP warned SHOs and other officers to speedily take note of complaints received at police stations and not deliberately delay action on them. Policemen erring on this count would be dealt with strictly, he said. BJP workers, local residents protest against power crisis
Haridwar, June 12 The protesters threatened to lock the office of the city executive engineer, Uttarakhand Power Corporation, if normal power supply is not restored within 24 hours. A delegation of the BJP youth wing also went to meet the power corporation official at the Indira Industrial Estate-based office, but he had not come to the office. As junior officials could not give a satisfactory reply for power shortage and cuts, BJP activists threatened to lock the office tomorrow. Youth wing divisional president Ashish Sharma and state secretary Ujjwal Pundit, while gheraoing the EE office, said the public was reeling under an acute power shortage for the past few days, but power officials had failed to address their complaints. He said the toll-free helpline and other landline numbers of the power corporation were also not working. “We will continue to stage demonstrations at the power corporation office till normal power supply is restored,” said Vinod Mishra, a senior party leader. A similar protest was also held at the DM camp office, which was led by BJP divisional president Vikas Tiwari and women’s wing leader Ekta Suri. They wanted to submit a memorandum to the DM, but he did not visit the protest venue. This infuriated the protesters, who raised slogans against the district administration and power corporation officials. Ekta Suri said the city was facing an acute shortage of water and power, but the district administration had failed to resolve the issue. Vice-president of the women’s divisional cell Anamika Sharma said the erratic power supply had also affected the tourist season. |

Thieves who set house on fire eludes arrest
Dehradun, June 12 A police team headed by sub-inspector Kamal Singh Rawat constituted to probe the case was trying to nab the culprits on the basis of information gathered through informers. Harish Kumar had reportedly gone out of station for some work when thieves broke into his house and took away jewellery and other valuables worth more than Rs 10 lakh, besides cash. They later set the house on fire. The incident came to light when Harish returned on Tuesday afternoon and saw a window of the house broken. He was shocked to see smoke billowing out of his room. He immediately informed the police about the incident. Harish said the thieves took away gold and sliver jewellery worth lakhs of rupees and cash kept in a locker. He told the police that he suspected the hand of a rickshaw-puller, who dropped him at the railway station on Monday night, in the incident. The police have identified the rickshaw-puller and called him to Kotwali police station for questioning in connection with the case. |

Mussoorie. The SOG team from Delhi assisted by local Kempty police laid a trap to nab him from the area. During their search, they found one youth roaming around Lake Mist Resort bend suspiciously. The youth seeing the police tried to flee from the site but was eventually apprehended a after few minutes of struggle. The Delhi police has registered a case against the accused Rahul under Section 392 of IPC and sent him to be presented in the court.
