Meeting with Local Bodies Dept official ends in political drama
Tribune News Service

Jalandhar, May 28
A meeting convened by Secretary of the Local Bodies Ashok Gupta on reviewing issues pertaining to property tax took a completely political colour with the social representatives from the city openly citing reasons for giving mandate against Chief Parliamentary Secretary Pawan Tinu, who had unsuccessfully contested from the Jalandhar Parliamentary seat.

A member of the Joint Action Committee of the traders, Baljit Singh Ahluwalia, told Tinu, who too was present at the event, "Your alliance partner leader Arun Jaitley has now made it in the Union ministry as the Finance Minister. He had committed during the election that he will abolish property tax once the NDA gets to power. Now that he has made it, he must honour his commitment. He has all the control of finance in the country."

"Even the CM had been saying that the UPA had been doing arm-twisting by asking the states to impose property tax or be prepared for cuts in grants of schemes of the Centre. Now that they are allies with the government in power at the Centre, they must get the tax abolished. There is no need of falling into various nitty-gritty's of taxes," said Ravinder Dhir and Gursharan Singh of the Jalandhar Industrial and Traders Action Committee.

The duo, who had been holding protests on the issue in the district, announced that they would re-launch protest in the district on the issue in case their demands are not conceded to. There were more voices of dissent with people saying, "If the government stance did not change on issues pertaining to urban voters, they would have to face consequences again after three years."

Tinu's take

Sensing the ire of the residents, Tinu chose the platform to express that no one else could realise the sentiments of the urban residents better than him. "It is me who has borne all the brunt", he openly said.

Coming face to face with the public after his defeat, he tried to placate them, "If you get angry, the government will be helpless. We cannot run the government without taking you along and getting your viewpoint on all issues. I stand here as a representative of the CM and will take your grudges to him. He is in no mood to burden you with more taxes.

"I am well aware of the corruption on in these departments. But I assure you that I will stand as guard on the issue and remain as your sewadar", he said.

Representation from all fields

Representatives from associations of Focal Point, traders, rice shellers, doctors, petrol pump dealers and marriage palace owners made a point on why they need to be exempted from the commercial category. Narinder Saggoo of Focal Point Extension said, "Municipal Corporation has not taken over the Focal Point but it has started imposing property tax on us. We all revolted on the issue and did not pay up house tax all these years. We must be exempted from old dues." Gupta said that he would revert on the issue after 15 days.

Sukhmohan Singh, a petrol pump dealer, said that the owners of self-owned pumps were a harassed lot especially since the companies were giving minimal cuts to them. "The pump has a huge vacant area around. We should only be levied from the built up area or be put in a separate class", he asserted.

IMA Jalandhar President Dr Sushma Chawla said that the doctors should be exempted from payment of the tax as it would come as a burden on the patients only.

Replace property tax with house tax

Many representatives of the resident welfare societies and even marriage palace owners association including Prabhjot Sidhu and Ranbir Tutt of said that the property tax should be again replaced with house tax. "It was simple. Self-owned residential properties were exempted. It was more suitable", they asserted. They added that there was no heavy penalty provision earlier to which Gupta retorted, "The penalty on tax has already been done away with. You will get to know about it today or tomorrow".

Ex-servicemen exempted

Lieut Col CS Chahal and Lieut Col SS Ghuman of the Indian Ex-Services League said that even as they were told that the ex-servicemen were exempted but were not being issued refund. Gupta replied, "The matter had been cleared by the Cabinet but was yet to be presented in the Vidhan Sabha. The final clearance will come and then the civic bodies staff will be in a position to give refunds or make adjustments".

Collector rate

The most debated about issue in the meeting was reducing collector rate and delinking it with the property tax. The representatives said that while the market rates of the properties had fallen, the collector rates had not been slashed down. Gupta said that the DCs had already been instructed to hold a meeting for bringing down collector rates.

Lone councillor

While a public meeting was held, several social leaders said that they were not called in. Other than Mayor Sunil Jyoti, there was just one BJP councillor Kawaljit Bedi of ward 22 who attended the meeting. There were no invites from the remaining 58 councillors.

Stamp duty recovery dips by Rs 129 cr
Tribune News Service

Jalandhar, May 28
While the state government has earned over Rs 60 crore on account of regularisation of illegal colonies from Jalandhar, it has on the other hand incurred a loss of Rs 129 crore on account of loss of stamp duty.

It was in August last year that the state government had directed its sub registrars to stop registering properties in illegal colonies, the stamp duty collection of the district which hovered around Rs 320 crore in 2012-13 came down to just Rs 191 crore in the last financial year. Since the owners of the properties in illegal colonies were asked to get NOCs from the municipal corporation or PUDA, the registration of such properties came to a close. The Jalandhar-I tehsil, which had 119 crore recovery on this account in 2012-13, came down to just Rs 89 crore in 2013-14. A bigger loss, however, came from Jalandhar-II where revenue dipped by Rs 41 crore.
