The Dehradun police are groping in the dark regarding a threatening letter allegedly sent by Indian Mujahideen (IM) to Welham Girls School on Saturday night. Even after 48-hours, the police have failed to check the authenticity of the letter. “We are yet to confirm whether the letter was sent by an IM commander called Laqwi. Notorious thugs arrested
Dehradun, March 31
Patel Nagar police have held two notorious thugs who used to sell cheap Chinese mobile phones at exorbitant prices in Dehradun. Senior Superintendent of Police (SSP) Ajay Rautela, said the arrested persons namely, Shakti and Hajari used to buy cheap Chinese phones and used to paste stickers of branded mobile phones for selling them on high prices. The police have also recovered Rs 58,000 cash from them along with over 350 mobile phones. The police said the arrested duo told them during an interrogation that they used to get mobile phones, which were replica of branded mobile phones from Delhi along with the stickers of branded mobile phones. Vehicle thieves nabbed
Dehradun, March 31
The Clement Town police claimed to have arrested three vehicle thieves and recovered two stolen motorcycles from their possession. The head of Clement Town police station, Vinod Gusain, said the thieves were coming in two bikes and were arrested during a regular checking at Asarodi check post. “A bike rider was stopped when he was coming from a wrong way. He also failed to show the bike registration papers. Two of his friends were also stopped who were following him in another bike,” said Gusain. Three persons namely, Sanjeev, Rajesh and Deepak were questioned at the police station. They accepted that they stole the bikes, which they were driving from Dehradun. According to the police, both the bikes were stolen from Lansdowne Chowk. TNS

Speaker concerned over laxity in relief works
Dehradun, March 31
Uttarakhand Assembly Speaker Govind Singh Kunjwal expressed concern over the lackadaisical attitude of state officials in carrying out relief, repair and rehabilitation works, saying the victims of the 2013 disaster were not able to recover due to this. During a discussion here, Kunjwal noted that despite efforts taken under the leadership of Chief Minister Harish Rawat, officials of the state were showing a lackadaisical attitude in carrying out the relief, repair and rehabilitation works. Stating that the Char Dham pilgrimage to Hindu shrines in the state was to begin in May, he said if the officials did not expedite the works, the state would be faced with a bigger challenge. — PTI

Raid on 20 mining sites
Dehradun, March 31
As part of its ongoing crackdown against the illegal mining in the state, the mining vigilance force led by Deputy Inspector General of Police (DIG) Sanjay Gunjyal raided and seized 20 mining sites on the banks of river Kosi in Udham Singh Nagar district here today. According to the officials, 11 mining lease holders were found doing mining outside their areas, which amounts to almost 12,000 square metres of illegal mined material. The team also imposed a fine of Rs 56 lakh for the illegal mining. The team also seized two stone crushers, Brook Hill Private Limited and Anand Stone Crusher, at Kundeshwari area of Kashipur after irregularities were found. TNS

10 city patrol units to come up in Doon

Ten city patrol units would be rolled out in the first phase for Dehradun city at Police lines on Tuesday. Director General of Police (DGP) BS Sidhu, under whose initiative the special city patrol units were set up, will be inaugurating the first unit in the presence of other senior police officials.

It is to be noted that the city patrol units are specialised units, which have been set up with an aim of traffic enforcement, containment of incidents of road accidents and intervention in road crimes.

One unit of city patrol unit consists of one sub-inspector and one constable, who would be given one motorcycle, a wireless set and a video camera. They will be recording videos of all the activities during any incident. The unit will be in touch with the control room and the activities will be logged in the control room via wireless set. One light vehicle will also be deployed with an appropriate force as backup for the patrol unit in case of any emergency.

In the first stage, the city patrol unit was being constituted in Dehradun and later it will be introduced in Haridwar, Nainital and Udhamsingh Nagar as well. The handpicked personnel were given two months long training at Dehradun police lines.

Haridwar, March 31
As it has been the norm for the last few years, devotees bound towards the shrine of Mata Chamunda Devi,situated in the periphery of protected Rajaji National Park, were not allowed to move further towards the shrine from Bilkeshwar temple here today.

Devotees trying to offer obeisance and 'kalash' installation at the revered shrine were forced to cancel their pilgrimage ,as heavy deployment of forest guards, police and officials stopped them from moving ahead. Under the aegis of Mata Chamunda Devi Bachao Samiti, saints and local devotees took out a religious ‘kalash’ procession towards hilly Bilb terrain, where the shrine of Mata Chamunda Devi is situated.

But near Bilkeshwar Maha Dev temple they were stopped by police and forest park officers, urging them not to move further, as the area falls in protected Rajaji National Park.

Range officer D P Uniyal told devotees that at the said site of the temple, now there is no temple but only a few statues that were established a few years back. Citing strict national park rules, Uniyal urged devotees not to

break the law and cooperate with the park authorities. They added that unless they had legal permission from Supreme Court in this regard, they could not be allowed to enter the park to pay obeisance at the shrine place which forest officials termed as an open space.

“There were remains of a small temple only which were removed in 1983, when this forest cover came under Rajaji National Park protected periphery,'' said a forest official.

Aggrieved devotees reasoned that since the last many years they are being stopped at the very same place by park and police officials. They said at least they must be allowed to visit the shrine during Navratra festive season.

Many devotees argued that prior to 2005 they had been going on regular pilgrimage to the said shrine and since the area falls in the ambit of Rajaji National Park, they have been forcefully stopped in the name of national park prohibition laws.

Mahant Shyam Giri of Mata Chamunda Devi Samiti said that at least on the occasion of pious Navratri they should be allowed to visit the shrine site.

But due to heavy deployment of police force and regular talks by police-park officials, the devotees decided to hold the ritual at the stoppage point itself and distributed ‘prasad’ to the people and police personnel too.

Inspector PC Mathpal said that some people were trying to mislead the common devotees about the shrine's existence and mythological connection.

Some senior citizens stated that a decade back, statues and idols of deities were present at the said site in Bilb mountain and

they used to on regular basis go on pilgrimages and paid obeisance.

They also said that robber Sultana Daku, being Mata Chamunda Devi devotee, used to offer obeisance at the said place.

Specs trains villagers in making LED lights by using bamboo

For two brothers Laxman Kumar and Bharat Kumar, hailing from Kamsal, a small village in Rudraprayag district, everything was lost in the mid-June floods that ravaged the state last year. Working as helpers on a roadside dhaba, which was washed away in the in the natural disaster, the brothers survived the catastrophe leaving them jobless and financially broken. However, like several others, the brothers too have decided to start a small venture of their own.

“The floods took away everything. The dhaba owners have no money to re-start their venture and so there is no question of getting a job there,” said Laxman, who underwent a workshop on making energy efficient lights, bamboo lamps and LED lights.

Like these two brothers, there are around 1,000 villagers, from the devastated areas, being trained by the Society of Pollution and Environmental Conservation Scientists.

Speaking about the training workshops, being funded by the state government, Dr Brij Mohan Sharma, Secretary SPECS, said the workshop was organised for the villagers of Udham Singh Nagar and Rudraprayag district.

“Ten participants of Bagwan Samiti from Rudraprayag district were trained. The innovative program will not only help in providing sustainable method of livelihood at their doorstep but also help in energy conservation for development of scientific temperament,” he added.

Speaking about the LED lights developed by these trainees, Sharma said: “These lights have a long life up to 50,000 to one lakh burning hours. These are easily repairable and the technology is cost effective. Apart from this, the participants also learnt the use of soldering iron, soldering wax, soldering wire, glue gun, diode, resistance, capacitor and PCB.”

“The participants also practiced to make LED lights and circuits. They made around 200 drivers and LED circuits and also learnt to use bamboo in making energy efficient night lamps and lights along with the carving on bamboo. They made 90 carved bamboo lights by using modern tools of cutting, grinding and carving. They were also trained for seasoning of bamboo,” he said.

Virender Kumar, Raj Kumar, Laxman Kumar, Sunil, Suraj Mohan, Virender Singh, Vikram Lal, Bharat Kumar and Sanjay participated in the training programme.

Qureshi conferred with honorary D.Litt degree

Lt.Gen (Retd) Zamiruddin Shah , the VC of AMU, said that Qureshi had a multifaceted personality, being a scholar of Urdu, English and Hindi literature as well as a lawyer, an efficient political leader and a social activist. He said that Qureshi had made great efforts to help the people who had suffered in the natural calamity in Uttarakhand in 2013.

Qureshi has made contribution in promoting Urdu , in bringing marginalised sections of society into the mainstream, and for the conservation of the environment and wildlife.

Being the founder vice president of the National Council for the Promotion of Urdu, Qureshi has contributed a lot in getting Urdu its rightful place in various councils and states.Qureshi has served as the head of the political science department at AMU and also a member of the university's court. He was also the principal of Arvind Art and Law College, Bhopal. In 1972-77 , he was a member of the Madhya Pradesh Vidhan Sabha .He was the Power , Irrigation and Education Minister .He was the member of Lok Sabha from Satna ,M.P, in the eighth Lok Sabha.

From 1922, AMU has been conferring the honorary degree of D.Litt on people who have contributed to the development of the society and nation.Among those who have received this honour are Sir Md.Iqbal, Nawab of Rampur Raza Ali Khan, Pt.Jawaharlal Nehru, Maulana Abul Kalam Azad, G.B.Pant, Sardar Patel, Sheikh Md Abdullah, Dr Rajendra Prasad, Dr.Zakir Hussain, Prof.Humayun Kabir, YB Chavan, Dr Karn Singh, Lal Bahadur Shastri, Dr. S.Radhakrishnan, Dr.Homi Sethna, Prof. M.G.K. Menon, Yusuf Khan(Dilip Kumar), Arjun Singh and Dr.APJ Abdul Kalam.

Born on 24th April , 1940, in Bhopal, Qureshi is Ph.D in political science . He is an MA in political science, Arabic and Urdu Literature, besides having a degree in law.Besides the honorary D.Litt conferred on him by AMU, Rajasthan University has also given him an honorary D.Litt degree.

Relief for disaster-hit Parodi village still awaited

Anger is brewing among the villagers against the district administration that is yet to distribute the compensation amount for the property damaged during the natural disaster at Parodi village in Thatyur block of district Tehri last year.

The villagers from Parodi village who suffered immense loss of property and livestock during the mid-June natural disaster are angry angry at the apathy shown by the district administration which is stilling sitting pretty on the compensation files despite the clear instructions of the government and the former chief minister Vijay Bhaguna.

Around 35 houses along with irrigation fields devastated during the natural disaster of last year had rendered the villagers homeless. The former chief minister during his visit to the Thatyur block, following the disaster had announced to compensate every affected person adequately even if the affected persons were living under one roof. However, the villagers have not received any compensation from the district administration as yet forcing them to live under utter misery.

When contacted the senior Congress leader Jot Singh Bisht said that he had met the disaster management secretary in this regard and was informed by him that the compensation amount has been released to the DM Tehri and all affected persons should go to the respective SDMs of their area and receive their compensation amount without any delay.

However, when the affected villagers met the SDM Dhanaulti they were informed that the files are lying with the DM, Tehri, and any compensation amount will be distributed only after his approval.

When inquired the district administration officials shifted the onus on SDM Dhanaulti.

The affected villagers agitated at the insensitivity shown by the district administration officials are demanding immediate release of the compensation amount or else they would be forced to take to streets as a mark of protest.

Three-time BJP legislator Madan Kaushik is feeling the political heat as first he was denied the party ticket from Haridwar constituency and now a leaked audio tape in which he targeted saints and fuelled hill-plain divide issue is now being used both by anti-Kaushik faction inside BJP and Opposition Congress.

A notice has been served by State Election Commission to Madan Kaushik ,for fuelling hatred and regionalism during an election meeting. Model code of conduct in charge,Haridwar district, Vishnu Singh Dhanik, has appointed investigating officer, election officer, Roorkee, in this regard.

Notably, last week during a meeting of close party workers Madan Kaushik had lashed at BJP high command, eventual ticket winner Ramesh Pokhriyal Nishank and the saint community for creating hurdles in his ''shining political career.''

Kaushik even urged his close party activists to vote for Congress but not for Nishank ,''as it won't be good for their political future.''

Further, Kaushik said that in case Congress gives ticket to any one of Chief Minister Harish Rawat's family member, ''then don't vote for Congress as then another candidate hailing from a hill district will win.''

''They (hill district based leaders) are coming and getting ticket from plain segments; so it is necessary to defeat them ,be they of any party, as otherwise our future political career will get affected.Voting for Bahujan Samaj Party is better than to have a hill region based leader,''stated Kaushik in the audio tape.

Though Kaushik accepted that he had addressed party workers but alleged that a deep political conspiracy has been hatched against him ,saying that many a part of his speech had been dubbed and distorted.

''I have been contesting elections since creation of Uttarakhand, worked as Cabinet minister for five years representing all 13 districts of the state.This is a political conspiracy ,hatched to demean my political stature and career.I will resign from BJP and even legislatorship if during investigation I am found to be a culprit.People close to me know I have been a loyal party worker and also have good rapport with hill-based people,''said Kaushik.

Notably,Congress leaders are circulating this tape via whats app,facebook and other media tools to expose the ''real character'' of the BJP leader.

City Congress president OP Chauhan said: ''We will raise the divisive tactics of Madan Kaushik,who has been fooling voters for the past 11 years,not focusing on development works but instead fuelling communal tension,hill-plain divide and Punjabi-Baniya divide politics.''

Condemnation reports of Kaushik diatribe against saint and hill people are pouring in from various segments of society.

This may prove costly for Kaushik,who is also state BJP vice president in the coming time,as both at the party fold and public platform his image has suffered a major blow with this episode.

Regional outfit Uttarakhand Kranti Dal has demanded an apology from Madan Kaushik,saying that he has not won thrice only on the basis of plain area voters but also of hill region voters.

Aam Aadmi Party district conveyor JP Baduni said that be it Narendra Modi or Madan Kaushik,the saffron party is full of such leaders ,who just bank on hatred and divisive politics.

Govt to seek EC’s nod for allotment of liquor vends

With the model code of conduct hindering the allotment of liquor vends for the new financial year, the state government has decided to seek the permission of the Election Commission of India citing the examples of Haryana and Punjab, where vends have been allotted despite the poll code in place.

Although there has been no official communiqué issued by the Election Commission in this regard, the Department of Excise on its own volition has kept its plans to allocate the vends in abeyance. "Chief Secretary Subash Kumar will seek permission from the Election Commission. In case we manage to get the nod, we may even release the order by this evening. But there has been no official word from the Election Commission on the issue" said Vinay Shankar Pandey, Assistant Commissioner, Excise.

In anticipation of the allotment of the liquor vends which was to take place in March-end, several applicants had begin approaching the department to get forms. The department has collected Rs 136.64 crore in the form of processing fee.

In case the allotment of vends gets postponed to June, the Department of Excise will have to look for ways and means of returning or utilising the processing fee and also temporarily continuing with the running of the vends on a day-to-day basis.

"In case we are forced to postpone the allotment of vends, we will grant permission to the vends to run them according to the old liquor policy on a day-to-day basis. However, the revenue for 512 liquor vends will be raised from last year," said Pandey.

Meanwhile, the government's new liquor policy for storing foreign liquor has also come under scrutiny after it was rumoured that the government was planning to give the right of setting up two stores of foreign liquor to a private company, divesting the right from the Garhwal Mandal Vikas Nigam and the Kumaon Mandal Vikas Nigam, which were allowed to stock different liquor brands in their godowns.

Chief Secy holds review meet on rehabilitation of scavengers

A review meeting was conducted by the Chief Secretary, Subhash Kumar, on the implementation of ‘The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013. The Chief Secretary issued directions to make rules under the Act by April.

He said the responsibilities of urban development department, social welfare department and home department must be decided under the Act. He also directed that work needs to be done on converting dry latrines and the time frame fixed for rehabilitating the scavengers should be determined.

It was stated during the meeting that a survey of the number of people cleaning human waste by hand had been undertaken at the time of the state’s formation.

As many as 537 sanitation workers from among 1972 identified were rehabilitated. By 2010-11, of the remaining 1,435 workers, 392 were rehabilitated. The rest were transferred to government or semi-government employment, or had retired, passed away or migrated. It was said according to the 2011 census, there were a total of 131 such workers in Haridwar, Udham Singh Nagar, Nainital, Dehradun, Pithoragarh and Champawat. A plan had been made to rehabilitate them.

Those present at the meeting were principal secretary, social welfare, S Raju, secretary, urban development, DS Gabryal, VC, MDDA, R Meenakshi Sundaram, additional secretaries Ranjeet Sinha and Nitesh Jha amongst other officials.

800 volunteers take part in Sankalp workshop

World renowned Indian Institute of Technology, Roorkee, has now inched towards social responsibility with Sankalp, a flagship initiative to cater to social uplift of suppressed and needy people.

Under the national social service banner, Sankalp held a three-day workshop at the IIT premises here in Roorkee ,which concluded today, in which more than 800 volunteers from varied disciplines took part. The workshop stressed on focusing on community healthcare, literary drives and environment protection campaigns as well as provided technical solutions for the country's social-economic problems.

Thousands of students from leading educational institutions like Delhi University, BITS Pilani, IITD, NITS, Lovely Professional University are also lending their support to this social initiative.

In the coming days via form of workshops, panel discussions, paper presentations ,street skit play ,documentary screening and other mediums,Sankalp volunteers will be carrying forward this initiative all over India.

Smita Jha,adviser and think tank member of Sankalp, said that instilling social welfare thoughts among students is the aim of Sankalp and contributing to social sector by students while they are still studying was conceptualised a few years back,which now has turned into reality.

''It is imperative for students to learn to give back to the community and if they start at an early stage then they will continue it during their career. This is the first time IIT Roorkee is holding such an event and by encouraging response we got, it will be regular,'' said Smita.

Bindeswari Pathak, Khurshed Batliwala from IIT Bombay,Krishna Ramkumar,Jodie Underhill and elite panellists like Ravi Gulali, Harleen Walia, Shama Parven Khan from UNICEF also attended the workshop. — TNS

CM: Hill people will overcome disaster blues

Uttarakhand Chief Minister Harish Rawat has said that as people of hill region are known for their hard work and struggle against nature’s odds from time immemorial, they will overcome the disaster blues in the coming days through their hard work and sheer will for survival.

“To make the state number one state of the country, we have the capacity to re-establish ourselves and the people, with their faith in their sprit to overcome odds, will overcome all the problems posed by nature. The state Congress government state is ready to help the people in their struggle against all the odds of nature,” said the Chief Minister.

Addressing public meetings at Jaspur in Udham Singh Nagar and Khairna in Nainital district of the region today, the Chief Minister said that his government has released 1057 orders for pending developmental works and laid stones for 1803 projects in one month's time since February 1 this year. “If BJP people could match this achievement even in their five years of rule in state, I am ready to leave politics,” said Rawat at a meeting at Khairna in Nainital district, where he also held a 3 km long road show to meet the local people and get acquainted with their problems.

The Uttarakhand Chief Minister said that Bharatiya Janata Party is the party which has nothing to do with developmental works as it is run by magic lovers like Modi who are claiming doing things with magic.

“We do not believe in magic as claimed by Bharatiya Janata Party and its leader Modi. If people give their consent to Congress this time, the problems will be solved through hard work and consistency,” claimed the Chief Minister Harish Rawat.

2 days on, police still to verify authenticity of threat letter

The Dehradun police are groping in the dark regarding a threatening letter allegedly sent by Indian Mujahideen (IM) to Welham Girls School on Saturday night. Even after 48-hours, the police have failed to check the authenticity of the letter. “We are yet to confirm whether the letter was sent by an IM commander called Laqwi. Though we are taking the letter seriously and have alerted the intelligence agencies to probe the matter”, said Senior Superintendent of Police (SSP) Ajay Rautela.

We are investigating all possible angles in the case and all agencies are working cohesively in finding out the validity of the letter and the threat, he further added.

Besides this, police have also increased the security arrangements around the School and deployed mobile parties for round the clock vigil. “We have asked the school management to install CCTV cameras in front of all the entry and exit gates of the school and every person should be frisked while entering the school premises,” said the SSP.

It is to be noted that the principal of the school received a hand-written letter signed by a person called Laqwi that warned of serial attacks at several important places in Dehradun between March 30 and April 8.

The threat letter, which was written in Hindi and had a few Urdu words mentioned about taking revenge for Muzzafarnagar and Gujrat riots. Reportedly, a person who came to the school on a scooter threw the letter, which was addressed to the school principal, in front of the school gate on Saturday night.

Congress govt indulging in corrupt land deals: Ayay Bhatt

Leader of Opposition in the state Assembly and senior BJP leader Ajay Bhatt has alleged that Congress government in the state is collecting funds for the coming elections through alleged corrupt land deals in the Terai region and by monopolising liquor trade for the coming year in the state.

“The state government is contemplating to hand over tenders of all shops of Indian Made Foreign Liquor (IMFL) to a single person by allegedly taking huge sums of money from him despite the fact that the government had already released its foreign liquor policy on February 25, which consists of 40 companies who were trading in the Indian Made Foreign Liquor (IMFL) trade in the state,'' charged Bhatt while talking to media persons at Almora today.

Ajay Bhatt said that besides corrupt practises to get money from one liquor trader by monopolising his business in the state, Congress government is letting out precious land of Terai to industrialists on old rates which are cheaper to those of present rates of the land in Terai region. “The plot of 214 acres of land which was to be given to Hero Honda company in the year 2006, of which the deal could not take place due to some reasons, has been registered in the name of the same company by its changed name last week on the land rates prevailing in the year 2006.

By this process, the state government has made big sums of money,” alleged Bahtt. Bhatt said that his party was soon going to reveal the ''corrupt practises'' of the Congress government in public.

Cong spokesperson refutes allegations by state BJP leaders

Surender Aggarwal, Uttarakhand Congress spokesperson and media coordinator of Chief Minister Harish Rawat, refuted the allegations by the state BJP leaders regarding an alleged involvement of money transactions in the allotment of liquor vends in the state.

The state BJP leaders had alleged that the ruling state Congress Government had taken huge money for election purposes from a liquor mafia dealer in lieu of allotment of liquor vends to him. Addressing mediapersons here today, Aggarwal said the BJP leaders were making baseless and false allegations against the government.

He said huge money was stolen from the BJP party office in 2002, which was collected from liquor cartel.

Aggarwal said it was clear after the theft and inquiry report that the party had accepted money from liquor cartel for elections.

“It is BJP which gets involved in such deals and not Congress,” he added.

He the BJP leaders were perturbed by the internal dissensions and sabotage.

“The Congress fights elections on programmes and policies aimed at the welfare of the masses, unlike the BJP which wants to grab power through projecting false personalities. What happened to their iron man LK Advani this time,” he asked.

Aggarwal claimed that the Congress will win all the five seats in Uttarakhand under the dynamic leadership of Chief Minister Harish Rawat.

Prostitution racket busted, 4 arrested

A prostitution racket operating from an apartment in the Vasant Vihar area has been busted with the arrest of two Delhi-based girls and two other persons here today. Almost a week back, Sahaspur police busted a sex racket operating from a hotel.

According to the head of Vasant Vihar police station, Pradeep Chauhan, Vasant Vihar police were getting constant complaints about the running of prostitution racket in one apartment. On the basis of a tip-off provided by an informers, a police team raided the apartment and arrested two persons along with two girls.

The police are claiming that the illegal prostitution racket was operated by a person namely Jatin Tomar, who is absconding at present and the police are trying every bit to catch him.

He had reportedly taken one apartment on rent for Rs 14,000 per month at Sai Lok Colony in Vasant Vihar for running a prostitution racket. Adult magazines and CDs were also recovered from the apartment. The police are also saying that Jatin used to call girls from Delhi on hefty amounts for prostitution.

The two persons, Masood Ahmed and Abraar, both residents of Nehru Colony and Gandhi Gram, respectively, have been arrested and booked under Anti-Prostitution Act. A prostitution racket operating from a hotel in Sahaspur was also busted a week back. — TNS

Congress leaders want Bahuguna to fight from Pauri

With sitting MP Satpal Maharaj defecting to the BJP and the Congress looking for a suitable candidate for Pauri, a section of party leaders in Uttarakhand want former Chief Minister Vijay Bahuguna to contest against BJP heavyweight BC Khanduri.

With the sudden resignation of the Pauri MP, the party faces the difficult task of fielding a suitable candidate from the seat who could take on a leader of Khanduri's stature and Bahuguna seems to fit the bill, said a senior party leader.

Former Union minister and two-time Chief Minister Khanduri, who was also Bahuguna's cousin, was considered a formidable opponent and Bahuguna was the lone party leader in the state at present who could give him a tough fight, he said.

Another reason why a section of partymen in Uttarakhand wants Bahuguna to contest from Pauri is that his ancestral village Budhani is also located in Pauri district which was the political 'karmabhoomi' (place of his work) of senior party leader and his father Hemvati Nandan Bahuguna.

Also, Bahuguna began his political career from Pauri and it was only after tasting defeat there that he chose Tehri as his constituency which he represented twice in the Lok Sabha before becoming the Chief Minister of Uttarakhand.

Congress sources said Pauri was the main hitch in the party not being able to announce candidates for the five Lok Sabha seats in Uttarakhand. — PTI

Two-day conference of Barapatias

Pithoragarh, March 31
Barapatias, who consider themselves the original inhabitants of lower valleys of Munisiyari subdivision in Pithoragarh district, held a two-day conference of community members at Danda Dhar temple of Nanda Devi.

Community leaders resolved to get the original inhabitant tribals back into the mainstream. “We are a backward tribe as over 98 per cent of our members are living below poverty line and the educational rate is only 45 per cent among males and 12 per cent among females,” said Rudra Singh Papara, a leader of the community.

Barapatias, living in 12 villages at lower valleys of Munisiyari subdivision, call themselves inhabitants of the region from the Vedic age and say they were the people who made the region worth cultivating.

“The Bhotia tribe reached the region from the Tibetan plateau some thousands years ago. Barapatias are the original inhabitants as proofs of their inhabitation are found in old Vedic, Naga, and Kirat manuscripts besides in the Mahabharat,” said Rudra Singh Papara.

The two days conference was marked by cultural presentations by the women groups of the community in their traditional attire and deliberations by community elders on the progress in future. — OC

Gas agencies raided in Doon

In view of a massive agitation by consumers against the non-availability of LPG cylinders a few days ago, a team led by City Magistrate Girish Chandra Gunwat today raided gas agencies and found several anomalies in the records maintained by the owners.

The team comprising the City Magistrate, the Tehsildar and the Additional District Magistrate (administration) checked the registers maintained by the agency owners. The erring owners were warned to maintain a proper record or else their licence would be revoked.

Notably, in the wake of the end of the financial year, there was a steep demand for the refilling of gas cylinders so as to avoid the lapse of the annual quota. The action came after the District Food and Civil Supplies Department failed to resolve the issue. During the investigation, the team found discrepancies in the stock registers maintained by the owners. It was also found that those who had booked the cylinders on a later date were issued on a priority basis.

Uttarakhand LPG Distributors' Association president Chamal Lal said there was a severe shortage of gas cylinders following the sudden increase in the demand. — TNS

Unutilised funds transferred to PLA

With several departments unable to spend the funds allocated for the financial year 2013-2014, around Rs 800 crore was today transferred to the Public Ledger Account (PLA), out of which Rs 8 crore alone was of the PWD.

Officials of the Department of Finance said funds that were released under the special plan assistance (SPA) to various departments and remained unutilised have been transferred to the PLA.

“The exact position of the amount spent by different departments will only be known after all data is pooled together. But some of the departments were not able to spend the funds due to the model code of conduct in place and hence would use the amount in the months of April and May,” said a senior official.

Finance Minister Indira Hridayesh said there had been cent per cent spending under the annual plan and the government had asked for an additional Rs 1,000 crore from the Reserve Bank of India (RBI) for meeting out the expenses, as the new annual plan would take time for approval.

Show-cause notice to RLD Tehri candidate

Rashtriya Lok Dal (RLD) candidate from Tehri Kunwar Japender Singh Uttarakhandi has been served a show-cause notice by Returning Officer (Tehri) BVRC Purushottam for violating the model code of conduct. The notice was issued to Uttarakhandi immediately after his advertisement appeared on news channels and vernacular dailies of the state.

Purushottam has asked him to explain why an advertisement was reelased without prior permission from the officials concerned.

Calling it the violation of the poll code, Purushottam said they had documentary evidence to prove that Uttarakhandi’s advertisements were released without seeking permission from the monitoring committee.

Purushottam urged the candidates to follow the guidelines set by the Election Commission of India. “Before issuing any advertisement, the candidates are required to seek permission from the monitoring committee set up in every constituency,” he added. — TNS

‘BJP, Congress are misleading people with false promises’

Lambasting the Congress government for anti-labour policies, Tapan Sen, the national general secretary of Centre of Indian Trade Unions, said that the party had never thought about the welfare of the labourers and daily wagers.

Addressing a rally, Sen said: ''During the Congress regime, the condition of the labourers had worsened with each passing day. Both Bharatiya Janata Party and Congress had done nothing for the welfare of the public. They are trying to mislead the people by their false poll promises.''

Based on the reports it has been found that the wages being paid to the labourers in Gujarat are the lowest. Malnutrition is highest in Gujarat and mortality rate of women is the highest,'' he said.

Addressing the gathering, Tehri Lok Sabha candidate from CPI (M) Comrade Shiv Prasad Devli said that to save the country from further deterioration Left parties have given an option.

Nine-day Navratri festival begins

The pious festival of Navratri began with fervour today. The devotees offered prayers to mark the beginning of the nine-day festival. The devotees took holy Ganga dip at the sanctum-sanctorum of Brahma Kund, Har-ki-Pauri and adjacent Ganga ghats.

A large number of people were witnessed at the revered shrines situated across the district.

Devotees offered prayers at the holy shrine of Mata Mansa Devi and Mata Chandi Devi.

In the wake of the festival, elaborate arrangements were put in place by the temple committees and the district administration.

People also paid obeisance at Kankhal based Daks Maha Deo temple and Sati Kund.

The temples are decorated with lights. ‘Bhajan-kirtan’, chanting of hymns, yagnas and navratri rituals were being observed by pundits, teerth purohits and devotees.

UPCL cricket club beat Graphic University

UPCL Cricket Club defeated Graphic Era University by 161 runs in a match during the 62nd District Cricket League here today. Batting first, the UPCL team displayed brilliant batting performance and scored 233 runs with Gaurav Ghildiyal scoring 65 runs followed by Sanjay Negi 50 runs.

In reply, the Graphic Era team had a bad start with both openers getting out early. Besides Ankit Rawat who scored 22 runs, no other batsman could score any run. The entire team was bowled out at 73 runs.

For the UPCL team, Kiran and Akshay took 3 wickets each whereas Sanjay and Deepak fetched 2 wickets each. In another match, the Cricket Association of Uttarakhand (CAU) trounced Doon Tusker by 26 runs.

The CAU elected to bat first after winning the toss and made 186 runs. Ravinder scored 32 runs followed by Vanik 21 runs. — TNS
