Char Dham Yatra to start in first week of May
Dehradun, March 10 The portals of Gangotri and Yamunotri will open on May 2 while the portals of the Kedarnath shrine, the epicentre of the last year's mid-June disaster, will open on May 4. Pilgrims will be allowed at the Badrinath shrine from May 5. Addressing a press conference here today, Tourism Secretary Umakant Panwar said Chief Minister Harish Rawat had given the nod for the beginning of the yatra after reviewing development works being undertaken on the route. “The district administrations and various government department involved in the repair works have been asked to finish road repair and other necessary works by April 30. The District Magistrates of the respective districts have also given an assurance for the same,” he said. Panwar said, “According to estimates, the state suffered a revenue loss of Rs 12,000 crore in the disaster that struck the state in June last year. By resuming the yatra, we are trying to recover the loss and get the economy back on track. Also the livelihood of a majority of the people residing in those areas depends on the pilgrims or tourists visiting there.” “We certainly can’t deny the fact that people are scared to come to the state. In fact, the feedback we are getting from tour operators is not very encouraging. Bookings have dipped by 80 per cent. The Tourism Department is holding seminars in various cities across the country to inform the public that Uttarakhand is safe and is ready to welcome pilgrims and tourists,” he said. On security arrangements for pilgrims, the Tourism Secretary said teams from the state police, 108 emergency services and special task force would be deployed all along the route. “On the lines of the National Disaster Relief Force (NDRF), we have raised a state team to tackle any emergency in event of any disaster taking place. A special team of the police and the National Institute of Mountaineering will be deployed on the newly constructed walking path between Bhimbali and Kedarnath. Provision of STD booths and mobile towers have been made on the entire route,” he said. The state government has decided to set up Gaurigaon as the base camp for the Kedarnath shrine, where pilgrims could avail all facilities. A fully functional police station will also be established in Kedarnath valley in April. The Rudraprayag District Magistrate has been made the coordinator for the Kedharnath shrine and facilities enroute the shrine. “We have also set up a control room to manage the yatra and coordinate with the national and international tourists arriving for the Char Dham and Hemkunt Sahib yatras at the Garhi-cantt based office of the Uttarakhand Tourism Development Board,” said

Pithoragarh, March 10 “If the honour of four time MP and senior party leader Bacchi Singh Rawat will not be restored, party will have to suffer in the future,” said Narendra Singh Routela, a party leader in Ranikhet. BJP officials said the entire confusion surfaced, when a premature statement was released by party leader Ajay Bhatt citing that the name of Bacchi Singh Rawat was missing from the list sent from the state to the party high command. “The final decision on party ticket from Nainital is to be finalised on March 13. A senior party leader, who is not authorised to issue statement on these subject created ruckus with in the party,” said Suresh Joshi, BJP spokesman in the state. Joshi said Rawat had resigned from posts he held in the state and not from the party. He will be brought back before the final decision was taken on the ticket. “We have not accepted the resignation of Bacchi Singh Rawat,” he added. Praksh Pant, party leader, said there was confusion about the names of the probable candidates to be send by the state party unit to the high command. Former MP from Nainital Balraj Passi, said he was irked as the name of a senior party leader was not mentioned by the state party panel. “Though, I wanted my name to be mentioned in the list, but I did not take it seriously as I am much junior to Bacchi,” said Balraj Passi. “We are shocked as the party neglected such a tall figure for Nainital seat, despite the fact that Bacchi Singh Rawat devoted his entire life for the party,” said a party leader in Almora. Dehradun, March 10 Sanjeev Chibbar, the
party’s national president announced that Satendra Kumar would be party’s candidate from Tehri, Satish Sharma from Haridwar, Kamal Kumar Tripathi from Nainital and party’s state president Sanjay Kumar would contest from the Pauri parliamentary constituency. Making foray into the national politics with 2014 general elections, the Naya Daur Party had already tested its luck in the 2013 Delhi Assembly elections. The party was registered in 2008. “We have been working quietly since we registered in 2008 and are confident that people will give us a chance to serve them, as they are now fed up with the present political parties,” said president Chibbar. The party also plans to unveil its manifesto for the general election, he further added. |

CM to flag off ‘padyatra’ from Haridwar on March 12
Haridwar, March 10 This rally is being organised as per the directives of the Congress vice-president Rahul Gandhi, who has asked all state units to hold similar marches in every constituency, in view of the upcoming Lok Sabha elections. Keeping this in mind, Uttarakhand Women Congress general secretary Anupama Rawat, held a meeting with the party leaders at Ranipur today, wherein she urged them to get together and ensure the party’s victory from the Haridwar parliamentary constituency. Anupama Rawat, who is herself a top contender for a party ticket from Haridwar, geared up the party workers for the ‘padyatra’ and eventually the parliamentary elections. Anupama informed TNS that the march would be flagged off by CM Harish Rawat and state party president Yashpal Arya from Sapt Rishi that lies on the Dehradun-Haridwar border at 10am on March 12. This march will continue till March 15, covering major colonies and villages of Ranipur, BHEL and the city Assembly segment. After Holi, this march would be initiated in the remaining 12 Assembly segments falling in the Haridwar constituency. Anupama Rawat also heard complaints of the party leaders and activists, particularly about the ill management during Rahul Gandhi’s Dehradun rally, where many party activists were not provided buses and lunch packets, who then had to resort to their personal means to reach the rally venue. Kumaon farmers threaten to boycott Lok Sabha polls
Pithoragarh, March 10 According to sources, while most villages have been deserted due to the menace in Barakot, Pati and Lohaghat sub-divisions in Champawat district; 40 per cent villagers have left agriculture, due to continuous destruction of their crops by wild animals. “The villages do not have basic facilities such as regular supply of drinking water, metalled road and electricity. Villagers are compelled to leave the village as wild animals destroy their crops,” said Dinesh Lal Varma, a resident from Lohaghat sub-division. According to Varma, destruction of crops by wild animals has become a major election issue in the upcoming parliamentary polls as the authorities have taken no steps to check this problem. Over 60 per cent villages in Champawat district have threatened to boycott the polls if the problem of wild life attacks on standing crops was not resolved by political parties, said Varma. The departmental officers said there were legal facilities to kill the wild animals that attack these crops, but due to the lack of knowledge among farmers, no one had applied for permissions. “We permit licence holders to kill wild animals after they file an application with the Gram Pradhan,” said Mahipal Singh Siroji, SDO, from Champawat forest division. “We have raised this problem several times before the Block Development Committee, but neither the concerned department nor the public representatives have provided any solution to check this menace. We have been forced to leave cultivation and find alternative means of livelihood for survival due to these wild animal attacks,” said Uday Ram, a villager from Dungri Balana village of Lohaghat sub-division.

BJP list of candidates may get delayed beyond March 13
Dehradun, March 10 Though the BJP leaders have to take a decision for nominating candidates for five parliamentary seats, it is proving to be tricky. The party leadership had first declared that it would release the names of candidates by March 8, but it was postponed to March 13. The announcement of resignation from party posts by the senior BJP leader and former president of Uttarakhand BJP Bachi Singh Rawat may not have jolted the party as the leader was not holding any important posts. But as an old party member steeped in the culture of discipline, Bachi Singh Rawat may not be able to go all hog against the party. No wonder then his manner of mild protest has not elicited any response from the party. ''Bachi Singh Rawat was not holding any party posts, so the question of resignation does not arise. He has also stated his desire to remain in charge of the unity programme,'' said Rawat. Nevertheless, anticipating rebellion, the central leadership has already held talks with Munna Singh Chauhan in New Delhi about the decision of the central parliamentary board being final on the distribution of ticket. ''It is for the central parliamentary board to decide. We have forwarded the names of candidates on all the seats. On some seats there are more than two contenders. The central leaders will decide on the suitable candidate,'' said Teerath Singh Rawat, president of Uttarakhand BJP. Interestingly, on more than one occasion Bachi Singh Rawat had made known his desire to contest from the Nainital parliamentary seat, which is likely to go to Bhagat Singh Koshiyari. The BJP leaders say the central leadership continues to be in a state of indecisiveness due to more than two contenders vying for the party ticket even in Tehri and Pauri parliamentary seats that were expected to be safe. |

Reunion of 1964 course at IMA on June 18
Dehradun, March 10 Addressing a press conference, Lt Gen TS Shergill (retd) said the schedule included a visit to the war memorial and an interaction with the IMA Commandant. A documentary would also be shown to the officers and their spouses attending the reunion. The batch comprised 1,192 Gentlemen Cadets, including 20 of the Nigerian army, 151 from the 33rd Regular Course, 52 from 3 OTU (NCC course ), 49 from 4 SSRC (Technical entry) course and 914 were from EC -7 course. "As young officers, most of us actively participated in the 1965 and 1971 war against Pakistan. Many of us are war-wounded soldiers and decorated with gallantry awards," said Col PS Prashar. "We are trying to get maximum course-mates for the re-union. The widows of our course mates are also being requested to come as our honoured guests. The biggest challenge for us is to locate a large number of our friends of EC -7 course, particularly those who had left the Army. Physical challenges at this age compound the problems. We do hope to get more than 50 couples to attend this event," he added. |

Mussoorie SDM inspects BLO centres
Mussoorie, March 10 The SDM in a surprise inspection went to all 7 BLO centres and checked the work being done to update the voter list here. While paying a visit to one centre he found the BLO officer missing from his duty and said that an enquiry had been set up in the matter and punitive action will be taken against the erring official soon. He also conducted an anti-encroachment drive on Mall Road and demolished an illegal structure near Madhuban Highland Hotel in Mussoorie today. Later speaking to media he said that the anti-encroachment drive will continue till the Mall Road is free from such illegal buildings. He also said that the BLOs have been directed to carry out the work assigned by Election Commission diligently or strict action will be taken against them. The local police was also present in large numbers during the drive carried out here.

Cong: DMC must remove all illegal encroachments
Dehradun, March 10 The protesters asked Mayor Vinod Chamoli to immediately remove the illegal encroachments from the DMC land. Leading the demonstration Neenu Sehgal, leader of the opposition, said that several acres of land belonging to the DMC had been encroached upon, but the authorities are taking no steps to either stop the encroachments or remove them. ''Following a complaint lodged with the corporation regarding the DMC land encroachment in Vijay Colony falling under Ward No 7, the orders were passed to remove the same. However, when a team reached the spot, they were stopped by the higher officials for reasons best known to them,''
he alleged. ''While the government is taking action against the poor section and slum dwellers, nothing is being done against the wealthy companies who have encroached on a sizeable amount of government land,'' said Sehgal. The protesters suggested that the DMC should mark its land in every ward so that everybody is aware about the ownership. Also, strict action should be taken against the encroachers. DM holds meeting on poll duties
Dehradun, March 10 A power point presentation comprising information related to various tasks associated with the successful conduct of the elections was also shown at the meeting. Addressing the officials, Purushottam said the main task was to ensure that all voters exercise their right to vote on the polling day. "Officials on the election duty will also be required to cast their vote. Based on the instructions of the Election Commission, a polling personnel welfare officer will be appointed at every booth, who will resolve the issues and problems being faced by officials on duty. Even drivers and police constables on the poll duty would be issued an election duty certificate so that they can cast their vote," he saod. Instructing the officials to follow the model code of conduct, Purushottam asked the department heads to immediately remove hoardings, posters, banners and other publicity material being used in the government
departments. Tightening the noose around the printing press involved in the making of posters, pamphlets, banners and other publicity material, he said, "No printing press will print or publish any kind of publicity material related to any political party and independent candidate without taking permission from the district administration. In case anybody found violating the orders, stringent action will be taken against him for the violation of the poll code." State orders closure of Maneri Bhali-II power project
Dehradun, March 10 In a press conference , Chief Secretary Rakesh Kumar said that the disaster that struck the state in 2013 had caused a lot of loss to the lives and property. “Among the worst affected were the areas of Kedar valley and Uttarkashi Owing to severe damage to the embankments on the Bhagirathi river, the residents of Joshiada, Gyansu basti and Malin Basti had suffered a lot. To ensure that these embankments are repaired in time for the monsoons, it is very necessary to start the work from now. For the construction and repair works the Joshiada water reservoir needs to be emptied, as a result of which the power production at the Maneri Bhali-II Hydropower project would be stopped for next to months,” he added. — TNS |

Dehradun, March 10 According to the students, the VC told them that student’s voice would be represented
in front of higher authorities in the government though he also said there had been no communication from the government on the issue. Interacting with the students, the VC also pointed out that he would raise the issue in the executive committee meet on March 24. However, he also requested the students to attend the classes, which was agreed by the students. The students have not been attending the classes for the last eight days due to the ongoing protest over the issue. Doon police intensify traffic drive
Dehradun, March 10 “During the special drive, our main focus is on enforcing mandatory helmet wearing rule and triple riding on two wheelers. The registration papers and driving license are also being checked,” said SP Traffic Pradeep Rai. However, the Dehradun traffic police have recovered Rs 3.79 lakh during the last one week from issuing challans to almost 4,350 vehicles for violating traffic rules. It is to be noted that two interceptor vehicles have been deployed specially and are on a check throughout the city to catch the violators. Meanwhile, the traffic police will also carry out checking during night hours against drunken driving via alcoholmeters. The traffic police are targeting places including, Behl Chowk, Dilaram Bazaar Chowk, Rajpur Road, Survey Chowk, Ballupur Chowk, Balliwala Chowk and Sahasthradhara Crossing. |

Dehradun, March 10 At the inauguration ceremony of the training course, Dr PP Bojvaid, Director, FRI, said eco-battalions of the Territorial Army were doing commendable work on afforestation of degraded and disturbed sites.This training would help them provide scientific inputs on nursery raising and plantation managements. Protest against illegal extortions by eunuchs
Dehradun, March 10 Arvind Kumar Gupta, president of the samiti, charged that eunuchs are extorting money from the houses where any celebrations are going on. He said these eunuchs were demanding lakhs of rupees and on being denied are abusing and harassing the people. He further alleged that the police has completely failed to check the harassment by eunuchs. The samiti in its memorandum submitted to the DM demanded that the rates of eunuchs should be fixed in the city and a toll free number should be started by the police to handle complaints against harassment by eunuchs in the city. — TNS

Dehradun, March 10 The first play "Rahogi Tum Vahin" was staged by Sambhav Manch. Abhinav Maindola, actor and director of Sambhav Manch, said, "Women generally do not complain against domestic violence because they think it is part of their life." This play was followed by "Akhri Waqat Ki Bidai" staged by the Nainital group in which the issue of female infanticide
was showcased. The last play, "Aab Dar Lagta Hai" by the Parayas Jagrati Manch posed several questions to the
audience about the general condition of women on the streets, offices and public places, where they are subjected to
sexual harassment. These plays were staged to mark International Women's Day that was observed on March 8. |

Tibetans hold march to mark uprising day
Mussoorie, March 10 On this day in 1959, the Chinese forces launched a crackdown to suppress an uprising in Tibet. The march was organised under the banner of Tibetan Youth Congress and the Tibetan Women's Association, along with students from the Tibetan Homes Foundation and the Central School of Tibetans starting from Buddha temple in support of ''Free Tibet.'' Later a prayer meeting was held at Dalai Hill in Happy Valley compound and on the Tibetan Homes School premises where the community leaders addressed the gathering and highlighted the sufferings of their brethren at the hands of China back home. The community members also observed a one-minute silence in memory of the martyrs who were killed during the uprising in Tibet at Library Chowk.The rallyists holding placards marched all along the Mall Road and back highlighting Chinese operation in Tibet. The executive members of the Tibetan Women's Association and Tibetan Youth Congress, addressing the large gathering at Library Chowk, said that it was on this day in 959 that the Chinese troops suppressed the Tibetan national uprising in Lhasa and forced the Dalai Lama and over 80,000 Tibetans into exile in India and other neighbouring countries. The senior officials from the community also thanked the people of Mussoorie for providing shelter to them and his Holiness Dalia Lama on reaching India after a three-week treacherous journey on March 30, 1959. Dalai Lama first lived in Mussoorie in Uttarakhand for about a year and later shifted to Dharamsala in Himachal Pradesh. Since then the community has been observing the day to keep the flame of freedom burning among the Tibetans living in India and other countries, said the Tibetan community members. Nawang, the leader of the community, in his address urged the international community to persuade China to stop atrocities against the peace-loving Tibetans. Dehradun, March 10 The marchers carrying Tibetan flags marched from the Tibetan market, passing through the Clock Tower and back to the Tibetan market. Sonam Kashyap, spokesperson for the Tibetan people in exile, said that though living in exile in India, the Tibetan people cannot forget the supreme sacrifice made by the Tibetans who continue to face oppression at the hands of the Chinese regime. ''It is unfortunate that a large number of Tibetans, including monks, continue to immolate themselves, defying the Chinese regime in support of Tibet. Today while recalling the contribution made by hundreds of Tibetans who rose against the Chinese, we are also expressing solidarity with our brothers and sisters who continue to wage a battle against while under the oppressive rule of the Communist regime,'' said Sonam Kashyap. She said that the Tibetan government-in-exile had decided to observe 2014 as the year of Dalai Lama. To express solidarity with the cause of Tibetans, the president of city unit Neelam Sehgal and Mahesh Sharma also addressed the gathering before it dispersed for the march. |

Dehradun, March 10 The chief minister has paid respects to the Valmiki community by his decision, said Vinay Kumar, state president of Valmiki Samaj Kalyan Samiti. Police launch verification drive in Mussoorie
Mussoorie, March 10 CO Mussoorie Jaya Baloni had directed the officials to conduct a detailed verification drive in order to curb the theft cases in the city. Around 100 houses were checked and verified in the exercise conducted
for a day. Jaimal Negi, police station in charge, informed the media that the drive was conducted at Kulri Bazaar, Barah Kainchi road and all slum dwellings around Mussoorie. He further said the drive would be conducted on regular basis in the coming days. He also advised the residents to verify the tenants without any delay or the police would be forced to penalise them for not doing so. Apart from this, the police also conducted a campaign to control the traffic movement in the town. Around 25 persons were booked under various vehicle acts on the first day. The police will conduct such campaigns on daily basis so that it does not cause inconvenience to the tourists and the residents. |

Traders: Shoddy work done by telecom operators
Mussoorie, March 10 The traders alleged that the private telecom operators were using sub-standard material for filling up the road dug for laying the cables on Mall Road despite MC releasing the required amount for the repair of the road without any delay. They demanded punitive action against the private company involved in the exercise here. Harbhajan Singh, the owner of a shop near Kulri Bazaar, showing his scars after falling on the road due to the shoddy work being done here said that the private company instead of using cement used substandard material and had also failed to remove the mud debris, resulting in injury to him. The SDM, Mussoorie, Ramjee Saran, acting on the complaint filed
by the traders reached the site and during inspection of the site found the work being done
in a shoddy manner. The SDM speaking to the media said that the work was found wanting and the company officials will be contacted and directed to complete the work using standard material or otherwise face consequences. |

Movie based on Aarushi murder case being shot in Haridwar
Haridwar, March 10 Under the Parth Entertainment Production house, the film is being produced by Chandar Barelvi. A major portion of the film ‘Akkhir Katil Kaun?’ will be shot in various locales of
Uttarakhand. Currently various scenes are being filmed at Kankhal, Singh Dwar, Lal Taura bridge, NH-74 and area around the Har-ki-Pauri, which is attracting locals and tourists in
large numbers. As per producer Chandar Barelvi, the film would try to delve into the Aarushi murder mystery, taking into account various untouched aspects as well as giving a message to the viewers of taking care of their young children. He added that they would not try to derive box office benefits from the murder mystery, investigations for which were handed out to the Central Bureau of Investigation, which charged Aarushi's parents with the
double murder. As Aarushi's parents had brought her ashes to Haridwar, the scene would also be picturised at Har-ki-Pauri, where rituals were performed by the mother-father duo. Teerth Maryada Raksha Samiti convenor Sanjay Chopra has urged producers of the film not to sensationalise the teenager’s murder and try to keep the religious-spiritual aspect of Haridwar in mind, while filming the scenes, otherwise they would be forced to oppose the shooting. |
