DVWM fails to maintain
vehicles, DMC to bear cost
Dehradun, March 5 Speaking to The Tribune an irked acting Mukhya Nagar Adhikari and District Magistrate BVRC Purshottam said: “We undertook technical evaluation of the vehicles. Almost 50-60 per cent of the vehicles require repairs. While the condition of some vehicles is beyond repair, the remaining ones require an estimated Rs 25 lakh to get them on the road.” “The company failed to maintain the vehicles. It was clearly mentioned in the MoU that the vehicles would be purchased and provided by the Central Government under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) scheme and repairs and maintenance would be borne by the company itself. Due to their careless attitude and failure to maintain, the DMC has to suffer an additional expense of Rs 25 lakh,” he said. “We are hopeful that in a week's time all vehicles would be repaired and put to use for door-to-door collection of garbage,” he added. Meanwhile, in a bid to ensure a cleaner state capital, Purshottam has made a team of nine members to personally oversee the cleaning operations being carried out in the city. A team comprising three Additional District Magistrates, four Subdivisional Magistrates, Additional Mukhya Nagar Adhikari and Health Officer are supervising the cleaning operations in the city. The 60 wards have been distributed among these officers. It may be recalled that following the termination of contract with the Doon Valley Waste Management, a private company hired for the door-to-door collection of the garbage, the state government had sacked the Mukhya Nagar Adhikari Ashok Kumar for his “utter failure” in resolving the issue that turned the state capital into a garbage heap. The charge was given to the DM. Since March 3, the DMC has taken over the work in 60 wards. Among the demands raised by the company was revision of the tipping fee from existing Rs 350 per metric tonne to Rs Rs 472 metric tonne. The Chief Minister had formed a three-member committee to ascertain whether there is a need for an increment or not. Making it amply clear that the decision on the revision of tipping fee would take at least a month's time, the DM said that they would carry out the work for a month before taking any decision. “We have to actually ascertain the on-ground cost, including wages, fuel expenses, repairs etc before taking a final decision.” Adding further Purshottam said that even though the company had given a nod for taking up work in 10 wards, it did not sound positive. “In case they do not take up 10 wards it does not create any problem as we are already looking after the entire city” Harshvardhan Mishra, the AMNA, said that they were submitting daily reports to the DM about the sanitation work being carried out in the city. |

DGP meets principals on chaotic traffic system
Dehradun, March 5 Discussions were held on a number of strategies to deal with the traffic problems, mainly caused by the presence of schools within the city. The DGP asked the principals that school managements must ply more school buses so that private vehicles could be discouraged from parking inside the school campus ground. The DGP also asked the school principals to make sure that school children who are getting their own vehicles in the school are having the driving license or disciplinary action must be taken against such students by the school management. The principals were requested to include a chapter on traffic rules so that children get to know about the importance of adhering to traffic rules. It is worth recalling that Dehradun is seeing increasing number of traffic jams lately with the problem being more acute during school timings. The meeting was convened mainly to address the problem. During the meeting, the issue of increasing level of drugs usage among the school children was also discussed and school principals were told to instal CCTV around the school campus and to carry out sudden checking in the school and strict action must be taken against such students who indulge in drug intake.

Doon varsity students continue stir
Dehradun, March 5 The university campus at Kedarpuram has been non-functional for the last three days due to student protest over the issue. Over 300 university students gathered in front of the university main gate with placards on their hands and raised slogans against the government decision. “We will hold candle march on Wednesday evening from Gandhi Park to Clock Tower in support of our demand of revoking the decision of changing the name of the university’, said, one of the student. It is to be noted that government recently decided to change the name of Doon University to Maharishi Valmiki University, which antagonised the university students, as they blamed government of doing politics by changing the name. Meanwhile, students also threatened to intensify their stir if government does not take its decision back. |

Protest against assault on Kanpur hospital doctors
Dehradun, March 5 The doctors of Dehradun gathered at Clock Tower and held a protest march up to Gandhi Park. The Dehradun branch of the Indian Medical Association (IMA) said such mistreatment of medical students was inhuman. It demoralised and discouraged the youth from serving in the medical field. The IMA demanded the immediate revocation of all cases against the arrested medical students in Kanpur. Later the doctors performed their duties wearing black bands on their arms. They said the medical fraternity could not tolerate such incidents. |

Dehradun, March 5 The Mining Vigilance team led by DIG Sanjay Gunjyal inspected the mining site allotted to Sushil Kumar at Dakhpathar in the Vikasnagar area and found him guilty of carrying out mining activities beyond his licensed area. According to the team members, Sushil Kumar was carrying out mining near the Dakhpathar Barrage without permission. He was also fined Rs 50 lakh for flouting the mining norms. The team also impounded three tractors, seven dumpers and one sports utility vehicle (SUV) being used for transporting illegally mined material from the riverbed.

CM releases two books on U’khand tribes, dialects
Dehradun, March 5 In his brief address on the occasion, the Chief Minister said tribals were sentinels of a Himalayan state like Uttarakhand. He added the tribals had made immense contribution to enriching the language and culture of Uttarakhand. The Chief Minister said the uniqueness of Uttarakhand tribals need to be conserved on priority. He also stressed conservation of places of archaeological importance linked to the tribal communities in the state. Jay Singh Rawat said, "While 'Uttarakhand Key Janjatiyon Ka Itihaas' throws light on the prevailing condition of the tribes in the state and the challenges being faced by them, 'Himalayee Rajya Sandarb Kosh' is aimed at preserving the vocabulary liked to the dialects of Uttarakhand." Former minister Kedar Singh Fonia coordinated the proceedings. Uttarakhand Cabinet ministers Yashpal Arya and Amrita Rawat were other prominent speakers on the occasion. |

State goes to polls on May 7
Dehradun, March 5 Addressing a press conference here, Chief Electoral Officer Radha Raturi said the elections to the five parliamentary seats in Uttarakhand would be held on the same day and counting would take place on May 16. "A notification in this regard will be issued on April 12. The last date for filing nomination papers is April 19 and the withdrawal of names April 23. The compilation of the voters' list and the enrolment of new voters are already complete. Arrangements for the elections will start soon," said Raturi. Raturi said the Election Commission had fixed March 9 as the last date for the registration of voters in all 1,0062 polling booths in the state. She said a total of 67,86,394 voter ID cards had been distributed among the voters. With the sounding of the poll bugle, the state is all set to witness a heightened political activity. In the next coming days, the selection of candidates and the distribution of ticket is expected to start. The BJP is likely to release its list of candidates by March 8. "The BJP will win all five seats in the state. Anti-people policies of the UPA government and the Modi factor will work to our advantage," claimed Teerath Singh Rawat, chief of the state unit of the BJP. |

Mussoorie, March 5 Taking the lead, BJP workers today went door to door at Thatyur falling in the Tehri parliamentary constituency to seek support for their prime ministerial candidate Narendra Modi. They also distributed pamphlets to the people and sought donation with a war cry of "One vote, one note for prime ministerial candidate Narendra Modi". BJP convener from Thatyur Bhola Singh Panwar said the party was confident of winning the elections this time. Congress workers have also started door-to-door canvassing in the area. A former Zila Panchayat member from the Congress said the Modi wave was nothing but just a bubble created by the BJP that would burst during the election results. " I don't even know what is facebook and who has claimed what ? I am taking serious note of the matter and would seek action against those who are involved," Pranav said. While the Chief Minister himself holds the charge of the Public Works Department, Power, Industrial Development, Disaster Management and Rehabilitation, Information Technology, Minorities Welfare and Border Area Development, Finance and Parliamentary Affairs, Census, Protocol, Higher Education, Planning, Commercial Tax and Entertainment Tax have been allocated to the senior-most member of his Cabinet, Indira Hridayesh, who held the charge of these portfolios in the Vijay Bahuguna Cabinet as well. Yashpal Arya has got Revenue, Irrigation, Flood Control, Cooperation, Technical Education, Rural Engineering Services, Rural Roads and Drainage and Indo-Nepal projects. Nod to welfare fund for teachers
Dehradun, March 5 The separate welfare fund for teachers and folk artistes is expected to appeal to the teacher community that has a considerable political clout in the state. The welfare of artistes and improvement of malin bastis is also aimed at appealing to the low-income groups with the eye on the Lok Sabha elections. The Cabinet meeting that was held in the backdrop of the announcement of Lok Sabha elections was given a miss by Cabinet minister, Finance, Indira Hridayesh, Labour Minister H C Durgapal, Urban Development Minister Preetam Singh Panwar and Tourism Minister Amrita Rawat. The miffed ministers skipped the meeting to express their displeasure at the portfolio distribution that took place last night. Other important decisions include 10 per cent honorarium for ad hoc employees, Food Security Act to become operational in the state from June 1, laptops to be given to meritorious students who secure 80 per cent or more marks in the intermediate examination conducted by the state board. Laptops would also be given to meritorious students who secure 70 per cent and above while pursuing courses under higher studies. Assistance will be given for girl students under Gauri Devi Dhan Kanya Scheme enhanced from Rs 25,000 to Rs 50,000 from April 2014. Approval of Central Governrnent for de-reserving Damwadunga Jawahar Jyoti reserved forest area (Haldwani) will be sought. Amendment has been effected in the Bhotiya sheep and goat grazing rules to benefit the migratory communities. Shahid samaraks dedicated to freedom fighters, statehood agitationists and soldiers who lost their lives while defending the nation to be set up at all district headquarters. Pending electricity bills of owners of medium and small scale industries will be waived.

Darma villagers protest sluggish rebuilding work
Pithoragarh, March 5 The angry residents threatened that they would continue with their protest unless all routes to Darma were restored till April 15. “The administration is yet to complete the construction of all bridges and track routes till date,” said Chait Singh Bonal, president of the Malla Darma Sewa Samiti, which held the protest today. Bonal also submitted a memorandum to the Dharchula SDM in this connection. According to Bonal, the motor road up to Sobla and track routes to various villages beyond there were in a bad shape and if they were not repaired before the villagers returned, accidents could take place on the route. “At present the link route to all villages in the upper reaches of the Darma valley from where villagers migrate to lower valleys and return during the summer is still damaged,” he said. Darma villagers also complained that some villagers, who were affected by the natural disaster, were not given any compensation by the administration. “The administration has not compensated the villagers for the damages that occurred during the disaster,” said Krishna Singh Phirmal, a resident of Dantu village of Darma valley. Meanwhile, a women delegation today met District Magistrate HC Semwal and demanded that the embankment walls along the banks of Kali river must be completed in Gothi area of Baluakot village, which is the winter residential area of Darma villagers. “If the embankment walls cannot be completed before the monsoon this year, more houses are bound to slide into the river,” claimed Shakuntala Datal, leader of the delegation. |

Pithoragarh, March 5 The villagers have even threatened to launch a protest if they are forcefully included in the nagar palika parishad. According to the residents of Gwalgaun, Bagicha, Hat and Manakhet villages, the Army had taken over their entire cultivable land 50 years ago and it had continuously assured us of rehabilitating us since then. “If our villages are included under the jurisdiction of the nagar palika parishad our long standing demand of rehabilitation will get negated,” said Bahadur Singh Kunwar, a resident of Hat village, near Dharchula. The villagers have also submitted a memorandum in support of their demand to the Sub-Divisional Magistrate. The Chief Minister during a recent visit to the town had announced that the Dharchula nagar panchayat would be upgraded to a nagar palika parishad. Besides Gwalgaun villagers, residents of Bagicha, Hat , Manakhet and Khotila villages, at present covered under the Ranthi gram sabha, and Phultari, Dhaura and Nigalpani villages have opposed the state government decision. “Today, we are getting housing, drinking water, electricity and health facilities under various Central government schemes. If our villages are included in the nagar palika parishad, we will be deprived of all these facilities and left at the mercy of the urban body,” said Vishnu Dutt, a resident of Nigalpani village. |

Experts discuss importance of photonics at IRDE
Dehradun, March 5 Inaugurating the conference, Avinash Chander, scientific adviser to the Union Defence Minister and Director General, DRDO, stressed on the need for educational institutions that taught optics in order to sustain growth in the sector. Referring to the importance of photonics, Chander said the country had realised the importance of photonics early on and multiple research and development institutions, including the DRDO had already started a wide range of activities for the development of photonics technology. “At the DRDO our thrust on photonics has been to develop technologies for surveillance, fire control, guidance, navigation computing, secure networking for defence and homeland security applications,” Avinash Chander said. Distinguished DRDO scientist SS Sundaram, who shouldered the major responsibility from the concept to the induction of the electronic warfare programme SAMYUKTA for the Indian Army, briefed about the theme of the conference. President of the Optical Society of India Prof BP Pal said it was the golden jubilee conference as the society completed 50 years this year. Later, Avinash Chander inaugurated an integrated facility for design, fabrication and evaluation of large diameter optics at IRDE. The facility is the most modern and one of its kinds in the country. He also inaugurated the exhibition where the number of public sector and private industries including IRDE, showcased their latest products related to optics and opto-electronic systems from India and abroad. India needs to focus on quality research: US Rawat
Haridwar, March 5 The session was organised by the Department of Zoology and Environmental Science here today at Gurukul Kangri University in Haridwar. Rawat lamented that despite Indians showing their talent at varied global fields, yet not a single university in the country features in the top 200 universities in the world, which points to the lack of attention being paid to the research work. “Post independence, green and milk revolution changed the atmosphere in our country. But, since then the agricultural land is shrinking and population is increasing. We need to look on this aspect and concentrate on the research work to make sure that our problems get a concrete solution,” he added. He said we need to work on ayurvedic and allopathic as these were the need of the time. Professor Surendra Kumar, Vice-Chancellor of Gurukul Kangri University, said the western countries were adopting ayurveda and yoga and we are following only allopathic. “We don’t need to neglect other medicinal therapies. We also need to concentrate on our strength, which is ayurveda and yoga. Dhanvantri and Sushrat showed the world how to perform complex surgeries, so we just have to follow that,” added Kumar. Dr KC Gupta, director of Indian Institute of Technology Research Cell, Lucknow, was the special guest. He said in the past century, much of the work was done in Physics. “We need to focus on Zoological Science in the coming 50 years. India is known for its traditional medicinal herb knowledge. But, the Indians are more inclined towards the western therapies. We need to look on to this aspect and take the research route to strengthen our ancient therapies,” he added. During the conference, Dean Prakash Joshi, Kapil Goyal, Registrar Professor Mukesh Rajan Verma and Ashwani Kumar also addressed various sessions. Dehradun, March 5 In a press note issued here, Maikhuri said: “By merely posting the two officials, NS Nagnyal and BS Chalal, Harish Rawat has failed to fulfil his promise of providing clean governance. Instead of posting the accused officials, a departmental action should have been taken against them,” he added. The leader further demanded immediate suspension of the two officials and an enquiry against the tainted officers. 3 drug peddlers arrested
Dehradun, March 5 According to the STF, they were tipped off about the presence of members of inter-state drug trafficking gang in Dehradun after which the action was taken today. The three drug peddlers have told the STF during interrogation that they used to supply drugs in Dehradun and other parts of the state after getting them from places like Ataal, Chaupal and Shimla in Himachal Pradesh and Mirzapur in Uttar Pradesh. They have also revealed that their main costumers in Dehradun are students studying in various private institutions. Meanwhile, all the three drug peddlers have been booked under the NDPS Act and they are being still questioned by the STF officials to get more information about their network. |

Six killed, 7 hurt in accidents in Kumaon region
Pithoragarh, March 5 Two brothers died on the spot when their vehicle was hit by a truck coming from the opposite direction near the Mahuadabra bend. Santosh Kumar (32) was on his way to drop his brother, Ashok Kumar (28), to Jaspur when the accident took place. In another accident, two persons, including a five-year-old child, died after being run over by a vehicle on the Kiccha-Gardarpur highway. In yet another accident, a member of a marriage party was killed while four sustained injuries when their van fell into a gorge on the banks of the Ramganga. The deceased has been identified as Rajendra Singh (28). In another accident, a truck fell into a gorge at Niglat in Nainital district. While the truck driver, Harak Singh Phartiyal (56), died on the spot, three other passengers were injured. |

Dehradun, March 5 Om Pal Singh Rathi, state president of the mahasabha, told mediapersons here that, “We have been demanding reservation for the Jat community for the past 10 years. Our demand has finally been met. We will be felicitating Union Civil Aviation Minister Ajit Singh, Uttarakhand Chief Minister Harish Rawat, Haryana Chief Minister Bhupender Singh Hooda and members of the Jat Mahasabha, among others,” he added. “The youth will get the biggest benefit of the reservation and they will be able to pursue higher studies and get good jobs in government departments,” he said. UPES students excel in auto contest
Dehradun, March 5 A total of 71 engineering institutes participated in the national competition. Only 33 of the 71 teams were able to qualify for this round. These 33 teams asked to fabricate their respective vehicles on their campuses in a given time frame and reach the GBU campus with them on a specified date for dynamic rounds, including their technical inspection and field testing. Technical inspection included self weight, safety and brake tests. The vehicle built by UPES students was found to be the lightest (less than 90 kg) in the competition. The field tests included an acceleration test wherein all teams were given two chances each to cover a distance of 50 metres in the shortest time. The UPES vehicle was able to do this in 9.34 seconds. A turn table test was also conducted where the manoeuverability and also the driving skills of the driver were put to test on a specified track inscribed with different coloured cones. Hitting the cones earned penalty points. The UPES driver and vehicle both did reasonably well in this part too. The zero-mile test for testing the vehicle efficiency in terms of the maximum distance travelled on a limited charged power source. The UPES vehicle was able to cover a distance of 11.8 km. The members of this team included Jivesh Kapoor (captain), Harpreet Singh (vice-captain), Aanchal Hooda, Aayush Khosla, Anshul Sharma, Anuj Siddu, Anurag Chandnani, Arpit Saxena, Asish Sharma, Harshad Pandey, Keshav Sethi, Prateek Rathore, Shivam Sharma, Srishti, Trinoy Dutta. Prof Umesh Wazir was the mentor of the team while JP Gupta, senior laboratory technician, guided it at the laboratory and workshop level.

Dehradun, March 5 Miller, a devoted scholar, practitioner and teacher of Kundalini yoga from Los Angeles, organised a special class on Zen Meditation. A special lecture on ‘Svadhyaya: The psychology of Yoga,’ was given by Jeffrey Armstrong also known as Kavindra Rishi, a renowned scholar of the Vedas and Jyotish from Vancouver, Canada. He explained, “Yoga invites us to deeply feel our hunger and choose the emotion that we want to experience with the source of everything, and to hold onto it no matter what is going on outside of us in the rest of the world. We can offer it right back to the source, and the source will offer it right back to us.” |

Big win for Abhimanyu Cricket Academy
Dehradun, March 5 After winning the toss, Abhimanyu Cricket Academy elected to bat first and displayed brilliant batting performance and set up a huge score of 245 runs in 40 overs. Abhishek Raman made highest 83 runs while Priyanshu and Kunal scored 43 runs each and helped in putting up a mammoth target for the opposition team. For Khalsa team, Narendra took 3 wickets against Abhimanyu Cricket Academy. In reply, Khalsa Cricket Academy team got off to a bad start with wickets falling in regular intervals. Apart from Naresh’s 42 runs innings and Vishal’s 22 runs, no other batsmen could perform up to the level and the whole team got bowled out after scoring just 123 runs. From Abhimanyu Cricket Academy, Ravi Bist took highest 3 wickets followed by Manish who fetched 2 wickets. For his brilliant innings of 83 runs, Abhishek Raman was adjudged man of the match. |
