Dehradun, February 24 Haridwar DM Nidhi Pandey has been made Additional Secretary and will take over the responsibilities of D Senthil Pandian. Pithoragarh District Magistrate Neeraj Khairwal has been given the charges of Additional Secretary, Health Education, Small and Medium Industry, and Executive Director, Khadi and Gramudyog. The administration has divested Additional Chief Secretary BP Pandey of the charge of Chief Project Director, watershed project. However, all other charges with him will remain intact. MH Khan, Principal Secretary, Urban Development, Estates; Protocol of the Chief Minister and Commissioner (Housing), has also been divested of his charges. He has been made Principal Secretary, Small and Medium Industry, Chief Executive Director, Khadi Gramudyog and Chief Project Director, watershed project. DS Garbyal, Commissioner, Garhwal, has been made Secretary, Urban Development, Housing, Estates, Protocol and Commissioner, Housing. MC Joshi, In charge Secretary with the office of the Chief Secretary, has been divested of his charge of In charge Secretary, Watershed, and given the position of In charge Secretary, School Education. CMS Bisht has been given the additional charge of In charge Secretary, Secretariat Administration. Ajya Pradyot, Secretary, Sport and Youth Affairs, has been divested of the charge of In charge Secretary, Small and Medium Industry and Khadi. Shailesh Bagoli, Additional Secretary, has been given the charge of Industrial Development, Commerce and Textiles. Ravinath Raman has been made Additional Secretary, Information, and Director General, Information Department, in place of Sachin Kurve, who has been made Additional Secretary, Civil Aviation. R Meenakshi Sundram, Vice-Chairman, Mussoorie-Dehardun Development Authority (MDDA), has also been given the charge of Additional Secretary, Urban Development. |

Panchayat poll in 2 phases from March 21 to 24
Dehradun, February 24 “The commission has accepted the dates suggested by the government. While the voting will take place from March 21 to 24, the counting of votes will be held on March 26 across the state. The notifications will be issued on March 1 by the government, on March 2 by the commission and by the respective District Magistrates of different districts on March 2,” he said at a press conference. The announcement of dates comes in the backdrop of the Nainital High Court order, rejecting the government’s plea to further postpone the elections. On the previous occasion too the High Court had directed the State Election Commission to ensure that the elections were completed in time for the first gram sabha meeting on March 29. “We are confident that the results will be out before March 29, in time for the newly elected panchayats to participate in the gram sabha meeting. Our priority is to fulfil the directives of the court. We are confident that the government will be able to make arrangements for the elections on time. It is the responsibility of the government to look into these aspects of electioneering,” said
Suberdhan. The commissioner said that the rehabilitation work pertaining to disaster and any announcement pertaining to it would not come under the purview of the model code of conduct. In the coming days the commission will announce the block-wise dates for the panchayat elections. Dateline

Criminal tracking system to cover 184 locations
Dehradun, February 24 The Rs 15.99 crore CCTNS project is an initiative under the National E-Governance plan
(NeGP), undertaken by the state government. It would network 184 locations, including 125 police stations, in the state. Out of a total of 184 locations, 171 have been linked online and became functional on Monday. As per the CCTNS initiative, all the police stations will be networked and the FIR and GD’s would be uploaded online. The crime data would also be
digitised. The Chief Minister congratulated the Police Department for successfully implementing the project and said maximum requirement of sophisticated technology was in the Police Department due to the changing nature of crimes. On the sidelines of the CCTNS project inauguration ceremony, the Chief Minister quipped about the police officers reluctance to undergo training. He asked the DGP to make a training chart and said every officer must undergo training on regular basis to remain updated. He also announced a grant of Rs 2 crore for the Police Department for undertaking welfare measures for families of police personnel. “Our government will ensure freedom of tenure and freedom of work to the police officers. Therefore, they must carry out their duties fearlessly and must not shy away from taking action against anybody who violates the law,” he added. Dehradun, February 24 Giving the details, league’s president Brig KG Behl (retd) said that the implementation of one rank one pension has become a little complicated as the 6th Central Pay Commission did not follow the normal pattern of retirement as was prevalent earlier and allowed people to retire at full pension after putting in 20 years of service. “It has made comparison with service to earn full pension during different CPCs difficult, though they may be holding the same rank. There are cases of change of posts or ranks, change of length of service in getting the same rank, up or down gradation of posts or ranks, especially in case of majors/lt colonels and havaldars. There are a number of anomalies, thus created which need to be resolved before OROP is implemented which may otherwise cause more heart burns or court cases. It is therefore suggested that a high-powered committee be immediately constituted where representatives from PCDAs, Defence HQs, MoD, record offices and retired personnel be taken to decide matters on a time bound basis so that process of implementing OROP becomes clear and starts from due date,” said the retired Brigadier. “Also, the increase of rates of all types of liquor by 20 per cent recently has caused a lot of resentment among the ex-servicemen. The rates of liquor in CSD canteens have been increased by 20 percent due to increase of excise duty done to decrease rates of liquor in the open civil market. It is feared that it may be misused during elections. This needs to be tackled immediately and rates in the CSD canteens be reduced, which are much more than adjoining states. Also, ex-servicemen living in high hills in remote areas need mobile hospitals as it takes time for them to come down for treatment as there is no treatment available locally,” added Brig

Haridwar gets Rs 5 crore for reconstruction works
Haridwar, February 24 Additional District Magistrate, Finance, Harak Singh Rawat said the government had released the grant to the district administration, which would be forwarded to respective committees headed by Sub-Divisional Magistrates (SDM) to carry out reconstruction works in the flood-affected areas. The respective SDMs would then allocate the funds at the teshil
level after identifying works to be carried out, he added. Areas and villages along
the Ganga, particularly in Lakshar and Roorkee tehsils were badly affected by flash floods. Chief Minister Harish Rawat, who also represents the Haridwar parliamentary constituency, is said to be instrumental behind the release of funds. Rajesh Rastogi, a spokesman for Harish Rawat, said the MP had been quite focused on the relief and rehabilitation works in his constituency and now after taking over as Chief Minister he had immediately released funds for the reconstruction works in the affected areas of the district. City legislator Madan Kaushik expressed happiness at the release of the grant but said since it had been done after nine months of the natural disaster, it showed the callous approach of the Congress-led state government towards the tragedy. |
Poor sanitary conditions back to haunt Doonites
Dehradun, February 24 Overflowing bins with garbage littered everywhere is a common sight these days.
Even though the DMC has employed additional 20 workers and pressed into service four
tractor-trailers, the situation does not appear to come under control. According to health manual, for a city like Dehradun having a population of nearly 6 lakh, an approximate 1,300 sanitary workers are required. However, the DMC has only 600 employees to look after the
entire city. Also two posts of sanitary officer and one post of health inspector are lying vacant for the past several years. Earlier, Mukhya Nagar Adhikari Ashok Kumar had been looking after sanitary conditions in the city. Irked over the alleged callous attitude of the MNA and deteriorating condition, the Principal Secretary instead gave the charge to Additional Mukhya Nagar Adhikari Uday Singh Rana. However, now with
Rana being posted out, the charge lies with Additional MNA Harshvardhan Mishra. Highlighting the problems, Mishra said it
was impossible to maintain a clean city with a handful of workers. “Though we clean the garbage dumps twice everyday, it is the
general public that is responsible for creating the nuisance by throwing the garbage here and
there. Unless the public gets some sort of civic sense, nothing can be done,” he added. |

Five hardcore criminals arrested from Jwalapur; rapist nabbed
Haridwar, February 24 The five criminal residents of Uttar Pradesh arrested have been involved in various crimes, with many cases of dacoity,loot,ransom,theft,criminal intimidation under the Police Act registered against them in various police stations of Haridwar and Bijnore districts. Nasir and Shahid, residents of village Mirpur Mandawali ,Kasim and Vijay, residents of village Hussainpur, and Aamir of Mundala village, Bijnore, district of Uttar Pradesh were nabbed on a tip off an informer when they were trying to carry out a major theft at Sarafa market ,Jwalapur, late night. Informing about the arrest at Jwalapur police station, Senior Superintendent of Haridwar Police Sadanand Datte said that the arrestees had also put up face veils and had carried out a recce of the targeted jewellery shops earlier. A case under Section 401 of Indian Penal Code has been lodged at the Jwalapur police station against the culprits. The police are in touch with Uttar Pradesh police to know of the criminal background and other cases lodged in various police stations against the arrestees. Special Operations Group in-charge Narendra Singh Bisht, SSI Anuj Singh,SI Ganesh Kutiyal,SI Pradep Rawat,constables Harsh Joshi, Bhoopendra Negi, Anil, Jaswanti Singh, Prithvi Negi, Vivek and Shashikant were in the joint team that carried out the arrest. Ishtkar, resident of Ekkad Khurd village, was nabbed by the police after he had committed a rape last night at Ekkad Khurd village. Noor Bano ,17, resident of Gadowali village,was lured by the culprit in name of marrying her and giving her a good job.But she was molested by Ishtkar near Pull Jatwada. After committing the crime, he also threw the victim into the adjacent flowing Ganga canal. But luckily the girl survived, sustaining injuries. Passersby on hearing the screams of the girl saved her from drowning and took her to the district hospital. On knowing about the incident a special police team led by Sub Inspector Praveen Singh was formed, who within hours of the incident nabbed the culprit from his house. The case has been registered under Sections 363,366-A, 376 and 307, Indian Penal Code, at Jwalpaur police station. Cong workers burn Ajay Bhatt’s effigy
Dehradun, February 24 The Congress workers were protesting against the BJP and Ajay Bhatt for their criticism of state Cabinet minister Amrita Rawat over the polyhouse issue.
The protesters said the BJP did not participate in a discussion in the Assembly on the issue when the Congress was ready for it. They also asked BJP leaders to refrain from making statements against Congress leaders without any evidence and substance. Argentine group learns yoga, ayurveda at Shantikunj
Haridwar, February 24 Both Dr Loti and Dr Loriya termed their spiritual experience at Shantikunj as life changer. They said yoga and ayurveda were the best ways to attain good health and spirituality. The group visited Dev Sanskriti University and shared its experiences with students and staff members. 52 development projects to be implemented for minorities
Dehradun, February 24 These projects include building boundaries of Waqf properties and graveyards, as well as rooms, in Vikasnagar and Sahaspur blocks, installation of handpumps, construction of boundaries of idgahs, installation of solar and street lights, construction of anganwadi kendras, etc. Rawat said on the occasion that the effort was to ensure a balanced development in all areas. Officials had to ensure that projects for public welfare had to benefit the people. He said time bound completion of works not only benefited the people, it also ensured there was no escalation in the cost. He urged officials to dispose of people's problems effectively. As many as 26 of these projects will be implemented by the Rural Engineering Service, Dehradun, at a cost of Rs 137 lakhs; 17 projects by the district panchayat at Rs 209.66 lakh; 7 tasks by the Jal Nigam, Dehradun, at Rs 107.50 lakhs; and UREDA will take up 2 projects at Rs 9

Pithoragarh, February 24 Talking to the media after taking over as new SSP of the district, Vimmi said that there had developed a gang of middlemen, which had organised it in the name of solemnising marriages of poor girls in the region, which needs to be busted. “The police have made a plan with the help of revenue police to bust this gang which has reached villages of the region,” said the
SSP. The new SSP has emphasised strengthening police helpline for women in the region to bust this network which according her is linked with the middlemen active across the Indo-Nepal border. “We are determined to control this menace of women trafficking from across the border and inside the region,” he said. |

Shiksha mitras’ protest enters eighth day

26-year-old missing found dead
Dehradun, February 24 Reportedly, on Monday morning, local women went to jungle to fetch woods when they saw a body hanging from a tree. They informed the police immediately, who took the body into custody and sent it for postmortem. The police also recovered a suicide note. Three held with illicit liquor
Dehradun, February 24 Acting on a tip-off, the STF team intensified checking in the Rishikesh area and stopped a car on the Shyampur barrier.
On checking the car, the policemen found cartons of illicit liquor kept in the boot. STF officials said there were three persons, namely Shyam Milan, Laxmi Bhakt and Satish Kumar, travelling in the car. They have been booked under various laws. The STF had arrested the main accused, Shyam Milan, on February 14 while he was smuggling illicit liquor in his car. |
