Major reshuffle in bureaucracy
Dehradun, February 24
In a major reshuffle, Chief Minister Harish Rawat today transferred 22 senior officials, including the District Magistrates of Haridwar and Pithoragarh. Harish Chander Semwal, Additional Secretary, Rural Development, Panchayati Raj and Social Welfare, has been made the Pithoragarh DM. D Senthil Pandian, Additional Secretary to the Governor and Director, National Rural Health mission (NHRM), has been appointed Haridwar District Magistrate.

The Uttarakhand State Election Commission will hold the panchayat elections in the state in two phases from March 21 to 24. Haridwar DM Nidhi Pandey has been made Additional Secretary and will take over the responsibilities of D Senthil Pandian. Pithoragarh District Magistrate Neeraj Khairwal has been given the charges of Additional Secretary, Health Education, Small and Medium Industry, and Executive Director, Khadi and Gramudyog.

The administration has divested Additional Chief Secretary BP Pandey of the charge of Chief Project Director, watershed project. However, all other charges with him will remain intact.

MH Khan, Principal Secretary, Urban Development, Estates; Protocol of the Chief Minister and Commissioner (Housing), has also been divested of his charges.

He has been made Principal Secretary, Small and Medium Industry, Chief Executive Director, Khadi Gramudyog and Chief Project Director, watershed project. DS Garbyal, Commissioner, Garhwal, has been made Secretary, Urban Development, Housing, Estates, Protocol and Commissioner, Housing.

MC Joshi, In charge Secretary with the office of the Chief Secretary, has been divested of his charge of In charge Secretary, Watershed, and given the position of In charge Secretary, School Education. CMS Bisht has been given the additional charge of In charge Secretary, Secretariat Administration. Ajya Pradyot, Secretary, Sport and Youth Affairs, has been divested of the charge of In charge Secretary, Small and Medium Industry and Khadi. Shailesh Bagoli, Additional Secretary, has been given the charge of Industrial Development, Commerce and Textiles. Ravinath Raman has been made Additional Secretary, Information, and Director General, Information Department, in place of Sachin Kurve, who has been made Additional Secretary, Civil Aviation.

R Meenakshi Sundram, Vice-Chairman, Mussoorie-Dehardun Development Authority (MDDA), has also been given the charge of Additional Secretary, Urban Development.

Panchayat poll in 2 phases from March 21 to 24

The Uttarakhand State Election Commission will hold the panchayat elections in the state in two phases from March 21 to 24. The notification in this regard will be issued on March 2, the day when the model code of conduct will also come into force, said Suberdhan, Commissioner, State Election Commission, here today.

“The commission has accepted the dates suggested by the government. While the voting will take place from March 21 to 24, the counting of votes will be held on March 26 across the state. The notifications will be issued on March 1 by the government, on March 2 by the commission and by the respective District Magistrates of different districts on March 2,” he said at a press conference.

The announcement of dates comes in the backdrop of the Nainital High Court order, rejecting the government’s plea to further postpone the elections. On the previous occasion too the High Court had directed the State Election Commission to ensure that the elections were completed in time for the first gram sabha meeting on March 29. “We are confident that the results will be out before March 29, in time for the newly elected panchayats to participate in the gram sabha meeting. Our priority is to fulfil the directives of the court. We are confident that the government will be able to make arrangements for the elections on time. It is the responsibility of the government to look into these aspects of electioneering,” said Suberdhan.

The commissioner said that the rehabilitation work pertaining to disaster and any announcement pertaining to it would not come under the purview of the model code of conduct.

In the coming days the commission will announce the block-wise dates for the panchayat elections.

Criminal tracking system to cover 184 locations

Chief Minister Harish Rawat inaugurated the Central Government funded, Crime and Criminal Tracking Network and Systems (CCTNS) project, at police headquarters here on Monday.

The Rs 15.99 crore CCTNS project is an initiative under the National E-Governance plan (NeGP), undertaken by the state government. It would network 184 locations, including 125 police stations, in the state. Out of a total of 184 locations, 171 have been linked online and became functional on Monday.

As per the CCTNS initiative, all the police stations will be networked and the FIR and GD’s would be uploaded online. The crime data would also be digitised.

The Chief Minister congratulated the Police Department for successfully implementing the project and said maximum requirement of sophisticated technology was in the Police Department due to the changing nature of crimes.

On the sidelines of the CCTNS project inauguration ceremony, the Chief Minister quipped about the police officers reluctance to undergo training.

He asked the DGP to make a training chart and said every officer must undergo training on regular basis to remain updated. He also announced a grant of Rs 2 crore for the Police Department for undertaking welfare measures for families of police personnel.

“Our government will ensure freedom of tenure and freedom of work to the police officers. Therefore, they must carry out their duties fearlessly and must not shy away from taking action against anybody who violates the law,” he added.

He also said the police have failed to create lasting deterrence among the criminals in the state. Earlier, DGP BS Sidhu welcomed the Chief Minister. Additional Director General of Police (ADG) Administration Anil Raturi gave a presentation on the intricacies of the CCTNS project.

Doon ex-servicemen's league submits memo to Rahul

The Dehradun Ex-servicemen's League submitted a memorandum highlighting their demands to the Congress vice president Rahul Gandhi during his visit to the state capital on Sunday.

Giving the details, league’s president Brig KG Behl (retd) said that the implementation of one rank one pension has become a little complicated as the 6th Central Pay Commission did not follow the normal pattern of retirement as was prevalent earlier and allowed people to retire at full pension after putting in 20 years of service.

“It has made comparison with service to earn full pension during different CPCs difficult, though they may be holding the same rank. There are cases of change of posts or ranks, change of length of service in getting the same rank, up or down gradation of posts or ranks, especially in case of majors/lt colonels and havaldars. There are a number of anomalies, thus created which need to be resolved before OROP is implemented which may otherwise cause more heart burns or court cases. It is therefore suggested that a high-powered committee be immediately constituted where representatives from PCDAs, Defence HQs, MoD, record offices and retired personnel be taken to decide matters on a time bound basis so that process of implementing OROP becomes clear and starts from due date,” said the retired Brigadier.

“Also, the increase of rates of all types of liquor by 20 per cent recently has caused a lot of resentment among the ex-servicemen. The rates of liquor in CSD canteens have been increased by 20 percent due to increase of excise duty done to decrease rates of liquor in the open civil market. It is feared that it may be misused during elections. This needs to be tackled immediately and rates in the CSD canteens be reduced, which are much more than adjoining states. Also, ex-servicemen living in high hills in remote areas need mobile hospitals as it takes time for them to come down for treatment as there is no treatment available locally,” added Brig Behl.

Haridwar gets Rs 5 crore for reconstruction works

The state government has released Rs 5 crore to the district administration for reconstruction works in the areas that were affected by flash floods in June last year.

Additional District Magistrate, Finance, Harak Singh Rawat said the government had released the grant to the district administration, which would be forwarded to respective committees headed by Sub-Divisional Magistrates (SDM) to carry out reconstruction works in the flood-affected areas.

The respective SDMs would then allocate the funds at the teshil level after identifying works to be carried out, he added. Areas and villages along the Ganga, particularly in Lakshar and Roorkee tehsils were badly affected by flash floods.

Chief Minister Harish Rawat, who also represents the Haridwar parliamentary constituency, is said to be instrumental behind the release of funds.

Rajesh Rastogi, a spokesman for Harish Rawat, said the MP had been quite focused on the relief and rehabilitation works in his constituency and now after taking over as Chief Minister he had immediately released funds for the reconstruction works in the affected areas of the district.

City legislator Madan Kaushik expressed happiness at the release of the grant but said since it had been done after nine months of the natural disaster, it showed the callous approach of the Congress-led state government towards the tragedy.

Poor sanitary conditions back to haunt Doonites

Merely a fortnight after Dehradun Municipal Corporation officials received a flak from Principal Secretary MH Khan for poor sanitary conditions in the state capital, the situation is back to square one.

Overflowing bins with garbage littered everywhere is a common sight these days. Even though the DMC has employed additional 20 workers and pressed into service four tractor-trailers, the situation does not appear to come under control.

According to health manual, for a city like Dehradun having a population of nearly 6 lakh, an approximate 1,300 sanitary workers are required. However, the DMC has only 600 employees to look after the entire city. Also two posts of sanitary officer and one post of health inspector are lying vacant for the past several years.

Earlier, Mukhya Nagar Adhikari Ashok Kumar had been looking after sanitary conditions in the city.

Irked over the alleged callous attitude of the MNA and deteriorating condition, the Principal Secretary instead gave the charge to Additional Mukhya Nagar Adhikari Uday Singh Rana.

However, now with Rana being posted out, the charge lies with Additional MNA Harshvardhan Mishra.

Highlighting the problems, Mishra said it was impossible to maintain a clean city with a handful of workers. “Though we clean the garbage dumps twice everyday, it is the general public that is responsible for creating the nuisance by throwing the garbage here and there. Unless the public gets some sort of civic sense, nothing can be done,” he added.

Five hardcore criminals arrested from Jwalapur; rapist nabbed

Elsewhere, the district police also succeeded in arresting a rapist, who had committed the crime yesterday night from Ekkad Khurd village falling in Pathri police station.

The five criminal residents of Uttar Pradesh arrested have been involved in various crimes, with many cases of dacoity,loot,ransom,theft,criminal intimidation under the Police Act registered against them in various police stations of Haridwar and Bijnore districts.

Nasir and Shahid, residents of village Mirpur Mandawali ,Kasim and Vijay, residents of village Hussainpur, and Aamir of Mundala village, Bijnore, district of Uttar Pradesh were nabbed on a tip off an informer when they were trying to carry out a major theft at Sarafa market ,Jwalapur, late night.

Informing about the arrest at Jwalapur police station, Senior Superintendent of Haridwar Police Sadanand Datte said that the arrestees had also put up face veils and had carried out a recce of the targeted jewellery shops earlier.

A case under Section 401 of Indian Penal Code has been lodged at the Jwalapur police station against the culprits. The police are in touch with Uttar Pradesh police to know of the criminal background and other cases lodged in various police stations against the arrestees.

Special Operations Group in-charge Narendra Singh Bisht, SSI Anuj Singh,SI Ganesh Kutiyal,SI Pradep Rawat,constables Harsh Joshi, Bhoopendra Negi, Anil, Jaswanti Singh, Prithvi Negi, Vivek and Shashikant were in the joint team that carried out the arrest.

Ishtkar, resident of Ekkad Khurd village, was nabbed by the police after he had committed a rape last night at Ekkad Khurd village.

Noor Bano ,17, resident of Gadowali village,was lured by the culprit in name of marrying her and giving her a good job.But she was molested by Ishtkar near Pull Jatwada. After committing the crime, he also threw the victim into the adjacent flowing Ganga canal. But luckily the girl survived, sustaining injuries.

Passersby on hearing the screams of the girl saved her from drowning and took her to the district hospital. On knowing about the incident a special police team led by Sub Inspector Praveen Singh was formed, who within hours of the incident nabbed the culprit from his house.

The case has been registered under Sections 363,366-A, 376 and 307, Indian Penal Code, at Jwalpaur police station. SSP Sadanand Datte,SP City Surjeet Singh Pawar and Circle Officer Sadar Rajesh Bhatt have lauded the efforts of the police team.

Congress workers held a protest against the BJP and burnt an effigy of Ajay Bhatt, Leader of the Opposition in the state Legislative Assembly, at Ashley Hall here today.

The Congress workers were protesting against the BJP and Ajay Bhatt for their criticism of state Cabinet minister Amrita Rawat over the polyhouse issue. The protesters said the BJP did not participate in a discussion in the Assembly on the issue when the Congress was ready for it. They also asked BJP leaders to refrain from making statements against Congress leaders without any evidence and substance. Lal Chandra Sharma, Deep Vohra, Mahendra Singh Rana and Veneet Tyagi participated in the protest.

Argentine group learns yoga, ayurveda at Shantikunj

A group from Argentina is learning yoga and ayurveda at Shantikunj here. The 16-member group led by Dr Cheyar Loti and Dr Alfred Loriya will be staying at Shantikunj for a week.

Both Dr Loti and Dr Loriya termed their spiritual experience at Shantikunj as life changer. They said yoga and ayurveda were the best ways to attain good health and spirituality.

The group visited Dev Sanskriti University and shared its experiences with students and staff members.

Pro Vice Chancellor of Dev Sanskriti University Dr Chinmaya Pandya delivered a lecture on scientific spirituality. He said the future of human beings depended on this aspect. “While science takes us forward to physical accomplishments, it is spirituality that in the real sense teaches us the art of living. The Indian spirituality is the right way to attain this bliss,” said Chinmaya.

The members of the group have till date learned various yoga asanas, yagyopathy, nadbrahma, and yoga panchkarma, pragya yoga, aspects of ayurveda and spiritual discourses.

The group also met Shail Bala Pandya and Dr Pranav Pandya, spiritual gurus of the Akhil Bharatiya Gayatri Parivar, Shantikunj, and sought their blessings and directions.

The Argentine delegation also visited the spiritual laboratory, Brahmawatchers. Dr Kamakhya Kumar, Sudarshan Kumar and Ram Avtar are among the Shantikunj teachers who are assisting the Argentine delegation during their stay.

52 development projects to be implemented for minorities

Chief Minister Harish Rawat unveiled at the Bijapur guest house on Monday the foundation stones of 52 development projects to be implemented at a cost of Rs 463.16 lakh under the minority development fund meant for largely areas populated by minorities.

These projects include building boundaries of Waqf properties and graveyards, as well as rooms, in Vikasnagar and Sahaspur blocks, installation of handpumps, construction of boundaries of idgahs, installation of solar and street lights, construction of anganwadi kendras, etc.

Rawat said on the occasion that the effort was to ensure a balanced development in all areas. Officials had to ensure that projects for public welfare had to benefit the people.

He said time bound completion of works not only benefited the people, it also ensured there was no escalation in the cost. He urged officials to dispose of people's problems effectively.

As many as 26 of these projects will be implemented by the Rural Engineering Service, Dehradun, at a cost of Rs 137 lakhs; 17 projects by the district panchayat at Rs 209.66 lakh; 7 tasks by the Jal Nigam, Dehradun, at Rs 107.50 lakhs; and UREDA will take up 2 projects at Rs 9 lakh.

The Dolphin Institute of Biomedical and Natural Sciences celebrated its 13th annual day function here today. Students who had performed exceptionally well in academics, sports and other extra-curricular activities were given awards on the occasion.

BVRC Purrushottam, District Magistrate of Dehradun, was the chief guest on the occasion and inaugurated the event by lighting the lamp. It was followed by Saraswati Vandana sung by the college students.

The students performed many cultural programmes such as folk dance and songs, which enthralled the audiences. Gujarati dandiya, Punjabi bhangra and Rajasthani folk songs remained the main attraction.

Human trafficking, specially trafficking of women on the pretext of marrying them off outside the region, has developed as an organised crime in the Kumaon region, which needs proper policing, said Vimmi Sachdeva, new SSP of Nainital district, who took over from Sadanand Daate yesterday.

Talking to the media after taking over as new SSP of the district, Vimmi said that there had developed a gang of middlemen, which had organised it in the name of solemnising marriages of poor girls in the region, which needs to be busted. “The police have made a plan with the help of revenue police to bust this gang which has reached villages of the region,” said the SSP.

The new SSP has emphasised strengthening police helpline for women in the region to bust this network which according her is linked with the middlemen active across the Indo-Nepal border. “We are determined to control this menace of women trafficking from across the border and inside the region,” he said.

Pithoragarh admn gears up for LS election

Pithoragarh district administration has started preparation for the Lok Sabha elections that are scheduled to be held in eight stages in May-June, this year. “District election officer Dr Neeraj Khairwal has appointed nodal officers for the forthcoming Lok Sabha elections and instructed the officers to obey the instructions given by the Election Commission,” said NS Bisht, District Information Officer.

The district election office in Pithoragarh has appointed nodal officers for the management and administration of various departments.

“To make the preparation in time, the district election officer has also asked all the booth level officers and sub division officers to submit the documents relating to form 13 at sub division or district election officer,” said Bisht.

Chandragupta section of RIMC lift shooting trophy

The Chandragupta section returned to its winning ways and lifted the Inter Section Shooting Championship 2014 of Rashtriya Indian Military College (RIMC) here. The competition was instituted in 2001 and since then the RIMC has come a long way in the field of marksmanship.

This year Cadet Vivek Bandral won a gold medal in the Gen JJ Singh Shooting Championship held at Mhow defeating participants from all commands of the Indian Army. The inter section competition acknowledges the efforts of new shooters and gives them a chance to hone their talent. The competition was held in two categories--.177 Air Rifle Open Sight and .22 Rifle Prone.

The Individual Prizes won by the cadets are as follows:

.177 Air Rifle Open Sight: Cadet Md. Salman--gold; Cadet N Lalit Kumar Singh--silver; and Cadet Vivek Bandral--bronze.

Most Upcoming Shooter--Cadet C Lallian Sanga.

.22 Rifle Prone: Cadet Chetan Kumar-gold; Cadet Atul Tiwari--silver, and Cadet Saurabh Singh--bronze. Most Upcoming Shooter--Cadet L Sailo.

The Section Standings in the categories are as follows: .177 Air Rifle Open Sight: Chandragupta Section--I, Pratap Section--II, Ranjit Section--III, and Shivaji Section--IV.

.22 Rifle Prone: Shivaji Section--I, Chandragupta Section--II, Ranjit Section--III, and Pratap Section--IV.

The Overall Section standings are as follows: Chandragupta Section-I, Shivaji Section--II, Pratap and Ranjit Sections--III.

The prize distribution ceremony was held. The chief guest, Col HS Bainsla, Commandant, RIMC, praised the shooters for their performance and dedication and motivated them to raise their standards in view of the upcoming competitions.

The Rao Cricket Academy defeated The Contenders by 37 runs in the ongoing 62nd Dehradun District Cricket League played at the OFD cricket playground here today. After winning the toss and elected to bat first, Rao Cricket Academy made 217 runs with Ashish making 37 runs and Akash 30 runs.

The Contenders team was bowled out for 180 runs. Aron made the highest 30 runs. For the Rao Cricket Academy, Aditya and Ashish took three wickets each in the match.

Uttarakhand Lions register six-wicket win

Uttarakhand Lions registered defeated Institute of Technology Management by 6 wickets in the HN Bahuguna Memorial Glocal Dehradun Premier League played at Global School here today. ITM made 142 runs batting first with Vivek scoring the highest 41 runs and Shajad 36 runs. Uttarakhand Lions easily chased the target with opener Harsh Negi scoring 81 runs.

Flowers, music, colours mark Basantotsav

Basantotsav 2014, the annual spectacular event which is held at Raj Bhavan every spring, concluded last evening amid the beautiful environment created by flowers, music ,colours and the weather.

A total of 1668 entries were received for the festival.The Governor,Aziz Qureshi, gave away the prizes to 126 winners in various categories like flower competition, photography contest, floral rangoli and painting by children.Cabinet Minister Amrita Rawat and MLA BL Arya were also present on the occasion.The running trophy was bagged by IIT , Roorkee. After the prize distribution, the governor said that he was confident that Uttarakhand would become the largest flower growing and exporting state as the climate and other conditions were conducive to the growth of flowers.

He said the two-day event provided joy to a large number of people every year and gave them a freshness to carry on in life. He said this was the meeting point of natural beauty, folk art and culture, families ,traditions and cultural heritage .He said this created harmony and hope in society.He said it was amazing to see the large number of children at the festival and just like flowers, children were also above all feelings of caste, religion and economic differences. The governor congratulated all the winners and also the organisers (Horticulture Department) ,artistes ,Culture Department and all others who had contributed to the success of the spring fest.After the prize distribution, there were several cultural performances.

106 events take place during UPES fest

The three-day techno-legal-management festival at University of Petroleum and Energy Studies (UPES) concluded here today with a total of 106 events taking place over the three-day extravaganza involving over 2000 students.

The festival aimed to encourage the technical, managerial and legal instincts of young ignited minds and the fest provided them a national platform to showcase not only their talent and innovativeness but also sharpen their skills of teamwork and fellowship.

Shiksha mitras’ protest enters eighth day

The boycott and protest demonstration of primary teachers entered its eighth day today as the agitators refused to budge from their stand until the state government met their demand. The demonstration was being carried out under the banner of Uttarakhand Shiksha Mitra Mahasangh.

Lalit Diwedi, state president of Mahasangh, said the state government was pressurising them to strengthen their protest by not accepting the demands.

“The state government is at present undertaking recruitment to various posts of teachers in the state Education Department. We demand that the Shiksha Mitras should be inducted in the regular teaching posts at the earliest. If our demands are not met, we would gherao the Chief Minister’s residence in the coming days,” added Diwedi.

Ravindra Khati, Deepak Joshi, Rakesh Deswal, Pitambar Pandey, Yogesh Pant, Prem Nautiyal and Virendra Rawat were also present.

BJP terms Rahul rally a flop

President of the state BJP unit Teerath Singh Rawat has termed the rally of Congress national vice-president Rahul Gandhi in Dehradun yesterday a complete failure.

"Rahul Gandhi's rally failed to attract the youth, although the party is projecting him a youth mascot for the Lok Sabha elections," he said.

"The government used paramilitary constables for crowd management. Buses under the Regional Transport office were used for bringing people. This was not the case with Narendra Modi's rally and people had come on their own,” he said.

LPG distributors on strike from today

LPG distributors across the state have decided to go on an indefinite strike from tomorrow.

Chaman Lal, president of the Uttarakhand chapter of the federation of LPG distributors of India, said their main demands included making provisions for making a foolproof system for home deliveries of cylinders, single price for cylinders, availability of pilfer proof and immediate withdrawal of the sale of non-ISI marked small cylinders.

26-year-old missing found dead

A body of 26-year-old missing person found hanging from a tree in Naya Gaon in the cant police station area here today. Victim Deepak Thapa was missing since last two days.

Reportedly, on Monday morning, local women went to jungle to fetch woods when they saw a body hanging from a tree. They informed the police immediately, who took the body into custody and sent it for postmortem. The police also recovered a suicide note.

According to the police, Deepak was under stress for last many days due to a one-sided love for a girl and was a drug addict.

Servant found dead

A 58-year-old servant, Lal Bahadur, was found dead in a house in the Rajpur Road area here today. According to the police, Lal Bahadur, who used to live in the house of AK Sood on Rajpur Road, was ill for the past many days. A neighbour found him dead in his room today.

AK Sood had reportedly gone to Delhi and Lal Bahadur was alone in the house for the past couple of days. When a neighbour came to meet Sood in the morning he found Lal Bahadur lying unconscious in his room. He informed the police, which reached the house and took the body into custody.

Three held with illicit liquor

The Special Task Force (STF) seized over 45 cartons of illicit country-made liquor from Shyampur under Rishikesh police station allegedly meant for use during the forthcoming panchayat elections.

Acting on a tip-off, the STF team intensified checking in the Rishikesh area and stopped a car on the Shyampur barrier. On checking the car, the policemen found cartons of illicit liquor kept in the boot.

STF officials said there were three persons, namely Shyam Milan, Laxmi Bhakt and Satish Kumar, travelling in the car. They have been booked under various laws.

The STF had arrested the main accused, Shyam Milan, on February 14 while he was smuggling illicit liquor in his car.

The Cologne Carnival, which in German is Kölner Karneval, was celebrated with enthusiasm and excitement at Unison World School here today. Students of Grade IV to VIII participated in the carnival.

Demand for stay on demolition drive

The Sanyukt Sangharsh Samiti has submitted a memorandum to Congress national vice-president Rahul Gandhi demanding stay on the demolition of shops in Indira market.
