Mussoorie to have four trekking routes: MLA
Mussoorie, February 16 He said after concerted efforts he was able to get approval for the construction of four trekking routes--from Mall Road to Gun Hill, from Happy Valley to Kempty Fall, from Clouds End Resort to the Bhadraj temple, and one at Bhatta Fall--at a cost of Rs 5.47 crore. He added around Rs 70.20 lakh had also been approved for the construction of link roads along with placing signages etc., at Company Garden, Motilal Nehru Marg, Harnam Singh Marg, Landour Link Road, Circular Road, Camel Back Road and Hollow Oak Road. Joshi said a drinking water project worth Rs 15 lakh along with a project for beautification of Sahastradhara and Gucchupani (Robbers Cave) was also approved.He added these projects would immensely benefit the local residents and the tourists alike. Joshi said the Chief Minster’s visit to slum colonies was just an election stunt and it would not benefit the Congress in any manner as the voters had made up their mind to bring Narendar Modi-led BJP to power at
the Centre. |

Chill adds to woes of labourers
Mussoorie, February 16 Migrant labourers from Bihar and Nepal working on roads and building sites suffered the most and they had to take cover in nearby buildings during the rain and snowfall. The absence of night shelters has also magnified their sufferings who remained in huddles in their makeshift tents. Ramsingh Thapa, a migrant labourer working at a construction site, said, “Daily wage workers have to work every day to earn their livelihood and it becomes difficult in such weather conditions.” PS Rawat, Executive Officer, Municipal Council, said the council had made arrangements of firewood at various points in the town so that the labourers could keep themselves warm. He added a proposal for night shelters had already been sent to the government. Meanwhile, hail and rain continued to lash the town today, forcing the
residents to remain indoors. The council also made arrangements for clearing snow using a Bobcat machine. On the other hand, tourists enjoyed playing in snow. |

CM releases books focusing on Shilpkar community
Dehradun, February 16 Rawat was addressing a gathering after releasing four books of former Uttar Pradesh DGP, Chaman Lal Pradhyot. The books entitled, ‘Shilpkar Unnati Ki Disha’, ‘Shiplkar Ko Samajhne Ki Drishti’, ‘Shilpkar Evam Arya Samaj’ and ‘Shipkar Andolan and Isai Missionary’. The books focus on the issues of Shilpkar community of Uttarakhand. Rawat asserts that the society that discriminates can never progress. He also took opportunity to ensure filling of vacant posts of SCs and STs. He said the landless would also be provided with dwelling units under the Indira Awas Yojana. Uttarakhand Congress President Yashpal Arya said the Pradhyot’s writings on Shipkars were actually a mirror reflecting our society. “Pradhyot’s books reflect the challenging life of Shilpkar community”, he said. Uttarakhand Congress Vice President Suryakant Dhasmana said Chaman Lal Pradhyot through his writings had been highlighting the pitiable condition of Shilpkar community in the state. Rahul to visit Dehradun on Feb 22
Dehradun, February 16 Arya told mediapersons here today that Rahul Gandhi would also meet ex-servicemen. He said Rahul would address a public meeting at Parade Ground at 1 pm and party workers were fully prepared to make the rally a success. Arya denied that there was factionalism in the party. He said petty matters were blown out of proportion and they would be solved amicably. He said distribution of portfolios was the prerogative of the CM and he had nothing more to say on the issue.

Dehradun, February 16 He was talking to mediapersons on the sidelines of the meeting of the extended state Congress working committee in Dehradun. Tamta said the Harish-Yashpal duo had the ability to ensure a resounding victory for the Congress in all five Lok Sabha seats. Tamta said there was no need to change the Congress president in the state, a demand he repeatedly made some time back. “While the final decision lies with the party high command, it is my opinion that there is no need to change the Congress president in the state,” he added. Tamta referred to the achievements of the UPA government at the centre and said it was for the first time that hill states got much importance and even the Union Planning Commission acknowledged their contribution to conservation of forests and even compensated them. Director Gowariker set to release TV drama 'Everest'
Dehradun, February 16 Talking about the new serial, the Lagaan director said, “It’s basically a serial based on mountaineering. Sports as a subject is close to my heart. Though I will not say that I am trying to do something different from the genres being followed on the television, but Everest is different from today’s run-of-the-mill serials and carries a different line of thought.” Talking about why he chose Uttarakhand that was still coming together after last year’s natural disaster, he said, “We were well aware of the Himalayan tsunami that struck the state, but we were not sure about the kind of response from the localities. But, when we reached Uttarkashi for the first leg of shooting, the overwhelming response from the people amazed us. Despite the odds, they are trying to string together pieces of their life.” Produced under the banner of Ashutosh Gowariker Productions Pvt Ltd, the serial is directed by Glen and Ankush and is expected to go on air from May. Shot in the beautiful locales of Uttarakhand, Everest would also showcase the beauty of Nepal and New Zealand. The makers of the show have hired 25 local artists from Dehradun and 10 mountaineers from the National Institute of Mountaineering in Uttarkashi. Though the director refused to divulge the details of the main star-cast, Gowariker said, “The actors are undergoing mountaineering training at NIM. I express gratitude towards the Ministry of Defence, the government of Uttarakhand and Col Ajay Kothiyal, NIM Principal, for their support.” Talking about the collaboration with AR Rahman for Everest, Gowariker said, “Rahman is a brilliant person and calling him a genius would be an understatement. He is the only composer whose music brings narrative to the story and it progresses by leaps and bounds. It’s a great experience working with the maestro.” Gowariker who has acted in serials like Circus and CID said if the roads of the state were improved, it would definitely attract a lot of tourists and revenue. “As a filmmaker if I have to go to Uttarkashi or any other location in the state, I will definitely go. However, I would never bring my family for a holiday to this place as the roads are not in a good condition. This is the only sphere in which the government should put forth their efforts,” he added.

Dehradun, February 16 The film-makers belong to Dehradun. Shot entirely in Dehradun, the film was inspired by seven-year-old Maemi Nauriyal, who was the main lead of the film. Addressing the gathering, Talukdar said, “The story revolved around a girl who lives in an isolated mansion with a woman who she calls ‘The Mad Lady’. This woman is
her caretaker and watches her all the time. Their odd life is disturbed when the Mad Lady could see something she was previously oblivious to.” The film also stars Naomi Nauriyal and Sudarshan Juyal along with Sujata Paul Maliah, who played the role of the caretaker. ‘Cycle common need of people across country’
Dehradun, February 16 The Governor said a cycle fulfilled everyone’s need and there was a time when those who possessed a cycle were considered fortunate. He added initiatives like this rally were needed to connect people to each other and create an India devoid of discrimination on the basis of caste, language and class. He said such events would unite people and also help in conserving the environment. The Governor said in European countries the people commonly used bicycles. He congratulated MP Tarun Vijay for organising the event and said such events would inspire the people to use bicycles. Special cycle routes should be created in Uttarakhand, he added. Tarun Vijay said the youths were increasingly using motorcycles and this was a cause for concern for their parents. “If children start using bicycles, the situation will improve. The rally is being held to create awareness in this regard,” he added. Several senior officers supported the rally and gave the message that riding a bicycle did not downgrade one’s status. In fact, it earned respect for a person as he was contributing to saving fuel and the environment. The number of accidents would also reduce, they added. Dehradun, February 16 Despite Tewari’s political decline in the Congress, his group comprising Vijay Bahuguna and Pauri Garhwal MP Satpal Maharaj managed to keep Harish Rawat at bay after the 2012 Assembly elections victory. They ensured that Vijay Bahuguna become the Chief Minister of the state. However, complaints of mishandling relief, rehabilitation and reconstruction works after the natural disaster in June last year and the fear of defeat in the Lok Sabha elections in the state forced the party high command to dump Bahuguna and bring in Harish Rawat, a mass-based leader, as Chief Minister. Harish Rawat tried to convey a message of unity by taking everyone along but the fissures in the party resurfaced within 10 days of his assuming office. To make a new beginning, Harish Rawat took along state Congress president Yashpal Arya, a Dalit leader and protégé of ND Tewari, with an eye on the Dalit votes during the Lok Sabha polls. Arya, a Cabinet minister in Uttarakhand, resigned as the Congress president on the principle of “one man, one post” but Harish Rawat soon supported him and clamoured for his continuation on the post till the Lok Sabha polls. But the bonhomie between various factions and groups was short-lived, Satpal Maharaj, a bitter political foe of Harish Rawat, went public to claim that the party had done great injustice with the Garhwal region by making Harish Rawat Chief Minister. He argued that Harish Rawat by his pressure tactics had got all posts, including that of Speaker, a Rajya Sabha seat for his supporters and a Union ministry for himself after the Assembly polls in 2012 and now he had become Chief Minister. Satpal Maharaj said that the Garhwal region, which had given the Congress victory in the Lok Sabha polls of 2009 and the Assembly elections of 2012, got nothing and the party would suffer in the coming General Elections. The failure of Harish Rawat to distribute portfolios to his ministers has also led to a lot of heartburning. Senior Cabinet minister Harak Singh Rawat had a tiff with the Chief Minister at the last Cabinet meeting. Harak had even gone public against the working style of Harish Rawat as Chief Minister. Harish Rawat has been trying hard to win over dissidents. He has gone all the way to Haridwar on Saturday night to meet Satpal Maharaj to placate him. But it would be an enormous challenge for him to keep the Congress flock together with the Lok Sabha polls

Board exams postponed till March 26
Dehradun, February 16 According to the new dates, the exams would start on March 27 and end on April 17. The panchayat elections, which are starting on March 8, will be over by March 14 and counting will be over by March 23. Freeze zone clause comes in way of construction activities
Mussoorie, February 16 The residents opine that over the years with an increase in the local population new housing schemes have become imperative. But due to archaic procedures followed by the MDDA the residents are finding it difficult to get permission to construct even a one-room house. Shoorvir Bhandari, a local resident who is awaiting the sanction for his two-room residential flat even after eight years, said the construction and renovation activities though were not banned but required tedious procedures for getting permission. He said the Uttarkashi earthquake of 1991 was used as an excuse to stop constructions in 1996 within the freeze zone, which meant that no construction could be taken up within 150 metres on the either side of the freeze zone in a stretch spread across the length and breadth of the
town, resulting in no new housing schemes coming up in Mussoorie. The co-coordinator of state BJP Human Rights Cell, Vijay, alleged that the arbitrary implementation of the clause by the MDDA had resulted in illegal constructions, thus defeating the purpose for which it was introduced. Local Congress unit president Satish Dhaundiyal said according to the government order (GO) of May 31, 1996, the freeze zone falls within certain defined boundaries of Mussoorie hills and the administration's reasoning that the residents living outside the periphery of the freeze zone
should be penalised and stopped from building an additional room. Dhaundiyal told The Tribune that he met Chief Minster Harish Rawat recently and apprised him about the problems being faced by the residents regarding construction. Rawat directed the officials concerned to do the needful. Executive Engineer, MDDA, SS Sharma, said the clause was introduced to preserve the fragile environment of the town and regulate haphazard construction activities. |

Steel foundries without pollution clearance told to stop operations
Dehradun, February 16 The NGT has also ordered the board to file a status report before the next hearing in March. The order was delivered in a case filed by a resident of Kotdwar in Pauri Garhwal against the Jasodharpur industrial area managed by State Infrastructure and Industrial Development Corporation Uttarakhand Limited (SIDCUL). In 2012, acting on a request by the UEPPCB, the Centre for Science and Environment (CSE) had conducted an extensive environmental assessment of the Jasodharpur industrial area and advised the UEPPCB to regularise the foundries operating without its consent. The CSE had presented an action plan to tackle the issue of air and solid waste pollution caused by these foundries. It also held meetings with the UEPPCB and industry representatives as a follow-up and wrote many letters to the UEPPCB to take the matter forward. However, the UEPPCB and the district administration did not take any action on the report. “We are happy that finally the law is taking its course. If the UEPPCB and the district administration had paid heed to the CSE report, things had not gone to court,” says Chandra Bhushan, deputy director general, CSE. “The pollution control board has the authority to stop the operations of any plant that does not meet the norms and does not have the mandatory consent. However, It failed to exercise its authority,” he adds. In fact, inaction by the UEPPCB compelled people to approach court and the NGT. The Jasodharpur industrial area is a cluster of about 20 steel making factories using induction furnaces. Local communities have been protesting for about four years against the air and land pollution caused by these factories. |

BJP's SC wing to hold Swabhiman Sammelan on Feb 25
Dehradun, February 16 Addressing a press conference here, Arya said in the days to come, the BJP SC wing would hold a SC Swabhiman Sammelan at Roorkee on February 25. Dehradun, February 16 The participants were educated about the Protection of Women from Domestic Violence Act 2005, the Right to Information Act, laws relating to rape and sexual assaults, rights of victims, MNREGA, panchayati raj system, the 73rd Amendment, marriage and divorce related laws, PCPNDT Act. More than 80 women from villages of the Bhagwanpur block participated in the camp. There was a question answer session after each section. A participant, Yashodha Sharma from Mandawar village, asked that "Who are eligible to work under MNREGA." Premwati Arora replied to the question saying anyone from the village whose name is registered could avail of the benefits of the scheme. Disaster victims refuse to shift to makeshift sheds
Pithoragarh, February 16 Kalu Ram Bharati, one of the victims, said the area where the sheds had come up had been declared landslide-prone by the administration post the last year's mid-June natural disaster. Moreover, if they agreed to shift to the area, the government would further delay the process of their rehabilitation, he said. More than 400 families of the village were rendered homeless post the disaster. The disaster victims demanded that they be shifted to the Terai region or provided with land near the Pithoragarh district headquarters, Chaukori in Berinag or the Panagarh area of Didihat subdivision. Meanwhile, administrative officials said this was a temporary arrangement till they found land to rehabilitate them. |

Barpartiyas rejoice at grant of OBC status
Pithoragarh, February 16 “We have been demanding the OBC status from the state government for the last 50 years as the people belonging to the general castes in these rugged terrain are backward both educationally and socially,” said Guman Singh Chiral, a leader of the Barpatiya community that has been granted the OBC status. The Barpatiya community is a non-tribal community in Munsiyari and Dharchula areas of Pithoragarh district. Pradeep Tamta, Almora MP, welcomed the decision and said the state government decision to grant the OBC status to the people living on the China border would ensure a similar status for these communities in the Central list as well. The Barpatiya community largely comprises farmers but does not include those engaged in sheep rearing like the Bhotiyas. “After the Bhotiya traders community was declared a Scheduled Tribe in 1967, it started doing well in services while our (Barpartiya) people lagged behind. They neither got proper education facilities nor reservation in government jobs despite we being the poorest in the region,” said Guman Singh. Leaders of the Barpatiya community said the grant of the OBC status enable pave the community youths to get government jobs and higher education facilities under various schemes. “We are the worst sufferers in the event of a natural disaster occurring in the area. We have lost our land and are not in a position to overcome the losses as our youths are not well-educated as compared to the Bhotiyas,” said Vijay Singh Dhami, senior Congress leader from Dharchula subdivision. Members of the Barpatiya community celebrated the grant of the OBC status at Dharchula, Jauljibi, Gorichal Madkot, and villages in Talla Johar (lower parts of the Johar valley in Munsiyari subdivision) . The leaders of the community said the government’s step would not only help in development of the people living on the China border, but also stop migration from these valleys. “We will now be able to demand basic development facilities from the government as members of the OBC community,” said Guman Singh. |

Dehradun, February 16 The organic vegetable farmers had come in a large number from Maldevta, Raipur and other parts of the Dehradun and put up their produce for sale at the stall. A farmer, Pan Singh Rawat, who had come to sell his organic vegetables from Raipur, appreciated UOCB’s efforts towards ensuring the sale of their produce. Another farmer Ashish Vyas said the stall that would come up at Doon Haat every Sunday would also give an opportunity to the people of Dehradun to get organic vegetables at a cheap price. The delay in portfolio allocation even after 16 days of the formation of the Harish Rawat government has come in for a lot of flak from Uttarakhand Cabinet Except for Indira Hridayesh, who was given the charge of Parliamentary Affairs Department ahead of the Budget session on February 6, no other minister had been allocated a portfolio. The upset ministers said the delay had affected their plans for doing something for the masses before the imposition of the model code of conduct in the wake of the Panchayat elections on February 20. Harak Singh Rawat, who had a tiff with the Chief Minister at the last Cabinet meeting, openly showed his resentment and sat with party workers at the extended working committee meeting of the Pradesh Congress Committee on February 15. Venting his anger on the Chief Minister, he said the delay in portfolio allocation had started affecting the work of the state government. He also expressed displeasure at the appointment of former Congress MLA Tilakraj Behad as the chairman of the Seed Certification Agency. Harak Singh Rawat earlier held this post being the Agriculture Minister. According to sources, the Chief Minister seems to be in no hurry and will do the exercise after the Assembly session and the proposed visit of Congress national vice-president Rahul Gandhi to the state on February 22. The cribbing ministers will have to wait for a while. Suspended staff have high hopes from new SSP Constables, head constables, sub-inspectors and inspectors who have either been sent to the Police Lines or suspended by former Dehradun SSP Kewal Khuranna heaved a sigh of relief after the government was attached him to the police headquarters recently. Dehradun, February 16 He addressed the students in the assembly hall and told them how he started playing at the school level in inter-school matches and Suborto Cup, which led him to take up football as a career, and how he went on to become an international player. He also told the school students and that in order to promote football in India, he founded Baichung Bhutia Football School in Delhi in 2010. The school helps to discover the new talent and hone the technique and skills of young budding footballers. The commitment of setting up a similar talent school in Raja Ram Mohan Rai Academy came as a cheer for the school students and the administration.
