Disaster-hit families don’t expect much from new CM
Our Correspondent

Pithoragarh, February 5
Disaster affected families and those residing in Dharchula and Munsiyari subdivisions of Pithoragarh district do not expect a miracle from new Chief Minister Harish Rawat. They accuse the state government of not doing anything for their rehabilitation. Harish Rawat was to tour the affected areas today but the visit was cancelled due to bad weather conditions.

“We are worried about the future of our children as even eight months after the natural disaster the government could not make a concrete plan for our rehabilitation. We are yet to get proper houses and ensure schooling for our children,” said Motima Devi, a resident of the Talla Darma valley. Momita along with her family of five is living in a tent in the Naya Basti area of Dharchula.

According to sources in the administration, most of the families living in tents or in government buildings are from the Darma and Bram valleys and the Baluakot and Ghati Bagar area of Dharchula subdivision. There has been no progress in the direction of their rehabilitation for the last eight months. As many as 776 families are to be rehabilitated in the area, according to official records.

“Sometimes the government fails to identify land to rehabilitate the affected villagers, at other times people reject the government offer. The government has failed to sort out the problem for the last eight months,” said BD Joshi, a senior Congress leader in the Dharchula area

People from the affected areas told this correspondent that they wanted land near Pithoragarh town for their resettlement rather than in Dharchula, which is prone to landslides and flash floods. “The future of our children will be secured only if the new Chief Minister allocates land near Pithoragarh town for our resettlement,” said Harish Singh, a resident of Suva village in the Darma valley.

The sources said besides the affected families living in tents at Dharchula, Khotila, Talla and Malla Darma, Toli Ghatiabagar and Naya Basti, the residents of Balaukot, Gothi, Dharchula, Toli Gattabagar and Madkot were also worried about their future. These people live near riverbeds of the Gori, Kali, and Dhauli rivers which were prone to flash floods and landslides. Embankments and a protection wall were needed along the banks of these rivers before the next monsoon to protect their houses. “Though the natural disaster had hit the state eight months ago, the promised protection walls alongside the riverbanks to protect these towns and villages had not been built till date. We expect a time frame from Harish Rawat to finish this work if he visits our region,” said RS Panda, a BJP leader and resident of the area.

According to villagers living near the riverbeds of the Gori, the Kali, and the Dhauli flowing through the area, when glaciers start melting March onwards, the water level in these rivers swells, causing landslides and flooding of fields,” said Bahadur Singh Parihar, a retired principal living in Madkot town of the Dharchula area.

“The government and the local administration have failed to solve any problem of the uprooted villagers in the last eight months. Besides the Sobla to Tawaghat and Tawaghat to Mangti roads, several other roads were yet to be repaired. This has made the life of the villagers of high valleys pathetic,” said Aan Singh Rokaya, a social worker from the area.

2014 Budget to be tabled today
Tribune News Service

Dehradun, February 5
The Uttarakhand government headed by the newly elected Chief Minister Harish Rawat will table the annual Budget for the year 2014 on the first day of the Uttarakhand legislative session that commences on Thursday and will continue till February 21.

''A greater portion of the budgetary allocation would cater to the needs of the disaster-affected people, including carrying out reconstruction activity and sprucing up the damaged infrastructure,” said Indira Hriyadesh, who has been given the duties of the Parliamentary Affairs Minister for the Budget session.

The minister said that the Budget would be tabled in the evening and would be passed on February 20. ''In keeping with the wishes of the new Chief Minister, some additions have been made in the Budget keeping the interest of certain sections in mind. The proposals by the World Bank and Asian Development Bank (ADB) that were cleared during the Bahuguna government will also be part of the Budget,'' said Indira.

She said that spendings under the 2013-2014 Budget were affected due to the disaster, absence of release of funds on time. ''But with the weather improving in February, the work will pick up as tenders have been passed and we will have to put in place a monitoring system for ensuring works are carried in a satisfactory manner,'' said Hriyadesh.

The minister also rejected claims of a constitutional crisis plaguing the government in case the portfolios are not distributed to the ministers before the start of the session.

''As it is an extraordinary situation when the change of guard has taken place even as the date for the Budget session was already set, an immediate arrangement has been made. In case there is no distribution of portfolios, the ministers, who were in-charge of various departments in the previous government, would take on the questions. In case there is a change in portfolios, these ministers would be summoned to answer the queries of the MLAs,” added Hriyadesh.

Rehab issue to be raised
Tribune News Service

Dehradun, February 5
Leader of the Opposition in the Uttarakhand Legislative Assembly Ajay Bhatt said today that the Opposition would extend full support to the government for the Budget session beginning tomorrow.

“As a responsible opposition, it is our duty to ensure that budgetary allocations being proposed for the disaster-hit people of the state are passed. In case, we feel the need to reduce the demand for a grant, we will not hesitate to move a cut motion,” said Ajay Bhatt, while addressing mediapersons today.

Among a host of issues that the Opposition would raise in the House, the Leader of the Opposition said, “The issue of rehabilitating people hailing from the villages of Semi, Urgam valley, Tharali and Gumbar (Dharchula) will be taken up. These villages fall under active landslide zones and people require immediate rehabilitation. The Centre had promised a package of Rs 8,000 crore for the rehabilitation of 278 villages but no funds have been released so far,” said Bhatt.

Bhatt also questioned the government for failing to allocate portfolios to the ministers, even as the budgetary session would start tomorrow. “In the absence of the distribution of portfolios, it is indeed doubtful, if the question hour would go off smoothly,” he said.

Tribune News Service

Dehradun, February 5
Uttarakhand Speaker Govind Singh Kunjwal today said that the Opposition had agreed to extend support to the Budget session that would commence from tomorrow.

''At the all-party meeting today, I had sought the cooperation of the Opposition and I have been assured of full support. I am hopeful that the Budget session would run smoothly. After the tabling of the Budget on February 6, discussions would be held on February 7, 10, 11 and 12,'' said Kunjwal.

Assembly session: A test of Harish Rawat’s expertise
Neena Sharma
Tribune News Service

Dehradun, February 5
Though new Chief Minister Harish Rawat has entrusted senior Congress leader and Parliamentary Affairs Minister Indira Hriyadesh with the responsibility of running the House, the expertise of the Chief Minister, too, would be on display as he takes his colleagues along and handles the onslaught of the Opposition during the Assembly session that commences tomorrow.

Though the Congress ministers are still hopeful that the portfolios would be distributed late tonight, political watchers say as the government has already made immediate arrangements for handling the Budget session. The portfolios in all likelihood would be distributed after the session.

It is an open secret that there was Opposition by at least 22 MLAs who belonged to former Chief Minister Vijay Bahuguna's camp and Satpal Maharaj's camp to the coronation of Harish Rawat as the new Chief Minister. ''The Chief Minister's acumen in handling opposition by these MLAs would be fully tested in the House. Any signs of disunity would be lapped up by the Opposition which has made the right noises for extending support to the new Chief Minister,'' said a senior Congress leader.

On the other hand, in case the Chief Minister manages to distribute the portfolios to his ministers on the eve of the session and also changes most of the portfolios, it may also prove counter-productive as the MLAs would be ill-prepared to answer the questions about departments which would be new to them.

In that sense much depends on the Chief Minister Harish Rawat and Indira Hriyadesh to surmount all these difficulties and bring to the fore their years experience and skillfully engage in floor management.

Major reshuffle in state police likely
Tribune News Service

Dehradun, February 5
A major reshuffle in the police ranks is on cards after the new Chief Minister Harish Rawat took charge in Dehradun, last Saturday.

A major exercise has been going on since the last two days at the government and police headquarters to prepare a final list of transfers and postings.

Reportedly, police officials between the ranks of Inspectors and Senior Superintendent of Police (SSP) will get shuffled so that those officers close to the new CM’s camp get plum postings.

It has become a standard practice for a new government to replace police officers holding key posts with officers considered close and loyal to the government.

The first casualty of this practice was Dehradun SSP Kewal Khuranna, who was attached to the police headquarters within 24-hours of change in guard on Sunday.

According to the sources, till Wednesday, important details regarding the long list of officers, which includes their previous postings and current posting, was being prepared at the police headquarters.

The reshuffling of police heads in important districts such as Haridwar, Dehradun, Nainital and Udhamsingh Nagar, are quite evident though police sources are suggesting that even other districts may see some change in guard in the wake of election code of conduct coming into force before the panchayat elections in the state followed by union elections.

The Tribune has learnt that the Director General of Police (DGP) BS Sidhu had held a meeting with the senior officials of police headquarters to discuss the issue of transfers and posting.

Massive cleaning operation launched across Doon
Tribune News Service

Dehradun, February 5
A day after the financial and administrative powers of Mukhya Nagar Adhikari Ashok Kumar were snatched away owing to his failure in managing the sanitation of the state capital, a massive cleaning operation was launched under the supervision of Principal Secretary MH Khan.

The cleaning operation launched late at night on Tuesday aims to clean the overflowing garbage dumps and drains of the city by Thursday morning, before the crucial Budget session of Vidhan Sabha starts. Less than a month after, Khan had himself conducted the ground inspection of the city, that was reeling under the stench of overflowing garbage. The situation was back to square one, forcing the bureaucrat to take immediate remedial measures.

As a first step towards a cleaner city, the MNA was stripped of his financial and administrative powers and Additional MNA Uday Singh Rana has been given the charge of maintaining the sanitation of the city.

Around 13 vehicles of Municipal Corporation, Dehradun, and Doon Valley Waste Management were pressed into service. Giving further details, Khan said that they aim to clear the garbage from the city by late on Wednesday night.

Admitting that the sanitation situation of the city had deteriorated beyond control, Khan said they were hopeful that with a change of guard situation would improve.

“Earlier the MNA was handling a lot of portfolios and therefore he was not able to look after the sanitation work of the city. Now that the portfolio has been handed to Rana, the situation would certainly improve,” he added.

His father served at IAS academy for several years

Tribune News Service

Mussoorie, February 5
Satya Nadella, the first India-born CEO of Microsoft, has a Mussoorie connection.

Dr BN Yugandhar, Nadella’s father, along with his family had spent a large amount of time serving on various posts at the Lal Bahadur Shastri National Academy of Administration in Mussoorie.

The chairman the Rural Litigation and Entitlement Kendra (RLEK), Avdhash Kaushal, congratulated Satya Nadella on his elevation to the post of CEO at Microsoft. He said Nadella’s father Dr BN Yugandhar was a close friend and colleague of him while he served as a faculty member at the Lal Bahadur Shastri National Academy of Administration, the premiere institution for training IAS officers in the country.

Kaushal said it was great to see a colleague’s son following in the footsteps of his father, and attaining great heights.

He added Yugandhar, while in the academy, was known for fighting poverty and raising the issues of rural development, and decentralization of planning and administration.

Yugandhar joined the Indian Administrative Service in 1962 and held many prestigious positions during his service time. He served as Deputy Director of the Lal Bahadur Shastri National Academy of Administration from 1971 to 1974 and as Course Director for the post-entry professional courses of the Indian Administrative Service, said Kaushal, who also served with distinction as a faculty member of the academy during the same period.

Yugandhar later became the director of the academy and served on the post from May 1988 to January 1993. He was a pioneer in innovation and played an important role in improving the content and methodology of the sandwich pattern of training and introduced latest management concepts and techniques in the academy. He also developed the apex training institution and organised valuable training like the UNDP’s rough training in higher civil services, and FAO’s training on decentralised planning, said Kaushal. He had also served as a member of the Planning Commission. It was at the academy that Kaushal got an opportunity to interact with Nadella as a child. Kaushal faintly remembered Nadella’s childhood and said the spark of excellence was visible in his eyes even then. It is no wonder that the child of an illustrious father had become the CEO of software giant Microsoft, he added.

“It is indeed a matter of pride for the people of Mussoorie to know that Nadella and his family had close association with their town. Nadella’s achievement would become a source of inspiration for the future generation,” said Kaushal.
