Dehradun, January 28 As luck would have it, Shashi participated in the contest at the insistence of a friend. “I was pursuing modelling for the past one-and-a-half years in New Delhi. One of my friends who wanted to participate in the contest asked me to fill out the form for the auditions. I had participated to give her company. Unfortunately, she was not selected and got screened out in the first step.” A winner of Super Model Contest (India), Bangari represented India internationally during the Asian Super Model Contest in China, where she stood fifth. “I love my work
and have a lot of confidence in myself. Maybe that is why I am here today,” she added. Daughter of a Hong Kong-based chef NS Bangari and a housewife Manga Devi, the 5’9” leggy lass is a national-level basketball player and a product of St Thomas College. Junior school teachers warn of agitation
Dehradun, January 28 As per their plan, the teachers carried a rally here on Monday and submitted a memorandum to the District Magistrate addressing the Chief Minister. The key demands include, giving three career promotions to basic teachers, benefit of Assured Career Progression (ACP) to the teachers and the teachers should not be deployed on other duties other than teaching. According to the association, if the government does not pay heed to their demands, all the junior high school teachers of the state would meet at the Parade Ground on February 3 and would carry a massive protest rally towards the Chief Minister’s house. The rally would be followed by a ghereo of the Legislative Assembly Complex It is to be noted that the Junior High School Association held 17 demands and they are demanding action on all of them. Meanwhile, Akhilesh Kumar Sharma, president of the association, said: “We are hopeful that the government will address our concerns. Else, we will be forced to intensify our agitation in case the government fails to pay any heed to our demands.” |

Dehradun, January 28 Agarwal spoke during a Continuing Medical Education (CME) programme for medical practitioners organised by Indraprastha Apollo and Indian Medical Association (IMA) to discuss basic issues related to liver transplantation, treatment of chronic viral Hepatitis and management of Hepatitis, Billiary and Pancreatic cancers. “Hepatitis, Billiary and Pancreatic (HBP) Cancers are degenerating cancers with a high mortality rate, if timely surgery is not undertaken,” said Agarwal. He said after the completion of the treatment, follow-up care is essentially required for cancer
recurrence or its spread and side-effects of certain treatments. “In case of HBP malignancy treatment, physical exams and blood tests such as Alpha-Fetoprotein (AFP) levels or lever function tests and other tests such as ultrasound, CT or MRI scans may be required. It is important to track symptoms to help them manage effectively,” he said. Dr Manav Wadhawan, senior consultant, Gastroentreology, Indraprastha Apollo Hospital, delivered a lecture on the challenges being faced for treatment of chronic viral Hepatitis. “The goal of Hepatitis B treatment is to
prevent cirrhosis, liver decomposition and hepato cellular carcinoma. The current anti-viral therapies are effective in bringing down the viral replication,” he added. |

Bahuguna creating rift between communities, alleges Babbar
Dehradun, January 28 Babbar along with several supporters under the banner of All India Sikh Conference had arrived at the Secretariat to meet the Chief Minister on Tuesday. Voicing their anger, following the refusal from CMO to meet the group, Babbar said that the Chief Minister had given them an appointment to resolve the issue. ''During an earlier meeting the Chief Minister had fixed an appointment for today and had assured that issue to rebuild the gurdwara would be finally resolved. He has not only cheated us, but also the entire Sikh community, which has no faith left in Bahuguna and his party,'' said Babbar. ''However, upon enquiring from the CM office we were informed that the Chief Minister does not have time to meet us and when he has the time we will be informed. This kind of attitude clearly reflects that the Chief Minister is not interested in resolving the issue. Instead, ever since the issue cropped up, the Chief Minister is bent on involving various Hindu groups, including the Ganga Sabha and RSS. It appears that Bahuguna wants to raise a wall between both the communities resulting in communal disharmony,'' added Babbar. The disputed site currently houses Bharat Scouts and Guides office, which the bearers claim to be in existence before 1970. According to the protesting Sikhs, Gurdwara Gyan Godri Sahib, the holy Sikh shrine situated at Har-ki-Pauri, related with the Third Udasi (mission) of Guru Nanak Dev, was destroyed in 1984. |

Cabinet proposes to double MLAs’ salaries
Dehradun, January 28 The Cabinet also approved a proposal to raise the annual budget figure prominently. Senior officials claim that the hike would be in the range of Rs 2,000 crore to Rs 3,000 crore. “The meeting to chalk out the annual plan has been held in New Delhi and the plan suggestions will be incorporated in the budget during the Assembly session on February 6,” said Indira Hriyadesh, Finance Minister. On the other hand, the Cabinet proposed to raise the salary of the present and former MLAs to Rs 10,000 every month. The election area allowance had been proposed to After a delay of more than two years, the Cabinet also approved the rules and regulations for the Dental Department and creation of 150 posts in it. It also accepted the demand of government nurses for a 25 per cent hike in the nursing and boarding allowance. It also approved the restructuring of the Department of Social Welfare, signalling the creation of new posts and doing away with the existing ones. The Cabinet gave nod to the allotment of krishi pattas by the government to the landless and
marginal farmers belonging to the Scheduled Castes category. In another important decision, it also decided to allow mining by the Border Road Organisation (BRO) and the ITBP for the construction of roads in the border areas of the state. It also exempted construction material like brick, mud and clay used for levelling roads from the ban on mining. In a relief to the aspirants of posts advertised for direct recruitment and not falling under group II, the Cabinet set an application fee of Rs 500 for the general category, and Rs 300 for applicants belonging to the Scheduled Castes and Scheduled Tribes categories. |

State govt launches one click solution for various services
Haridwar, January 28 The newly created portal: sugamsewa.uk.gov.in will officially be launched in the coming weeks; the website will provide one click solutions and
services such as paying electricity and water bills, booking bus tickets or to look up accommodation at various hill stations of the state. Designed by the National Informatics Centre, this portal, which is currently on trial mode, aims to provide best of the services to people in a time bound manner. A total of 110 services being provided by central and state government are covered in this portal service that makes accessing these services much easier. this portal, consumers can also lodge complaints and also know the status of their complaints. Dehradun, January 28 CM Vijay Bahuguna has tried to play down such reports by telling the
media that there was no vacany in the state. However, Congress sources maintain that serious efforts are under way by the political opponents of Vijay Bahuguna to dislodge him on the ground of ''non-performance'' in New Delhi. Interestingly, the party high
command has not done anything to dispel these despite circulation of such rumours and frequent media reports predicting a change in the state leadership. After the Republic day celebrations got over at the state capital here, there were strong rumors of possibility of a change, forcing many of the senior state ministers to rush to the national Capital. Some of the senior ministers in the Bahuguna Cabinet and party legislators, Harak Singh Rawat, Congress president Yashpal Arya and Subhodh Uniyal left for Delhi. Congress sources maintain that the core committee of the Congress would take a final decision on the issue, with Union Water Resources Minister Harish Rawat being the front runner. Technology should be used to protect Dhari temple: Bharti
Dehradun, January 28 “A message went around that we were against development but that was not the case. In fact we lost the local priest who had lifted the statue of goddess Dhari on June 16 last and placed it on top. All along we were asking the power company to spend a little extra on the technology for saving the temple. But the company was not interested,”said Uma Bharti, while presenting a report card on the efforts launched by her and others to save and protect Ganga. She also said the government and the people should not engage in activity that would hinder the uninterrupted and clean flow of the river Ganga. “One should not forget gains made under the pact reached between Madan Mohan Malviya and the representatives of the British government of not tunnelling the Ram Ganga, and to this day it continues to run uninterrupted. During those times, the technology was not so much advanced. We can use similar technology to ensure that one stream of the river is at least allowed to run uninterrupted,” said Uma Bharti. Strongly advocating for the setting up of a treatment plant in Kanpur to keep the the stretch of river Ganga through the town pollution free, Bharti said: “Immediate steps should be taken to shift the tanneries out of Kanpur and establish a treatment plant to keep the river free of pollution.” On the other hand, former Chief Minister Ramesh Pokhriyal Nishank also advocated a policy that ensured the forests were protected and the people also earned livelihood through them. “When I spoke about the Himalayan states receiving a green bonus, every body thought it would be impossible, but I am happy to say that the Central Government had sanctioned Rs 1000 crore for Uttarakhand as green bonus and similar amount has been sanctioned for the other Himalayan states,” he said. |

February 5 deadline for food traders to apply for licence
Haridwar, January 28 As per district food and supplies officer Mahimanand Joshi, the department is conducting several camps, where traders can get registration/licence forms. He added that the last date of getting registered is February 4, after which legal action will be taken against those traders who have not applied for this procedure. Mahimanand warned that related traders should not take it easy as skipping registration process means a penalty of Rs 5 lakh or 6 months' imprisonment. Regional food safety officer Yogendra Pandey said the camps were being organised at various markets to ensure traders get and submit these forms in a short span of time. Pandey said all food item producers, retailers, distributors, vendors, hawkers, vendors who sell food-related items, government-private guest house canteen operators who also include mid-day meals being provided at government schools, all hotels, restaurants,clubs, caterers, food transporters, ration stock institutions, food processing units, juice processors, vendors, cold drink producers-shopkeepers, liquor producers, stockists, sellers and those who sell vegetables, fruits, pulses and other food items fall in this ambit. City traders’ association president Shiv Nayar said they were cooperating with the food and supplies officials and more than 1,000 traders had applied for licences. |

Principal Secretary S Raju will look after these departments along with Drinking Water, Social Welfare, Sanskrit Education and School Education. Secretary Manjul Kumar Joshi has been relieved of the charge of Language and Census Department. Secretary in charge CS Napalchyal has been given the additional charge of the department. Additional Secretary Vinod Sharma has been given the charge of the Home Department instead of being IG (Jails).

Principal who works to create faith in govt schools among people
Pithoragarh, January 28 Dr Ashok Pant is one such teacher who has succeeded in creating faith in government-run institutions among the people. The Education Department and the district administration honoured him on the occasion of Republic Day this year. Pant was given an award as the number of students in his Intermediate College increased from 286 in year 2010 to 601 at present after he took over as principal. “He even attracted students from established public schools of the area as he created an atmosphere that boosted the confidence of teachers, and students ,” said Dr Mukul Sati, District Education Officer, Pithoragarh. Pant said after a liver transplant he underwent in 2009 he decided to give something back to society as a teacher. “To begin with, I installed attractive signboards carrying inspiring slogans on the campus of my school. These signboards benefited the institute in two ways. They motivated the students to take part in the campus activities and also inspired them to excel,” he said. He added he gave attention to teaching in the school and laid emphasis on the completion of class work and homework. He also sought cooperation from the Parents Teachers’ Association in his endeavour. “By providing an atmosphere similar to that in public schools we try to remove the inferiority complex in the minds of students of our school,” said Pant. The citation presented to Pant stated he had not only created self-confidence among the students by upgrading academics in the school, but also increased the campus activities with an aim to enhance the leadership potential among them. “We started publishing a school magazine and holding regular debates and discussions on the campus, besides career counselling in various disciplines. This way we were not only able to improve results but also give more exposure to students in the last four years. Thirtyfive students of our school achieved the first class in the board examinations while six students got the fellowship started by the Central government last year,” said Pant. |

Pithoragarh, January 28 He said Congress workers had become more confident and active after taking part in the AICC meeting in New Delhi. “The meeting has not only cleared the vision of the party for the General Elections but also united them,” Bisht told mediapersons on his return after attending the AICC meeting. “The talk by Rahul Gandhi during his one-to-one meetings with Congress workers from all over the country has given the party workers strength and vitality to prepare for the coming battle, which the party has to win,” said Bisht, an old Congress leader from the Kumaon region. He said the Uttarakhand Congress would have to make a strategy to publicise the achievements of the party at the Centre in the last 10 years, especially MNREGA, Right to Information Act, Food Security Act, forest rights and other village projects. “On the publicity front the Congress has been found wanting in recent years as it has been sincerely involved in changing the lives of common people without seeking publicity,” he added. Pithoragarh, January 28 Ashok Kumar Pant, Principal of SDS Intermediate College, was honoured for creating faith in the government-run education system as the number of students at his college has risen from 286 to 601, after taking charge as Principal on August 21, 2010. Almora MP Pradeep Tamta hoisted the tricolour at Primary School, Gulel, at the interior parts of Kapkot sub-division of Bageswar district. He also addressed students and villagers after the flag hoisting ceremony. Staff in dilemma as firm contemplates shutdown
Dehradun, January 28 While taking up the cause of employees of Aqua Mall located in Bhimtal, Nainital, local Congress MLA Sarita Arya said among the two plants that were working efficiently, plant 1 had slowed down due to old technology, “The employees fear that they may either get marching orders or be transferred out
of Uttarakhand. We will like the Department of Industries to take a stand on the issue so that the interests of the locals are protected,” she said. So far, the company
has transferred two employees to Baddi in Himachal Pradesh and two to Dehradun. But, joining ranks with the Congress MLA, BJP senior leader Madan Kaushik too expressed apprehension at the way the companies were transferring out employees to other states, “These companies set up shop in Uttarakhand with the promise that the local youth will be provided jobs, but now when they are encountering problems, most of the companies are transferring employees to other states, which is not a good sign,” said Kaushik. Bahuguna lays foundation stone of two electricity sub-stations
Dehradun, January 28 The Chief Minister was addressing a gathering at Nehru Colony today after laying the foundation stone for the 33/11 KV electricity sub-stations of Nehru Colony and Ring Road, Raipur. He also inaugurated the night electricity breakdown repair service. The Nehru Colony sub-station is expected to cost Rs 237 lakh while the Ring Road sub-station is expected to cost Rs 250 lakh. Bahuguna in his address pointed out that the development of the state was dependent on the availability of electricity. “It is important to generate employment to stop people from migrating to other regions. Development of industries will create employments for talented youngsters,” he said. Bahuguna said the work on improving the power infrastructure worth Rs 191 crore had begun in Dehradun district. Assuring that the government was trying to minimise power cuts, the Chief Minister disclosed the officials had been directed to buy electricity from other states if it was required to avoid power cuts. He said further works had begun on the Vyasi Project and permission would be soon obtained for the Lakhwad project. He also apprised that electricity was cheaper in Uttarakhand when compared to other states. The domestic rate for power in Uttarakhand was Rs 2.94 per unit, Rs 4.63 per unit in Uttar Pradesh, Rs 3.91 per unit in Himachal Pradesh, Rs 4.86 per unit in Gujarat. As many as 13,000
consumers would benefit from the Nehru Colony and the Ring Road sub-station projects. |

25 villages plunged into darkness
Mussoorie, January 28 Power supply to the villages was disrupted due heavy snowfall that led to uprooting of electricity poles and
damaging several transformers in the region. Youth Congress president from Jaunpur Vijendar Panwar said power supply had not been restored in the villages, including Kempty, Senji, Bhatoli, Takarna, Bangaar, Kyari, Khiarsi and Lalotna, for the past nine days. However, Executive Engineer, Electricity Department (Jaunpur range), Amit Kumar said the 33 kv line from Thatyur had been restored but the line from Mussoorie to Kempty and Nainbagh was yet to be restored, which was leading to power disruption. It would take another four to five days more to restore the power supply completely, he added. — TNS
