Anti-polythene drive for cleaner, greener Doon
Dehradun, January 22 Led by District Magistrate BVRC Purshottam and Mayor Vinod Chamoli, the drive was initiated in the 60 wards spread across the city. Joined by the members of various NGOs, NSS, civil defence wardens and officials of Municipal Corporation, Dehradun, the anti-polythene rally was started from the EC Road-based Dwarka Stores. Addressing the gathering, District Magistrate said that a public awareness drive to keep the city free of polythene is required so that people are made aware about the adverse effects of polythene on environment. ''On January 25, a polythene eradication drive would be carried out with the school children. Usage of polythene having more than 40 microns poses a grave danger to the sensitive ecological balance. Public involvement is required to help make
the city polythene free,'' said the DM. Setting February 20 as the deadline for the removal of polythene from the city,
the District Magistrate instructed sector officials of ensuring a complete ban on the polythene usage in their areas. Following the deadline, if any shopkeeper or vendor was found using polythene bags, strict On the first day of the drive, several tonnes of polythene was brought at the makeshift collection point set up in parade ground from where it would be transported to the trenching ground for disposal. Raids were conducted on the shops located in Jhanda Bazaar, Darshani Gate, Moti Bazaar, Dhamawala, Ramleela Bazaar and Sabzi Mandi. Nearly 30-40 kg of polythene was seized from the shopkeepers and 50 challans issued on the spot. Later, the administration distributed non-woven bags amongst the shopkeepers. Speaking on the occasion Mayor Vinod Chamoli said that the anti-polythene drive was necessary for the city as the sanitation condition was getting marred by the usage and dumping of polythene everywhere. Dehradun, January 22 A team consisting of DIG Sanjay Gunjyal, SDM Pratyush Singh, and Circle Officer (CO) Renu Lohani along with police personnel raided six stone crushers and sealed
four of them. According to the officials, two sealed stone crushers, the Shiv Shakti stone crusher and the Himalayan Society for Development stone crusher were found storing mined material on a
gram samaj land. Meanwhile, notices were served on the Ankit Gram stone crusher and the Garhwal stone crusher after the team found some irregularities. The mining vigilance force also seized and then sealed 27,065.26 sq m of illegaly mined material.

Dehradun, January 22 Raising anti-government slogans, the protesters said they had been agitating for the past several days but the state government and the Directorate had not paid any heed to their demands. They are demanding that primary assistant teachers should be promoted to Principals and the others due for promotion since May 2013 should be promoted. “Teachers posted in government schools in inaccessible terrains should be promoted to fill the vacant posts in the schools. Cabinet nod to 30 pc incentive for anti-mining vigilance staff
Dehradun, January 22 According to government officials, the provision of 30 per cent incentive has been made to reward employees engaged in curbing illegal sand and mineral mining in the state. The government has also fixed a limit for the disbursement of the incentive, which would not be more than Rs 12,000. For the expansion of the Department of Prisons, the Cabinet approved the creation of posts at the junior and senior levels. In all, there are 11 jails functional in Uttarakhand and there has been a 60 per cent increase in the number of prisoners. The government proposed the creation of posts at the junior and senior levels in the Department of Prisons. It proposed a post of law officer with a grade pay of Rs 5,400; two posts of senior superintendent of jails with a grade pay Rs 6,600; five posts of karyapal; 20 posts of chief prison guard with a grade pay of Rs 2,060; and three posts of reserve chief prison guard with a grade pay of Rs 2,000. The government took the decision to create post in the Department of Posts keeping in view several suggestions mooted by a permanent committee of Parliament in its 142-page report, including a time frame during which the under-trials could remain in jail and also making provisions for their mental and physical well being. The Cabinet also recommended striking down of law-12 of the rules and regulations for the disbursement of pension and aid to freedom fighters in the state. The Uttarakhand government had made special provisions for the disbursement of pension or the one-time grant for such category of freedom fighters who did not fulfill the minimum criterion of imprisonment (two or three months) during the freedom movement to become eligible for the pension. “The provision invited a lot of litigation as persons falling under this category approached courts,” said a senior official. Dehradun, January 22 Call it AAP effect or the coming Lok Sabha elections, the Chief Minister, who is a habitual helicopter flier, has decided to hit the road more than two years he first took office. Announcing this here today, Bahuguna said, “I will be travelling by road to oversee the ongoing works and look into the problems being faced by the people. Before that, the ministers who have been made in charge of the districts, too, will start their tours from January 24." Bahuguna said the government had already received aid from World Bank and Asian Development Bank (ADB) for carrying out reconstruction activity in the flood-ravaged state. “We need to start work from February when the conditions become favourable and have to immediately start preparing detailed project reports for carrying out projects,”
he said. Bahuguna said he would be meeting the Union Minister for Environment and Forests in New Delhi on January 24 for holding discussions for getting permission for the clearance of land-related projects measuring up to five hectares by the state government. “Former Union Environment Minister Jayanti Natarajan had not cleared the proposal during her tenure. I will be taking up the matter with Union minister Veerapan Moily. If the state is vested with the right to make land clearances up to five hectares, it will save our time and help speed up road construction and carrying out projects under road-realignment,” said Bahuguna. Bahuguna said he would also be meeting former Chairman of the National Knowledge Commission Sam Pitroda in New Delhi to seek his help for setting up a knowledge city in the state. “The knowledge city will comprise national and international-level institutes engaged in carrying out research in medicines, hospitals and herbal parks,” said Bahuguna. On the selection of candidates for the Lok Sabha elections, Bahuguna said the decision would be taken by Congress national President Sonia Gandhi and national Vice-President Rahul Gandhi at the Parliamentary
board meeting.

Natural water bodies around Naini Lake to be beautified
Pithoragarh, January 22 According to DC Singh, chief engineer (irrigation), the Union government has sanctioned Rs 13.22 crore for the purpose. He added: "The lakes of Bhimtal, Sat Tal, Naukuchiyatal, Sukhatal, Kamal Tal, Harishtal, Bhatat Tal and Hanuman Tal, have also been included in this scheme under which some dead lakes will also be revived while the water level on other lakes will be increased to make them more attractive from a tourists’ points of view." He said, "We have already received the first instalment of Rs3.71 crore, with which we are constructing a track route on the west side of Bhim Tal. We are also working to revive the dead lakes of Sukha Tal and Bharat Tal by making water channels around these, so that rain water can flow into these lakes." The department is also trying to strengthen catchment areas of these dead lakes so that rainwater could flow into these lakes. — oc |

Admn plans voting awareness drive
Haridwar, January 22 District Magistrate Nidhi Pandey, while presiding over a meeting at the Collectarate's office at Roshanabad, 14 km from the city, recently, termed the voting right as a major right provided in a
democracy. Nidhi cited directives of the Election Commission of India for holding awareness drive at the district level so that people could know about their voting right and its impact
on democracy. She said those Indian citizens, who had completed 18 years of age, were eligible to vote and if the names of such persons did not figure in the voting list, they should get their names registered. “To cast a vote is an important fundamental right of the citizens and one should ensure that he casts his vote during the elections,” said Nidhi. Directives were also given to subordinate officers to ensure a mass awareness drive was carried
out via various social-media tools. As a majority of people were residing in rural and suburban areas, the District Magistrate said emphasis should be on holding awareness camps, skits, street enactments and distribution of
pamphlets. The help of local social activists, organisations, educational institutes could also be taken to carry this message to the maximum number of
people. Nidhi also directed officials to hold camps to redress the grievances of the people regarding their voter identity cards and names missing from the voting list. “The revision of voter identity cards and duplicate voter cards need also be done and eligible persons, whose names don't figure in the current voters' list, should be registered,” said Pandey. She added at all Jan Aadhar centres, food security card centres, offices of SDMs, block and other office pamphlets and posters should be put up regarding voting
awareness. A rally would also be organised on January 25 to generate awareness, which will start from Gobind Ballabh Pant Park, Devpura, passing through inner city roads. Volunteers of the National Service Scheme and the National Cadet Corps would be taking part in the rally, while on college campuses ambassadors and nodal officers would be appointed to generate awareness about the voting right. |

Police dept releases list of awardees for R-Day
Dehradun, January 22 According to the list released by the police headquarters, three police officers: Rajendra Singh Hayaki, Deputy Superintendent of Police; Umesh Chandra Joshi, assistant radio signal officer and Kirti Ballabh, Sub-Inspector will be decorated with the Governor's medal for distinguished services. Six police personnel would also be awarded with distinguished service disc for their services while 22 cops would be conferred with a commendation disc. Lansdowne traders oppose market set up by Army
Dehradun, January 22 They asserted that while the Sadar Bazaar market was set up with the help of the Garhwal Rifles Regimental Centre to cater to the daily needs of the Army personnel and their families, the Army authorities were now hell bent upon destroying their businesses. They said the market set up by the Army was illegal. President of the Vypar Mandal Lansdowne Rajesh Dhyani, who led the protest, said the Sadar Bazaar traders from the days of the establishment of the Garhwal Rifles Regimental Centre in 1887 had been providing articles of daily needs to Army personnel and their family members, but it was unfortunate that the Army authorities were now themselves acting like businessmen. He added while the Army authorities had already made Sadar Bazaar out of bounds for the Army personnel and their family members, they had now set up a market in proximity to Sadar Bazaar with an aim to destroy their businesses. Dhyani said they had sent memorandums highlighting the issue to the President, the Army chief and the local MP urging them to stop the Army authorities from indulging in business activities. He also sought a probe into the matter. |

Prahiri union seeks minimum wages
Dehradun, January 22 In the memorandum, the protesters demanded payment of minimum wages, regularisation of services of contractual employees and a provision of complete uniform, rights under the Labour Act and payment of overtime wages. Virender Bhandari, coordinator of the union, said despite hight inflation, the government was paying a meagre amount of Rs 500 to these people employed as village watchmen. Mahaveer Singh, Puran Singh, Shyam Singh Mahra and Jasveer Singh Rawat took part in the protest. Meanwhile, members of the Uttarakhand Kaushalya Sangharsh Vahini also held a protest demanding the fulfilment of their demands. They raised anti-government slogans and said their demands should be taken up at the next Cabinet meeting. Instability affecting governance, alleges MLA Ganesh Joshi
Mussoorie, January 22 Citing an example he said that the hill town of Mussoorie had been suffering from power and water shortage for the past few days, and when he tried to raise the issue under rule 310 during the Assembly session yesterday, he was not allowed to question the minister on the plight of the people of his town, thus forcing him to jump into the well of the Assembly. The government relenting to his demand had to accept his question under rule no 58 and in its answer the Water and Education Minister Mantri Prasad Naithani said that 90 per cent of power and water supply had been restored in Mussoorie. However, on the contrary the facts presented in the Assembly were far from the truth as the several areas in the town namely Barlowganj, spring road etc were still in the dark due to power shortage. Joshi said the road to Buraskhanda and Dhanaulti has remained blocked due to heavy snowfall from the past five days, and he has directed the officials to utilise JCB machines to reopen the roads with immediate effect. He also directed the district administration to invoke one-way system for the traffic in case of rush of tourists to the town in the wake of more snowfall as being anticipated in Mussoorie, to which the SSP, Dehradun, had agreed in principle. Speaking on the chronic problem of drinking water shortage in the tourist town of Mussoorie, Joshi said that he has had conversation with senior officials and they had agreed to sanction Rs 8 crore project for augmenting water supply to the town from Yamuna river and had also consented to initiate the bigger project of multi-level water pumping project worth Rs 100 crore in later stages. Speaking about the Lokayukta Bill passed by Congress-led government, Joshi said that the Congress was not sincere in curbing corruption and had given a nod to a weak Bill to shield the corrupt officials and politicians in the state. Mussoorie, January 22 The state president of FUCTA, Sudhir Gairola, speaking to mediapersons in Mussoorie said that a meeting of the members of the two associations had been called at DAV College in Dehradun on January 23, where the members would be deciding on burning the copy of the government order which gives arbitrary powers to bureaucrats to inspect the colleges and universities and interfere in day-to-day affairs of the institutions, thus ''diminishing and undermining their role in the process.'' Dr.Gairola said that the recent government order forced the teachers to sign their attendance twice in a day and gave sweeping powers to the bureaucrats to interfere in the working of universities and colleges to extreme levels, thus hurting the education of the students in the long run. He also said that the teachers from colleges such as DAV, Dehradun,DBS, Dehradun, MPG College, Mussoorie, BSM College, Roorkee, Narsan and SD College, Haridwar, wore black badges as a mark of protest against the whimsical education policy of the state. Dr. Gairola further said that such government order would play with the integrity and prestige of the college teachers who were involved in parting quality education to the students in the state.
