Partly cloudy sky with rain spells today New Delhi, January 22 Intermittent showers lashed the national Capital today and the sky remained overcast for the second day running, as the minimum temperature settled at 12 degree Celsius. The weatherman predicted a partly cloudy sky with a few spells of rain leading to shallow fog in the national Capital for tomorrow. — TNS

New Delhi, January 22 "We welcome any independent audit within the purview of law. But CAG's powers do not extend to Delhi discoms," said a BSES spokesperson. An official of TPDDL said, "We have been audited for the last ten years by the CAG-empanelled audit firms. The Delhi Electricity Regulatory Commission has already conducted multiple special audits on Delhi discoms." The Delhi government ordered an audit of the discoms by the CAG on January 7. "CAG has itself communicated to discoms in 2002 after privatization that discoms are not government entities under Section 617 of Companies Act, 1956 and hence are out of the CAG ambit," the BSES official said. "The Section 20 of CAG Act under which the present audit is sought to be done does not empower CAG to conduct audit of private companies. It only talks of 'bodies and authorities' other than those incorporated 'under any law made by Parliament.' Discoms are incorporated under the Companies Act 1956 and granted a licence by DERC accordingly," the official said. Arguing against the audit, discoms said that they buy their entire power from the government stations at rates decided by the Central Electricity Regulatory Commission and DERC. "These generating stations themselves are subjected to CAG audits. Therefore, the amount spent towards power purchase, which forms around 85 per cent of the total expenses, are already under the CAG ambit," said the TPDDL official. |

New Delhi, January 22 Addressing a press conference today, Delhi BJP president Vijay Goel said, "The people of Delhi are being held to ransom by the AAP ministers and workers, including the Chief Minister, as we witnessed during the last couple of days. AAP comprises only 'Khaas Aadmis' who have no time for the real issues and problems affecting the common people." Chief Minister Arvind Kejriwal held people to ransom to protect the Law Minister whose list of 'illegalities' is growing with every passing day. "He has misbehaved with women and used foul language against others. He has been indicted by a court for professional misconduct. He should be removed immediately," Goel said. AAP has failed to fulfil any of the promises be it on power, water, CNG prices, corruption, woman safety. All its announcements have been on paper. There has been no respite. Why the Chief Minister showed no urgency in meeting the Police Commissioner when a Danish women was gangraped, asked Goel. The common people are reeling under power cuts, shortage of water, higher water tariff and higher prices. The anti-corruption move has been eyewash. The 'big fish' are left untouched. No case of corruption has been filed against the former Chief Minister against whom ample evidence has been documented by CAG, Lokayukta and Shunglu Committee, he said. |
Traffic advisory on R-Day rehearsal today
New Delhi, January 22 The traffic police will stop the movement of traffic from Vijay Chowk to India Gate on Rajpath from 5 am to 12.30 pm tomorrow. There will be no cross movement of traffic on Rajpath from Rafi Marg, Janpath, Man Singh Road and C-Hexagon from 9.30 am. From 10 am, traffic movement will be stopped on Tilak Marg, Bahadur Shah Zafar Marg and Subhash Marg. However, cross movement of traffic will be allowed according to the parade position. "Road users are requested to plan their journey in advance and avoid the route of the parade from 9.30 am to 12 pm," said Additional Commissioner of Police (Traffic) Anil Shukla. The route of the Full Dress Rehearsal starts from Vijay Chowk, heads towards Rajpath, India Gate, Tilak Marg, Bahadur Shah Zafar Marg, Netaji Subhash Marg and ends at Red Fort. The parade will start at 9.50 am. There are security instructions for attending the Full Dress Rehearsal. The invitation has been issued by name and is not transferable. Electronic items such as mobile phones, laptop, camera and car keys are not allowed at the parade. Eatables, water bottles, cigarette lighters, match boxes and knives are prohibited. Metro services are available for commuters. Only the Central Secretariat and Udyog Bhawan Metro stations will remain closed until 12.30 pm. The city bus services are curtailed at several locations which include Krishna Menon Marg, Tyagraj Marg, Park Street, Aram Bagh Road, roundabout of Kamla Market, Pragati Maidan and Hanuman Mandir. |
NHRC issues notice to govt over deaths of homeless
New Delhi, January 22 "The state government had failed to make a shelter plan and a policy for the homeless persons despite directives from the high court and the Supreme Court," the statement said. The notice was issued after the Commission took suo motu cognisance of media reports about deaths of several homeless people due to cold and rains. In one of the reports, carried on the January 19, it was stated that six persons died during the intervening night of the previous day around Kashmere Gate in North Delhi, it said. Another report of the same date said due to the absence of night shelters, 12 homeless persons died in the national capital during the last 24
