Cong expects large gathering at Rahul Gandhi’s rally
Dehradun, February 21 State Congress president Yashpal Arya claimed that there was a big wave in favour of the Congress in the country and the people of Uttarakhand were excited to attend the rally. "Youths in particular are looking forward to the rally in a big way," he added. Arya said it would be one of biggest rallies in Dehradun in the recent times. The state Congress office-bearers had been given the responsibility of making all proper arrangements for the rally, he added. Security tightened

The Deputy Inspector General of Police (DIG), Garhwal Range, Amit Sinha, has issued strict instructions to all senior police officials to ensure fool proof security arrangements ahead of Congress Vice-President Rahul Gandhi’s rally at the Parade Ground, here on Sunday. The Dehradun police have been directed to put in place the required number of security personnel’s around the rally venue for peaceful conduct of the event. The district police have been asked to follow all the latest Ministry of Home Affairs guidelines, as Rahul Gandhi is under the elite Special Protection Group (SPG) security cover. Meanwhile, two superintendents of police (SP), two deputy superintendent of police (DSP) and 30 sub-inspector rank officers will be part of the total security arrangements. Apart from this, 400 constables, two companies of PAC and Local Intelligence Unit (LIU) personnel’s would also be deployed around the Parade Ground. Extra forces have also been provided to the district police for the overall security preparations. Door Frame Metal Detectors would also be placed on all the entry and exit points of the rally.

Dehradun, February 21 He said a time-bound approach was necessary towards providing ownership rights to the displaced persons in the Pathari rehabilitation site. It was decided that the Garhwal Commissioner, Tehri District Magistrate and Tehri Hydro Development Corporation
(THDC) would together prepare the proposal in this regard. The rehabilitation site in Roshanabad and the government land in Suman Nagar would be transferred to the Rehabilitation Department so that displaced persons could be provided the ownership rights. Regarding improvement of agriculture land provided in district Haridwar to the displaced, it was decided at the meeting that an action plan would be prepared according to the practicality. The meeting also came to a decision that the government land near the Roshanabad rehabilitation site would be given to the Rehabilitation Department for further development. Unused and undeveloped land would also be developed in the area for which funds would be provided by
THDC. It would also fund the construction of a security wall between the Haridwar’s Pathri land and the rehabilitation area. Similarly, security works would be carried out on the nullah in Barrage Colony and Aambagh Pashulok rehabilitation site. The rehabilitation site in Shivalik
Nagar, Haridwar, would be demarcated by the Revenue Department. For ex-gratia payment to the displaced persons, the Chief Minister proposed the formation of a revolving fund. The Bhuvaneshwari Temple in Chinyalisaud and the Pilkhi Shiv Temple would be relocated elsewhere from the submergence
area. Harish Rawat ordered construction of 20 sheds from where the motor boats plied for the transportation of displaced families. It was decided that THDC would construct 5 sheds every year from its corporate social responsibility funds. The CM ordered a survey of the Tehri DM embankments and retaining walls constructed in New
Tehri. Buses and boats will continue to ply as before for the transportation of local people and school children in the cut-off areas. He also directed construction of temporary arrangements for those affected by sudden land subsidence during the

In the first semi-final played at St. Jude’s School today, St. Joseph Academy registered a 52-run win against Guru Nanak Academy. SDM directs Pey Jal officials to finish work in a week
Mussoorie, February 21 SDM Ramjee Saran while inspecting the work found that the road was damaged at several places causing inconvenience to the motorists who were unable to use the road due to the slow pace of the sewerage project here. Not only commuters, but schoolchildren too were suffering, as school buses cannot ply on the damaged road here. Angry at the slow pace of work, SDM Mussoorie lambasted the Pey Jal Nigam officials and directed them to complete the work within a week. In another incident related to the Peyjal Nigam, the residents of Barah Kainchi alleged that the nigam contractors were using substandard material while repairing the road dug up by them for the sewerage project and demanded through investigation in the matter. Social activist Megh Singh Kandari alleged that the contractor were using local material and less cement while repairing the road leaving a question mark on the working of the Pey Jal Nigam officials here. He also alleged that the apathy of the concerned department was evident from the fact that it had turned a blind eye to the matter despite several complaints. When contacted, Municipal Council President Manmohan Singh Mall said he was not aware of the matter and if any substandard material was being used, he would talk to the senior officials of the Pey Jal Nigam and direct them to ensure that the quality of work was up to mark at the said site. He further informed the media that he had earlier directed the nigam officials to speed up the work of laying the sewerage pipes as the council would not allow any work after March 1. |

Tourists, locals enjoy snow,
skiing at Munsiyari hills
Pithoragarh, February 21
“We have trained 58 local youths, besides organising a fun ride for 30 tourists on these slopes during this season as sufficient snowfall made it possible to run a 15-day training-cum-enjoyment skiing camp organised by the adventure wing of the Kumaon Mandal Vikas Nigam (KMVN) using the border area development funds,” said Dinesh Gururani, in charge of the KMVN wing. Gururani said the youths trained under the programme were mostly from the disaster-affected areas of border blocks of Dharchula and Munsiyari. “The training was provided by trainers from the skiing centre at Auli in the Garhwal region,” he said. According to KMVN sources, it snowed for 15 days on the ridge this year while it had snowed for 30 days last year. “We could train more youths last year in the routine training camps, which we begin 1993 onwards to promote snow skiing in this part of the region to attract more tourists to Munsiyari town,” said

Kanwariyas arrive in pilgrim city to fetch Ganga jal
Haridwar, February 21 On the first day of the week long Kanwar Yatra,thousands arrived from Uttarakhand,Uttar Pradesh,Delhi and Haryana,dipping the city in saffron colour. Notably, there are two Kanwar pilgrimages (yatras) held in a year in Haridwar, Phalgun Kanwar in winter and Sharadiya Kanwar in monsoon season. HC rejects state plea to postpone panchayat poll
Dehradun, February 21 The Nainital High Court had on Februray 10 given 10 days time to the state government to come up with panchayat election schedule before the High Court. UK
Uniyal, Advocate General, Uttarakhand, pleaded with the court to give time to the state government to hold panchayat elections till June 30, 2014. However, the double bench of the High Court refused to give any further extension and asked the state government to notify the panchayat polls without any further delay. The state government had sought delay in holding panchayat elections on the ground that the state had suffered due to natural disaster and the state government machinery is busy with the relief and rehabilitation efforts. The Advocate General also argued that board examinations of schools were also taking place in the month of March, so it would be prudent to postpone the elections further. But the court rejected the state government plea and directed the state government and the State Election Commissioner to notify the polls. No further extension... The Nainital High Court had on

Change in leadership not to affect state’s fortunes in LS poll: Uma
Dehradun, February 21 “The Congress hopes that by changing the leadership in the state, it will be able to cover up former Chief Minister Vijay Bahuguna’s tardy relief operation but that is not the case. The incumbent Chief Minister was a part of the central committee on disaster which failed to provide central assistance on time. I hold Rawat equally responsible for criminal negligence that resulted in several deaths,” said Uma Bharti. She said the “Modi wave” would help the party win all five Lok Sabha seats in the state. “We will be able to repeat our performance of 1998, when while being part of Uttar Pradesh, the BJP had won all four seats. The fifth parliamentary seat came into existence only after the delimitation that was carried after the state (Uttarakhand) was created,” she said. Taking a dig at Rahul Gandhi’s rally, she said candidates suffered defeat where ever Rahul had held his rallies in the past. Being the in charge of Uttarakhand affairs, Bharti chaired the meeting of 22 election committees constituted for the General Election. Spring festival 2014
Dehradun, February 21 The two-day annual festival to be inaugurated by the Uttarakhand Governor Aziz Qureshi will provide an opportunity for horticulturists and farmers to showcase the different varieties of flowers that are being grown in the districts of Nainital, Almora, Haridwar, Udham Singh Nagar, Tehri and Kotdwar (Pauri). Addressing a press conference today, Uttarakhand Governor Aziz Qureshi said: “The spring festival will help boost the floriculture activities in the state and also provide employment opportunities to the local population,'' said the Governor. He also said that these should not remain the sole preserve of the rich. ''We must be able to grow flowers in such a large quantity so that these are appreciated both by the rich and the poor. Flowers bring immense joy and happiness. We should allow a hundred flowers to bloom to spread the message of joy,'' said Qureshi. On the occasion first day cover dedicated to Skimmia Laureola, a medicinal plant of family Rutaceae, would also be released. The plant is a shrub which grows in a rocky place. The theme of the 2014 spring festival is Ghingharu, which is commonly founding in the hilly region. A flower competition in seven categories will

Ex-servicemen to take up pending demands with Rahul
Dehradun, February 21 Addressing a press conference here, the organisation’s president Lt Col Ganga Singh Rawat (retd) said they would discuss issues pertaining to the ex-servicemen fraternity of the state. “Rahul Gandhi will meet the ex-servicemen of the state in a special meeting being organised on February 23. Amongst the prominent topics, we will be taking up the issues of regularisation of those ex-servicemen who are working in various government departments on a contractual basis,” he said. He added: “The Uttarakhand Sainik Parishad has almost become defunct as there has been no meeting of the members from the past two years. We will like to discuss the matter with Rahul Gandhi as the state’s Chief Minister is the head of the organisation,” said Rawat adding that he expected the maximum participation of ex-servicemen in the meeting. The organisation’s members also expressed their gratitude towards Rahul Gandhi for accepting their long pending demands of one-rank, one-pension. “We also wish to thank Pauri Garhwal MP Satpal Maharaj for pushing the case of ex-servicemen,” said the President. Berinag residents seek police post to check rising crime
Pithoragarh, February 21 “The lone local patwari (revenue police sub inspector), deputed to combat crimes in the area having a population of 20,000, has failed to check the rising crime in the area as more than 20 incidents of crime have occurred in the area in a month's time,” said MS
Karki, president of local traders' union at Pankhu. Residents of over 25 villages of the area said they had to travel 26 km to reach Berinag subdivisional headquarters while the nearest thana at Thal is 15 km away from the local market. “We are of the view that the lone patwari cannot check increasing crime in the area,” said
Karki. According to the agitating villagers, three volunteers sat on dharna today. Public representatives gave assurances of opening a police post there. “We have been on agitation for 42 days but the administration did not give any heed to us. This time we have decided to continue it till we get a police post, which is the only guarantee of life and property for the people living in the valley,” said Dinesh

Panchayat elections
Pithoragarh, February 21 Urmila Chand, who was recently awarded the Tilu Rauteli award by the state government, is leading the campaign against the use of liquor during the elections. She said those who lured the voters by offering liquor were actually misguiding the youth. “We have decided to form groups and take the help of the administration and the police in combating the use of liquor during the panchayat elections,” she
said. Kerdar Singh Samant, an RTI activist from the area, has also joined hands with the agitating women. He has requested the administration to establish a helpline for the women in this regard. “We have decided to spread the campaign to other blocks to make women and other voters aware about the use of liquor to woo voters. Dehradun, February 21 The CM welcomed the Japanese students and expressed hope that they would have a good experience here. He assured them of all support in their voluntary work in the disaster-affected villages adopted by them. He expressed gratitude to the Japanese group for expressing sympathy to the Uttarakhand disaster victims. He also thanked the Mata Amrita Anandmayi Math for showing sympathy. The Mata Amrita Anandmayi Math is working for the development of 34 villages in Bhatwadi and constructing homes, educational institutes and other basic infrastructure in the disaster-affected areas. Seventy-three Japanese students are in Dehradun to extend support through voluntary work for 10 days in the adopted villages of Bhatwadi.

Postal employees take out rally
Dehradun, February 21 The agitating postal employees said that they would not call off the strike until their demands were fulfilled. Addressing the protesters, Sangh president Munna Ram Joshi said that they had discussed their problems, including the regularisation of postal employees, with the government but nothing had been done so far.
