Shape up or ship out, CM warns BSES discoms

Chief Minister Arvind Kejriwal today warned the BSES discoms that the government would throw them out of Delhi if they failed to improve their services. New players would be brought in to replace them.

However, he praised the performance of another discom, Tata Power Delhi Distribution Ltd (TPDDL), saying it was doing a "good job" in the city and the government was satisfied with its services.

Kejriwal said "The TPDDL is doing a good job. But the Anil Ambani group discoms have not paid their dues to NTPC. If they fail to ensure better service, they would be thrown out of Delhi and new companies would be appointed."

Kejriwal's comments came on a day the Supreme Court directed the NTPC not to cut power supply to BSES discoms till March 26 for not clearing the outstanding dues of over Rs 300 crore.

The Chief Minister accused the BSES discoms of not paying their dues to NTPC deliberately and creating a situation so that the AAP government can be blamed for power cuts.

The NTPC had last week served notices of power suspension to BSES discoms and said supplies will be snapped if they do not clear their dues by February 10.

BSES discoms had informed the government that they did not have money to buy power and the city may reel from long outages if funds are not provided to them.

On Monday, the Delhi government had recommended to the DERC to revoke the licences of BSES discoms if they resort to long outages in the areas of their operation.

Auto fares to be revised

Accepting the long-pending demand of the auto drivers' unions, Chief Minister Arvind Kejriwal today announced an annual revision of auto fares based on inflation.

Addressing auto drivers at a rally at Burari, Kejriwal said on April 1 every year, the government would revise auto fares. The rally was attended by thousands of auto drivers.

There are nearly 80,000 auto rickshaws running in the Capital. The Aam Aadmi Party had acknowledged their role in its electoral success and promised to address their grievances.

"If inflation increases, auto fares would be hiked. If inflation declines, auto fares would be reduced by the government," the Chief Minister said.

He announced that traffic police and transport department would only seize autos which do not have licences and permits.

Kejriwal said, "We have got to know that under rule of 66\192 a, traffic police seize autos if driver is not in proper dress and other minor violations. But, the traffic police would now only seize those autos which do not have licences, fitness certificates and permits."

Touching a common man issue, the Chief Minister asked the auto drivers that they should not to turn away passengers and should not misbehave them.

"I request auto drivers not to refuse taking passengers. If an auto driver is going to his house after work at night, I request him to place a plate of "No Service" in front of their vehicle. Such autos do not deserve fine for refusal," he said.

He also said the government would begin a training programme for auto drivers in which they would be taught how to behave with passengers. The transport department will soon begin giving training to these drivers.

He said as per rules, auto drivers have to install meters and GPS along in their vehicles, due to which they have to shell out around Rs 17,000.

Ugandan remanded in police custody for sex racket

New Delhi, February 7
A woman from Uganda was arrested on Thursday for allegedly forcing three other Ugandan women into a prostitution racket in south Delhi's Khirki Extension locality.

The woman has been identified by the police as Irene. She allegedly ran a prostitution racket with her male friend at Khirki Extension in the past few months.

Irene was presented before a local court this morning and remanded in the custody of police for a day.

The three Ugandan women claimed that Irene had allegedly lured them into coming to India on the promise that they would be given jobs. After reaching here on January 17, their passports and documents were allegedly snatched by the woman and her acquaintances. The victims were then forced into prostitution.

According to the Aam Aadmi Party, the three Ugandan women had approached Delhi Law Minister Somnath Bharti. With the help of AAP, they approached Nila Mohanan, the Deputy Commissioner of South and South East Districts and recorded their statements. The FIR was then registered under the Indian Penal Code sections of kidnapping, wrongful confinement, extortion and sections of the Immoral Traffic Prevention Act.

The police raided a house at Khirki Extension yesterday on the instance of the victims that led to the apprehension of Irene.

On January 15, Bharti with his supporters had conducted a raid at Khirki Extension on the allegations that prostitution rackets was being run there. Bharti's action was widely condemned.

Congress not to support 'unconstitutional' Lokpal Bill

A delegation of the Delhi Pradesh Congress Committee today met the Lieutenant Governor, Najeeb Jung and said that the Congress would not support the proposed Jan Lokpal Bill of the AAP government in the assembly if it is unconstitutional.

In a memorandum submitted to the LG, the Congress said that Arvind Kejriwal in the name of Jan Lokpal Bill was trying to gain political mileage by misguiding people.

It said that Kejriwal is not above law and no one should be given power to break the law in the country.

The memorandum pointed out that under rule 120 of the Delhi government, the House could not be summoned without informing the LG. Besides, rule 44 and its sub rule 34 were being completely violated and the memorandum has requested the LG that the Kejriwal government should be directed not to introduce any unconstitutional Bill.

The Congress leaders also said that that the manner in which the Delhi Assembly session was being called outside the House was not only an insult to the customs and decorum of the assembly but was being done for political reasons.

They also said that Kejriwal is interpreting the rules to suit his convenience.

The LG assured the delegation that he was carefully looking into the issue and would protect the Constitution and rules.

ASI's son held for rape

A Delhi police assistant sub-inspector's son was arrested for allegedly raping a 26-year-old law student at a hotel in Pitampura area.

The accused is identified as Mohammad Atar Khan. Atar's cousin, Anam Khan, has also been arrested for molesting the victim. The two men allegedly videographed the incident and threatened the victim with it.

The alleged rape took place on January 31 and was reported to the police on February 2.

The victim came in contact with Atar through a social networking website. On the pretext of attending a birthday party, he allegedly called her to a hotel, where he had booked a room. He allegedly gave her a drink laced with sedatives and then raped her.

Man shot dead in realtor's office

New Delhi, February 7
A man was killed and three others were injured when four men opened fire inside a property dealer's office in South Delhi's Mehrauli area today.

The police have arrested two of the assailants, who have been identified as Sunny and Vijay. A case of murder has been registered at the Neb Sarai police station. The deceased is named Paramjeet, alias Mota.

According to the police, the office, J Ambay Properties, where the firing took place belonged to Sanjeev, alias Sanju. The office was located at Freedom Fighters Colony in Mehrauli.

Sanjeev was in his office with three to four of his employees when four men barged in. Sanjeev was acquainted with them. They argued over some issue. As Sanjeev slapped one of them, they opened fire at him and his employees.

The police said that four people were injured in the gunfire. Paramjeet succumbed to his injuries.
