Shortage of stamp papers in city
Jalandhar, August 4 Those who have to affix a stamp duty of Rs 50 or 100 have had to unnecessarily spend Rs 500 to get their work done. The papers with lower denominations have not been available anywhere, including treasury, stamp papers or even at Suwidha Centre counter. Advocate RK Bhalla said, “Some residents have even gone to neighbouring cities, including Ludhiana, to get papers
at a high premium and quite a few transactions have not been done owing to the non-availability of stamp papers.” Representing the Jalandhar Vikas Manch, he said, “Most of the stamp vendors have been even selling court fee tickets at a premium, which needs to be checked by revenue officials. It has become a regular problem, which is not being looked into. An official should be deputed to ensure a regular and uninterrupted supply of stamp papers,” he said. Counsel KC Malhotra said, “Despite the fact that there has been a circular of the department to the stamp vendors to put up a board of available stock of stamp papers with them on the wall of the chamber, none of the vendors have done it. If this is ensured, the black marketing of stamp papers can be
easily checked. |
Liquor firm uses transport office for surrogate advertising
Jalandhar, August 4 The office, inside the Deputy Commissioner’s complex here, is flooded with boards displaying liquor advertisements. These advertisements are displayed prominently in the whole corridor of the DTO’s office as well as in the public window area. On the contrary, a traffic signboard can be seen gathering dust in a corner of the corridor. “It was installed much before I joined the office. Also, they are very helpful and informatory. I didn’t find any harm in it and so I didn’t take any action,” said Dalvinderjit Singh, District Transport Officer, Jalandhar. He was probably unaware of the surrogate advertising used as a tool by liquor majors to promote their liquor brands. Since liquor advertising is banned in India, liquor companies do surrogate advertising to promote their product. With the same brand and logo, they advertise for CDs, golf accessories, sodas and mineral water. Some companies also display social messages at public places with their names prominently displayed underneath. The government in the process of streamlining this complex issue of surrogate advertising is finalising a set of guidelines for the same. Around 1,000 people visit the DTO’s office everyday for various purposes. These include men, women and even teenagers for the issuance of their driving licence. With so many boards of liquor ads displayed by the liquor major in the office, these are definitely bound to affect the impressionable minds of young drivers. |
Teaching schoolchildren from temple space
Jalandhar, August 4 A typical government school ridden with infrastructure problems, the staff has, for all these years, remained at the mercy of the temple authorities - which supports them with as much space as they can provide (for free), as well as free water and electricity. But despite the temple’s benevolence, the school authorities grapple with space constraints and serious lack of basic amenities, which the education department has chosen to ignore. The middle school section runs from a single hall and the primary school merely from two little rooms and a verandah. While the middle school has 46 students, the primary school has 176 students, but they have to be stuffed in rooms with inadequate space. Often lessons to more than one class have to be given simultaneously, for want of space. The middle school has adequate benches, but primary school students do not have a single bench at their disposal and all sit on tattered rugs. Ironically, even as the department always makes it a point to say that ample funds are being given to schools, especially under the SSA (under which this school runs), it is an irony that schools in pivotal locations in the city are not even getting benches. The middle and primary schools both share the hall where the mid-day meal is prepared and the tiny room where ration, utensils, library books, school documents etc are all stacked up. The store is so full with supplies that only one person can stand in it. Inside the middle school hall and the little rooms of the primary school, some temple boards and things also lie stacked up. Staff says repeated requests to the education department and DEO’s office have not been able to get them a building of their own. Members also mention discreetly that since the school runs on borrowed space, they have to bear with frequent inconvenience, sometimes even at the cost of students. They say while most temple committee members are very supportive and have generously aided the cause of the school, others create trouble. The middle school, unlike regular government schools, does not have any computer lab. Since the store doubles up as a library, books are stored there but the students can never read them since almirahs are held up due to the excessive ration etc. stored in the room. The DC had recently stopped a private event from taking place at a school in Abadpura, which has often gathered notoriety for the insensitive locality members treating it as a personal space. The Tej Mohan Nagar schools face similar problems. Staff says, at times, they have been asked to declare holiday for students or move all classes to the (mid-day meal) hall or the roof since the temple premises were needed for some events. Complaints regarding this to the DEO office have gone unheeded. Problems galore Being run from a temple, government primary and middle schools at Tej Mohan Nagar are riddled with problems. BJP to manage LS polls from temporary office
Jalandhar, August 4 While the BJP has shut down its office from religious premises in an attempt to save itself from the possible wrath of the ECI, it has not opened its office at any other place in the city. Though the Jalandhar Improvement Trust (JIT) allocated its four kanal land for the BJP office at Surya Enclave several years ago, yet it has not started construction there. When contacted, BJP’s acting city chief Subash Sood admitted: “BJP has no office currently in the city.” To further queries, he said: “The issue of operating office from Sheetla Mandir has been sorted and settled as being also advocate, we obey law by complying its various legal provisions instead of infringing it.” Sood said BJP would soon start constructing its office at the land allocated to the party at Surya Enclave. The construction might start in a month as building plan for the same had already been approved, he added. However to a query, he said: “Though the construction is likely to start within a month, yet it is unlikely to complete by the coming parliamentary elections as the land is spread over four kanal.” He said: “BJP will operate from a temporary office during the coming parliamentary elections after finding a proper place for the same at appropriate time.” The BJP usually opens it state office during Assembly and Parliamentary elections at Jalandhar as this city is considered as a media hub. Earlier, in his online complaint to Chief Election Commissioner VS Sampath and Punjab CEO, Congress leader Sanjay Sehgal, said: “The BJP is running its district office in Jalandhar at Sheetla Mandir complex, a religious place. This is in complete violation of the guidelines of the Election Commission of India.” The ECI forwarded the complaint to Punjab CEO, who sent it to Jalandhar DC-cum-DEO Shruti Singh to take necessary action as per law on the basis of her inquiry report on the complaint of Sanjay Sehgal, advisory member grievances and RTI Cell Punjab Pradesh Congress Committee. While DC-cum-DEO reportedly asked RO concerned to look into the matter and submit the report, the BJP decided to shut down its office. According to sources, following BJP leader Manit Malhotra petition in the Punjab and Haryana High Court regarding the alleged unauthorised construction of shops on the premises of the local Congress Bhawan, Congress leader Sanjay Sehgal filed a complaint with the ECI for taking appropriate action against the BJP for running its local office from a temple premises. |

Process to remove high-tension wires begins in Ward No. 4
Jalandhar, August 4 The high-tension wires are being removed from various houses and other premises situated in Gobind Nagar, New Gobind Nagar, Kamal Park, Aman Nagar and New Basant Nagar localities falling under ward No. 4. Area councillor Bhagwant Rai Prabhakar said “The BJP had made a promise of removing high-tension wires passing over a number of premises during the MC elections held in 2007 and 2012. While we have been pursuing for it for the past four-five years, the PSPCL men held a survey and an estimate was prepared for that.” To a query, Prabhakar said, “Bhandari had made a promise during the Assembly elections in 2007 and 2012 to remove high-tension wires passing through different localities falling under his North Assembly segment, as these wires cause a number of mishaps from time to time and several persons also lost their precious lives due to hanging wires. Bhandari got removed such wires from different areas, including Ram Nagar, Gandhi Camp and Santokh Pura, before 2012 after getting special funds from Chief Minister Badal. Now, Bhandari got special funds from Badal for removing such wires from his ward number four and Rs 27 lakh have been deposited with the PSPCL. Subsequently the process for removing these wires has been started.” When a Tribune team visited the areas on Sunday, the residents were joyous, as the PSPCL men were busy erecting various poles to shift the high-tension wires. Prabhakar said, “The entire process of removing such wires would be completed within a few days.” Giving credit to Bhandari, Prabhakar said it could be possible only due to him, as he had raised the issue with Badal, who provided a special fund generously for the public cause. Prabhakar said he had made it a main issue during the last MC elections and this promise was

Punjab implements e-payments in government depts
Jalandhar, August 4 Disclosing this in a statement issued here, Punjab Chief Minister Parkash Singh Badal said crediting online payments was successfully running in the entire state. He said through this recently implemented system of e-payments to various departments, authorities, besides salaries of government officials/employees, Jalandhar district had credited Rs 329.53 crore in a short span of three
months. Badal said the Integrated Financial Management System (IFMS) had been monitoring the system of online payments from its inception since April 1 this year. He said Punjab had become the first state in the country to start this
programme. He said all government payments from April 1 were deposited directly in the bank accounts of departments and authorities concerned. Badal said in Jalandhar district, around 12,1165 people directly benefited from this scheme. The CM said in Jalandhar treasury, total amount disbursed was Rs 270.90 crore and the number of beneficiaries were 97,781. In Kartarpur treasury, total amount disbursed was Rs 3.67 crore and beneficiaries were 1,115. In
Nakodar, Rs 13.70 crores was disbursed among 4,787 beneficiaries. Similarly, in Nurmehal treasury, total amount disbursed was Rs 7.57 crore and number of beneficiaries were 3,006. In
Phillaur, the total amount disbursed was Rs 23.53 crores with 9,359 total beneficiaries. In
Shahkot, Rs 10.14 crores was credited in the accounts of 5,117
beneficiaries. Badal said e-payment system was implemented in all government offices/departments, whose transactions were done through treasury offices. He said from July 1, Punjab had set a new milestone by converting the whole work online, which would prove to be a major step to ensure paperless administration in releasing funds to various departments in the entire state. He said no physical files would be required to be submitted now.

Students’ union to protest for post-matric scholarship scheme
Jalandhar, August 4 The district leaders of the Punjab Students Union Mangaljit Singh and Jaskarandeep said here today that the education of Dalit students as per the post-matric scholarship school is absolutely free. These students could be from plus one, two, graduation, post graduation or Phd(arts/engineering/medical etc). Moreover, these students could be from government, aided or private institutions. Despite this, educational institutions were denying Dalit students their right to free education by charging fees from them. They said sending scholarships at the year
end, was a futile exercise. Students’ should not be charged fees at the
beginning of the session itself. They said many students across the state were struggling to get the issue addressed to get a proper education. Needy students were also encouraged to attend the August 7 gathering in large numbers to give strength to the cause. |

Transporters resent hike in passenger tax
Jalandhar, August 4 Showing their resentment over the SAD-BJP-led government’s move to impose the hike, members of the Mini-Bus Operators Association, Punjab, have threatened to launch a statewide agitation and keep their 5,500 mini-buses off road. Jaswinder Singh Grewal, president of the association, while interacting with mediapersons here today, said the state government’s proposal to hike the passenger tax would virtually ruin their trade. Though the association had a meeting with the transport minister Ajit Singh Kohar on this issue recently, he, too, gave a cold shoulder to their grievances. The hesitant attitude of the minister and the authorities concerned has forced the association to take the step, complained Grewal. He pointed out that the fuel prices, vehicles' maintenance charges have gone up in the past couple of years, which has hit the trade adversely. |
Education dept holds poster-making contest
Jalandhar, August 4 Co-ordinator Rajiv Handa said more than 70 schools and around 137 students participated in the contest. As many as 25 charts each, for the district and three each for the state level, in the junior and senior categories, were sent to the board office for evaluation. DEO Neelam Kumari and deputy DEO Harinder Pal Singh said the programme was specially held to counter cheating in the district. The event was held under the aegis of Purshottam Lal of the PSEB Area Book Depot. Gurmukh Singh, Sukhwinder Singh, Bhavnesh Bali, Manjit Kaur, Madhuri, Rajwinder Kaur, Rakesh Gautam, Ranshir Singh, Bahadar Singh, Kulwinder Gakhal and Rakesh Mehta were also present on the occasion. |
