Rain hits normal life in Kaithal

Under Secy gets show-cause notice for violating RTI Act

Following delay in providing information under the right to information (RTI) Act, the State Information Commission (SIC) has served a show-cause notice on the Haryana Under Secretary as to why a penalty of Rs 25,000 should not be imposed on him for violating RTI norms.

The notice was served after Tarlochan Singh, son of freedom fighter Jodh Singh who had witnessed the Jallianwala Bagh massacre, approached the Under Secretary, seeking information about any government policy on the basis of which the government named institutes and public utility services after freedom fighters.

After making Tarlochan Singh run from pillar to post for more than a year, the Under Secretary’s office told him that there was no such policy. He was made to repeatedly approach government departments, including that of the Director-General Higher Education (DGHE), before this information was provided to him.

Tarlochan Singh said he placed the RTI query with the office of the Under Secretary (Protocol and Political) on February 7 last year, in which he sought information about the policy on the basis of which the government named institutes and public utility services after freedom fighters.

The Under Secretary’s office forwarded his application to the DGHE’s office, which returned the letter stating that no such information was available and that it could be provided by the Under Secretary’s office.

Not convinced, the Under Secretary again sent Tarlochan Singh’s application the DGHE, which then provided him with some reportedly irrelevant documents, telling him to take whatever interested him.

The RTI applicant then moved the First Appellant Authority (FAA) of the DGHE, which advised him to file the same with the Under Secretary’s office. He filed another application with the FAA of the Chief Secretary’s office.

The FAA decided the appeal on January 4, remarking that no policy or guidelines had been framed by the department concerned. Tarlochan Singh filed a petition to the SIC.

After going through facts, the SIC decided that a notice should be issued to the State Public Information Officer-cum-Under Secretary, asking him why a penalty of Rs 25,000 should not be imposed on him for delaying the information and directing him to submit his reply by July 7.

Taking note of the appellant’s suffering in pursing his appeal with different public authorities, the State Public Information Officer-cum-Under Secretary was ordered to pay Tarlochan Singh Rs 3,000 as compensation.

BJP, HJC protest against Hisar cane charge

The cane charge on Bharatiya Janata Party (BJP) and Haryana Janhit Congress (HJC) workers outside Member of Parliament Naveen Jindal’s house yesterday has sparked protests by workers of the two parties in Hisar and neighbouring districts.

Injured Hisar BJP president Kamal Gupta, who suffered a head injury yesterday, is stated to be stable at a local hospital while the district HJC chief Randhir Panihar underwent minor surgery, BJP sources said.

Ram Bilas Sharma, state BJP president, and Ramji Lal, former Rajya Sabha member and senior HJC leader, led a demonstration by workers of the two parties here today.

Addressing agitated workers outside the Mini-Secretariat, Sharma alleged, “The manner in which peacefully protesting workers were cane-charged shows that the government has scant regard for the democratic rights of the people.”

The state BJP chief demanded Jindal’s arrest in the Coalgate scam and action against police officers responsible for the “brutal” lathi charge.

Speaking to The Tribune later, Sharma alleged that a police officer tried to drag Gupta out of the vehicle when he was being shifted to hospital in an unconscious condition. “Had our workers not become a shield for Gupta, the police would have killed him,” he alleged. He claimed that more than 15 workers of the two parties were still in hospitals.

BJP and HJC workers submitted a memorandum in support of their demands addressed to the Governor to the Subdivisional Magistrate. BJP leaders Subhash Barala and Mahabir Parshad and HJC leaders Amir Chand Makkar and Nihal Singh Matana addressed party workers.

Sirsa: Hundreds of BJP and HJC workers held a demonstration and burnt Jindal’s effigy in Sirsa on Thursday. Addressing workers, former minister Ganeshi Lal alleged that the Congress had always promoted corruption.

“Jindal has been booked for corruption and the BJP has the right to demand his arrest. The government has stooped so low that it did not hesitate raining lathis on peacefully demonstrating workers,” he said.

Fatehabad: District BJP president Molu Ram Rulania and district HJC chief Jug Lal Tuteja led workers of the two parties in their demonstration in Fatehabad on Thursday.The workers marched in a procession to Laal Batti Chowk and burnt Jindal’s effigy.

Bhiwani: National BJP Kisan Morcha president Om Prakash Dhankhar led a demonstration by BJP and HJC workers in Bhiwani on Thursday. The protesters burnt an effigy of the government and demanded stern action against the police officers responsible for the cane charge.

Rewari: BJP and HJC activists held a demonstration in front of the Secretariat here on Thursday. They were led by district BJP chief Satish Khola, district HJC president Rajender Singh Thekedar and district Bharatiya Janata Yuva Morcha chief Satya Dev Yadav.

They termed as barbaric the cane charge on BJP and HJC protesters in Hisar on Wednesday. They demanded Jindal’s arrest and the dismissal of the Hisar Deputy Commissioner and Superintendent of Police. They burnt effigies of Jindal and the Haryana Chief Minister.

Suspension of Narnaul Civil Surgeon revoked

The Haryana Government has revoked the suspension of Dr Chander Mohan, a Chief Medical Officer (CMO), with the state Health Department. He was posted as Civil Surgeon, Narnaul, when he was suspended for not appointing certain persons recommended by Haryana Health Minister Rao Narender Singh under the National Rural Health Mission (NRHM).

The orders to revoke the suspension came after the publication of a news report published in The Tribune regarding the matter. The news report had mentioned that Dr Chander Mohan, who refused to accommodate the minister's men, was first asked to join as State Bacteriologist at Karnal, but abruptly placed under suspension barely a few hours after the transfer orders.

The Haryana Civil Medical Services Association (HCMSA) had backed the CMO and threatened to stage a statewide stir if he was not reinstated. He said the state health authorities had called them for talks to resolve the issue. At their meeting with Haryana Principal Secretary (Health) and Director-General Health Services at Chandigarh today, the representatives of the HCMSA were informed that the suspension orders of the Civil Surgeon had been revoked. He has been posted as State Bacteriologist at Karnal.

Docs want notification on NPA withdrawn

At today's meeting with the state health authorities, the representatives of the HCMS Association demanded that the notification issued by the Finance Department on withdrawal of the DA and other emoluments given on NPA be scrapped.

"This unprecedented dictatorial order by the FD is nowhere in the country. The NPA has always been considered for the DA and other emoluments. In the Sixth Pay Commission also the NPA has been considered as a part of basic pay for all purposes. Consequent to this order, the salary of a doctor will be reduced by Rs 10,000 to Rs 15,000 per month," said a memorandum submitted by the HCMSA to the Haryana Financial Commissioner-cum-Principal Secretary (Health).

Describing the move as "shocking, retrograde and contrary", the HCMS maintained that the doctors of Haryana were agitated after this notification. The association has demanded that the order should be immediately withdrawn, failing which the doctors would be forced to take the agitation course.

The police has booked the youth under Sections 363, 366 and 376 of the IPC, relevant provision of the Protection of Children from Sexual Offences (POCSO) Act, 2012, and the Schedule Caste and Schedule Tribe (Prevention of Atrocities) Act.

Vikram Nehra, SHO of Dabwali Sadar Police Station, said the Dabwali DSP was probing into the matter, as the Schedule Caste and Schedule Tribe (Prevention of Atrocities) Act was involved in it.

Two arrested

Sonepat: The police has arrested Bholu of Nijampur Majra village on the charge of gang-raping with three others a minor of the same village at Gohana on May 28. The main accused hails from Bahu Akbarpur in Rohtak.

The 15-year-old victim reported the incident to the police on Tuesday. She stated that Bholu, accompanied by three others, offered her a lift when she was returning from the fields due to stomachache on May 28.

She reported that they took her to Gohana, where they gang-raped her, after which they left her Bakheta village. She added that they threatened her with dire consequences if she reported the incident to anyone.

She finally disclosed the incident to her family, who approached the police. Bholu was produced in court today, which remanded him in police custody. The identity of the other three accused had been established.

In another incident, the police yesterday arrested Vikki of Palra village on the charge of raping a minor of the same village on June 9.

In her complaint, the victim stated that she was sleeping in the open at her house when Vikki and two others forcibly lifted her.

She reported that Vikki raped her in a room of the school ahjoining her house. After returning to her house, she narrated the incident to her family who approached the police.

Youth gets 7-yr jail

Hisar: Additional District and Sessions Judge Madhu Khanna Lali today sentenced a youth to seven-year imprisonment for raping a minor girl.

The court acquitted two women, who were alleged to have assisted the accused during the rape. The police had booked the accused Karan Singh and two women for the rape of a minor girl at the Shiv Nagar area of Hisar on October 31, 2010.

The victim has alleged in her complaint that Sonia and Bimla called her to their house and bolted her with Karan Singh, who raped her. The court found Karan Singh guilty of the crime, but acquitted the two women of the charge.

Kurukshetra: The police has arrested a person on the charge of criminal intimidation and attempt to rape. The woman had reported that Ved Pal of Barva teased, intimidated and tried to rape her when she was going to her fields. A team led by Jyotisar police post in charge Vijay Kumar arrested him.

Youth nabbed

Rewari: The district police has arrested a village youth Satish Rajput (20), who allegedly made a bid to outrage the modesty of a Dalit woman at Budana village, about 10 km from here, recently. The molester also thrashed the woman when she resisted the bid.

After the victim's husband filed a complaint, the police had registered a case. The victim was produced in a local court, which remanded him to 14-day judicial custody.

2 Punjab commandos killed in accident

Two Punjab Police commandos were killed on the spot when they fell off the police Gypsy and were run over under the wheels of a speeding Duster near Kundli on National Highway 1 today.

They were identified as Harbans Singh of Mansa in Moga district and Gurmeet Singh of Bathinda. They were in the pilot Gypsy escorting Punjab Education Minister Sikander Singh who was on way from Chandigarh to Delhi.

Subdivisional Magistrate Virender Lather, Deputy Superintendent of Police Rajinder Singh and police personnel reached the spot and took the bodies to the Civil Hospital in Sonepat for post-mortem examination.

Sources said the driver of the Gypsy applied the brakes suddenly after seeing an electricity wire dangling in the drizzle.

The commandos fell down and were run over under the wheels of the Duster. The minister expressed sorrow over the incident at the Kundli police station.

He said the victims’ families would be provided every possible help by the Punjab Government. The Kundli police provided escort to the minister till Delhi.

Local residents lament that despite expenditure of over Rs 100 crore on improving road infrastructure and other amenities, their plight has not improved.

Traffic remained disrupted till this evening causing great inconvenience to commuters as many vehicles broke down mid way. In many areas water entered houses resulting in damaging of household articles. The government departments were caught unaware and their functioning came under heavy criticism from the residents.

Realising the gravity of situation, officials of the civil administration and the PWD (B&R)swung into action and started dewatering operations.

The residents not only blame the local civic authorities for not taking proper steps to desilt nullahs, they held the PWD responsible for the present situation.

Rain brings relief to residents

Hisar: Rain brought much-needed relief for residents smarting under the heat for the past several days.

According to the Met Department, 33-mm rain was recorded in Hisar today. Fatehabad also witnessed a good downpour, while Sirsa residents had to be content with mild showers.

Though it was cloudy weather in the area since Tuesday and the maximum temperature had come down from 45°C on Monday to 39°C on Wednesday, the mercury fell by six degrees today to 33°C after the rain.

The Met Department has predicted cloudy weather with thunders during the next three days.

Unique project to mainstream special children starts
First batch of children off to Manali for adventure camp

In a first-of-its-kind initiative to mainstream special children, the Education Department has initiated a unique project of conducting inclusive adventure and nature study camps for them.

As a part of the unique project, the first batch of schoolchildren with special needs was flagged off to Manali by Ram S Verma, a former Haryana Chief Secretary, at Panchkula on Tuesday night. Around 500 schoolchildren are scheduled to leave for Manali in four batches for the camps from June 11 to July 4, sources said.

In the first phase, the camp would be organised for participants of Ambala division from June 11 to June 16. In the second phase, participants from the Hisar division would be taken for camping from June 17 to June 22. In the third phase, the participants from the Rohtak division would be taken for camping from June 23 to June 28 and in the final phase, the participants from the Gurgaon division would be taken to Manali from June 29 to July 4.

To be organised by the Education Department in collaboration with the National Adventure Club, the camp would be organised for the schoolchildren with special needs from Class I to Class XII. The package of four nights and five days would be offered free of cost to the children, officials highlighted.

“The primary objective of such camps is to boost the confidence of such children and provide them an opportunity to explore nature and its resources. This would ultimately lead to bringing the special children to the mainstream of society,” an official added.

Extension of Deadline
No SC relief to Manesar industrialists

The Supreme Court today refused to grant any immediate relief to the Manesar Industries Welfare Association, which sought extension of tomorrow’s deadline for the payment of Rs 300 crore for the plots allotted to industrial houses.

A vacation Bench comprising Justices Gyan Sudha Misra and Madan B Lokur said it would hear the association’s plea only next month. The association has came to the SC challenging the Punjab and Haryana High Court order enhancing the cost of the plots in the wake of the higher compensation paid to farmers for acquiring their land for setting up the industrial model town.

The industrialists are questioning the methodology adopted for calculating the cost of the plots allotted to them consequent to the higher price paid to the landowners by the Haryana State Industrial and Infrastructural Development Corporation.

The Bench said it did not find any urgency for hearing the petition during the summer vacation. However, the association’s counsel pleaded that the allottees, numbering about 500, were finding it difficult to pay the huge sum by tomorrow and wanted more time to pay the instalment amount.

Unconvinced, the Bench said the association had the option of approaching the HC for the purpose. The petitioners said they did go to the HC but failed to get any relief. But the Bench did not relent.

HPGCL shuts five thermal units

Haryana Power Generation Corporation Limited (HPGCL) decided to shut five of its thermal units as the demand for power dipped by around 4,000 MW following a heavy downpour in northern Haryana today.

Sources said the demand was more than 6,700 MW early in the morning, which dipped to 3,790 MW after rain in half of the state. Four units of the Panipat plant and one 660-MW unit at Jhajjar were closed. The state was under-drawing by between 100 MW and 200 MW its share from the northern grid since this morning, which increased to 1,334 MW before noon. Only one unit each at Yamunanagar and Khedar were being run while the second units at both plants had already been shut down due to technical problems. Power supply was 1,445 lakh units yesterday and there was no power shortage as 1,300 MW was being supplied to the state from the Adani’s Mundra plant in Gujarat.

The Food and Supplies Department has cancelled the licences of 15 depot holders and forfeited over Rs 1.76 lakh as 76 dealers' security for irregularities in the distribution of essential commodities under the public distribution system.

Stating this here, a spokesman said essential commodities were being supplied to the people through 9,194 fair price shops of which 6,531 were located in rural areas and 2,663 in urban areas. He said village committees were supervising the distribution of commodities.

Giving district-wise details, he said there were 385 fair price shops in Ambala, 666 in Bhiwani, 668 in Faridabad, 343 in Fatehabad, 197 in Gurgaon, 695 in Hisar, 314 in Jhajjar, 554 in Jind, 509 in Kaithal, 566 in Karnal, 429 in Kurukshetra, 351 in Mewat, 310 in Narnaul, 411 in Palwal, 154 in Panchkula, 473 in Panipat, 311 in Rewari, 280 in Rohtak, 599 in Sirsa, 411 in Sonepat and 568 in Yamunanagar.

2 docs booked for causing death of woman in labour

Naraingarh (Ambala), June 13
The district police has registered a case against two doctors posted at the Civil Hospital on charges of causing the death of a woman in labour by not attending to her and referring her to the PGI in Chandigarh instead.

Rajan Jha took his wife Rinki to the hospital on October 22 last after she went into labour. Dr Mohit Gupta, who was on duty, called up Dr Sudha Nag, who did not turn up after more than eight hours.

The patient’s condition deteriorated and Dr Gupta told Jha to take his wife to the PGI. Rinki and the newborn later died at the PGI reportedly due to delay in medical care. Following this, Jha had filed a complaint with the health authorities, after which, a departmental inquiry was ordered against the two doctors.

The inquiry had been conducted by a two-member team of medical experts which concluded that the deaths had been caused due to delay in medical care.

The medical experts had recommended legal action against the two doctors. Following this, the matter was referred to the district police which registered a case under Section 304-A of the Indian Penal Code.

HOD booked on molestation charge

The police today registered a case against the head of the department (HOD) of Electronics and Computer Science of MM Engineering College for allegedly molesting a girl student of third year of his department.

The police said on the basis of the complaint filed by the girl, they had registered a case against Prof JK Sharma under Section 354 (criminal force to woman with intent to outrage her modesty) and the SC/ST Act.

It was learnt that the victim had recently shot letters to Union Minister Kumari Selja and state Education Minister Geeta Bhukkal alleging that the accused was seeking sexual favours from her for giving her marks in the internal examination. She had alleged that after she refused to oblige he had passed casteist remarks.

Sources said both leaders then forwarded the complaint to Deputy Commissioner of Police (rural) Nazneen Bhasin, who ordered registering of a case. The department said the investigation of the same had been entrusted to a senior official of the department.

The district police arrested a person from Singhawala village and recovered 20-kg opium and some other narcotics from his possession.

Commissioner of Police Rajbir Deswal said acting on a tip-off, the police raided the house of Rattan Lal Sharma in Saraswati Colony of Singhawala village and recovered 20-kg opium and some other narcotics from his possession.

He said the accused hailed from Gumthal village, but had shifted base to Singhawala village. He said the department had recently stepped up its campaign against drug trafficking in the district.

JE caught taking bribe

CBI sleuths from Chandigarh today caught junior engineer (JE) Rajinder Kumar for demanding a bribe of Rs 15,000 from a contractor.

He had demanded the bribe from Manoj Kumar to refund the security he had deposited to undertake tender job of repairing buildings.

The contractor reported the matter to the CBI. Officials told Manoj to strike a deal. As he went to hand over the cash, CBI officials accompanied him. As soon as the JE pocketed the money, the sleuths nabbed him. — TNS
