70% girls victim of harassment: Report
Gurgaon, June 3 The drive brought to the fore startling facts that more than 70 per cent girls aged between five and 12 years admitted having been victims of harassment at home, markets and public functions. What made the state government take notice was the fact that they were unaware of what constituted harassment or abuse and whom to tell about it. Setting an example, the teachers went to 443 primary and 99 middle schools to coax girls to speak up. Each woman teacher covered 10 schools. Many girls complained of having been uncomfortable when a stranger or a relative asked indecent questions, hugged them or touched their private parts. What shocked them was that the girls did not know that they were being harassed. “Sexual harassment is a key issue and the government had ordered us to create awareness at the school level. We discussed the issue and sent teachers to speak to pre-teen girls,” said Sangeeta Yadav, District Elementary Education Officer, who conceptualised the idea. “A majority of girls do not know what harassment is and when to say no. They have nobody to talk to about the issue or are ashamed to do so. Some girls disclosed their plight to their mothers but they directed the girls to stay mum or expressed helplessness in resolving the issue,” she added. She trained teachers about child abuse, the recent child protection Act and their duty as teachers. The results reflected the situation in the entire state, she felt. “The awareness campaign report is being used to pinpoint Rewari, but I am sure that the findings will be the same if other districts take up this initiative. The fact that girls experience harassment and lack of awareness among girls and their mothers need to be dealt with,” she stated. Chief Minister Bhupinder Singh Hooda has decided to send teams of the Haryana Child Rights Commission to schools in all districts to find out the extent of sexual harassment. The officer, on her part, plans to arrange an awareness drive for mothers of girls and collaborate with private schools. |
Four-year-old boy drowns
Rohtak, June 3 According to reports, the victim, Vishal of Baba Lakshmanpuri Colony, came with two other children near the pond this morning to see a religious function. The water level started receding due to the draining out of water begun by officials to replace the water that had got polluted due to a religious event. The children decided to take a dip in the water. Vishal jumped into the pond, but was reported to be missing soon after, said a police official who reached the spot to supervise the rescue operation. He said Vishal was found stuck in a large valve of the pipe being used to drain the water, which suggested that the boy was sucked in by a huge gush of water, but nobody noticed it. Another boy accompanying Vishal raised an alarm, after which officials and the police stopped the draining out and started looking for the boy. Rescuers found the boy dead. He was rushed to the PGIMS, where doctors declared him brought dead. The body was handed over to the family after post-mortem examination. |

rape case Sonepat: The police has arrested three youths, Rinku, Balram and Gopal of Garhi Ujale Khan village, for their alleged involvement in the rape of a minor and for allegedly preparing a video clip of the crime. The main accused, Shubham, is yet to be arrested. A police spokesman said Shubham would be arrested soon. After the victim's medical examination, her statement was recorded by a magistrate. According to the complaint lodged at the Gohana city police station by the victim, a class VIII student, Shubham of the same village enticed her about two months ago. She reported that he had taken her to a room in which Rinku and Balram were already present. She said Shubham and Balram raped her and Rinku prepared a video clip of the rape. The incident came to light when Rinku's brother Gopal showed the video clip to villagers following which the victim lodged the complaint. 1 arrested for rape Kurukshetra: The police has arrested Harman of Arnaicha village on the charge of luring, kidnapping and raping a minor. A police spokesperson said on Monday that a woman had lodged a complaint at the Pehowa police station that Harman lured, kidnapped and raped her daughter. 2 held for gang rape Hisar: The police today arrested two persons for gang-raping a woman at Gorchhi village in Hisar. The accused Azad and Pradeep, both residents of Gorchhi village, were produced before a local court, which sent them in judicial custody for 14 days. The 18-year-old victim had lodged a complaint on May 18 that Suresh, Pradeep and Azad, all residents of Gorchhi village, kidnapped her in a car and took her to a house in Agroha. The accused dropped her outside the village at night. While Suresh was nabbed on May 21, Azad and Pradeep were arrested today. |

Gurgaon, June 3 A resident of a Gurgaon village lodged a complaint with the police on May 28 that his daughter was missing. He had later found that she was with a 17-year-boy of the same village. He had approached the police again which traced the two juveniles today. The girl’s medical examination confirmed rape. |
Pacemaker installed on Chautala
Gurgaon, June 3 The former Chief Minister is now in an intensive care unit (ICU) at the hospital and his condition is said to be stable and satisfactory. Chautala’s son and INLD MLA Abhey Singh and grandsons Dushyant and Digvijay met him after the surgery. They said the operation was successful and the INLD leader was fine. Dushyant said Chautala looked cheerful and was reading a newspaper after the operation. However, former Governor Sultan Singh, who also visited the hospital today, was not able to meet Chautala as he was in the ICU. Earlier, Haryana Governor Jagannath Paharia, Vidhan Sabha Speaker Kuldeep Sharma, former Union Minister Maneka Gandhi, BJP MP from Bihar Hukum Dev Narayan, BJP MLA from Palam Dharamdev Saulanki, Jindal group director Ratan Jindal, former MP and HJC leader Dharampal Malik and former MLA Zakir Hussain have met Chautala and wished him a speedy recovery. |

Gurgaon, June 3 Official sources said the help of major IT companies based in Gurgaon would be sought to strengthen these special teams. These teams would be stationed at Gurgaon and serve the entire state. Meanwhile, a government spokesperson said a special committee was being constituted under the Haryana Chief Secretary to take further steps regarding the installation of a surveillance system in the entire state. |

After HC rap, norms in place for poultry farms
Chandigarh, June 3 A notification issued by Avtar Singh, Principal Secretary, Environment Department, has given the poultry farm owners 90 days to to conform to the guidelines. “The existing poultry farms having over 1 lakh birds will install double-chambered incinerators as per the Central Pollution Control Board (CPCB) norms issued under the Bio-Medical Waste(Management and Handling) Rules, 1998, for the proper and scientific disposal of dead animals and other biomedical waste,” the notification said. While poultry farms having more than 1 lakh birds would have to seek necessary consent under the Water Act, 1974, and the Air Act, 1981, the poultry farms having over 5,000 birds in single location would have to be registered with the local bodies. The poultry farms would have to be located at least 500 metres from residential areas and at least 1,000 metres from major drinking water reservoirs. Besides, they would at least be 500 metres from nearby poultry, dairy or livestock industries. Besides, the poultry farm shall be fenced with barbed wire/linked mesh up to a height of 1.5 metres with a secured entrance and exit. Regarding the disposal of dead birds, there would be no open burning or indiscriminate dumping of any dead bird within or outside the premises.“The dead birds should be stored in closed containers and disposed of within 24 hours by following appropriate disposal methods through burial, composing and incineration" The notification makes it clear that the loading and unloading operations shall be during the day only and vegetative noise barriers shall be constructed along the periphery of the poultry farm. The notification also lays down detailed instructions on waste water discharge, treatment and disposal of effluent, disposal of solid waste and general sanitation and hygiene. Norms for poultry farms

Cong MP for Scheduled Caste Commission
Karnal, June 3 In an implicit indictment of the state government, the Congress MP said, “As a result of social and political degradation, a sharp increase in crimes against Dalits has been witnessed during the nine-year Congress rule in the state which justifies the setting up of a Scheduled Caste Commission in the state.” Here to mobilise workers for the Dalit and backward classes awareness 'sammelan' to be held in Karnal on June 7, Ishwar Singh lamented that the government had not taken any serious initiative to tackle the problem. He told mediapersons, “We need a responsive and sensitive administration and political leadership to stop the atrocities being perpetrated on weaker sections. People are suffering due to the apathy and lack of sensitivity on the part of the administration.” Suggesting a meeting of the administration and representatives of Dalits and backward classes every three months at the state and district levels and corrective and curative measures, he said the 'sammelan' would provide a platform for a brain-storming session on difficulties faced by weaker sections. Referring to issues requiring urgent attention and intervention of the government, he said there was a need for transparency in the procedure for allotment of 100 sq metre free plots to below poverty line (BPL) families, reservation in the private sector, adequate security for Dalits and a Schedule Caste Commission. Citing the examples of two widows, Murti Devi and Dela Devi of Kohand village in Gharonda who had no source of income, he said the women had been running from pillar to post for pension, but the administration had turned a deaf ear to them. Pointing out lack of proper execution and implementation of development policies, he said the panchayat of Gauhar village in Kaithal had passed a resolution for giving the administration 110 acres for allotment of plots to BPL families, but the allottees were yet to get possession of plots. |
Fixing minimum annual professional income
Chandigarh, June 3 Dismissing an appeal in this regard, a Division Benchasserted: "A vast majority of Bar members with 10 years' standing would be having a professional income of more than Rs 25,000 per month." In their appeals filed against Haryana and other respondents, Jasbir Singh and Surinder Kumar had challenged the April 29 order whereby the Single Judge dismissed petitions challenging the requirement of having Rs 3 lakh or more annual professional income for an advocate to be eligible for the post in Haryana. Challenging the condition, counsel for the petitioners contended that the requirement was "wholly arbitrary, irrational and violated the doctrine of proportionality". Refusing to accept the plea, the Single Judge took notice of the fact that an advocate with not less than 10 years' standing was eligible for the subject post. As such, the prescription of a professional income of Rs 3 lakh per annum was not unreasonable, arbitrary or irrational. Taking up the appeal, the Bench of Justice Surya Kant and Justice R.P Nagrath asserted: "In the case, it has come on record that against 10 posts of president, district consumer disputes redressal forum, more than 400 advocates have applied, besides serving or retired judicial officers. "In such a situation, the decision taken by the competent authority/selection committee to shortlist the candidates from amongst Bar members appears to be just and fair and it calls for no interference?. "The pay scale of the post of president is Rs 57700-70290, which means that the monthly salary of the incumbent would be more than Rs 1 lakh. As against this, an advocate with a monthly income of Rs 25,000 has been made eligible to compete. It thus cannot be said that the competent authority/selection committee has acted in a arbitrary or whimsical manner". |

Food poisoning at three booths, 29 in hospital
Panipat, June 3 Supporters of independent candidate Suresh Kumar had pitched tents at polling booths in Janta High School, MD High School and Jeevan Jyoti on the Kutani road and were issuing slips to guide voters. Two persons came on a motor cycle, gave bread 'pakoras' and 'samosas' at the three places and left. Presuming that the eatables were sent by some known person, the workers consumed those. Soon afterwards, the workers complained of vomiting, diarrhoea and stomachache. Twelve of them were rushed to a private hospital and 19 to a government hospital. Senior officials, including the returning officer, visited the hospitals and enquired about their condition. Deputy Commissioner Samir Pal Saro enquired about their condition as well.
He gave instructions for proper treatment and said the matter would be investigated. He said the persons responsible would be booked and stringent action would be taken against them. He ordered an inquiry and the police started an investigation. |
