Karnal, June 5 On the complaint of Bhagwan Dass, father-in-law of Kumud Bala, the police registered a case under various sections of the IPC against eight BJP activists identified as Anurag, Dharm, Prakash, Sonu, Shriram, Pala Ram, Sudama and Mana. Enraged over registration of a case against their activists, party workers assembled at the Ram Nagar police post and created a ruckus there. District BJP president Ashok Sukheja alleged that their workers were implicated in false cases at the behest of some Congress leaders. He said none of the BJP workers was involved in the attack and on the other hand, supporters of Kumud Bala made some casteist remarks against them. The police post in charge said a case was registered on the complaint of Bhagwan Dass and BJP leaders had also lodged a counter complaint which would be investigated. The victory procession was allegedly attacked last night by some miscreants armed with lathis and sticks who also threw stones injuring half a dozen persons, Bhagwan Dass said. Soon, people gathered at the spot and blocked the Kaithal-Karnal road which was opened after the police gave an assurance that a case would be registered and the accused would not be spared. |
Hectic lobbying begins for Mayor’s post in Hisar
Hisar, June 5 Of these, Kamla Bansal, Rekha Saini and Shakuntla Rajliwala are known for their allegiance to the Congress. Shalu Diwan and Saroj Khatana are from Haryana Janhit Congress background, while Rekha Eran and Chander Pati won the poll on the INLD ticket. The political affiliations of Anita were not clear so far. Among the women members from the ruling party, Shakuntala Rajliwala belonging to a family having proximity to Congress MLA Savitri Jindal and Rekha Saini, former minister Hari Singh Saini’s daughter-in-law, are the top contenders. Among the nine members owing their allegiance to the Congress, three are said to be supporters of the former MP Jai Prakash, one has the blessings of Nalwa MLA Sampat Singh and one is a close kin of former minister Chhattarpal Singh. Given the infighting within the Congress, it will be difficult to reach a consensus on one name for the post of Mayor. It is here that the Indian National Lok Dal is hoping to fish in the troubled water. “The post of Mayor is surely going to our party. Four members of the corporation were elected on our ticket yesterday
and in less than 24 hours the strength of members supporting us has swelled to six,” said Hanuman Prashad
Eren, former chairman of Zila Parishad, Hisar, and a senior INLD leader. Eren’s wife Rekha Eren is top contender for the post of Mayor from the INLD. However, he said senior leaders of the party would decide the Mayor’s issue. |

Chandigarh, June 5 With the general election in the state scheduled for next year, the score of 25 wards for the BJP and just 16 wards for the INLD suggests a highly fragmented opposition. The only other party, HJC, which is also said to have made some inroads into state politics did not contest the poll on the party symbol but it supported the BJP and even allowed some candidates to contest on the BJP symbol. The mere 25 wards won by the BJP that claims an urban vote bank and that too jointly with the HJC does not augur well for the opposition. In fact, the Congress claims that all winning Independents were its nominees and it is, therefore, a clean sweep for the party. Whether the winning Independents had Congress support or not, they have been preferred by the voters over other parties. The INLD managed to win only 16 wards. This also clearly dispels any myth about the INLD riding a sympathy wave following the arrest of the party’s top leadership in the JBT teachers’ recruitment scam. There are 68 wards that saw Independents securing the top two positions. Both the winning candidate and the runners-up were Independents that suggests that they could be Congress party’s official candidate in tie with a party rebel. Even if you give the benefit of the doubt the winning or losing candidate could be a rebel from one of the opposition parties, but not their officially supported candidates. The second largest contest was between Independents on the one hand and an opposition-supported candidate on the other. This trend showed up in 66 wards. Out of these 66 wards, 35 seats were won by Independents and 31 went to party nominees (read opposition). There were only 10 seats in the entire contest where the winning or the first runner-up belonged to the opposition parties (BJP or INLD that have 41 wards out of 144 in the seven MCs). This means 41 wards for the entire opposition since the HJC-BJP is in a pre-poll alliance. In the 10 seats where the INLD contested the BJP-HJC combine, there is no direct contest between the opposition in Rohtak and Hisar, one seat each in Ambala, Panchkula and Karnal and five wards in Yamunanagar. In both Rohtak and Hisar, there are small pockets where the INLD or the BJP has shown some presence, but it’s been a sweep for the Independents (read Congress). Yamunanagar is the only MC that has thrown up a keenly contested triangular fight. The opposition here was in a contest with Independents in nine wards, amongst themselves in five wards while they faced each other in six wards. This means that the differences within the Congress were the least and the opposition was aggressive, making the contest fierce. A micro analysis of the election results should come as good news for the Congress that was expecting the BJP-HJC combine dent its vote bank in urban areas and the INLD ride a sympathy wave. Despite the “Congress versus Congress” phenomenon, candidates supported by the Chief Minister and his group have swept the polls. |

Hisar, June 5 There seems no respite from the hot and dry weather, as the website of India Metrological Department (IMD) suggests that mercury will touch a high of 47 tomorrow, 48 on Friday and 47 in the next three days (from June 8 to 10). The website shows that the maximum relative humidity will hover between 21 and 30 during the next five days. Similarly, the Integrated Agromet Advisory Service Unit of Chaudhary Charan Singh Haryana Agricultural University (CCSHAU), Hisar, has predicted dry weather with moderate wind and rise in temperature from June 5 to 10. The Advisory Service Unit predicts light showers at some places in the area on June 11 and 12. Dr Ram Niwas, Head of the Agri Metrological Department of the CCSHAU said in view of these weather conditions, the farm scientists of the university had advised the farmers to complete the sowing of American and BT cotton. He said the farmers had also been advised to apply the remaining dose of nitrogen to the sugarcane with irrigation. They had also been advised to irrigate vegetables and fruit plants at short intervals and provide drinking water from time to time to protect their animals from hot winds. |

Jhajjar, June 5 The incident took place when the victim was going to her college in the town. Two youths on a motorcycle came and took her with them on some pretext to Delhi, where they allegedly raped her. Later, two more youths joined them and also raped her, the police said. After committing the crime, the accused dropped her at an isolated place in the town. The victim narrated the incident to her family members who lodged a complaint with the police in this regard. “Shakti, Aman, Sonu and Manta have been booked under Section 376 of the IPC. Medical examination of the victim has confirmed rape. Raids are being carried out to nab the accused,” said Jhajjar police spokesman. Youth booked on abduction charge
Rewari: Following a directive issued by the Deputy Commissioner, the Kosli police has registered a case of abduction against Ashok Kumar of Rohrai village in the district. The directive has been issued on a petition filed by the 23-year-old girl’s father, Dewan Singh Yadav of Guriani village, near Kosli. He stated that after his daughter’s sudden disappearance from Guriani on March 27, they found a suicide note lying in the house, which was handed over to the police. Assuming that the girl had committed suicide by jumping into the canal, the police launched a combing operation to fish out
her body . However, when the search operation failed to trace the body, the police registered a case of disappearance. Before her disappearance, Dewan Singh said, she had told him that Ashok of Rohrai had threatened her with dire consequences if she did not marry him, he petitioned the Deputy Commissioner. |
Pillukhera Gang Rape
Jind, June 5 Additional District Sessions Judge Kanchan Mahi sentenced Sandeep, Rinku and Balram to life imprsionment. They had gangraped a married woman (26) at her residence in Pillukhera town on September 21
last year. The court also imposed a fine of Rs 15,000 on each accused. Rinku, Sonu and Narender, who were booked under the IT Act for preparing and circulating an MMS clip of the victim, were sentenced to five-year imprisonment along with a fine of Rs 20,000 each. They had prepared an MMS clip of the gangrape incident. However, an elderly couple, the parents of Sandeep, the main accused, has been acquitted. The incident took place in the Railway Colony at Pillukhera on September 21, when the victim,a mother of a minor girl, was alone in the house. The victim and her family had to shift out of Pillukhera after the incident. Earlier, two persons accused of raping a minor Dalit girl at Sachakhera village of Narwana subdivision had been awarded similar punishment . The victim had died after she set her ablaze soon after the incident. |
Parsvnath loses licence to develop housing project in Sonepat
Chandigarh, June 5 In his order, Town and Country Planning Director General Anurag Rastogi cancelled the licence of the group housing colony in Sectors 10 and 11 in Sonepat on account of various violations, including non-payment of the external development charges (EDC), non-approval of the building plans and non-submission of the no objection certificate (NOC) besides other violations of the terms and conditions of the grant of licence. The developer was given the licence to develop a residential project on September 27, 2006, for a period of two years. Subsequently, the developer applied for the renewal of the licence. Since the EDC was not deposited, the department issued a show cause notice to the developer on June 11, 2012. On November 19 last year, Parsvnath president PK Jain appeared before the Director General and argued that the company was in the process of getting bank guarantees issued from the banks concerned to get the licence renewed as per the provision of the state government’s policy dated April 12, 2012. According to the 2012 policy, the developer was required to deposit 25 per cent bank guarantee of the outstanding EDC along with an undertaking. However, the developer failed to deposit the 25 per cent guarantee and the undertaking. And by May 3, the outstanding EDC had mounted to nearly Rs 17.55 crore. Besides, the order said the developer had not obtained the approval of the building plans even after the lapse of over six years of the grant of licence. Meanwhile, certain documents in compliance with the Haryana Development and Regulations of Urban Areas Rules, 1976, had not been submitted to the government. Moreover, the argument of the company that it had paid an amount of over Rs 40 crore as the EDC for various projects failed to cut ice with the department. “Merely depositing Rs 40 crore against various licences cannot entitle the company for renewal of licence because the outstanding dues were much more,” the order said while rejecting the
licence. |
HAREDA offers interest-free loan
Chandigarh, June 5 An official spokesman for HAREDA said the implementation of energy efficiency measures involved investment, which sometimes was inhibitory and therefore, the entrepreneurs were reluctant to implement the energy conservation measures suggested in the energy audit reports. It was felt that energy conservation measures would be adopted by the entrepreneurs if some kind of financial assistance or loan was provided to them, he said. Keeping this in mind, HAREDA and the Bureau of Energy Efficiency, Government of India, have created a revolving fund within the State Energy Conservation Fund with a corpus of Rs 2 crore for financing energy efficiency measures in industries, institutions, municipal and commercial buildings for implementation of the energy audit report for achieving higher energy efficiency. |

him appointed as chairman of the All-India Task Force on Food Zone-1, Punjab, as he himself was also holding the post of chairman. Amarjeet paid Rs 20 lakh to Virender Singh on September 30, 2008, for this work. Amarjeet waited for long but Virender asked for more time on one pretext or
the other. Ultimately, Amarjeet asked Virender to return his money, but the latter threatened him of dire consequences. Amarjeet then lodged a complaint with the police. |
Attack on Principal: Teachers threaten to boycott duties
Gurgaon, June 5 Shamsher Singh, Principal of Government College, Bhiwani, had gone to Charkhi Dadri to conduct interviews for posts of college lecturer. On his way back to his home in Rohtak, the husband of an unsuccessful aspirant allegedly assaulted him with a hockey stick. However, HFUCTO leaders alleged, the police did not take any concrete action in this regard. "The police officials concerned did not consider the fact that the Principal was returning from an official assignment and should have been considered on duty. Moreover, the case lodged against the attacker does not have the relevant sections of the IPC, which makes it weak, said HFUCTO president Raj Kumar. The federation has threatened to boycott official duties if the safety, security and dignity of teachers supposed to discharge official duties are not ensured. |
Govt designates sessions judges as children’s courts
Chandigarh, June 5 Sumita Misra, Director General, Women and Child Development Department, here today said it had been done to ensure speedy trial of offences against children and violations of child rights under the Commissions for Protection of Child Rights Act, 2005. Under Section 28 of the Protection of Children from Sexual Offences (POCSO) Act, 2012, special courts under the relevant section of the Commission for Protection of Child Rights Act, 2005, should also be special courts under the POCSO Act, 2012 to try offences, she said. |
Abduction of 2 minors: SP visits Rewari
Rewari, June 5 While Parul was abducted from Rewari station on May 4, Divya’s abduction from the station took place on May 20. A senior GRP official said here that the footage of the railway station’s CCTV cameras as well as the footage of a confectioner’s shop outside the station had not helped much as forensic experts had failed to identify the culprits due to blurred images. Ashok Kumar said he had sent a communication to the authorities concerned for expeditious replacement of CCTV cameras of the station. He said 10 GRP teams had been sent to Mumbai, Dehradun, Jaipur, Delhi, Chittor and other metropolitan cities to trace the two girls. |
CEA finds state power surplus this year
Ambala, June 5 The report stated the state would have current financial year the power demand in Haryana would have 51,556 million units (MU) available as against the demand for 44,700. However, the state faced a shortage of more than 7.7 per cent last year due to various reasons, including prolonged breakdowns of Yamunanagar thermal units. The CEA report stated that even during the upcoming paddy season when the demand for power shoots up,Haryana would remain power-surplus in June, July and September, courtesy the arrangements put in place by the state power utilities. However, the CEA report predicts a power deficit in August and October. Meanwhile, the CEA report anticipated that there would be energy shortage of 6.7 per cent during off-peak hours and 2.3 per cent during the peak hours at the national level. |

GPF deposits to earn 8.7 pc rate of interest
Chandigarh, June 5 A spokesman of the Finance Department said here today that the state government had also fixed the rate of interest for various loans and advances given to its employees for the 2013-14 financial year. It had been decided to charge 8.7 per cent interest for the first advance and at 9.7 per cent for the second advance for house building, car, scooter, motorcycle, moped, cycle, computer and marriages loans for the 2013-14 financial year . He said in the case of misutilisation of any loan, a penal interest would be charged at the rate of 10 per cent over and above the normal rate of interest. The prescribe rate of interest for the third advance would be 2 per cent above the normal rate on interest on marriage or conveyance or computer advance. |

Chandigarh, June 5 A spokesman of the Haryana Technical Education Department said here yesterday that the principals of Government Polytechnics at Ambala, Nilokheri, Jhajjar, Sirsa, Sonepat, Narnaul and Hisar and of Government Polytechnics for Women at Ambala City and Faridabad have been informed of the decision taken for this centrally sponsored scheme. They have also been told to apprise all claiming institutes in the districts under their jurisdiction about this decision. |

Kisan mahapanchayat lifts Sirsa dharna
Sirsa, June 5 Prahlad Singh Bharukhera, state president of the Haryana Kisan Manch, presided over the mahapanchayat attended, among others, by Gurnam Singh Chudni, president of the state BKU and Acharya Santoshanand from Delhi. Farmers have been sitting in dharna outside the Sirsa mini-secretariat for the past 17 days. The farmers’ leaders said a decision on the future course of action would be taken at a kisan mahapanchayat to be held in Kurukshetra on June 25.
