Rush for registries increases
Jalandhar, March 20 The office of sub-registrar-II remained so much crowded this afternoon that there were at least 50 persons in his small compartment and as many as 100 applicants waiting outside to get their registries done. The applicants mostly included property dealers and middlemen of politicians involved in the sale-purchase of land without showing any transaction of money, thus evading stamp duty and income tax. Tehsildar-II Aman Pal admitted having noted the increase in rush for the past few days. The orders on putting in elaborate details in a prescribed format showing any transaction of money and bank account details along with power of attorney applications had been passed by former Deputy Commissioner Priyank Bharti, after which no registry was done on the basis of power of attorney between August 1 and August 29. The orders had been passed after it was seen that the number of registries done in a month were almost equivalent to the number of power of attorneys, which meant that there were very few genuine buyers and the properties were simply changing hands. The state government had on August 29 passed orders to allow the old system for two months on the ground that it wanted to implement a similar system across the state at one go. The government had again postponed the implementation of the system to December 31. The deadline was again extended for another three months and is to now lapse on March 31. |
Six-laning: Bid to restart petrol pump foiled
Jalandhar, March 20 Since the six-lane project has been held up by the contractor, Soma Enterprises, and the site not put to use ever since, there was an attempt to at least make some business by getting little construction work got started at the site. The pump falls close to a mazaar, the caretakers of which have already lost the case, and is set to
be removed. The SDM-I, Iqbal Singh Sandhu, however, got the construction stopped as he said it could lead to traffic congestion at the already busy intersection. He said it was a company-run petrol pump, which had been allocated another site at Science City. |
Plan to install 26 CCTV cameras at DAC
Jalandhar, March 20 As per the plan, there will be three cameras installed at the main entrance of the complex outside the walls of SDM-I office, one focusing towards gate, the second on the left side of the parking lot and third towards the right side. Cameras will also be installed at all those counters of the complex where the number of visitors is high as is in the DTO office and tehsils, besides staircases and corridors. Nearly 20 cameras were installed in the complex when A Venu Prasad was posted as the Deputy Commissioner here about 12 years back, but most of these cameras have been lying defunct and there is no video footage being recorded with any of these cameras. With hundreds of persons visiting the complex and cameras lying out of order, there remains no clue to incidents of thefts. A city resident, Vikrant, lost his Samsung Galaxy Note in the DTO office last month. About a fortnight back, Karam Singh Bhambra (79), a retired government official, lost his Bajaj Classic scooter, which was parked in the complex. There have been other incidents of thefts of parked vehicles, batteries of generators and other items in the recent past. The GA to DC, Dr Sanjeev Sharma, said he had started the process for purchasing cameras. “We are doing it on priority,” he said. |
Unions hold protest against property tax
Jalandhar, March 20 The protester also threatened to gherao the Vidhan Sabha if the government does not withdraw the tax. Waiving black flags as a symbol of protest, members of the unions also raised anti-government slogans and criticised the government for its anti-public policies. The unions that held protests included Jalandhar Goods Transport Association, Vyopar Sena, Federation of Wholesale Sugar Merchants Association, Sugar Dealers Association, Punjab Vyopar Mandal, Jalandhar Sarafa Association, Swaran Sangh Union and Gur Mandi Shopkeepers Association. While addressing a gathering, Pritam Singh, president of the Sugar Merchant Association, said they would continue the protest until the government reviewed its decision. He also warned that the unions would gherao the Punjab Vidhan Sabha if their demands were not met soon. The protestors demanded that the Punjab Government should levy taxes on the pattern of Haryana and Gujarat. "Haryana has imposed property tax of Rs 250 on 10 marla residential plot, while Punjab has proposed much higher. Property tax on a commercial plot in Haryana is Rs 15,000, while it will be Rs 1,20,000 in Punjab," they rued. The newly formed Dynamic Group of councillors of Congress also joined the protesters. |
On the whole, the Budget is people-friendly, but more sops for higher as well as school education were certainly required. The filling of posts of teachers in colleges and schools was greatly needed. More support for deserving students was also required. I have personally seen that students want to study, but can’t due to lack of finances. Soft loans for students could have been provided. The state needed more specific focus on providing higher education to the youth, but on that count, the Budget disappoints. — Atima Sharma, Principal, Kanya Maha Vidyalaya That education is high on the government’s agenda is good news, but the greatest contention is that the RTE Act is still not being implemented properly in schools. Also, the allocations get everyone’s hopes high, but due to lack of transparency, the students do not get the benefits later. The announcement of scholarships for poor students pursuing professional education is a good step, but Rs 30,000 is too little for a student aspiring for higher studies. — Dr Rashmi Vij, Principal, Police DAV Public School It is disappointing that we haven’t been allocated any amount in the Budget for the Harivallabh Sangeet Akademi. The Akademi is awaiting completion and we are hugely dependent on government grants for its completion. But the Budget this year has been dismal from the cultural point of view. — Purnima Beri, general secretary, Shree Baba Harivallabh Sangeet Mahasabha The Budget this year doesn’t provide much for the common man and focuses on some special groups. However, it is good that education gets some special attention. While their is allocation in the Budget for some special schemes and scholarships for poor students, what is most important is that these children should get the requisite amount as promised. Mostly due to lack of awareness, students don’t even come to know about their own rights. Care should be taken that students are duly informed about the allocations for them. — Daljit Kaur, government school lecturer The four regional centres for sports are a welcome proposal in the Budget and it will prove profitable for many students who are currently deprived of quality sports coaching. But sports centres in the rural areas are languishing due to lack of infrastructure and proper coaches. Experts at main centres wait for good students to come to them, but ideally, they should be hunting for students by visiting rural areas. The Budget is mum on this issue. Punjab ideally needed a format at par with the Sarv Shiksha Abhiyaan (SSA) for sports to give a fillip to sports activities. Also, many sports projects and stadiums currently lie incomplete. — Sarabjit Singh, athletics coach at a city college |

Work on overbridge at PAP Chowk comes to halt
Jalandhar, March 20 The payment is due from the National Highway Authority of India (NHAI) that has allocated the work to SOMA Enterprises Limited, a construction company, for shifting and reconstructing of the boundary wall and the main gates of the PAP Complex along the GT Road. A senior official of the company, however, revealed that even though the state government had transferred the land to the National Highways Authority of India (NHAI) but the latter had not paid compensation, for the assets to be removed, to the construction company, thus bringing the work to a standstill. The officer also revealed that the removal of high tension power cables from the site was another major hurdle in the execution of the project. The Punjab Public Work Department (PWD) is to construct a new boundary wall around the high security PAP Complex after demolishing the existing one. Demanding a compensation of Rs 2.4 crore, the PWD had already submitted a proposal to the company, claimed Executive Engineer, PWD (provincial) BS Tulli. Though, the SOMA had stacked some concrete beams and slabs at the site after raising huge pillars couple of months ago, the construction of the over bridge seems to be a dream for residents of the area. The delay has not only caused inconvenience to the motorists and commuters but has also added to pollution levels and the number of fatal accidents. The PAP complex premises and the boundary wall of the defence area, starting from Rama Mandi Chowk till PAP Chowk, had emerged as two major bottlenecks in executing the project in time. The project, that had been inching at a snail’s pace, had suffered a major setback with the government imposing a ban on quarrying. Keeping in view the public incontinence, the Punjab and Haryana High Court had already slapped heavy penalties at the construction company. |

Each foot beat constable has been given five to six colonies. These constables go about patrolling in the area daily, meeting members of the welfare societies, social and political leaders and keeping a track of day-to-day activities. DCP Sarabjit Singh said the whole idea was to strike a rapport with the community leaders, instilling faith in the police at grassroot level and keeping a regular contact with them, so that any untoward incident is taken care of at the earliest. ADCP City-II Parminder Singh Bhandal said there were 132 foot beat constables working under him. He said he carried a record of such constables with him daily and made it a point to meet them randomly at a fixed point allotted to each one of them, to cull the day’s report. The system was drawing a good response from the residents, he added. |
