Students with inadequate certificates appear for
Jalandhar, March 13 Irregularities like unavailability of "school-leaving certificates" and lack of proof of "continuation fees" have surfaced. Other irregularities include admission of girls to Class X though the school is a boys’ school till Class X, and presence of students till the age of 28 years at the school (even though the rule 206 of the school education code states that students over 20 years of age cannot be admitted to a government school). While in the answer to the first RTI query by activist Raksha Rani (in July 2012), the school had cited a theft of records as the reason for not being able to produce the records to the activists, through subsequent RTI queries by Rani and activist Kanwaljit Singh, some other information was provided to them. In 2012-13, about 24 students from outside (other schools) were admitted to the school in Class XII. Of these, the names of eight students were struck off after the school began receiving repeated RTI queries on the matter. In Class XII (session 2012-13) six students do not have any proof of continuation fees, 10 students have been admitted without proof of continuation fee as well as school-leaving certificate, but all these students are appearing for the ongoing Class XII exams. In Class X, about 44 students have been admitted from other schools. Twelve names have been struck off after the RTI information was sought. As many as 21 students of Class X are without both the school-leaving certificate or continuation fees proof and about 11 students have not submitted continuation fee proof. In 2011-12, 34 students were admitted to Class X and 50 students to Class XII in the school from other schools and none of these students’ school-leaving certificates or continuation fee proofs were provided through the RTI info sought from the school authorities. In 2011-12 and 2012-13, as many as eight girls were admitted to the school, despite the fact that the school is only for boys up to Class X. Four of these girls are appearing in the ongoing exams. All this information is available on the basis of copies of the school admission and withdrawal register, a list of students who took admission from other schools to the school (provided in response to RTI queries to the activists, copies of all these documents are available with The Tribune). Attendance records of the school also say for the past two years (till May, 2012) no student remained absent from the school. Although, after the retirement of the then principal Harbhjan Singh on June 30, 2012, in July class in charges had to strike off names of many students due to regular absence. In Class X, names of 18 students were struck off. Hence, after the principal’s retirement, the absentee graph rose sharply. As per school records, students who have left school eight to 10 years ago have also been shown to be admitted to the school. The age of some of these students is between 25 to 28 years. Other anomalies - a student admitted to the school on May 11, 2012, but his school-leaving certificate is dated May 31, 2012. Another student also admitted to the school on the same date May 11, 2012, has a school-leaving certificate, dated May 12, 2012. Environmentalists flay MC for planting palm trees on dividers
Jalandhar, March 13 JS Bilga, retired Executive Engineer, Horticulture, MC, and a noted landscape consultant, said, "These trees are definitely not going to last the dry spell. These should have been ideally planted in a greenbelt or a shady corner that, too, in clusters. The whole idea of plantation on a divider is to create pollution buffers and to block the glare of vehicles coming from the opposite side at night. Palms cannot serve any of these two purposes as they have long thin stems, which cannot even be pruned." He suggested, "The MC should have instead planted kaner, nivium, indicum or dwarf varieties of bougainvillaea or phycus, which are perfectly suited. The dwarf varieties require to be pruned just once in a year." Lakhbir Singh of NGO Pahal said, "Palms are just ornamental and not meant for plantation on dividers. The MC staff needs to consult experts before any such plantation, for there are specified instructions for each variety." Even the onlookers have commented that the pedestrians on the road who need to cross over the high dividers tend to take support of the tall stems of the trees, not realising the fact that these cannot bear such a pressure. Sanjay Sehgal, who has his shop in the area, has also pointed out that there are low-lying electricity wires and the horticulture wing of the MC should have ideally not planted any such tree, which tend to grow tall, here. When he inquired about the matter from the horticulture staff he was told that the plants had been donated by some group and there were hardly any other spaces available in the city to plant them. The MC seems to have not learnt from its previous mistakes. The B&R wing of the MC had recently got inter-locking tiles installed on roadsides without caring two hoots to leave space around trees for their growth and roots to breathe. The MC was also in news as nearly 100 saplings had even got dried up last summer waiting to be planted. |

Dr Ambedkar’s kin not in favour of reservation
Jalandhar, March 13 Besides being a management professional and CEO-cum-managing director of Petronet India Limited, Mumbai, Dr Teltumbde is also a civil rights activist and a writer. "If a Dalit child gets an access to good schooling, he does not require any reservation further in his life. A child of a downtrodden family usually goes to a low-grade school, while those of elites make it to the top schools. For the same reason, there are so many reserved seats for the SC, but these do not get filled. Further a child from an underprivileged family cannot compete with other IIT aspirants just because he cannot pay up for the expensive coaching." He said, "Only 10 per cent of the Dalits have benefited from reservation so far. What about the remaining 90 per cent? I believe that reservation was required just about 50 years back and no longer required. All that is required is empowerment by means of good basic education. I am strictly against Mayawati's ideology on advocating reservation policy." He clarified that he had no political ambitions, unlike his brother-in-law Parkash Ambedkar. The professor, who did his B.Tech in mechanical engineering, PG in management and PhD in cybernetics, shares, "I come from a very humble family. But I managed to get good education which strengthened me." About his marriage in the Ambedkar family, he said, "It was by sheer chance. His granddaughter Rama was to get married to someone and it was somehow me. People tell me that Ambedkar's philosophy came to me through matrimony. But that is not a reality. I grew up reading his writings and my anti-reservation stance also originated by going through his books." |

Frequent change of guard upsets JIT, JDA staff
Jalandhar, March 13 Prior to Bhardwaj, Deputy Commissioner Shruti Singh had held both the posts. She too had remained on the post for just about two months. Both the posts had earlier been held by previous Deputy Commissioner Priyank Bharti, who got posted as the Director, Local Bodies. The staff of both the offices said the officials just got the knack of the intricacies of the department when they got shifted owing to which it were the people who suffered as their the action on their applications got pending. While the post of Chief Administrator, JDA, is an administrative one, that of Chairman, JIT, is political. Ever since the SAD-BJP government won for the second time, the Trust was dissolved and its Chairman Baljit Singh Neelamahal got out of power. No appointments have been made ever since for reasons better known to political bosses. Perhaps owing to her tough stand against erring builders, Additional Chief Administrator, JDA, Sarojini Gautam Sharda, too, has been now posted as Deputy Excise and Taxation Commissioner. |
Verka demands Governor’s rule
Jalandhar, March 13 Verka said he would also put forth his demand regarding Governor's rule in the state to him. He also criticised the alleged role of the government in deploying as many as 150 policemen when the same Dalit woman was sitting in the office of CLP leader Sunil Jakhar in the Vidhan Sabha. The woman had arrived in the vehicle of Jakhar just as the Chief Minister or other MLAs bring in their close aides in the Vidhan Sabha. Claiming that jungle raj was prevailing in the state, the MLA said he had asked Punjab DGP and Principal Secretary (Home) to report the ASI Kulbir Singh incident to him by Monday. He added that the "jathedari" system prevailed in the state and the officials, too, worked as per the directions of MLAs. Verka also criticised MP Harsimrat Badal for popularising her Nanhi Chhan project on one hand, but not coming out in the recent episodes of atrocities against women. |
Teenaged girl murdered, uncle injured
Jalandhar, March 13 The assailant Billa (27) is said to have been harassing the deceased girl, Neha, and following her for quite sometime. Both lived in the same house till
recently. Ever since Billa had been insisting the girl to have relation with her while she kept on ignoring him. Today when she was returning from market with her maternal uncle Pawan (40), both were attacked by Billa. While Neha died on spot, her uncle has suffered grievous injuries in his stomach and has been admitted to the Civil Hospital. Billa, however, fled from the spot. Ravinderpal Singh Sandhu, ACP (West), said raids were being conducted to nab Billa. A case was registered against him under Section 302 of the IPC on a complaint by Neha’s brother Bablu.’ |

Jalandhar, March 13 The women, led by one Rajni, gave a memorandum to the SSP stating that the SHO and other police personnel misbehaved with her a few days back and for that they had protested. She said despite her repeated complaints, no action was being taken against the staff. The other women, too, had similar complaints against the SHO. The SSP (Rural), Yurinder Singh, said that the SP (Headquarters) would inquire into the matter and do the needful. |
