Challans help traffic police add Rs 4 crore to state exchequer

Labourer falls from ladder at BSNL office, dies

A labourer engaged in painting the walls of the office of BSNL today died after falling from a ladder. The deceased, Sonu, a resident of Wariana village, had been reportedly hired by a private contractor.

Congress dharna forces MC to seal unauthorised shop

A day after sealing an illegal marriage palace of an Akali worker, Balbir Singh Nagra, at Shiv Nagar, falling under Ward 40, the Municipal Corporation (MC) sealed an "unauthorised" shop "Chopra Tyres" located near the Kamal Palace hotel here after a protest by the Congress today.

Traders observe strike against property tax

Whoelsale traders of electric and electronic goods, accompanied by members of the Dynamic Group of Congress councillors, burn an effigy of the SAD-BJP government against the imposition of property tax in Jalandhar on Tuesday. Enrolment of old-age pension beneficiaries from today

Aadhar cards being prepared at a centre in Jalandhar. Starting from tomorrow, the Department of Food and Civil Supplies has plans to divert almost all 100 machines for getting Aadhar card made in the offices of CDPOs exclusively for the enrolment of old-age pension beneficiaries and in the offices of Block Primary Education Officers (BPEO) for enrolling government school students.

Truck operators threaten to boycott lifting of food grains

DCP issues orders to hoteliers
Jalandhar, March 19
Once again issuing orders to the hoteliers and those running paying guest house business, Deputy Commissioner of Police (DCP) Sarabjit Singh said today that they must take a copy of the photo ID proof of the occupant and submit a report about the visitors to the SHO concerned daily.

Challans help traffic police add Rs 4 crore to state exchequer

By issuing as many as 1,55,258 challans against motorists in a span of one year, the city traffic police has managed to help the state exchequer make a whopping income of Rs 3.99 crore.

Of the total challans issued last year, 1,04,808 were compoundable, most of which include those for not wearing seat belts, helmets, jumping red lights, using mobile phone while driving, black film, triple riding, wrong parking, disobeying traffic signals and misbehaving with traffic policemen. These challans have fetched the state an income of Rs 2.45 crore through window collection at the traffic police station.

In addition, there were as many as 50,458 challans issued in 2012, including those for drunken driving, barging into no-entry zones and driving without licences and RCs, which were routed through court. These challans have fetched an income of nearly Rs 1.54 crore.

The 10 alchometers procured through the WHO’s Road Safety-10 programme helped the policemen catch hold of as many as 4,924 errant drivers in 2012 with penalty amount touching a figure of Rs 33 lakh. As many as 1,291 challans for drunken driving were issued in just last two months. Nearly 1,618 challans were issued for high beam in 2012 other than 520 issued just in the last two months. Similarly, nearly 1,000 challans were issued last year for driving without documents and 160 in the last two months.

The traffic police revealed that nearly 60 to 100 challans were also being issued monthly on account of misbehaving with personnel on duty.

No check on overspeeding

The traffic police is devoid of speed radars, owing to which it is unarmed for nabbing motorists indulging in overspeeding. For the same reason, no challans are being issued to rash drivers, who tend to become the cause of accidents in the city. The speed radars were to be provided to the traffic police as a part of the WHO’s Road Safety-10 project, but these are yet to come. Surinder Saini, carrying out the project, said radars were yet to come. The department had not even pursued the case of buying a few radars itself.

Awareness programmes

The traffic police claims to have organised as many as 80 traffic awareness seminars for schools and colleges, 200 for autorickshaw, truck and tractor unions, 130 seminars for residents of various colonies in the city, towns and villages. The ADCP, Traffic, Sukhdev Singh, said the programmes and deployment of newly recruited constables were having a positive impact on the offenders. “The constables deployed at prominent intersections have been especially trained to be very polite with the public to send across a good impression of the police,” he said.

Labourer falls from ladder at BSNL office, dies

A labourer engaged in painting the walls of the office of BSNL today died after falling from a ladder.
The deceased, Sonu, a resident of Wariana village, had been reportedly hired by a private contractor.

The eyewitnesses said he was working using a ladder on the second floor this noon when he lost balance and fell on the concrete floor and died. The Division No 4 police, under which the area falls, claims to have received no information in this regard.

Jalandhar, March 19
A day after sealing an illegal marriage palace of an Akali worker, Balbir Singh Nagra, at Shiv Nagar, falling under Ward 40, the Municipal Corporation (MC) sealed an "unauthorised" shop "Chopra Tyres" located near the Kamal Palace hotel here after a protest by the Congress today.

The MCfailed to take any action against the alleged unauthorised shop till today despite the fact that the matter was brought to the notice of its officials through a complaint by Congress leader Rajinder Beri.

Talking to The Tribune, Beri said he had submitted a complaint regarding the unauthorised shop about a month ago to MC officials, but no action was taken in this regard.

Beri said the unathorised shop did not leave even a single foot space outside it, whereas an adjacent shop had left about 15 feet space and deposited Rs 6.40 as fees with the MC.

Expressing surprise, Beri said, "The MC should have taken action against unauthorised structures at its own. But when it failed to do so in this case, the complaint was submitted, but no action was taken till today."

At this, the Congress leaders sat on a dharna outside the MC office. Following dharna, MC officials swung into action and sealed the unauthorised shop.

Commissioner, MC, Vinay Bublani could not be contacted for his version regarding delayed action despite the matter of unauthorised shop being brought to his notice about a month ago.

Complaint against under-construction Ayurvedic hospital

After getting a complaint regarding construction of an Ayurvedic hospital in the residential area of Guru Teg Bahadur Nagar Extension, the MC sent an ATP and inspector of the building branch at the site to taken appropriate action. The MTP told mediapersons that proper required action would be taken after knowing the ground realities in this case.

Hunger strike against property tax

Activists of the Aam Aadmi Party started a hunger strike outside the MC office against the imposition of property tax by the SAD-BJP government.

Auction of contracts at District Administrative Complex fetches Rs 72.46 lakh

An auction of contracts for parking, photography, sale of printed forms and canteen in the District Administrative Complex (DAC) today fetched Rs 72.56 lakh, with revenue under this head increasing by Rs 7.34 lakh from the previous year.

The auction of contract for parking and printed forms saw a high competition among the bidders. This resulted in contract for printed forms going up from Rs 9.51 lakh to Rs 13.50 lakh, an increase of nearly Rs 4 lakh. Similarly, the contract for parking saw a net increase of Rs 3.2 lakh from the last year’s highest bid of Rs 30.50 lakh.

The bid amount remained high despite the fact that both the existing contractors, who, too, participated in the auction, listed out several problems before the administrators. The contractor for printed forms said the availability of forms on the Web, at Suwidha Centre and unauthorised vendors around the DAC was leading to losses. The parking contractor, too, claimed that there was not ample space available and majority of the visitors, including policemen, sarpanches and office staff refused to pay.

The contracts for running canteen and photography, however, did not see much appreciation as both went for an increased bid of only Rs 7,000. The highest bid for photography contract was Rs 11.77 lakh and that for canteen Rs 13.59 lakh.

Physiotherapist gets contract for printed forms




The highest bidder for the contract of printed forms, Navneet Kaur, is a physiotherapist. Daughter of a retired police inspector, she came along with her one-and-a-half-month-old daughter. She said she had studied from Apeejay College and had failed to get a good job, so she chose to become a contractor here.

Traders observe strike against property tax

Over 400 wholesale traders of electrical and electronic goods observed a two-hour strike in protest against the imposition of the property tax here today.

The traders closed their shops located at Phagwara Gate from 9 am to 11 am and burnt an effigy of the SAD-BJP government against the imposition of the property tax.

The Dynamic Group of Congress councillors also supported their agitation as Sharvan Grover, Bal Kishan Bali, Amit Dhal, former councillor Mohinder Singh Gullu and PPCC secretary Bobby Sehgal participated in the protest.

The president of the Electronic Traders Welfare Society said, “The Badal government is trying to put extra burden on traders, who are already paying a number of different types of taxes.”

To a question regarding justification of their protest as the state government has already set up a committee to review the property tax, he said “Though review is being done, yet we want the withdrawal of the decision of imposing property tax. We are already paying the house tax and the state government may change its name to property tax.”

Terming the Badal government as anti-urbanities, senior vice-president of the society HP Sood said the BJP should also raise its voice against the imposition of the property tax.

Another protester Ram Prakash said, “Even if the state government wants to impose the property tax for getting central grants as per its statement, it should keep the tax at par with the neighbouring state of Haryana. In Haryana, only Rs 250 property tax has been imposed on 10 marla premises, whereas property tax for the same premises in Punjab has been fixed at Rs 6,500.”The protesters threatened to intensify their stir if the decision of withdrawal of the property tax was not taken at the earliest.

Enrolment of old-age pension beneficiaries from today

Starting from tomorrow, the Department of Food and Civil Supplies has plans to divert almost all 100 machines for getting Aadhar card made in the offices of CDPOs exclusively for the enrolment of old-age pension beneficiaries and in the offices of Block Primary Education Officers (BPEO) for enrolling government school students.

As per a fresh government directive, all old-age pension beneficiaries and government school students are to get all kinds of benefits directly in their bank accounts, which will be linked with the Aadhar card.

There are nearly 1.15 lakh old-age pension beneficiaries who will be enrolled in 11 CDPO offices in the district. Similarly, the nearly 40,000 students in government primary and secondary schools will be enrolled in the 19 BPEO offices in the district.

Kuldeep Sharma, DEO (Elementary), said there are five different types of scholarships which are to be given to school students. "This procedure, which earlier was being run manually, has to be made online for which we are also getting the bank accounts of students made," he said.

District Food and Civil Supplies Officer TS Chopra said two contractors, E-centric and Vikrangee, had been hired for Jalandhar, who were being passed on these directions. He said the procedure would continue till March 31, after that machineries would be called back depending on the response there

No online appointment in city

The Department of Food and Civil Supplies perhaps has adopted a laid-back attitude by not starting online appointment system for the applicants of Aadhar card. While other neighbouring districts, including Ludhiana, Kapurthala and Gurdaspur, have already started the procedure for the convenience of the applicants, who can book a 15 to 20 minute slot in advance and can press for being called up on priority. In Jalandhar, the applicants have to themselves locate centres for enrolment. TS Chopra, DFSO, Jalandhar, said, "We started the online appointment system when we had a centre in the DC's office. But we got the response only from a few NRI families. Eventually, we dropped it."

Truck operators threaten to boycott lifting of food grains

To lodge protest against the government for neither refunding nor adjusting their securities and token money, members of the All-Punjab Truck Operator Union (APTOU) and members of certain other transporters’ unions today threatened to boycott lifting of food grains in the ensuing season.

Truckers and transporters today warned the government while airing their grievances during a press conference here today.

APTOU president Happy Sandhu, while talking to mediapersons, flayed the new policy of the government in which the government had raised the limit of token money and security deposit from Rs 20,000 to Rs 1,40,000 and from Rs 25,000 to Rs 1,75,000, month, respectively.

Moreover, the government has neither refunded nor adjusted their security ranging from Rs 6 lakh to Rs 8 lakh per month for the past four years.

The union has sought to refund their money or adjusted the securities or the entire transport system would be paralysed.

DCP issues orders to hoteliers

Once again issuing orders to the hoteliers and those running paying guest house business, Deputy Commissioner of Police (DCP) Sarabjit Singh said today that they must take a copy of the photo ID proof of the occupant and submit a report about the visitors to the SHO concerned daily.

Through his orders, the Deputy Commissioner of Police has also directed them to maintain a register of their customers entering complete details as per a prescribed format. They have even been asked to get the registers checked by the SHO concerned after every 15 to 20 days.

In another order issued to the immigration companies, they have been asked to furnish their complete detail within a week's time at the CPRC centre concerned.

PSEB JEs hold demonstration

On the call given by the Council of Junior Engineers, PSEB, the junior engineers (JEs) and additional assistant engineers (AAEs) working with the Power Corporation staged a protest demonstration in the Bashirpura area here today.

Led by the district president of the union Ashwani Kumar and secretary Tajinder Singh Samra, the protesters sat on a dharna from 12.30 pm to 2.30 pm. Addressing the junior engineers, Ashwani said it was unfortunate that the Punjab State Power Corporation Limited (PSPCL) management had adopted an indifferent attitude towards their demands.

He said, "Matters pertaining to the filling of the vacancies for the post of the AAE through promotion, updation of seniority lists of the JEs and AAEs and the acceptance of recommendations made by various committees on the field difficulties of the JEs are not being settled from a long time." The council leaders threatened to intensify their agitation in case their demands were not accepted soon.

Chinese delegation visits Lovely varsity

In an effort to look for new projects of educational exchange programme in India, a high-profiled delegation from the Ministry of Education, China, visited Lovely Professional University (LPU) under the leadership of Dr Liu Limin, Vice-Minister, Ministry of Education.

A press note issued by the university said Dr Liu limin appreciated the LPU for working with many universities of China on mutual cooperation projects and anticipated that fruitful results would start coming soon.

The delegation took a round of the university campus and interacted with faculty members. The members of the delegation also talked about both the countries working together for research, as problems for both are the same.

Earlier, Ashok Mittal, Chancellor, LPU, welcomed the delegation and hoped a good collaboration in the fields of development and research work.

He said after a successful dialogue between them, the university could have a China language centre, soon.
