Sunit Dhawan / TNS

Gurgaon, March 11
Haryana's Additional Labour Commissioner (NCR) Naresh Narwal has asked the owners of industrial units employing more than 30 women workers to ensure the provision of crèches for their children at the workplace.

Addressing the participants at a workshop organised to mark the 42nd National Safety Day at Manesar recently, Narwal maintained that the units violating this condition would not be issued factory licences.

Nearly 150 industrialists participated in the workshop. They were told about various provisions of the Factories Act and the procedure for obtaining factory's building plan approved through a power-point presentation by Deputy Director (Industrial Safety and Health) Anurag Gahlawat. MS Mann from Chandigarh office of the Labour Department guided the industrialists about correctly filling up the basic information performa on the website www.hrylabour.gov.in.

Narwal said in order to ensure that the safety measures were adhered to at the industrial units in Gurgaon and NCR, department officials had been directed to conduct regular physical inspections.

"Besides, the entrepreneurs have been given check-points, by which they can ascertain safety at their workplace themselves. They also need to educate the workers about safety measures in the event of any accident," he added.

Narwal further asserted that the workers employed at any industrial unit or factory should be sensitised towards the work they are doing and the hazards involved in it. The employees who are supposed to carry hazardous fuels or chemicals need to be educated how to handle the material carefully.

The ALC clarified that the non-polluting industrial units were not required to furnish no-objection certificate (NOC) from the Haryana State Pollution Control Board to obtain factory license.

"They can get the license merely by submitting an undertaking on an affidavit that their unit is a non-polluting one," he revealed.

An expert on industrial safety, Sanjay Mishra, elaborated on various methods of ensuring safety at workplace before the gathering.

Chinese calendar threatens to negate PNDT Act
"Unscientific," says Karnal Civil Surgeon
Bhanu P Lohumi
Tribune News Service

Karnal, March 11
The increasing practice of using the Chinese calendar Chart for Gender Prediction, especially by urban educated women in Haryana is threatening to negate the Pre-Natal Diagnostic Techniques (Regulation and Prevention of Misuse) Act (PNDT) as sex determination, according to this calender, is a simple four-step process and many websites are providing free online service for expectant mothers.

The Chinese calender, based on Chinese lunar calendar, is believed to be quite accurate and those practising it, claim that this can be judged by the gender of the child from the births that have already taken place.

Not many people knew about the calender used for predicting the sex of an unborn child till recently and it came into news after authorities in Kerala’s Alappuzha district ordered a probe to find if heavy dependence on the calendar had led to a low sex ratio in the district.

For using the calender, one should convert the age from the Gregorian calendar to the Chinese lunar calendar, decide on the time of conception and match the age of the expectant mother against the lunar month of the Chinese calendar.

The square in the calendar where the two intersect, determines the gender and a ready reckoner in the chart form is also available for quick results.

In China and some other places, people are also using this birth chart for pre-conception gender selection to plan the pregnancy calendar.

Several sources report that the result of the Chinese birth chart is incredibly accurate and reliable (93 to 96 per cent), even though there are no scientific studies to substantiate the results.

It is said that the original Chinese birth chart was found in a royal tomb, buried for over 700 years and is now available on display at the Beijing Institute of Science.

According to a survey conducted in Karnal by a NGO, one out of 10 educated urban women is aware of the Chinese calendar.

It is a dangerous trend and the NGOs and society as a whole will have to create more awareness about saving the girl child and removing the bias for the male child from the minds of the people.

Further the trend will decrease the already existing low sex ratio in the state, said president, Justice Club of India, Harish Arya.

However, medical experts rubbish the matter, saying that the sex of a child is determined by a special gene called SRY. “It is simply rubbish and unscientific," said the Karnal Civil Surgeon, Dr Vandana Bhatia.

Ravinder Saini

Jhajjar, March 11
Describing the untraced cases of heinous crime as ‘most dangerous’ for the harmony of the civil society, Anil Rao, Inspector General of Police (IGP), Rohtak Police Range, has directed the Superintendents of Police (SPs) of Rohtak, Jhajjar, Sonepat and Panipat districts to make sincere efforts to crack these heinous cases as early as possible.

Anil Rao disclosed this while interacting with mediapersons after holding a meeting with Jhajjar police officials at Bahadurgarh town located on the Delhi and Haryana border here recently.

“Those criminals are a serious threat to social harmony and brotherhood, who are, somehow, managing to keep themselves out from the police net after perpetrating heinous crime as there is high possibility of their involvement in another criminal activities till then they are not nabbed by the police,” said the IGP, adding that in this situation, serious attention is needed to be paid for solving the untraced cases to apprehend the criminals.

A healthy person had six litres of blood in his body and only 200 cc blood was taken out during the process which was recovered automatically within the next 24 hours. He further elaborated that one unit of blood (200 cc) donated by a person could save the life of three persons since this blood is split into three parts i.e. platelets, plasma and red blood cells, which could be infused into three different patients according to their need and save their lives.

Being an IITian, having done his integrated MTech in Mathematics and Computer Application from IIT, Delhi, Kaushik, later interacted with students and encouraged them to focus on detailed study.

As many as 250 units of blood were donated by the students and staff members of the college.

Earlier, the camp began with the lighting of the ceremonial lamp by the chief guest along with the Principal of the college, Dr Kuldip Singh, Dean, Academics, Prof Harish Mahendru, Registrar (Fin.) Pratibha and President of the Lions Club Galaxy, Jagadhri, Arun Anand.

Project to develop Chilli Lake as tourist hub may hit roadblock
Colonisers carve out illegal colonies near lake
Sushil Manav
Tribune News Service

Fatehabad, March 11
Colonisers, who have carved out illegal colonies near the Chilli lake, are opposing the move taken by the district administration to develop the lake as tourist destination.

At least three illegal colonies have sprouted up in the vicinity of the Chilli. The lake is a historic lake that surrounds the Ferozshah Tughlak’s fort in the old town. Of late, the lake has become a reservoir of filthy water where sewage of a part of the town is being dumped.

Following persistent demands of residents, the authorities have made a plan to develop the Lake as a tourist place.

Fatehabad Deputy Commissioner Dr Saket Kumar, who visited the site and assessed the plan, said the government had provided Rs 2.5 crore for the project. The work on the project would begin soon.

SDM Baljit Singh, Tehsildar Darshan Kumar and municipal council president Virender Narang accompanied the DC.

Meanwhile, undoing the efforts of the authorities, some unscrupulous colonisers are out to dent the beauty of the project by carving out illegal colonies in the vicinity of the Chilli Lake.

They have already started selling the plots on the basis of site plans (paper sketch) of the colonies.

As a part of their modus operandi in Fatehabad, the colonisers do not construct any roads of lanes near the colony for the time being and sell the plots only on the basis of the site plans. The plots are then resold repeatedly and gradually after some years, the ultimate buyers start constructing their houses in a phased manner. When 10 to 20 per cent of the colony is inhabited, the residents used political pressure to get the roads constructed and sewer lines laid through the authorities.

The plots in the colonies carved out recently are being sold for Rs 1.25 lakh per marla of 30 yards.

However, the Town and Country Planning department has failed to take any action against the illegal colonisers.

District Town Planner Swati Anand maintained that after receiving complaints, officials visited the spot but they did not find any colony being carved out there.

“Unless we see any colony activity like roads, sewers or any construction at the site, we are not in a position to take any action,” she said.
