Chandigarh, February 12 Even as the threat perception to certain VIPs may be questionable in the tiny peaceful state, the fact of is that the state government spends Rs 5.2 crore per month on the salaries of police personnel deployed to protect the VIPs. This amount does not include the travelling and daily allowances, pensionary benefits and fuel and vehicle charges, according to an affidavit filed by VP Vats, Joint Secretary in the Home Department, Haryana Government, in the Supreme Court in an ongoing case. In a clear case of misplaced priorities of the Haryana Police, providing security to the burgeoning VIP population in the state takes away a sizeable portion of the police. As a result, other important policing functions take a backseat. “The diversion of a large number of policemen for protecting VIPs certainly affects the normal policing functions at a time when the crime graph is soaring in the state. The acute shortage of police personnel with the Haryana Police compounds the problem as there is a lot of pressure on the existing staff to perform,” a senior police officer told The Tribune here today. For instance, the Haryana Police has been able to spare only 1,455 police personnel for traffic management even though the accident rate in the state is one of the highest in the country. In 2012, the state accounted for an average of 13 deaths and 25 injuries in road accidents daily. Besides the Chief Minister, ministers and bureaucrats, the state government provides security to a large number of protectees, including small-time politicians holding offices of chairmen and members of various commissions and committees, on the basis of threat perception to them. In a number of cases, having a retinue of security personnel is often flaunted as a ‘status symbol’ by the protectees. Claiming that provision of security becomes necessary if the protectee has a threat perception, a top functionary of the Hooda government asserted that the threat perception might by reviewed to rationalise security to the VIPs. “The state government would abide by the directions of the Supreme Court in the matter of providing security cover to the protectees,” he added. HC faults state govt for dismissing employee
Chandigarh, February 12 Virtually passing strictures on the Divisional Forest Officer and others appellants, a Division Bench dismissed the appeal as time-barred. But before parting with the order, the Bench observed that the 'workman' had put in 20 years of service, but she was dismissed through an oral order without a reasonable cause and that too without following the mandatory procedure. Taking up the appeal against 'workman' Maya Devi, the Division Bench of Chief Justice Arjan Kumar Sikri and Justice Rakesh Kumar Jain asserted: "We would like to place on record that the workman herein had rendered 20 years of service from 1981 to 2001, when, without any justifiable cause, her services were terminated that too by an oral order and without complying with any of the mandatory conditions stipulated in Section 25-F or Section 25-G or Section 25-H of the Industrial Disputes Act, 1947?. The Bench observed that the termination of her services was set aside by the Labour Court. Taking up her petition against the award, a single judge granted "the relief of reinstatement in service with back wages". The appeal against the order was filed but after a delay of 252 days. Coming down heavily on the appellant, the Bench concluded: "Hardly any explanation justifying the delay is furnished except stating that the file moved from one desk to another in the official hierarchy. This would hardly be a reason to justify such an abnormal delay of 252 days. The application for condoning the delay of 252 days in filing of the appeal is accordingly dismissed. |
Gang rape victims’ relative roughs up constable
Sirsa, February 12 The victims, both sisters aged 14 and 15 , had gone out of their house to answer the call of nature around 10 pm on Sunday when the accused came in an Endeavour vehicle and tried to speed away after forcing the girls inside the SUV. The girls, however, raised the alarm, forcing the youth to flee leaving the SUV behind. The victims' kin alleged that they had been persistently alleging since Sunday that the accused had been raping the two minor girls for the past several months but the police had been avoiding to get the girls medically examined. When the police finally took the girls to the General Hospital after their kin refused to relent, a woman, the victims' aunt, caught hold of a constable and started slapping him for pressuring the family, allegedly under the influence of the accused. The woman got agitated when no doctor was present on duty and the policeman allegedly again tried to desist the family from going for the girls' medical examination . "The accused are from rich, influential families and the police was speaking their language," the agitated woman shouted in the hospital. |

He said no male police personnel could call a woman to a police station for recording her statement and it would depend on the woman to record her statement at her home, workplace or college and she can also insist on recording statement or giving complaint only before a woman police official. Giving tips about
self-defence, Anand asked the girls to follow the slogan of "run, yell and tell" in the case of any problem and raise the alarm. He also answered queries from girls during the interactive session. Meanwhile, DAV Police Public School,

Sirsa woman gang-raped Sirsa, February 12 The victim alleged that she had gone out to answer the call of nature on the night of February 5 when three persons forcibly made her sit on their motorcycle and took her to fields. She alleged another person came there and the four allegedly raped her one after the other. She alleged the accused held her captive for two days and raped her repeatedly. She somehow managed to escape and narrated the incident to her husband. The woman's medical examination confirmed rape. |
Dabwali rape case shifted to sessions court Sirsa, February 12 Pawan and Vicky, who had sexually assaulted the four-year-old girl and then killed her by throwing her into a sewage pond at Dabwali, were produced before a Dabwali court today. The police had already submitted its challan in the case. The case, being of rape and murder, will now be tried in the sessions court. |
Minor girl raped, 2 held Rohtak, February 12 In the complaint lodged with the police, a girl’s relative has alleged that she was raped by Manoj Kumar with the help of two persons, one of whom one was minor. The victim told her parents after the accused attempted to blackmail her on the basis of a video clip prepared by them on their mobile phone. The incident took place on March 8 last year, but the girl kept mum as she was threatened by the accused that the clip would be made public. |
Candidates say discrepancies in Ambala voters’ list Tribune News Service Ambala, February 12 The aspiring candidates of both the political parties have lamented that voters of one ward had been wrongly named in the list of other wards. This, they said, would not only dent the political prospects of the candidates, but also create confusion for the voters. The development which is being perceived as a blow to their respective vote banks by many candidates, could even spell doom for their political aspirations. The BJP legislator, Anil Vij, has accused the authorities of adopting a lackadaisical attitude in preparing the voters' list. He said the names of voters of one ward had been mentioned in the lists of the other wards. Hari Lal Yadav, Ambala block president of the Congress, said the authorities had more than three years to prepare the list, but they acted only when very little time was left for the elections. More employees suspended, shifted Tribune News Service Rohtak, February 12 Meanwhile, the authorities have placed nine more employees under suspension, taking the number of suspensions in this connection to 18. The authorities also replaced 13 employees of the Secrecy branch, the wing which is primarily responsible for the work. While the seven-member committee set up by the VC for a probe into the matter is likely to submit its report on Wednesday, it is learnt that the committee has pointed out lacunae and gross irregularities in the job of the both the Secrecy and the Security wings of the university. Sources revealed that nexus operating on the campus had attempted to underplay the event and failed to report the incidents related to the breaking open of the locks of the rooms of the Secrecy branch, where the answersheets had been kept. Karnal, February 12 About the BJP-HJC alliance, he said senior BJP leaders had said the alliance would continue. Hitting out at UPA chairperson Sonia Gandhi, Chander Mohan said that she had made B.S.Hooda chief minister of Haryana to serve the business interests of her family. Brushing aside the claims of the INLD that the conviction of Om Prakash Chautala and his son Ajay that they were framed by the Congress by misusing the CBI and that the action of the Congress had generated sympathy for the party, Chander Mohan said the Chautalas had been convicted by the court and the people would not be misguided by their false claims. Addressing the workers, he said if the HJC-BJP alliance was voted to power, Haryana would be made free of crime and corruption and there would be no discrimination in development and employment with any area. The HJC got a boost with Congress Urban district president Sapna Rana joining the party. |

Murder Case Karnal, February 12 The team reached a cemetery near the National Dairy Research Institute (NDRI), where Karam Singh was found unconscious and rushed to a hospital where he breathed his last. The team searched the entire area, including bushes. Security staff of the NDRI and about 50 employees of the Municipal Corporation assisted the CBI team. The team had already questioned former Minister Om Prakash Jain and former CPS Zile Ram Sharma against whom Karam Singh had made serious allegations of corruption in a note recovered from him after he died. Both of them resigned from the ministry and denied the allegations but family members of Karam Singh alleged that the police was shielding them and demanded an inquiry into the case by a national agency. family members also filed a petition in the Punjab and Haryana Court
which refused to believe that the former had committed “suicide” and
entrusted the investigations to the CBI on August 30, 2012, terming the
“explanations” given by the Haryana Police as “superficial". |

Surajkund, February 12 Kariyawasam surveyed wares displayed at various stalls. However, he spent more time at the stalls related to craftsmen of his country. He was appreciated the Haryana government and the Surajkund Mela Authority in successfully hosting the fortnightly mega event. Stressing that Sri Lanka and India had close cultural linkages, he said Sri Lankan civilization had originated from India. Buddhists' travel between the two countries was testimony to the deep cultural relations between the two nations. Sri Lanka would also host a mela on the pattern of the one at Surajkund this year. The proposed event would be christened “National Crafts Fair”. The High Commissioner was regaled by his country’s folk dance troupes at the

Roadways staff urged not to launch stir Chandigarh, February 12 Arun Kumar, Director-General, State Transport, said Hooda had held a meeting with various workers’ unions on February 6 . After detailed deliberations, decisions were taken in the meeting and incentives announced by the Chief Minister the same day. He said the Chief Minister had already announced to give ex-gratia relief of Rs 5 lakh on the death of a contractual or daily-wage employee of Haryana Roadways. In the case of permanent disability, compensation to the extent of Rs 2.5 lakh depending upon the extent of disability would be given. The allowance for shoes as well as the night allowance had also been increased. |

BKU threatens to launch stir if demands not accepted by Feb 27 Kurukshetra, February 12 The memorandum contained 11 demands, including implementation of the Swaminathan Commission Report, giving 50 per cent profit on crops to farmers, interest free loan, separate agriculture budget on the pattern of the Railway Budget, land acquisition on 10 times more than the market rate, fixation of the minimum support price of all crops and these should be purchased in time by the government, insurance of all the crops by the government and supply of electricity to the rural areas equal to the urban areas. |
1.3 lakh affordable houses to be built Chandigarh, February 12 Hooda was reviewing the housing programme of the Haryana Urban Development Authority (HUDA), Urban Local Bodies Department and Haryana Housing Board. While 40,000 houses each would be constructed by the Housing Board and Urban Local Bodies Department, 50,000 houses would be constructed by HUDA. He directed the officers concerned to formulate a special scheme for the construction of houses for labourers and industrial workers so that they could reside in better living conditions. It was informed in the meeting that pilot projects were in process under the Rajiv Awas Yojna costing Rs 489.92 crore for providing infrastructure and housing facilities for slums in six towns of the state. The project would soon be sent to the Central Government for its approval. These towns are Faridabad, Rohtak, Gurgaon, Ambala City, Ambala Sadar and Yamunanagar-Jagadhari. Under this scheme, 50 per cent of the total cost would be borne by the Central Government. |
Done duty by giving quota to Punjabis: CM
Chandigarh, February 12 The government had also granted the second language status to Punjabi which was a longstanding demand in the state. Hooda was addressing a felicitation function of the Punjabi Mahasabha, Haryana, at his residence here as leaders of the Punjabi community from all over the state called on him to thank him for giving 10 per cent reservation to the Punjabis. He said the issue of reservation was a significant step in the direction of giving social justice to the economically backward people including the Punjabis. |

escapees arrested Kaithal, February 12 A police
spokesperson here today said Gurjit of Shiv Colony, Kaithal, Sunny of
Panipat and Anil of Jind were arrested with arms by a police team from
the Padla Road here on January 30 when they were planning a robbery. After preliminary interrogation, they were lodged in the Sadar Police Station lockup. However, the three escaped from the lockup. The police team under Inspector Raj Kumar of the CIA arrested Gurjit from the Narwana bus stand and Sunny from Panipat. The police was making efforts to nab the third accused. Gurjit told the police that they had looted a jewellery shop at Kangthli village on January 5 night, the spokesperson added. |
