3-storey school building collapses in Tohana
Fatehabad, February 6 The lone watchman present at the time of the accident was sleeping in a room near the gate and he informed the school principal and other officials about the accident. The entire three-storey building of the school, a part of which was constructed recently, came down crumbling, with a loud sound at about 10.30 last night. Hundreds of residents gathered at the site in the night and again in the morning today. Residents alleged that the accident occurred due to poor quality of construction. Efforts to contact members of the management committee of the school proved futile. President Raj Kumar Garg did not respond to repeated calls made on his mobile, while the phones of some others were found switched off. Sirsa Member of Parliament Ashok Tanwar, Deputy Commissioner ML Kaushik and Superintendent of Police Vikas Dhankhar visited the accident site today where tonnes of debris is lying scatted in place of the school building. “I have directed the executive engineer of the Public Works Department (Buildings and Roads) to look into the cause of the accident. In the meantime, the buildings of two adjoining dharamshalas have been provided to the school so that the children's education did not suffer,” Kaushik said after his visit. The SP said an entry of the incident has been made in the daily diary report of Tohana city police station. He said criminal action, if warranted, would be initiated after the receipt of the report of the XEN. |
MP wants Bhiwani included in NCR
Bhiwani, February 6 The Congress MP, who was on a tour of villages in her constituency today, said she had met Union Minister of Urban Development Kamal Nath twice in this connection. The minister had called the records for this purpose and a decision was likely soon. “As Rohtak is already in the NCR, I think there will be no problem in including Bhiwani in it. If the town is not included in the NCR, it will be my endeavour to get it the status of Counter Magnet City,” Shruti Choudhary told The Tribune. “Once Bhiwani is included in the NCR or it gets the status of a Counter Magnet City, there would be no dearth of development activities as enough money will come from the
Centre,” she added. She said efforts were also on to start the Delhi-Rohtak-Bhiwani-Hisar speed train. The Centre has identified Hisar and Ambala towns of Haryana, Bareilly from Uttar Pradesh, Dehradun from Uttrakhand and Patiala from Punjab for developing them as Counter Magnet Cities to ease pressure on Delhi. Earlier, addressing traders in the Bhiwani grain market, Shruti Choudhary said the fate of Bhiwani had always been associated with former chief minister Bansi Lal. “After my grandfather Bansi Lal and father Surender Singh, my mother Kiran Choudhary and I have left no stone unturned to ensure development of this area. The people of Bhiwani, too, have supported us,” she said. On the traders’ demand, the MP said she would make every effort for waiver of tax on oilcakes and cottonseeds. |

Sirsa, February 6 The women then marched up to the Subhash Chowk, where they torched the effigy of the Dabwali rapists. Nirmal Sethi and Raj Rani Jindal, presidents of the two organisations, respectively, demanded that the youths who raped and killed the 4-year-old girl should be publicly hanged. They also demanded that the authorities should ensure speedy trial of the case so that the accused could not take benefit of the judicial delays. They also demanded that the government should provide suitable compensation to the family of the victim and a primary school be opened in her memory. Even as the women as well as schoolgirls were holding demonstration, a youth came to the Town Park and started doing obscene gestures towards young girls. The women caught the eve-teaser and gave him a sound beating. Later, the police rescued the youth from the angry women and took him to the police station. A four-year-old girl was lifted by two youths when she was playing outside her house at Dabwali. The youths, who hailed from the girl’s Kabir Basti allegedly raped her and threw her in a sewage pond. |
Govt to recruit schoolteachers
Gurgaon, February 6 This was disclosed by Education Minister Geeta Bhukkal at the annual function of Government Senior Secondary School at Sarhol village of the district. She also inaugurated nine rooms constructed under the Sarv Shiksha Abhiyan and dedicated separate toilets meant for girls, boys and physically challenged students. These toilets have been constructed on the school premises by Maruti Suzuki India Limited (MSIL) under its Corporate Social Responsibility initiative. The Minister said the process of appointing more than 14,600 school lecturers was in progress and 9,000 more JBT teachers would also be recruited to overcome the shortage of teachers in state-run schools. The state government would also recruit Class-IV employees in the schools, she added. Bhukal said the attitude of people towards government schools had also changed and as of now, there was tremendous pressure for admissions on government schools. She said a new ‘school nurture policy’ would also be implemented in the state, which would enable the school alumni who have attained success in their chosen career field to help in development of their school if they wish to do so. She congratulated Government Senior Secondary School, Sarhol, for bagging the first prize at the district level. She presented Best-Teacher awards to Sumedha and HS Sahni and also released a souvenir on beautification of the school published by MSIL. Rajesh Uppal from MSIL said in order to motivate talented students, the company would provide special cash scholarships to the outstanding students in 10th and 12th standards. |

Hepatitis C spreads in Jind
Jind, February 6 Blood samples were collected by a team of officials of the Health Department on January 7 and 8 this year, said Gurmer Singh, a member of the local gram panchayat. He said a member of every third or fourth household in the village was down with the deadly disease. He alleged that the department had failed to provide treatment despite getting positive reports of the samples 10 days ago. He said a majority of the patients had been taking treatment on their own. Civil Surgeon Dr Rajender Prasad said his office had already brought the matter to the notice of the higher authorities in Chandigarh and a team of officials was expected anytime to visit the village. He said as the treatment was costly and of long duration, proper directions and help from the department was must to provide treatment. He said the department had collected around 207 samples so far. While 119 blood samples were collected on January 7 and 8, around 88 were collected on February 4. The reports of samples taken on Monday were yet to be received, he said. |

College girl raped, accused arrested
Sonepat, February 6 Within a few hours after registering the case, the police claimed to have arrested Deepak and his relative Anil of Saragthal village. The police was also trying to arrest the
other accused involved in the case. The police said the victim stated that on February 1, she reached Namaste Chowk at Gannaur to attend her college. However, she was enticed to sit in a van driven by Anil of Saragrthal village and was forcibly taken away to a village. The victim alleged that she was kept in the village in the Gohana area and was repeatedly raped by the accused. On February 2, she was dropped near Israna village in Panipat district. She went to her sister’s house in Israna who brought the victim to her parents at Purkhas. After reaching home, the victim narrated the incident to her family members and a complaint was lodged on February 5 evening. The victim was medically examined in the civil hospital at Gannaur and rape was confirmed in the examination. |

Gotra row: Community panchayat annuls marriage
Sonepat, February 6 Sources said Anil of Joli village was married to Seema of Umedgarh village last Sunday. Anil belonged to Mehra gotra and Seema was of Sabarwal gotra. However, the marriage was objected to by the families of Sabarwal gotra residing at Joli village. After their objection, a meeting of representatives of both the gotras along with panchayat representatives of both the villages was held at Joli village and finally, it was decided to terminate the marriage. However, the panchayat decision had been criticised by the members of both the families. Anil said he was not happy with the decision of the community panchayat. “I want the marriage should not be broken,” he said and added that no decision had so far been taken for any further action in this regard. Anil’s father Khel Singh said he had spent around Rs 2.50 lakh on the ceremony and the marriage had been broken by the community panchayat. “On the decision of the panchayat, the family members of the bride have taken back the articles given by them in the marriage,” he said, adding that he wanted that the bride should remain with their family. Similarly views were expressed by Dalip Singh, father of the bride. “We were helpless before the decision of the “Biradari” panchayat and I want that the marriage should remain intact,” he said. Jagbir Sabarwal, sarpanch of adjoining Lath village, who participated in the panchayat, said the panchayat decision was taken with the consent of both the families. Both the families agreed to maintain the social customs of “Bhaichara”, he said and added that it was legally wrong, but socially right to maintain brotherhood. |
Hooda announces a slew of incentives for roadways employees
Chandigarh, February 6 He also announced to increase the night shift allowance of employees working in the workshops from Rs 18 to Rs 40 per night. Also, he announced to increase the shoe allowance from Rs 600 to Rs 1,000. Hooda also announced that on the death of Haryana Roadways employee engaged on contract basis, an ex gratia of Rs 5 lakh would be given as financial assistance. Apart from this, he also gave his approval for giving regular pay scale after a period of two years to the employees. Director General, Haryana Roadways, Arun Kumar apprised the Chief Minister that the number of buses in the fleet of the state roadways would be increased to 4,500 during this year. Arun Kumar said 3,750 conductors and 1,026 drivers had been recruited by the department. Apart from this, 1,513 vacancies of drivers and 636 of helpers had already been advertised. He said the process of recruitment of drivers would be completed by May, 2013, and subsequently in the three months time, recruitment of conductors would be finalised. He said as per the rule of the department, the drivers could be promoted to the post of Yard Master. On the issue of buses of Haryana Roadways being challaned in Delhi in an unauthorised manner, Hooda assured the Haryana Roadways Union that he would personally take up the matter with the Delhi Police. Hooda also directed the Transport Department to ensure minimum wages to data entry operators, sweepers, washing boys, chowkidar and gunmen engaged through the outsourcing policy of the state government. The Chief Minister also directed the officers concerned to explore the possibilities of providing housing facilities to the Haryana Roadways employees. |

Primary schoolteachers to gherao Parliament on April 4
Karnal, February 6 Union general secretary Deepak Goswami said a massive rally would be organised in Rohtak this month in support of their demands. He said they would not accept privatisation of primary education at any cost. He said the union had prevented the government from handing over some schools to Bharti Airtel in 2008 and would not let the government succeed in future also. Alleging that the "deaf and dumb" government had not paid any heed to their demands, he said their demands included reverting back to old pension scheme, implementation of the RTE in right earnest, implementation of the Sixth Pay Commission with minimum pay of Rs 16, 290 and putting an end to the proposal of privatisation of primary education. The union demanded creation of post of head teacher in every school irrespective of the number of students and opening of promotion avenues by creating posts of centre head teacher on the pattern of Himachal Pradesh and Punjab. Goswami also demanded that in order to implement the Right to Education (RTE) in right earnest, the teacher-pupil ratio should be reduced to 1:30 and students up to Class V should be taught only by primary teachers and more posts should be created after rationalisation of the existing staff. |

He said the comments of people, particularly the youth on social websites clearly showed that people had welcomed the sentencing of former Chief Minister Om Prakash Chautala and his son Ajay Chautala in the JBT recruitment scam. “The CBI court’s verdict has increased people’s faith in the rule of law, as this verdict has established that the delinquents, howsoever highly placed they may be, can never escape the long arms of our legal system,” he said. |

HPCC chief seeks action against MLA for anti-party work
Ambala, February 6 Rajpal Bhukhri, who is said to be close to union minister for Union Tourism Minister Kumari Selja, had been issuing press statements, blaming the Congress government of ‘deliberately neglecting’ his constituency as far as developmental works were concerned. Taking note of the statements, HPCC chief had issued the legislator a show cause notice about 15 days back seeking an explanation and had asked the legislator to desist from anti-party activities. Mullana said the MLA had decided not to reply to the notice served upon him, following which he had written to the leader of the Congress legislative party (CLP) recommending strict disciplinary action against Bhukhri. He said the central leadership had also been informed about the anti-party activities of the MLA. Rajpal Bhukri denied having received any notice from the HPCC chief. He said his constituency was at a receiving end and he had only raised his voice in the interest of people. The MLA said several projects announced in the past had failed to take off. It was also learnt that Bhukhri had also been upset with the Congress leadership over the posting of senior officials of Yamunanagar district, under which his constituency falls. |

Another suspected case of swine flu
Sirsa, February 6 In all, four suspected patients of swine flu are being treated in the isolation ward of the General Hospital now. Dr Deep, nodal officer of the district on swine flu, said that the department had 23 samples of the suspected patients. Of these, 11 have tested positive for the H1N1 virus. Three patients hailing from this district have so far died of the swine flu, while another, who came from Rajasthan, died in a private hospital in Sirsa. The health authorities have sent eight new samples for testing in the past three days. |

He demanded Rs 3 lakh for the job. When Gun Parkash failed to get her son any job, Sona Devi demanded her money back. The BKU leader not only refused to refund the money but also threatened to kill her and her son. |
