Haryana pegs annual plan at Rs 17,650 crore
Chandigarh, January 29 A lion’s share of Rs 9,770 crore in the 2013-14 annual plan has gone to the social services sector, including education, art and culture, sports, health, housing, public health engineering, urban development, women and child development and food and supplies. Energy and transport sectors are the next biggest gainers, with allocations of Rs 1,939 crore and Rs 1,741 crore, respectively, sources told The Tribune here today. A distinct feature of both the annual plans is the earmarking of Rs 3,286 crore (out of the total Budget of Rs 3,291 crore for energy sector for both the financial years) for the Financial Restructuring Plan (FRP) of the power utilities which have been in the red for the past few years. While Rs 1,347 crore has been allocated for discom restructuring in the current financial year, the amount in next year’s plan (2013-14) has gone up to Rs 1,939 crore. In the next financial year’s plan, the agriculture sector is proposed to be allocated Rs 1,340 crore while the rural development is expected to get Rs 1,140 crore. The special programme for Mewat and Shivaliks will get an allocation of Rs 34 crore while irrigation and flood control are scheduled to get an amount of Rs 944 crore. The proposed allocations of other sectors included industries and minerals (Rs 115 crore), science and technology(Rs 27 crore), general economic services (Rs 28 crore), decentralised district planning (Rs 400 crore) and general services (Rs 168 crore). Like next year’s annual plan, the social services sector got a maximum of Rs 8,292 crore in the revised 2012-13 annual plan. The allocations of other sectors was: agriculture (Rs 1,097 crore), rural development (Rs 1,057 crore), special area programme for Mewat and Shivaliks(Rs 23 crore), irrigation and flood control(Rs 905 crore), energy (Rs 1,352 crore), industries and minerals (Rs 70 crore), transport (Rs 1,404 crore), science and technology (Rs 14 crore), general economic services (Rs 29 crore), decentralised district planning (Rs 100 crore) and general services (Rs 154 crore). Officials claimed that an increase of Rs 1,478 crore in the social services sector underlined commitment of the state government to provide better standard of living to the common man and under-previleged sections of society. |
Govt blacklists SBI Life Insurance Co
Chandigarh January 29 The government withdrew and cancelled the bid awarded to it for delaying the process of distribution of annuity to the land owners under the Resettlement and Rehabilitation (R&R) Policy of the state government, a finance department official said. He said that an expression of interest (EOI) was issued in February, 2011, inviting bids for providing services for disbursement of annuity to the land owners under the R&R policy. The bid-cum-tender document was submitted by the company on March 31, 2011. He said after the receipt of the bid documents, several rounds of discussions were held between the noticee and the government with respect to conditions stated in the draft service level agreement, including the obligation of the noticee as service provider with respect to collection and validation of data of the beneficiaries under the scheme of annuity. He said the decision was taken by the government on July 25, 2011 and August 11, 2011 for making payment of annuity under R&R policy by allocation of work amongst the selected insurance companies and a letter of intent (LOI) was issued to noticee on September 6, 2011. The LOI was also issued on specific and unambiguous stipulation that it would be subject to the execution of service level agreement (SLA). It was communicated to the noticee that the government reserved its right to withdraw the LOI in the event of failure of noticee to execute the SLA, he added. He said the government duly advanced payment in favour of the noticee towards 50 per cent purchase consideration and allocated area of operation to the noticee. The noticee accepted the payment knowing fully well that the government had rejected its repeated requests for a change in the fundamentals of the EOI, that is collection and validation of data. Thus, insofar as the government was concerned, the issue relating to data was resolved, and the noticee had accepted the said condition of collection and validation of data, he further added. In its letter dated January 4, 2012, the government forwarded the SLA approved by it and called upon the noticee to sign the same with its departments concerned. However, despite repeated reminders, including ones dated January 27, 2012 and February 3, 2012, for the execution of the SLA, the noticee failed to execute the same inter alia again for the same reasons of non-deletion of the clause relating to the collection and validation of data. He said the said objections of the noticee were never accepted by the government as the same were considered to be the primary task given to service provider and of which noticee was duly informed too. The official said that the conduct, as above of noticee, of refusing to execute the SLA defeated a policy of the government undertaken to realise the aim of public good. |
2 youths rape Class X girl in Mewat
Gurgaon, January 29 They allegedly nabbed her and dragged her to the nearby mustard fields where they raped her and left her there to die. They also allegedly threatened her to remain quiet. The girl’s mother found her lying in a pool of blood. She was taken to the police station by the family and villagers. The police said one
of the accused is a Class XII student and the other of B. Tech. “Both the boys have absconded and we are looking for them,” said Mewat SP Sukhbir Singh. |

Students outraged at rape, murder of 4-year-old
Sirsa, January 29 In separate protests held at Mata Harki Devi College for Women at Odhan in Sirsa and the JCD Institute of Business Management here, the students alleged that while the incidents of rape were unabated, the government was doing little to safeguard women. "The government talks of ending gender inequality and boasts of taking steps to stop female foeticide in society. However, no steps are being taken for the safety of women, though crime against them was the biggest cause of the skewed sex ratio in society," said Shamim Sharma, managing director of Jan Nayak Chaudhary Devi Lal Vidyapeeth. Students of Mata Harki Devi College for Women at Odhan observed a two-minute silence for the victim and demanded capital punishment for the accused. Two youths picked up a four-year-old girl, who was playing outside her house in Kabir Basti at Dabwali and after raping her, they threw her alive in a pond filled with sewage water. The youths -- Vicky and Chhilller, both drug addicts, – are in police custody now. The body of the victim could be fished out of the pond after hours of labour by divers from the Dera Sacha Sauda volunteers. Meanwhile, residents of Dabwali town have expressed resentment at the sale of medical intoxicants at chemist outlets. "The Food and Drug Administration (FDA) had launched an offensive against the chemists sometime back and had even booked a chemist under the Narcotic Drugs and Psychotropic Substances (NDPS) Act. But things have again worsened and the drugs used for a kick are being sold by some chemists with impunity," said a local resident, Darshan

UGC sanctions research on khaps
Rohtak, January 29 This is the claim of Dr Rajkumar Siwach, a teacher in the department of public administration of Ch Devi Lal Universiy, Sirsa, who has got a research project sanctioned by the UGC for the study of the functioning of khaps and caste panchayats. Titled “Dynamics of justice delivery mechanism of kinship based community organisations”, he will conduct study of khap panchayats in the modern Indian democracy. The UGC has sanctioned Rs 6,04,400 for this study. He said with issuing diktats for lowering the marriageable age, prohibiting girls to wear jeans and carrying mobile phones, the khap panchayats' working had come to the fore. The Supreme Court has also invited these traditional kinship bodies representing Bagpat (UP) and Rohtak districts to present their views on their alleged role in incidents of honour killings. In this backdrop, he claimed that a fair, objective and scientific research study was relevant. Siwach said the main objectives of this study, inter alia, seek to explore as to whether the strong belief in lineage-based gotra system which dictates matrimonial alliances has relevance in modern age. He revealed that information was required to be collected from khap panchayats which are dominant in Haryana, UP and Delhi. The sample of study comprised diverse sections of society, including the victims of khap decisions, leaders of khap panchayats and constitutional panchayats, NGOs, Arya Samaj, social scientists, judicial officers, advocates, politicians, women, youths, media personnel and members of non-Jat castes, would be important. He said only two studies leading to Ph.D. degrees had been undertaken earlier on this subject -- one by MC Pardhan for Oxford University in 1966 investigating the working of Balyan Khap of Muzaffarnagar (UP) and another by Prof K.S. Sangwan of MDU, Rohtak in 1986 for Panjab University, Chandigarh, which examined Meham Choubisi Khap's role in legislative assembly elections. |
Dalit woman cremated after SSP’s intervention
Jind, January 29 The victim’s kin had threatened not to cremate the body in view of
sloppy police action in the case, which led to her death. The police has booked over 20 persons, including a member of the local civic body. Mallo Devi and her husband, Tara Chand (65), were allegedly assaulted
at their home in the Kisanchand Colony last evening. While, Mallo Devi succumbed to her injuries before she could be rushed to a hospital, Tara Chand was injured. They were assaulted over
a dispute over the ownership and possession of a plot on which the family was residing. Ram Niwas, son of the deceased, alleged that
the main accused, Ram Rati, a local councillor, her husband, Darshan and their son, Bhupinder, wanted to occupy the plot and had even threatened them earlier. He said a complaint was lodged with the police several days ago, but no action was taken. Claiming that due to failure on the part of the police, the accused along with several others barged into their house and assaulted his parents. The family members claimed that the incident could have been averted had the police acted timely and properly. Ram Niwas declined to cremate his mother's body and demanded intervention of the Hisar SSP. The
cremation followed after the SSP assured the victim of a free and fair probe into the matter. Two cops suspended
Jind: The police has placed under suspension the SHO (city), Narwana, Rohtash Singh, and the Investigating Officer (IO), Jai Parkash, in connection with the incident. The IG, Hisar Range, AS Chawla said both officials had been placed under suspension for alleged dereliction of duty. He said the case would now be investigated by a SIT team headed by DSP Vinod Chalia. Two persons had also been rounded up for investigation.

Jalandhar, January 29 He said the Congress had got convicted his brother, Om Prakash Chautala, and nephew Ajay Chautala by misusing the CBI for being very vocal against UPA chairperson Sonia Gandhi’s son-in-law Robert Vadera for his land scam in connivance with DLF. Pratap Singh Chautala said he did not want to say anything against the Delhi CBI court as it had pronounced its decision only on the basis of the investigation done by the CBI on the direction of its political bosses. Similarly, he said, the Congress had victimised former BJP president Nitin Gadkari thought the IT department. Pratap Chautala, who used to publicly oppose his brother Om Prakash publicly till recent past, said he would spread awareness among Haryana people about blatant misuse of CBI at the hands of ruling parties at the Centre. Stressing on the need for passing a powerful Lokpal Bill, Pratap Singh said a Lokpal should be created at the Centre and Lokayuktas should be appointed in all states to fight corruption. The CBI should be freed from control of politicians, he added He said: “I will not join the INLD but I am with my brother OP Chautala in this hour of need.” |

Boy stabbed to death over trivial issue
Gurgaon, January 29 The police said both had a scuffle and Niket left the place only to return with a knife. He then attacked Ikram hitting him on his neck. Meanwhile, other boys immediately called Ikram’s family who reached the spot and informed the police. Niket was arrested from the spot and Ikram was rushed to a hospital where he was declared dead on arrival. The body was handed over to Ikram’s family after a post-mortem examination. “The boys came to the same spot every day

7 get life term for murder
Ambala, January 29 The accused, who have been sentenced life term, are Sukhvinder, Karnail Singh, Bala Rani, Reshma, Taro, Jaipal and Saroj. The court has also imposed a fine of Rs 7,000 each on all accused. According to prosecution, Sona Devi was married to Sukhvinder Singh of Tharwa Majari village nine years ago. On December 3, 2010, her husband and other accused set her on fire by pouring kerosene on her. She sustained serious burn injuries and was referred to the PGI, Chandigarh. Later, she succumbed to her burn injuries. In her statement, she had said her husband and other members of her in-laws had set her on fire. The deceased’s father had complained to the police that his daughter’s in-laws had harassed her for dowry. |

Faridabad, January 29 A case was registered against them on September 13 last year on complaints from Vinod Sharma and others who had purchased flats in Piyush Heights Society constructed by the accused in Sector 89. The accused had been charged on several counts, including collection of Rs 9 crore more from allottees as external development charges The amount was in addition to about Rs 25 crore the government had levied on the builder as EDC. However, the firm deposited about Rs2 crore only as EDC, causing a loss to the state exchequer , Kapur added. Also, the accused allegedly charged extra for flats facing green areas in the colony. However, constructions, were eventually made in the green belt. The colony did not conform to the original layout plan.A court remanded them in police custody for a day. |

Kaithal, January 29 This was stated by K Selvraj, ADGP, crime against women, while addressing a meeting of in charges of all police stations and police posts in Kaithal district yesterday. He got first-hand information about pending complaints on this issue and reviewed the steps taken to ensure safety of women and children. Selvraj urged the SHOs to inform people about the women helpline number 1091 and complaints on this number should be received by women police staff and immediate follow up action be taken on such
complaints. He also directed deployment of women police personnel and men in mufti to keep a watch over the activities of anti-social elements. |

Fatehabad, January 29 Nayar was speaking at a seminar on “Women: Equality, Liberty and Security” in the Government Post-Graduate College for Women, Bhodia Khera, Fatehabad. “Finding your voice is the first step towards your empowerment,” Nayar told young girls of the college, who mostly come from rural background. Nayar said the discrimination against women started much before her birth, when people did not allow many of them to come to this world through female foeticide. Malnutrition of girl children, denial of access to education, denial of choice in the matter of choosing career and life partners were some other forms of discrimination against women, he said. Expressing concern at the increasing incidents of rape and sexual assault against women in the country, Nayar said the reason for this trend was the lack of respect towards women by our society. |

Chandigarh, January 29 Taking up six PILs underscoring “multifarious problems” faced by Bhiwani residents, a Division Bench in April, 2011, had observed that “the problems highlighted are with regard to water supply, sewerage, traffic conditions, construction of bypass roads, re-carpeting of roads, problems caused by the stray animals on public streets and such other related problems”. Headed by then Chief Justice Ranjan Gogoi, the Bench said the court must not lose sight of the fact that almost in all towns similar problems may exist and it was for the government to decide as to how available resources were “to be utilised on such problems”. |
