HPSC apologises in HC for false info

Providing false information to one of the aspirants for the job of college principal has landed the Haryana State Public Service Commission (HPSC) in soup as the authorities had to file a written apology in the Punjab and Haryana High Court for the discrepancy.

Dr Anil Kumar, a local resident with adequate experience in teaching, had applied for the post of college principal which had been advertised by the HPSC in 2010. However, Kumar did not get selected and he put up an RTI with the HPSC seeking his score in the interview and the criteria for the selection.

Anil Kumar claimed that in reply to the RTI, the HPSC informed that he had scored 34 marks in the interview, which if added to the numbers awarded to him for his experience and qualification, made him eligible for getting selected for the post.

On the basis of this information, Anil Kumar challenged the selection procedure in the high court, which sought a reply from the commission. In its reply, the commission stated that Anil Kumar had been provided wrong information and that he had scored 31 marks in the interview.

Anil Kumar said in the name of the criteria, he was provided with a performa, which was meant for the selection of the managers (planning) in the HSIDC, a copy of which was produced by him. He said the commission failed to produce any documents about the criteria for the post of the college principal. The commission again advertised five posts of college principals in 2012 and he again applied for the same. This time before appearing for the interview, Kumar sought details about the criteria for selections, under the RTI. However, the commission informed him that no criteria had so far been set.

Kumar said when the UPSC and other government and semi-government agencies had set criteria for the selection of senior officials, then why did the HPSC have no criteria for the selection of college principals. He said providing false information under the RTI was also a serious matter as it reflected poorly on the commission. Kumar also contended that as per the recommendations of the UGC, only 20 per cent marks should have been allotted for the interview, but the commission had allotted 60 per cent marks for the interview while only 40 per cent were allotted for experience and qualifications.

House moves towards paperless operations

Taking the first few steps towards paperless proceedings, the Haryana Vidhan Sabha has decided to do away with the bulky reports of the Economic and Statistical Department from the Assembly session, which gets underway on February 22.

Giving his nod to a proposal moved by the Finance Department, Haryana Vidhan Sabha Speaker Kuldeep Sharma is learnt to have given his nod to replacing the hard copies of the Economic Survey and Statistical Abstract reports with soft copies only.

So far, the MLAs were given hard copies of the two in English and Hindi after these were tabled in the House.

The 90-member Vidhan Sabha’s reason to embrace technology is very simple that each of the legislators were given a laptop with a printer and scanner at the beginning of the term of this government following a demand raised by some of them in the House. Incidentally, the present government had given laptops to all legislators in the first term as well.

The Vidhan Sabha, through the government, subsequently organised computer-training sessions for the MLAs.

Considering that the MLAs have had laptops for sometime now, the Vidhan Sabha Speaker is of the view that the working of the Assembly should gradually become paperless.

“Initially, I had some reservations about all members being able to access the soft copy since they could still be in the learning stage. However, after much debate, we realised that the Vidhan Sabha pays Rs 10,000 to all MLAs for a secretary. So, for all those who may still not be adept in the use of computers, they have their secretaries who can operate these. This is only the beginning and we will try to get soft copies of all reports that are tabled in the House,” Sharma said.

Poll rolls for seven MCs ordered

Dharam Vir, Election Commissioner, has issued a notification today for the preparation of electoral rolls of seven Municipal Corporations, Ambala, Yamuna Nagar, Panipat, Panchkula, Karnal, Rohtak and Hisar, constituted in 2010.

The photo-based electoral rolls shall be prepared with January 1, 2013, as the qualifying date on the basis of the rolls prepared and published by the Chief Electoral Officer on January 15. The process for the preparation of electoral rolls of the corporations shall start tomorrow and draft rolls shall be published on February 4. Claims and objections could be filed with the revising authorities by February 14, 2013, who shall decide them by February 22. Anyone aggrieved by the order of the revising authorities can file appeal before the Deputy Commissioner by February 28 and all such appeals shall be decided by March 12. The final electoral rolls shall be published on March 15.

Cloned buffalo Garima-II skips delivery

Scientists at the National Dairy Research Institute (NDRI), who were hoping for cloned buffalo Garima-II to script history by delivering the first calf, would have to wait for a few more days as Garima-II skipped the due date today.

‘We were expecting Garima-II to deliver the calf anytime now, but we are keen on normal delivery, which is expected by January 25,’ Dr AK Srivastav, NDRI director, said.

He said: ‘Garima-II has been in good health. All her health parameters are fine and her weight, which varied between 400 kg and 450 kg when she was five-and-half month pregnant in September end, has increased to 600 kg at present.’

Dr Srivastav disclosed that Garima-II was artificially inseminated with semen of an elite bull having a milk yield record of 4,000 litres per lactation and is given the best possible feed, including 25-30 kg green fodder, more than 2.5 per cent of dry fodder and 3 kg of concentrate. He said, ‘All necessary precautions are being taken and temperature of her room is maintained between 25-30 degree Celsius. The buffalo is kept with pregnant buffalos for 3-4 hours every day’.

Swine flu claims another life in Sirsa

A 45-year-old resident Chhateria village in Sirsa died of swine flu in a private hospital at Hisar last evening.

Earlier, a man from Jasana village of Rajasthan had died of swine flu in a private hospital of Sirsa yesterday.

Civil Surgeon Daya Nand said the Health Department had taken steps to check the spread of the disease.

While the victim’s relatives have been medically examined at Chhaterian, 22 other villagers have been provided Tamiflu tablets. He said an isolation ward had been created for such patients in the General Hospital.

Also, samples of those suffering from high-risk influenza were being taken.

Appointment of public prosecutors as judges upheld

The Supreme Court today upheld the appointment of Additional Public Prosecutors in Haryana as District Judges in 2008.

A Bench comprising Justices RM Lodha, Anil R Dave and Ranjan Gogoi also set aside the 2010 Punjab and Haryana High Court verdict, quashing their appointments, advocate Mahalakshmi Pavani said. Pavani had appeared for one of the petitioners, Deepak Aggarwal.

The HC had ruled that public prosecutors were not eligible to be appointed as Additional District and Sessions Judges as they were salaried employees.

Some of the affected persons had challenged the HC verdict in the SC in 2010. A Bench headed by then Chief Justice SH Kapadia (since retired) had partially stayed the HC verdict by allowing the appointees to work on the administrative side.

Today's verdict would set at rest all the doubts over the issue arising from conflicting verdicts delivered by various HCs, Pavani said.

Army recruitment rally in Karnal

A recruitment rally will be organised by the Army at the Karan Stadium, Karnal, from February 5 to 13.

An official spokesman said youth 170 cm tall would be allowed for recruitment as jawans while those with162 cm height would be allowed to participate in the process of recruitment for clerks. On February 5, the recruitment of religious teachers, including pandits, maulvis, padris, majbis Sikhs and Ramdasias would be held.

The recruitment of youths belonging to Karnal and Panchkula districts and Chandigarh would be held on February 6 while those belonging to Ambala district would be recruited on February 7, those of Kaithal district on February 8 and youths from Kurukshetra and Yamunanagar districts on February 9.

The recruitment of soldiers and storekeepers belonging to all castes would be held on February 10. On February 11, the recruitment of clerks storekeepers from Kaithal and Chandigarh would be held on February 12. On February 13, the recruitment of soldiers technical youth would be held. CCTV cameras would be installed all over the stadium. Those bearing tattoos on their bodies other than their forearms would not be allowed in the recruitment rally.

Industrial Estate in Gohana 
Land acquisition process evokes mixed response

The land acquisition process initiated by the state government for setting up an industrial estate near Gohana by issuing a gazette notification under Section 4 of the Land Acquisition Act for acquisition of 3,696 acres of land of Lath, Joli, Bidhal and Bhainswal Kalan villages has invited a mixed response from farmers of these villages.

After the gazette notification published in the newspapers on January 18, the move was welcomed by a number of farmers of the villages by issuing their press statements and thanking Chief Minister Bhupinder Singh Hooda for fulfilling the promise made about five years ago in a public meeting at Gohana on August 26, 2008, for setting up an industrial estate in the Gohana area.

On the other hand, a meeting of farmers of Joli, Lath and Bidhal villages was held on a temple premises at the Lath-Joli bus stop on the Sonepat-Gohana road yesterday and they opposed the acquisition of their fertile land. However, they also favoured the acquisition of non-fertile land for this purpose.

Farmers reminded that the Chief Minister had announced in the past that there would not be any acquisition of land till the new land acquisition bill was passed in Parliament.

In response to yesterday’s meeting of the farmers opposing the land acquisition, a number of pro-acquisition farmers from these villages today held a meeting at the same venue and announced that they would meet the Chief Minister in Delhi on January 22 to thank him for initiating the process of land acquisition.

Chief Minister Bhupinder Singh Hooda said this at the silver jubilee celebrations of the commission at Panchkula. Chief Justice of Punjab and Haryana High Court Justice AK Sikri was the chief guest on this occasion.

Food and Supplies Minister Mahender Pratap Singh said consumer clubs had been started in five districts of the state for creating awareness about consumer rights.

It was revealed at the function that Haryana had topped the country by disposing of 99.68 per cent of the consumer cases in 2012.

Chief Justice AK Sikri said people’s faith in consumer courts had been increasing owing to fast and cheaper relief.

Justice RS Madan,President, Haryana State Consumer Disputes Redressal Commission, said only 116 cases were pending with the commission.

Rallies to mark girlchild day

The government has decided to celebrate National Girlchild Day on January 24 at village, district and state levels.

Sumita Misra, director-general, Women and Child Development, said government schools, gram panchayats, sakshar mahila samoohs (SMSes) and village-level committees (VLCs) would organise rallies or “prabhat pheris” by schoolchildren in every village. The children would carry placards bearing slogans to generate awareness about gender equality, menace of female foeticide and regarding the importance of education of girls. Similarly, functions would be held at the at the district level with rallies of schoolchildren and youth.

Misra said a slogan-writing competition would be organised in every district on “ The Importance of the Girlchild” in Hindi and English for students of classes VII to XII, in schools. The top three entries would be given prizes of Rs 1000, Rs 700 and Rs 300, respectively. The top three entries from each district would be sent to the head office where a jury would judge these for the first three prizes of Rs 5000, 3000 and 2000, respectively.

The state-level function would be held at Government College of Girls, Sector 14, Panchkula, on January 24.

D. Ed trainees protest internship

Hundreds of diploma in education (D.Ed) trainees from various educational institutions in the district today took out a protest march in the town in support of their demands under the banner of the Chhatra Sangharsh Samiti.

They submitted a memorandum of demands addressed to the Sonepat BJP MLA, Kavita Jain, to the state media in charge of BJP, Rajiv Jain.

The demands included the withdrawal of the condition of 180 working days' internship after the completion of the two-year academic course.

The trainees stated that the duration of the D.Ed training had been increased from two years to three years, though there was no information of it in the prospectus provided at the the time of admissions.

Addressing the protesters, Jain said around 20,000 students were admitted every year in D.Ed courses in the state and this internship of 180 working days would provide 20,000 teachers to the government without any financial burden.

He remarked that there would not be any need for the government to advertise and enroll new JBT teachers. Jain assured them that the BJP would raise this demand at the floor of the House during the coming state assembly session and force the government to withdraw this internship.

Reconciliation bid turns fatal

Laxmi Narain (42) of Khorda village of Jhajjar district, played the key role of a middleman in getting his neighbour Babu Lal’s sister married to a young man of Surakhpur village in Kosli subdivision of Rewari district, recently.

When the new bride complained of differences with her husband, Babu Lal and his supporters last night brought Laxmi Narain to Surakhpur for an amicable settlement of their differences.

However, when reconciliatory proceedings were going on at another intermediary Ajit’s house in Surakhpur, the situation turned hostile and led to a muderous on attack Laxmi Narain.

Laxmi Narain was rushed to the trauma centre at Rewari, where he was declared brought dead by the doctors.

On a complaint lodged by Shri Bhagwan, brother of the deceased, the Kosli police registered a case of murder against Babu Lal, Ajit and eight others.

Six criminals arrested after encounter in Hisar

Hisar, January 21
The police today arrested six members of a gang after an encounter in Navdeep Colony here.

The gang members, Montu, Krishan, Manish Sangwan, Ramesh and two namesakes Pradeep, have confessed their involvement in more than six incidents, including a bank robbery and a burglary in a Sector 13 shop , said B Satheesh Balan, SP, Hisar.

The police had received a tipoff that a gang of criminals was hiding in a house in Navdeep Colony near Azad Nagar here.

When the police raided their hideout, the miscreants fired at the police.

The police returned the fire and arrested the miscreants.

Balan said the miscreants had admitted having looted a bank at Kaimri in the district sometime back.

They had also confessed their involvement in at least four or five other incidents of loot in Hisar,the SP said.

3 held with mobile phones in Rohtak jail

Mobile phones continue to find their way in the district jail.

With the recovery of three mobile phones and sim cards during the past 24 hours, the total number of mobile phones and other items, including narcotics, seized has crossed 40 in the past about one year. The police is yet to install the mobile jammer equipment in the district jail which came up at Sunarian village, near here, in April last.

"The police arrested three undertrials in connection with the recovery of mobile phones and sim cards from the jail on Sunday," said a police official.

He said the raid was conducted after reports that some undertrials had been planning to escape police custody during their appearance in the court and that at least one of the undertrials had been in touch with outsiders in this regard.

The accused arrested have been identified as Mandeep of Ghilor Kalan, Navin of Ismaila and Vicky of Katcha Beri road. Vicky reportedly told the police that he had acquired a mobile phone from a friend identified as Kapil, a resident of Ghanipura. He revealed that Kapil had thrown the handset inside the complex recently when no one was around.

The spokesperson of the department said routine checking was done to prevent the use of mobile phones in the jail. He said a mobile jammer would soon be installed at the complex.

The three accused were remanded in police custody after being produced in a local court today.

Terror mail to hotel sent from Bengal

The terror attack threat mail which sent the authorities of Hotel Leela Kempinski in a tizzy was sent from West Bengal. The fact came to fore during preliminary investigations by the Gurgaon police which found that the mail identity (indianmujahideen@gmail.com) was created in Bengal the same day it was sent to the manager of the hotel.

"We are yet to ascertain whether it was a hoax or real threat but investigation show that it was created the same day the mail was sent. It appears that somebody created it with the sole intention of posting this mail and terrifying the city. We will nab the culprit soon," said an official of cyber crime branch.

An e-mail claiming to be from a terror group, the Indian Mujahideen, had threatened a repetition of the Mumbai 26/11 carnage in Delhi, highlighting plans to blow up the high-end hotel.

The hotel's chief security officer Lt-Col Rajesh Tiwary (retd) got an FIR registered against the accused.

The mail not only left hotel authorities in a tizzy but also the authorities of Ambience Mall, which houses the Hotel and has thousands of visitors everyday. The police has declared high alert and stepped up its security around the hotel.

Dalit gang-raped in Fatehabad
Two cops placed under suspension for not filing FIR

Fatehabad, January 21
A teenaged Dalit girl has been allegedly gang-raped by three youths at Banawali village in Fatehabad.

The incident occurred on January 10 and the Bhattu police station did not register an FIR though the victim’s father approached the police the next day.

Fatehabad Superintendent of Police (SP) Vikas Dhankhar suspended Bhattu Station House Officer Jagdish Chander and an ASI Devi Lal after the matter was brought to his notice today.

The police has registered a case under Section 376 (G) of the IPC against three youths -- Vicky, Monty and Pradeep.

The SP said the police had arrested two of them and efforts were on to nab the third.

The victim’s father, a Dalit from Shekhupur Daroli, alleged in his complaint to the police that his 16-year-old daughter was working at the residence of a villager for about five years.

The accused Vicky, Monty and Pradeep, used to come to his residence. On January 10, the accused allegedly gave some intoxicant-laced tea to the victim and when she fell unconscious, they took her to a shop in Banawali and raped her.

The victim narrated the incident to her family and her father approached the police on January 11.

However, the police neither registered his FIR nor took the girl to hospital for a medical examination. It allegedly pressed the victim’s family for a compromise.

Directing Deputy Superintendent of Police Nripjeet Singh to probe the matter, Dhankhar today suspended two policemen -- Jagdish Chander and Devi Lal.

The girl’s statement was recorded in the resence of a woman advocate on the panel of the District Legal Services Authority and a case registered against the accused.

Vashisht was addressing senior officers of the Haryana police through video-conferencing here today. Crime against women topped the agenda of the conference.

He said a toll-free four-digit women helpline number 1091 had been activated in the state. Women PCRs visit educational institutes and university campuses on a regular basis to give information to students in this regard.

Karnal district with 89 cases of heinous crimes pertaining to dowry death and rape fell in the purview of the High Court order which directed that all districts with more than 40 cases related to heinous crime against women would have one exclusive court to listen to these cases while the district with more than 100 such cases would have two courts for speedy trial.

The Chief Justice had also issued directions to all District and Sessions Judges to monitor completion of commitment proceedings (challan) within 10 days of the receipt of the final report.

Constable shoots self

Sonepat, January 21
A Delhi police constable Jaideep committed suicide by shooting himself from a revolver at his house in the Indian Colony last night.

The police reached on the spot and took his body to the Civil Hospital for a post-mortem examination. It was learnt that before the incident took place Jaideep had left his wife at her parent’s house last evening and returned to his house.

DSP Balbir Singh said the reason behind the suicide was not yet known.

Social Welfare Board recast

The government today re-constituted the State Social Welfare Board. The tenure of the board, headed by social activist Sumitra Chauhan, would end on August 22, 2014. The official members include the Directors of Women and Child Development Department, Health Services and Elementary Education or their representatives and the Additional Director, Women and Child Development Department. The non-official members include Mandeep Kaurof Ratia in Fatehabad, Manveer Kaur Gill of Karanpur village in Panchkula, Radha Narula of NIT, Faridabad, Shashi Luthra of Panipat, Sunita of Sirsa, Usha Choudhary of Rohtak, Vandana Singhal of Faridabad and Manoj Kumari of Jind.
