Mewat shame: Minor sexually assaulted
Gurgaon, January 20 The police said the 14-year-old victim had gone to make dung cakes near the village when Hakam reached there and allegedly raped her after dragging her to a nearby hill. Hakam left the victim there and fled after committing the crime. The girl reached home and informed her family. The incident was reported to police who got the girl’s medical examination done which confirmed the rape. The victim’s parents and relatives, besides village elders, went to Nuh police station yesterday to demand speedy investigation into the case. NHRC puts DGP, Sirsa SSP on notice
Sirsa, January 20 In this case, the police had first refused to register an FIR of rape on the complaint of a minor girl for over a week and a case was registered after The Tribune published the girl’s plight. RP Malhotra, state convener of the rights cell, had lodged the complaint with the commission along with clippings of two news items published in The Tribune on the issue. In his letter to the NHRC, Malhotra had stated that the conduct of the Sirsa police clearly tantamount to the violation of human rights of the victim. A rape victim had allegedly consumed some poisonous substance in Ther Mohalla of Sirsa, as the accused, who was later set free by the police terming him “innocent” had started stalking and jeering at her after his release. The victim, a minor girl, had lodged a complaint with the police in October 9, 2012, that Krishan Kumar, a resident of Kharkari, had lured her away and he along with two others raped her repeatedly. However, the police did not register any FIR on her complaint till a news was published on October 14. Though the police registered a case under section 376 of the IPC, the FIR was cancelled in investigation within a few days. |

All six gang rape accused held
Hisar, January 20 Pradeep, Baru and Gulia waylaid the victim when she was returning home from their fields with fodder for her animals and brandishing a sickle, they allegedly raped her there. The youths allegedly prepared her obscene videos through their mobile phones. The youths then allegedly circulated the video among their friends. After some days, Kuldeep waylaid the girl, showed her the video and forced her to meet his carnal desires. Kuldeep again barged into her house with Mange Ram when she was alone and raped her. The girl’s sexual exploitation continued for two-and-a-half months till the girl resisted the rape attempt of Kuldeep’s brother, Rohtash, and brought the matter to the notice of her parents, who informed the police. B Satheesh Balan, SP, constituted teams to arrest the accused who were arrested the same night. |

Gurgaon,January 20 She alleged that Suresh Rana, who was driving the official vehicle, not only was indecent in his speech, but also made obscene gestures. When she reportedly objected to this, he allegedly threatened her to stay quiet or face dire consequences. Meanwhile, a policewoman posted in the MG Road Metro station was eve-teased by four youths. The police arrested one of them, while others managed to flee. The victim, who was standing at the station with another colleague, noticed four youths staring at her. She asked them not to do so but they did not stop. When things went out of hand, she rang up the Metro Police Station. A police team immediately reached the spot and nabbed one of them. Chandigarh, January 20 The judgement reads:”I would like to discuss here Jogender Lal’s (accused No 62) testimony. He testified that in August or September, 2000, several persons, including Rajender Pal Singh (Accused No 59) and Mehtab Singh
(PW 27), who was an assistant in the office of the Yamunanagar DPEO came to his house around 8 pm along with the award lists that had already been signed by Rajender Pal Singh and Ms Urmil Sharma (Accused No 61). Rajender Pal Singh asked him to sign the said award lists, but he refused, stating that he had already retired. He further testified that when he refused to sign the lists, the persons accompanying Rajender Pal Singh and Mehtab Singh started beating him and thereafter took him to the residence of the accused No 59. He testified that they went to the extent of twisting his hands. Fearing threat to his life, he signed the aforesaid award lists. The judgement adds: “ I am convinced that the signatures of these accused persons were taken on the award lists by putting pressure, threatening them of depriving them of their pensionary benefits, transferring them or their wives, children and relatives to far-off places etc. Bringing out the element of threat to the accused the judgement reads:” There is overwhelming evidence on record to show that these accused persons found themselves between devil and the deep sea. But at the same time, it must not be forgotten that these accused persons were top education officers in their respective districts having a lot of experience with them. As public servants their duty is to act without fear or favour and to uphold the Constitution at all costs. The allegiance to the Constitution of India may come under test from time to time. If a public servant fails in this test, he will have to suffer.” The CBI has held a large number of people guilty, saying that when these accused persons agreed to prepare and sign the award lists, their intention became one with the intention of their superior bosses and thereby they caused wrongful gain to certain candidates and wrongful loss to the remaining ones. The intention of bureaucratic and political bosses in creating new award lists was also to defraud the meritorious candidates of the earlier lists as well as the state of Haryana. Surprisingly, the order does record that Rajni Sekhri Sibal was offered 5 per cent of the bribe money if she cooperated but at the same time it has diluted the charge under Section 420, IPC, to section 418, IPC, acknowledging that no money was either sought or paid by any candidate. |

Rain only hope for Mewat farmers
Gurgaon, January 20 Unfortunately, the farms spread over an area of 2.12 lakh acres are a blot on the state’s publicised endeavours of modernising agriculture as barring a small percentage of a few thousand hectares, a majority of the land in rain irrigated. Just like a railway line, a canal is a distant dream in this hinterland where despite being a fertile land, the productivity continues to be low due to lack of proper irrigation facilities. “We are an agricultural society where families of an average seven persons are dependent on agriculture. We have potential for changing our fortune with our land but can’t because so far we are dependent on rain. We were promised a canal, but as we are not politically active, the dream is still pending,” said Nooruddin Noor, vice-president, Mewat Zila Parishad. The canal is one of the major dreams sold to the residents who were first promised the same in 1967 and ever since, the promise has been a permanent postulate of manifestoes and speeches. In 1966, Mewat Students’ Organisation (MSO) demanded a separate canal for the area which has sandy soil and salty ground water. The government reportedly prepared a project in this regard in 1968 to bring a canal from Kakroi Beraj of Sonepat to Tauru of Mewat via Farukh Nagar of Gurgaon with an estimated cost of Rs 67 crore. However, nothing much was done till late 1990s, even successive governments under Devi Lal and Bhajan Lal could not take it any further. In 1996, then Prime Minister HD Deve Gowda on his visit to the area announced to give Rs 325 crore for Mewat canal. With this declaration, then Haryana Chief Minister Bansi Lal changed the Mewat canal plan to Thantri (Palwal) plan. With people protesting against it, the project was shelved. The state government has paid its earnest money of Rs 25 crore to the Centre and the project is pending before the National Water Commission for approval. The canal will now come from Hansi-Butana canal to Hajipur of Mewat via Jhajjar, Salhawas, Rewari, Dharuhera. |
Swine flu claims life in Sirsa
Sirsa, January 20 The victim a resident of Jasana village (Rajasthan) suffered from category “C” of swine flu and was put on a ventilator in a private hospital on the Hisar road, where he died today. Earlier, a 45-year-old villager from Chhatterian in Sirsa was shifted to a private hospital in Hisar after he was found suffering from swine flu yesterday. Civil Surgeon Dr Daya Nand said Tamiflu tablets had been distributed to the family members of the patients. He said a special ward for swine flu patients had been set up in the General Hospital. Deputy Civil Surgeon Dr Viresh Bhushan, who is also president of the local chapter of the Indian Medical Association (IMA), said all members of the IMA had been asked to report cases of category “C” of swine flu to the Civil Surgeon as per the guidelines of the Union Ministry of Health and Family Welfare. Karnal police nabs two POs
Karnal, January 20 The number of POs was 288 and 352 in Kurukshetra and Panipat while the number of most-wanted criminals was five and 15, respectively. Out of 27 most-wanted criminals in three districts, 20 were wanted in murders cases while five were booked under the NDPS Act. Karnal SP Shashank Anand said a proclaimed offender Puran Singh wanted in a murder case and absconding for 14 years was arrested from a house at Harsh Nagar in Delhi. He was booked along with four other persons for murder of Jeeta of Dayanagar, Tarauri under Sections
302, 148, 149, 323 and 506 of the IPC. While the other accused were arrested, Puran Singh was absconding and
living with his second wife in Delhi for the past four years. The police raided his house yesterday and arrested him. Another PO Mamta was arrested from Sector 4 in Karnal, she was booked under Sections 406, 420, 506 and 34 of the IPC in August 2001 for allegedly cheating a youth of Rs 6.70 lakh on the pretext of sending him to Canada. Her husband and another woman had already been arrested while she was arrested yesterday. |
Farmers to hold rally in Pipli
Karnal, January 20 The farmers who held a mahapanchayat at Indri to honour farmers who steered the agitation and forced the government to increase the MSP of sugarcane by Rs 45 per quintal resolved to unitedly fight for their rights and pressurise the government to accept other demands. Farmers from Karnal, Kurukshetra, Kaithal and other adjoining areas participated in the mahapanchayat. The mahapanchayat honoured the president of the Haryana unit of the BKU, Gurnam Singh Chadhuni, and other leaders who motivated the farmers to continue their agitation braving biting cold wave conditions and said the same solidarity and strength would be demonstrated in future also. The panchayat discussed higher MSP for other crops and implementation of the Swaminathan Committee recommendations for fixing the MSP and observed that it was the minimum required for saving the farmers from falling into a debt trap. |
Ensure smooth flow of traffic at toll plaza: HC
Chandigarh, January 20 The directions came after the Gurgaon police apprised the high court of the shortcomings. Appearing for the police, Sartaj S Narula told the Bench that the slip roads were not properly maintained; they were rather full of pot holes. Moreover, the illumination was inadequate. He also told the Bench that the toll gates were yet to be widened. Narula also informed the Bench that enough centres had not been set up for offering smart tags or electronic passes. In fact, just about two or three centres had been set up for the purpose. He suggested that more such centres should be established to encourage motorists to buy them. A smart tag allows a motorist to travel non-stop through the toll plaza. The electronic device, as big as a computer mouse, and is installed on the windscreen behind the rearview mirror. It is charged with the denomination of the motorist’s choice and has the capability of interacting with sensors placed at the toll gates. The motorist has to slow down to 20-km per hour near the toll gates, and the sensor at the gates interact with the smart tag. The transaction is recorded and the toll is deducted. The motorist then hears a confirmation beep inside the car. After hearing the arguments, the Bench asked DGSCL to resolves all the issues with the police. The Bench, in fact, asked the concessionaires to resolve the issue after considering the suggestions made by the police. The case will now come up on February 19 for further hearing. |
Kaithal to hold corrective surgery camp on Feb 23
Kaithal, January 20 The centre would be a nodal centre of the state and physically challenged persons would be able to avail the benefit of corrective surgery. Deputy Commissioner Chander Shekhar said a corrective surgery camp would be held in Kaithal on February 23 and artificial limbs, calipers and some others aids would be provided to the needy persons with the cooperation of RajAggarwal, a US citizen of Indian origin. Presently, in the absence of any facility for corrective surgery the patients have to take treatment from private doctors or they have to rush to other big towns. Civil Surgeon Dr Surendra Nain said a special campaign would be soon launched in the district to create health related awakening among school going girls. Under this campaign, doctors would provide necessary information and guidance to the girls as many of them faced the problem of infection due to lack of proper health related knowledge. Prior to this campaign, a four-day district-level health camp would be organised and consultations would be given about imparting health education to the girls, Nain said. — OC |

Over 25 lakh kids given polio drops
Chandigarh, January 20 The polio drops were administered to the children at specially set up booths to wipe out the disease from the state. Thus, 63 per cent of the targeted children have been covered on the first day of the 3-day campaign. A spokesman for the Haryana Health Department here today said about 40 lakh children would be covered during this campaign in the state. He said the campaign would continue for another two days when the teams would go from house to house to administer polio drops to the children who could not come to the booths today. In order to smoothly carry out this campaign, a total of 16,669 booths were set up in the state and these were manned by about 66,000 health officials, volunteers, anganwari and ASHA workers. About 3,300 officials supervised the activity apart from independent monitors of PGIMS, Rohtak, and National Polio Surveillance Project of the World Health Organisation. During this round, special attention has been paid to high risk areas like slums, isolated hutments, brick kilns, floating or migrating population and construction sites so that no child is left uncovered in these areas. |

Khaps ask Arya Samaj not to solemnise same-gotra marriages
Jhajjar, January 20 The action was taken at a meeting of the Sarva Jatiya Khap held at Chhotu Ram Dharamshala here today. The meeting presided over by Jai Singh Ahlawat, chief of the Ahlawat Khap, was attended by various khaps of Yadav, Balmiki, Dhanak, Prajapati and Saini community except Jats. Om Prakash Dhankhar, chief of the Dhankhar Khap, said the Arya Samaj temple was turning out to be safe heaven for those youths who wish to get married within same gotra and village by infringing social customs. “Priests of the Arya Samaj temples do not check anything except age proof of the couple while solemnising the wedding. They even do not try to verify that whether the boy and girl belong to same clan or not whereas the priests must keep all these things in their mind before doing so,” said Dhankhar. The khap leader said they were not against the marriages at the Arya Samaj temples, but wish that the priests ought to invite sarpanch or Numbardar of native village of boy and girl before formalising the wedding so as to ensure that the marriage was being solemnised as per social custom. |
