With the arrest of a youth, the local police recovered a 16-year-old schoolgirl, who had gone missing from Madaana Kalan village three days ago, from Jhajjar railway station last night.

Acid attack on two Class X girls

Acid was thrown on two schoolgirls here were today by an unidentified person. The victims, who are Class X students, were returning home at Nangla Enclave when they were attacked.

2 held for abduction, rape of woman
Karnal, February 11
The Karnal police today arrested Billu of Chandipur village and his female accomplice, Neelam, for alleged abduction and rape of a 26-year-old woman of Jundla Gate here. As per the complaint lodge by the victim, Billu and Neelam forcibly dragged her into a car with the help of an unknown driver on February 5 last and took her to Rasulpur village (Nagla) and kept her in illegal confinement till February 9 and beat her up, looted her jewellery and raped her.

MPs' panel blames dominant caste, khaps for atrocities on SCs

Putting the functioning of the Hooda Government and feudal khaps under a scanner, a parliamentary committee, which visited the state against the backdrop of sudden spurt in crime, particularly rape cases against Scheduled Caste (SC) women last year, has said “dignity and morale of the SCs in the state have been completely eroded due to high-handedness of the dominant caste, which unleashes all types of atrocities on them and gets rid of all types of punishment”.

460 boxes of liquor seized

As many as 460 boxes of Indian-Made Foreign Liquor (IMFL) and country-made liquor were seized by a unit of the Special Investigating Team (SIT) of the Sonepat police from a truck near Thana Kalan village on Sunday. The police arrested truck driver Pramod of Machhri village in the district.

Karnal village Kumbh pilgrim dies, another missing

The Allahabad Kumbh turned out to be the last Kumbh for 65-year-old Telu Ram of Birachpur village in Karnal. He was one of the victims of the Allahabad railway station stampede yesterday in which two dozen pilgrims lost their lives. Telu Ram, a devout Hindu and president of the village Brahmin Sabha, had been visiting Haridwar and Allahabad during the Kumbh for many years, but the present Kumbh proved to be the last one of his life.

8 cellphones seized from Rohtak jail inmates

A team led by a DSP raided the jail complex last evening and seized eight mobile handsets used by inmates, revealed a police official. while the inmates possessing the mobile phones were facing various criminal cases, including murder and attempt to murder, at least two of them, Mandip and Amit, are those from whom the police had seized mobile phones earlier as well.

Devender’s wife has also been booked for criminal conspiracy in commission of the crime. The victim alleged that she enjoyed sisterly relations with Devender’s wife.

The victim alleged that the constable’s wife yesterday invited her for tea in Uttam Nagar of Hansi , where she was offered tea laced with intoxicants. She alleged the accused raped her after she lost consciousness.

She claimed when she told the couple that she would lodge a complaint with the police, the accused allegedly threatened to kill her husband and son.

She narrated the incident to her husband, who took her to the police station for lodging an FIR against the accused. The victim was taken to the General Hospital, Hansi, late last night for her medical examination.

Missing girl found

With the arrest of a youth, the local police recovered a 16-year-old schoolgirl, who had gone missing from Madaana Kalan village three days ago, from Jhajjar railway station last night.

The police said Somveer of Chhara village had allegedly taken her away on the pretext of marriage and raped her several times.

Somveer, a vegetable vendor, has been booked on the victim’s complaint.

The victim alleged that Somveer, who used to come to the village to sell vegetables, lured her on the pretext of marriage on her way back from school .

The girl’s father, Taarif Singh, had lodged a complaint about his daughter’s disappearance on February 8.

“The girl was handed over to her family members this morning after her medical examination which confirmed her rape. Somveer was today produced in a local court which sent him in judicial custody.

Acid attack on two Class X girls

Faridabad, February 11
Acid was thrown on two schoolgirls here were today by an unidentified person. The victims, who are Class X students, were returning home at Nangla Enclave when they were attacked.

The victims, who have been admitted to Badshah Khan Civil Hospital, Faridabad, are out of danger. While one victim has received about 25 per cent burns, the other sustained about 5 per cent burns, said Faridabad Police Commissioner SS Kapur.

Neither of the two have received injuries on the face.

Kapur said the victims could not see the culprit as he attacked them from behind. He escaped after the incident. The police has registered a case under Section 326 A, IPC, which ensures a minimum 10-year jail to a convict. The convict will also have to shell out a fine of Rs 10 lakh which will be given to the victim.

2 held for abduction, rape of woman

The Karnal police today arrested Billu of Chandipur village and his female accomplice, Neelam, for alleged abduction and rape of a 26-year-old woman of Jundla Gate here. The police registered a case under Sections 323,365,366,376,342,379 and 120-B of the Indian Penal Code (IPC) and within a few hours arrested Billu from Nagla while Neelam was arrested from her house in Karnal.

The victim was medically examined and counselled by a woman advocate and Deputy Superintendent of Police (DSP) Puja Dabla, nodal officer for crime against women.

The accused were produced in a local court today and Billu was remanded to one day police custody while Neelam was sent to judicial custody.

On February 9, the accused wrote some obscene words on the hand of a 3-year-old child and sent the child to the girl. The girl was so disturbed by the incident that she consumed poison the same day.

Bid to kidnap two teenaged sisters

Sirsa, February 11
The police has registered a case after an attempt was made to kidnap two minor girls from near their house at Farwai village in Sirsa last night. The accused, four in number, escaped leaving their sports utility vehicle (SUV) after people came out on hearing the cries of the girls.

The victims, both sisters and aged 14 and 15, respectively, had gone out of their house to answer the call of nature at about 10 on Sunday night, when the accused came in an Endeavour vehicle and tried to speed away after forcing the girls inside their SUV.

The girls, however, raised the alarm, following which some villagers ran towards the vehicle.

The youths escaped under the cover of darkness, leaving their vehicle there.

The girls have identified one of the youths as Pradeep Singh, a resident of the village, while the identity of the others is yet to be established.

Senior Superintendent of Police Raj Shri Singh said a case of kidnapping, assault and criminal intimidation under Sections 363, 364, 323, 506, 511 and 34 of the IPC had been registered against the accused.

Human chain formed to protest crime against women

Activists of various organisations today made a human chain near Nagori Gate here in protest against the increasing incidents of crime against women and for demanding implementation of the Justice Verma report.

Activists of the All-India Democratic Women Association (AIDWA), Democratic Youth Federation of India (DYFI), Student Federation of India (SFI) and several other organisations participated.

Hundreds of youths, including a large number of girls, participated in the programme. Shakuntala Jakhar, a senior functionary of the AIDWA, alleged that the incidents of rape , sexual assault and eve-teasing were on the rise and the government was not doing much to stop such crimes.

Fatehabad: CPM activists on Monday held a demonstration in protest against the gang rape at Ghotru village in Fatehabad, which led to the victim’s suicide .

Led by Ram Kumar Bahbalpuria, district secretary of the CPM, the party submitted a memorandum to the Deputy Commissioner demanding steps for preventing crimes against women and providing security to the victim’s family.

MPs' panel blames dominant caste, khaps for atrocities on SCs

Putting the functioning of the Hooda Government and feudal khaps under a scanner, a parliamentary committee, which visited the state against the backdrop of sudden spurt in crime, particularly rape cases against Scheduled Caste (SC) women last year, has said “dignity and morale of the SCs in the state have been completely eroded due to high-handedness of the dominant caste, which unleashes all types of atrocities on them and gets rid of all types of punishment”.

Expressing shock over the alarming number of atrocities on the Dalits in Haryana, the 11-member committee headed by Lok Sabha MP Gobind Chandra Naskar, which visited Kaithal and Jind districts on October 17 last year for an on-the-spot assessment of atrocities against SC women, observed that “state’s image is deteriorating day-by-day for atrocities and crime being committed against SCs as is evident from the Mirchpur incident in July, 2010, and rape of 19 women between September 1 and October 12 last year.”

“The frequency at which atrocities are perpetrated against the SCs by the dominant caste shook the conscience of the entire nation and the general perception is that Haryana is deeply-entrenched in caste system and bourgeois laws of the khap panchayats,” the committee on the Welfare of Scheduled Castes and Scheduled Tribes stated in its report.

Punching holes in the tall claims of the Hooda Government about the steps taken to protect the SC women, the committee felt that “the rules, regulations and institutional-building measures for the safety and protection of the Dalit women are on papers only”. There was inordinate delay on the part of the police to register the First Information Report (FIR) even after the receipt of information of the crime, it asserted.

In fact, in another embarrassment to the state government, the committee put on record its dissatisfaction with a power-point presentation and discussion with the Chief Secretary about the government’s “self-proclaimed” safety measures for the Dalit community, particularly the women, during the visit.

With a view to protecting the interests of the Dalit community in the state, the committee recommended the setting up of the Scheduled Castes Commission with adequate representation to women as an institutional mechanism to redress grievances. It also recommended the constitution of a committee under the Chief Secretary to draw an action plan to check heinous crime against SC women.

In the present situation, the dignity and morale of the SCs in the state have been completely eroded due to high-handedness of the dominant caste, which unleashes all types of atrocities on them and gets rid of all types of punishment.

Afghan carpets in great demand at Surajkund mela

Afghanistan has often been in the news for being infested with terrorism and culture of feudalism prevailing in several of its areas, but its craftsmen at the Surajkund International Crafts Mela have earned encomiums for their skills in producing carpets.

The two stalls set up by a seven-member team of craftsmen from Afghanistan — member of SAARC — is receiving attention. A team member, Mohammad Zaan, said although he had exhibited carpets during the earlier four editions of the mela, this year they were in greater demand.

He is appreciative of the Indian public. “I like the people’s sense of humour. Also, they are amenable to reason,” he said.

The carpets displayed at the two stalls are of various sizes and hues and have price tags ranging from Rs 4,000 to Rs 1.5 lakh.

The carpets are are woven out of pure wool of sheep and lambs, and the colours used are organic. Hence, they are in greater demand, Zaan added.

The colours are a mixture of ingredients extracted from wood, flowers and vegetables.

The carpets are claimed to have life ranging from 40 to 70 years, team from the country added.

They said carpet making is a trending cottage-industry in Afghanistan, especially among the women.

Seven thermal units shut as power demand goes down

Haryana Power Generation Corporation Limited (HPGCL) has been forced to shut down its seven thermal units after power demand reduced and to pave the way for importing electricity from Adani Power Limited with which the state government had signed a long-term purchase agreement.

At present, the state is getting about 1,150 MW power from the Mundra Thermal Plant owned by the Adani, which has resulted in shut down of five thermal units of 650 MW at Panipat and two thermal units of 1,200 MW at Khedar.

The government had signed an agreement for 25 years with Adani Power Limited to buy 1,428 MW power from the Mundra plant in Gujarat. The contracted price was about Rs 3 per unit and the power was supplied through 88 KV Mundra-Mohindergarh transmission lines. Sources said the power supply from the Mundra plant during lean period was going to prove a costly affair for the power utilities. By shutting down the thermal units, the utility was saving the running cost (fuel charges) of generating power, which was around Rs 2 per unit. However, HPGCL would have to incur a fixed charge of Rs 1 per unit for forced outage of units. While it was buying power from an outside source, it was also incurring fixed charges for shutting down of the thermal units, said the sources.

Sources said the state had received around 98 lakh units daily from the Mundra plant in January this year, following which the supply was increased to 278 lakh units.

The supply from the Mundra plant was about 350 lakh units daily for a period of 25 years. However, the power generation from the state plants has been reduced to 380 lakh units per day against the earlier generation of more than 610 lakh units a day in January.

460 boxes of liquor seized

As many as 460 boxes of Indian-Made Foreign Liquor (IMFL) and country-made liquor were seized by a unit of the Special Investigating Team (SIT) of the Sonepat police from a truck near Thana Kalan village on Sunday. The police arrested truck driver Pramod of Machhri village in the district.

Deputy Superintendent of Police (DSP) Rakam Singh said ASIs Prem Singh and Dewan Singh and constables Rajesh and Sandeep were on patrolling in Kharkhoda area when they stopped a truck for checking.

During checking, DSP said, the truck was found loaded with the liquor boxes and the truck driver failed to produce any document for carrying the liquor stock. Later, he confessed that he had brought the stock at a cheaper rate and was to supply it in different parts of the state at higher rate, he added.

The seized stock had been handed over to the Excise Department for further action, including testing of the quality of the liquor, the DSP added.

NCPCR Plea in Apna Ghar Case
High Court notice to Haryana

Acting on a petition filed by the National Commission for Protection of Child Rights (NCPCR) for providing adequate care, protection and compensation to Apna Ghar inmates, the Punjab and Haryana High Court today issued notice to Haryana, Punjab and the UT of Chandigarh.

Notice has also been issued by a Division Bench of Chief Justice Arjan Kumar Sikri and Justice Rakesh Kumar Jain for March 18 to the Union Ministry of Women and Child Development and the CBI, currently probing the Apna Ghar case. The commission is also seeking directions for completing the investigation in a time-bound period. Directions have also been sought to frame and implement a victim compensation scheme.

The compensation has been sought not only for children of the Apna Ghar Shelter Home, but also for children rescued from other institutions as well as the rape victims across the state. Further directions have been sought to provide adequate facilities to the Haryana State Commission for Protection of Child Rights.

Notices to Speaker, MLAs on Bishnoi’s plea

Chandigarh: Acting on a petition filed by HJC chief Kuldeep Bishnoi against the rejection of his plea to disqualify five MLAs, who had shifted their loyalty to the Congress after the 2009 Assembly poll, the high court today issued notices to the Speaker and the Election Commission. Notice has also been issued to the MLAs for March 5. The HC has also summoned the complete record of the case. Bishnoi asserted that the Speaker had not behaved like a judicial officer but a Congressman. Even today the HJC was a recognised party by the EC. Even in the Vidhan Sabha records, Renuka Bishnoi was an MLA belonging to the HJC while Kuldeep was a party member in the Parliament record. — TNS

Karnal village Kumbh pilgrim dies, another missing

The Allahabad Kumbh turned out to be the last Kumbh for 65-year-old Telu Ram of Birachpur village in Karnal. He was one of the victims of the Allahabad railway station stampede yesterday in which two dozen pilgrims lost their lives.

Telu Ram, a devout Hindu and president of the village Brahmin Sabha, had been visiting Haridwar and Allahabad during the Kumbh for many years, but the present Kumbh proved to be the last one of his life.

Gloom descended on Birachpur village as the news of his death reached and mourners made a beeline to his house where the distraught family was in a state of shock.

Balbir Sharma, son of the deceased, said his father was a religious person and had not missed any Kumbh.

He criticised the Uttar Pradesh government for not making adequate security arrangements for crores of pilgrims, which led to the stampede and his father became a victim of the tragedy.

“We called the police many times, but they did not provide any authentic information and the administration delayed handing over the body to us,” he alleged.

Meanwhile, family members of 70-year-old Sarthi whose last wish was to take a holy dip in the Kumbh, was still missing after the stampede, have not cooked food since last night and are praying for her.

The missing woman's son, Ishar, said he had not received any news about his mother who had gone to the Kumbh along with several other people.

Ex-DGP’s kin booked on dowry charge

On the directions of a court, the police has registered a case against relatives of former Haryana Director General of Police (DGP) Nirmal Singh for allegedly torturing and demanding dowry from their daughter-in-law.

The victim, a resident of Sector 4, Panchkula, has alleged that the DGP’s London-based nephew Kanwar Sameer used to beat her up for dowry. The victim stated that she was left here and her passport was snatched away by her in-laws.

The court has asked the police to book the DGP’s sister, brother-in-law, nephew and niece. The victim alleged that the police was not arresting the accused.

It was also stated that to torture her, her head was dipped in a tub of water. Finding no action from the women cell, the victim had moved the court following which the police was directed to lodge an FIR.

Around 50 mobiles phones, SIM cards and drug material have been seized during raids on the district jail during the past one year, admitted a police spokesman.

It is claimed that lack of mobile jammer equipment and adequate security both inside and outside the jail has been mainly responsible for mobiles and other items getting inside the jail which has about 60 security personnel.

Karnal property dealer shot at

A property dealer was allegedly shot at by unknown persons when he was going back to his house here late last night.

The victim, identified as Sheshpal of Chaman Garden, was rushed to Praveen Garg Hospital, where his condition was stated to be critical.

On the complaint of the victim’s brother, the police has registered a case in this regard. Forensic experts also inspected the spot.

In another incident, the body of Jyoti, a rickshaw-puller, was found with injuries marks outside the Rod Dharamshala near the local bus stand today.
