New Delhi, February 11 Keeping the rates of property tax unchanged, Leader of the House Mahendra Nagpal reduced the tax rate for lodges and restaurants from the existing 20 per cent to 15 per cent. "There will be no increase in property tax rate. Parking rates will remain unchanged," he said in his first budget speech. Coming in the backdrop of concerns over safety of women in the city after the December 16 gangrape incident, the budget promised measures to strengthen the security of women and children in schools run by the North Corporation. "Even the Chief Minister has admitted that women feel insecure in the city. Therefore, we must take some measures to address the situation," said Nagpal. Schools run by the NDMC will have CCTV cameras very soon. A task force will be formed to look into the issue of strengthening security in schools. A provision of Rs 200 crore will also be made for water, electricity and toilets in the schools, he added. In addition, the budget outlined proposals to train doctors to conduct health camps for women in slum areas and teaching children about respecting women in schools through various activities. The Corporation can also use old staff quarters for commercial use to earn more money. The auditorium at the civic centre which is almost ready will also be given on lease, bringing in annual estimated revenue of Rs 10 crore. Focusing on parking woes in the city, Nagapal informed the House about a proposal to build eight new multi-level parking lots in north Delhi. These include Karampura, Kirti Nagar, Shastri Park, Karol Bagh, Sant Nagar, Padam Singh Road, Qutub Road and Hamilton Road. |
Woman gangraped in Mianwali Nagar
New Delhi, February 11 According to the police, a 28-year-old married woman alleged that she was kidnapped and then gangraped by three men when she was returning home from a party late on Sunday night. The woman, however, sought to withdraw her complaint on Monday, saying she was drunk when she lodged it. In her complaint, the victim alleged that she was returning home from a friend's house after a party when a car stopped near her on Rohtak Road and forced her inside. A police official said, "She said that the driver of the car pulled her inside the car." The men took turns to rape her and then dumped her at a deserted place. She approached the police after which her medical examination was conducted and a case was registered at the Mianwali Nagar police station. But on Monday, the victim sought to withdraw her statement, saying that she was under the influence of alcohol when she accused the men of raping her and that she did not want a case to be registered. "She was counseled on Monday and retracted on her earlier statement. She said she was drunk at that time," the official added. In the second incident, a 23-year-old woman, who is a resident of Kusumpur Pahari, claims her neighbour Khemraj had been raping her at regular intervals. He had first allegedly raped her two months ago. On Sunday, Khemraj was caught in the act by the woman's mother who reported the matter to the police. Khemraj was subsequently arrested. A case regarding the matter has been registered at the Vasant Kunj (South) police station. In a separate incident, a 15-year-old girl alleged that she was raped by Rajkumar (22), who works on the farm at Vasant Kunj where her family grows and sells vegetables. "She said that the accused had sexually assaulted her a week ago," said the official. The accused, Rajkumar, was arrested after the girl's medical examination at AIIMS confirmed she was raped. |

New Delhi, February 11 Delhi Health Minister A.K. Walia said that the services will be initially started in 25 night shelters and will gradually be expanded throughout Delhi. The homeless people are the most vulnerable to tuberculosis (TB) as they frequently defaults in regular treatment. "The adherence to treatment is a big challenge for this segment of people. We are already cross-checking 80 per cent of cases of all types of TB patients for HIV co-infection as it is increasing mortality to many times for both the diseases," said Dr Walia. The decision was taken in a meeting today to review the Revised National T.B. Control Programme (RNTCP). Dr. Walia directed health officials to increase the percentage of cross-checking of TB patients for HIV infection. "The effective monitoring holds the key to reduction in both TB and HIV infections," he said. He emphasized the need for involving more NGOs and private practitioners in the implementation of the RNTCP. In 2012, target of the programme was comfortably achieved and the number of new initiatives was introduced to make RNTCP more patient-friendly, he said. In Delhi, the RNTCP is being implemented through a decentralised flexible mode through the TB control department at the state level and 26 chest clinics at the district level, belonging to MCDs, Government of Delhi, NDMC, and NGOs. The diagnostic and treatment services for TB and multi-drug resistant TB are free at 703 DOT centres and 200 microscopy Centres widely spread throughout Delhi. The Health Minister informed that 52,006 TB patients were put on treatment and 13,982 new infectious patients were put on treatment in 2012. The case detection rate for all type of TB patients was 128 per cent. Eighty-six per cent was the case detection rate for new infectious patients. And 90 per cent of infectious patients were converted to non-infectious status at three months of treatment. The success rate among new infectious patients was 85 per cent. |
BYPL launches smart grid solution system
New Delhi, February 11 "This innovative product has the potential to offer power distribution companies a cost-effective opportunity to optimise their manpower and network. It will allow us to get substantially more from their existing networks," said the spokesperson for the BYPL. "The MIDAS is a cost effective, easy to use solution to efficiently manage the 11 KV distribution grids with minimum service disruptions. It has been developed, keeping the typical Indian power distribution network in mind and can be retrofitted on the existing distribution network," said Ramesh Narayanan, CEO of the BYPL. The system will help identify affected areas on a geographical map and will facilitate the maintenance crew with route maps, network details for faster response time. In addition, it will also tell the linesman which is the nearest route to reach the sub-station. If faults do not get rectified within the given time, the system will auto generate SMS to senior officials to escalate the resolution of fault. |

New Delhi, February 11 Addressing the officials in a meeting, the minister said that there is a need to sensitize the teachers so that they could pay their attention towards the study of the students for preparing the board examinations. Providing best education is the priority and prime duty of the government. Delhi should become the state where schools have cent per cent results, she said. Teachers should also ensure their full devotion for helping the students for performing their best in the board examinations. Students appearing in the board examinations should be provided with counselling facilities by the Directorate of Education. The minister asked the district officials to regulate and ensure attendance of the students and for that special efforts should be made at their part to bring the students to the schools for getting education regularly. |
Man makes hoax bomb calls to cops to harass wife, arrested
New Delhi, February 11 He said that she threatened to carry out bomb blasts at Connaught Place, Barakhamba Road, Tihar Jail and Kurla railway station. Joginder Singh Sandhu, a drunkard and a graduate from Sikh National College in Nawanshahar district in Punjab, was arrested at Pitampura yesterday. According to S.B.S. Tyagi, Deputy Commissioner of Police (Crime and Railways), probe has revealed that he made over 50 false hoax calls to PCR since January. "It has come to light that Sandhu made most of the calls to the PCR to harass his wife Rakhi. He suspected Rakhi was in an illicit relation with a man living in Mumbai. Rakhi left him in January, after which he tried to meet her, but she ignored him," Tyagi said. To harass Rakhi, Sandhu called PCR on January 28, claiming that she was an associate of Afzal Guru. He made another call on January 29 and said that bomb blasts will take place between 2.30 pm and 3.30 pm at Tihar Jail, Connaught Place and Barakhamba Road. "He alleged that Rakhi was the mastermind of the blasts," Tyagi added. |
Tibetan Independence: DU organises marathon
New Delhi, February 11 Organized by the Students for Free Tibet (SFT), the marathon kicked off the celebrations in the capital. Explaining about the three-day long occasion, coordinator for SFT-Delhi Rinzin Choeden said that Tibetans and supporters worldwide will commemorate the Centennial of Tibetan Independence Day on February 13. Every country has an independence or national day regardless of its current political status and Tibet is no exception. February 13, 2013, will mark 100 years since Tibetans proclaimed the restoration of their independence. There have been significant protests in Tibet against the illegitimate occupation of Tibet by the Chinese authorities. " At the university today, we were very encouraged to see the response of the students. They took part in the marathon to express their support and solidarity for the movement," added Choeden. |
