‘Evict unauthorised occupants’

The Committee on Estimates (EC) of Legislative Assembly today directed officers of Estate department to ensure that unauthorised occupants be evicted in a time-bound manner. The committee asked them to review such cases and gear up such that their field functionaries identify all the unauthorised occupants immediately.

The committee, which met under the chairmanship of MLA Choudhary Mohammad Ramzan here today, discussed and reviewed the functioning of the Estate department.

Threadbare discussion was held on norms adopted for allotment of government accommodation, renovation and repairs of the government flats and other type of quarters meant for the Darbar Move employees and other dignitaries.

The legislators, Hakim Mohammad Yasin, Mohammad Sharief Naiz, GM Saroori, Harsh Dev Singh, AR Veeri, Mohammad Yasin Shah, Peer Afaq Ahmed and Naresh Kumar Gupta gave their valuable suggestions for improvement in the department’s working.

The panel suggested proper issuance of furniture and furnishing items for convenience of the allottees and stressed on review in this connection. The committee also called for making the lower level engineering wing of the department more effective.

Detailed discussion was also held on the criteria fixed for providing of allotments to the legislators and other Very Very Important Persons (VVIPs) and Very Important Persons (VIPs).

The committee recommended provision of all facilities to legislators which are available to members of the Parliament.

Earlier, Principal Secretary to Chief Minister, BB Viyas, briefed the committee about the steps taken by the Estate department on eviction as regards unauthorised occupancy, proposal for construction of new flats and other assets.

He assured the committee that the observations and recommendations under discussion will be fulfilled on priority.

Traffic police issues advisory for road users
Supreme Court has already banned black films, tinted glasses, curtains on vehicles, says IGP (traffic)

On the eve of Road Safety Week 2013 in the state, IGP (traffic) Munir Ahmad Khan today issued advisory for the public in general and owners and drivers of vehicles in particular who are plying their vehicles on the roads.

The IG has advised the people, “Don’t drink and drive, avoiding overloading, over-speeding, rash, negligent and dangerous driving as life is precious.” He further advised the people not to use black films, tinted glasses and curtains on the glasses of their vehicles as these have already been banned by the Supreme Court all over the country.

Khan has said double-pillion (triple-riding) on two-wheelers is a serious offence which should be avoided. He said every person riding a two-wheeler in a public place should wear headgear (helmet). He said no person would drive a motor vehicle in any public place unless he holds a valid driving licence. He asked passenger vehicle drivers to wear uniform and seat belts. He also advised against smoking in public service vehicles, stating that smoking in these vehicles is a serious offence.

The IG advised no passenger in public service vehicles be allowed to take the seats reserved for women and differently abled persons. He advised drivers not to use mobile phone while driving as it is a recipe for disaster, adding that the drivers should always wear seat belts and should not drive under influence of liquor and intoxication which, he said, are offences as per law.

Khan has advised drivers to display prominently fare chat list inside the vehicle in bold letters and also make judicious and responsible parking a habit. He said every commercial vehicle should be properly insured and the registration plate number of commercial vehicles should be written inside the vehicle too. The IG said use of shrill horns (pressure horns) is an offence, which makes the driver of the vehicle liable for punishment under Motor Vehicle Act. He said it is mandatory for the owner to get a newly purchased vehicle registered within one month, failing which the same would be liable to seizure under law.

The IG said the registration plate should be displayed on the motor vehicle in English language. A vehicle registered outside the state and plying in the state should be got registered within the prescribed period as required under law.

Death of Delhi gang-rape victim

City continued to witness peaceful prayer congregations and protests over the death of a 23-year-old paramedical student who was gang-raped and brutally assaulted in a moving bus in Delhi on December 16.

The state unit of BJP led by president Jugal Kishore Sharma along with former state presidents Ashok Khajuria and Shamsher Singh Manhas, held a prayer meeting at party headquarters to condole the demise of a Delhi rape victim. A two-minute silence was observed for peace to the departed soul.

Sharma expressed anguish over the present state of lawlessness existing in the country, where, he said, women feel unsafe and insecure when it comes to moving around even in the 21st century.

He said women constitute about 50% of the population of our country and they should be allowed to live with dignity and should not be humiliated or tortured.

“There is need to amend the existing laws so that anyone indulging in such a crime is punished heavily. We all should pledge to fight crime against women so that no such incident is repeated in future,” he said. Activists of PDP organised a candle light march in the city and prayed for peace to the departed soul. They demanded amendment in the existing laws to ensure foolproof security of women and young girls in the society.

Scores of activists of “Ek Sath Rangmandal” who assembled near Exhibition Ground staged a peaceful demonstration and accused the UPA and the Delhi government of failing to ensure safety of women.

While praying for the victim who died in a Singapore hospital, the activists demanded hanging of the accused besides laying stress on enacting strict laws so that nobody can dare to commit such a crime.

The downpour that continued overnight a couple of days back has exposed the preparedness of the Power Development Department (PDD) for the winter as many hilly belts and urban areas in the region witnessed severe power failures.

Many localities in Jammu city and other towns in the province experienced prolonged power cuts on Friday night due to damage to 33 KV and 11 KV lines.

Sources said many hilly regions, including Budal and Manjakote in Rajouri district and Ramnagar in Udhampur, had plunged into darkness on Friday night due to a breakdown in the supply lines and damage to electricity transformers at receiving stations.

Sources said people in several parts of old and extended areas of Jammu city had to face hardships due to frequent power cuts.

“The power supply was affected in Greater Kailash, Channi Himmat, Trikuta Nagar, Sainik Colony, Nanak Nagar and old city parts due to breakdown in supply lines and technical snags at several receiving stations and feeders,” sources said.

Preliminary reports suggested that 10 transformers and dozens of electricity poles were damaged in the last 24 hours following light to medium rainfall.

In the old city, R-7, R-6 and CV-2 feeders developed a technical snag due to which the power supply in Residency Area, Christian Colony, Janipur and Canal road was disrupted for several hours.

“The breakdown in two 400 KV transformers snapped the power supply to many localities in the old city, while the PDD engineers tried to restore power in these localities,” sources said.

Though the department restored the power supply in 80 per cent areas, some localities remained without electricity for more than 24 hours.

A senior PDD official said the department had suffered extensive damage due to overnight rain.

‘Spirit of enterprise among the youth vital for development’

Chief Secretary Madhav Lal today reiterated the government’s resolve to create an environment conducive to entrepreneurship and development of micro, small and medium enterprises (MSME) in the state.

“We want to promote entrepreneurship and reduce fear of failure. Fostering development of a flourishing entrepreneurial culture among the youth is vital for the progress of the state,” he said.

Chairing the governing body meeting of the Jammu and Kashmir Entrepreneurship Development Institute (JKEDI), Lal said JKEDI was providing a pro-entrepreneurship environment by removing barriers and assisting the youth through training and capability development and facilitating them to obtain clearances and easy access to finance.

He asked the JKEDI to utilise IT initiatives to create an inbuilt monitoring mechanism for assessing the status and progress of units being executed by entrepreneurs.

JKEDI, MI Parray said the institute had organised 190 entrepreneurship awareness programmes, 65 entrepreneurship development programmes and nine entrepreneurship orientation programmes during the current financial year ending December.

He said an innovative and comprehensive training plan for literate adults with no business experience and for those who intend to upscale their enterprises was being provided at the institute. The programme, he said, created real-life business scenarios through simulations and experimental learning methods.

Parray further said under the Seed Capital Fund scheme- where a target of 5,000 units had been fixed for a period of five years- the institute had till date released seed money amounting to Rs 33.2 crores involving 985 enterprises and 1,026 entrepreneurs.

He said the institute had taken up 700 more cases in the process of disbursement to cover the entire backlog of last two years.

Scholarship disbursal: Sportspersons mull submitting memo to authorities

The outstanding sportspersons (medal winners) of 57th National School Games have decided to submit a memorandum to the authorities concerned in a last-ditch effort to brighten their hopes of getting the scholarships which are yet to be disbursed by the Department of Youth Services and Sports (DYSS) due to non-release of additional grant by state government.

According to sources, the medal winners of the 57th edition of the prestigious games, after not getting the scholarships, went from pillar to post but in vain as the officials of DYSS did not explain to them the exact reason behind the inordinate delay.

Sources added that it was only after the sportspersons had threatened to personally approach the higher authorities for solving the vexed issue that the officials of sports department disclosed that due to non-release of additional grant by the state government, the scholarships had not been disbursed.

“Enough is enough and we are not going to wait more because we have already suffered too much. In the memorandum which we are likely to prepare and submit soon, apart from demanding immediate disbursal of scholarships, we will mention the difficulties we are facing while preparing for the games,” said one of the sportspersons.

“This is a complete mockery of our achievements in the National School Games. The department has not taken any serious initiative to clear the decks for disbursing the scholarships. This is not the way to treat budding sportspersons who are working so hard to bring laurels to the state,” a sportsperson maintained.

“If the department had known the reason behind the delay, it should have communicated to us the same so that we could make some arrangements for an early meeting with the authorities concerned without wasting any further time,” another sportsperson said.

“What to talk of providing infrastructural facilities to its sportspersons, the government fails to address even our basic grievances,” he maintained. “Look at other states - the way they are felicitating their medal winners and also the infrastructure they are providing,” he said.

Sources added that this was for the first time that additional grant had not been released by the state government on time for DYSS. Otherwise, the grant was released every year for disbursing scholarships to the sportspersons, it was stated.

State police emerging as finest counter-insurgency force: DGP

Director General of Police (DGP) Ashok Prasad today exhorted the officials of the Jammu and Kashmir Police to continue their efforts with dedication to serve the people of the state. The DGP said a conventional curriculum had been modified to meet the latest requirements.

In his New Year message to the police force and people of the state, Prasad said greater emphasis was laid on upgrading six police training institutions and one police academy to train the police personnel with latest technology and advanced weaponry.

He said various special training courses had been introduced at training institutions to equip the personnel with investigative and crime detection skills.

The DGP also lauded efforts of the JKP for maintaining law and order to the satisfaction of the people of the state.

“Notwithstanding our best efforts, we have to continue to strive in areas where we could do better,” the DGP said.

“Our training institutions have been upgraded and latest techniques of investigation and crime detection have been introduced in the syllabus of training courses,” he added.

After creating conducive atmosphere, the force is constantly maintaining pressure on anti-national elements besides focusing on public service and professional policing, he said.

He said a sense of security prevailed that reflected in the arrival of more than 13 lakh tourists to the state and 6.21 lakh Amar Nath pilgrims during the year thus boosting the economy in the region.

The DGP said the JKP was emerging as one of the finest counter-insurgency forces in the world adding it had been focusing on restoring a conducive environment to bring lasting peace.

“In 2012, more than 11,000 jawans and officers were imparted training in different skills and deployed in various areas of policing. In addition to this, 650 personnel were deputed for special technological skills outside the state and abroad,” the DGP said.

He asserted that the organisation was committed to do more for the welfare of jawans and officers. In 2012, over Rs 18 crore was sanctioned for the welfare of serving and retired personnel, including the SPOs and their families, he informed. A mega construction programme has been launched across the state to enhance the building infrastructure to provide better living facilities to police force, he said.

He added that improvements were being made to ensure quick disposal of verifications and avoid unwarranted trouble to the public.

On 249th anniversary of Army Medical Corps, a fortnightly programme organised by the 166-Military Hospital concluded here today with fervour. Various Corps Day functions over two weeks concluded with “Pagal Gymkhana” and “Bara Khana”. Brig Pawan Kapoor said the Army Medical Corps was the first to receive the coveted President's Colours.

He said the Army Medical Corps rose to the occasion during disasters and natural calamities and also rendered service during peace time at all military stations in the country. The history of military medical service dates back to the days of East India Company.

Bengal Presidency Medical Services was formed on January 1, 1764 and subsequently Madras and Punjab PMS were raised. Later on Indian Medical Services was formed by merger of these three services. Indian Medical Services was later designated as Indian Army Medical Corps.

On January 26, 1950 the Military Medical Service was re-designated as Army Medical Corps. Armed Forces Medical Services attend on the sick and wounded on the battlefield, prevents diseases among troops, provides specialised and super-specialised treatment to soldiers, families and ex-servicemen.

Keeping pace with rapid technological advances, 166 MH has been providing latest medical facilities. The super-specialty facilities include Total Knee Replacement (TKR) for severe osteoarthritis, intra-uterine insemination (IUI) for infertility and neonatal surgery for congenital malformations among the newborns. The Commandant congratulated his dedicated team of specialists, doctors, nursing staff, JCOs, jawans and civilians for their efforts.

Reorganise Balakote, Mendhar blocks: Rana

Senior National Conference leader and Member of the Legislative Council (MLC) Javed Ahmad Rana today demanded re-organisation of Balakote and Mendhar blocks of Poonch district.

Addressing a press conference here this afternoon, Rana said residents of Mendhar assembly segment were confronting numerous problems. He demanded that the tehsil status to border block of Balakote should be restored with an immediate effect as Balakote was a full-fledged tehsil till 1967.

He said the tehsil status for this border block was withdrawn because of less population as the locals had migrated to other places due to India-Pakistan war in 1965, he said.

Rana said the people of Mendhar suffered a lot during the past 60 years.

“Saki Madan road, which was handed over to the Economic Reconstruction Agency (ERA) in 2004-05, should be made functional,” he further demanded.

“The road is completely non-functional. Traffic has been stopped due to slippery conditions,” he said.

He also demanded special recruitment drive for the unemployed youth of this area in the Army, paramilitary forces and police.

Sur Aradhana Award for Pt Bhajan Sopori

Pandit Bhajan Sopori has been honoured with the prestigious Sur Aradhana Sangeet Ratan Award 2012 for his contribution to the field of music as a legendary santoor maestro and music composer on the occasion of 19th Sur Aradhana Awards.

Other awardees include actors Dheeraj Kumar and Anupam Kher, composer Bappi Lahri, violinist L Subramaniam, singer Kavita Krishnamurti and others. The awards were presented by senior BJP leader Murli Manohar Joshi. The function was organised at Siri Fort Auditorium, New Delhi. He thanked the organising team for felicitating him with the Sangeet Ratan Award.

Pt Sopori is hailed as the “Saint of the Santoor” and the “King of Strings”, and regarded as the cultural bridge of the state of Jammu & Kashmir with the rest of the country. A composer of more than 5,000 songs, he has led the revival of Sufism to spread the message of humanism amongst the masses. He used his santoor and his compositions to highlight the concept of oneness.

Rich haul of medals for state shooters

J&K shooters proved their supremacy by fetching a rich haul of medals in the recently concluded 56th Senior National Shooting Championships in Small Bore Rifle and Pistol and Shotgun championship which concluded at Dr Karni Singh Shooting Ranges in Delhi.

Shooters Aman Singh, Sahil Sharma and Vishal Choudhary clinched bronze medal in .22 team event. Deepika Singh secured 565 points out of 600 while Joythsana garnered 546 in senior section of .22 event. Swati Mishra secured 558 points. All the three shooters had attained maximum qualifying marks qualifying for the upcoming national games.

Sushil Kumar and Tarun Dev Singh bagged 568 and 566 points in .22 and .50 metres events respectively. In the .177 air pistol, Tejaswi Singh has qualified for the Kerala National Games by securing 552 points out of 600. Harshdeep Singh also booked his berth. — TNS

Five Ladakh Scouts defeated 2 Ladakh Scouts team 7-0 in the summit clash to win the Inter-Battalion Ice Hockey Championship 2012 at Gupuk Lake in Leh.

Brig SS Birdie, Station Commander, Leh Garrison, was the chief guest on the occasion. He distributed medals amongst the winners and runners-up teams. Hav Rinchen Tundup of 5 Ladakh Scouts was adjudged the Best Player of the Tournament with 12 goals in 4 matches. The tournament, which was played on league-cum-knock-out basis, was conducted by Ladakh Scouts.

The participants passed through Seri Bazar, Passari Adda, Dandi, Domail Ghata, Udrana and reached Higher Secondary School, Bhaderwah. Sunil Kumar of Degree College, Bhaderwah secured the first position while Khursheed Ahmed and Parveen Kumar had to settle for the second and third positions respectively. Bhaderwah ASP Roop Raj, SDPO Bhaderwah, were present.
