Muktsar, December 24
The youths accused of eve-teasing a woman constable and manhandling her male colleagues, including an Assistant Sub-Inspector (ASI), at Mallan village in Gidderbaha assembly constituency yesterday, allegedly attacked a police party with sharp-edged weapons today.

The police claimed that ASI Ram Singh, whose turban was tossed in the air yesterday, again sustained minor injuries today when he along with other policemen had gone to arrest the accused from a dera near Bhalaiana village in the district.

The police also claimed that three out of six accused who were nabbed today had even tried to flee by jumping out of a moving police vehicle. They also sustained multiple fractures on their wrists and hands.

Senior Superintendent of Police Surjeet Singh said, “Following a tip-off, we arrested all the six accused today. But in the process, they again attacked policemen, two of whom sustained minor injuries.”

However, relatives of the arrested accused alleged that the police had concocted the story. They even assembled outside the Kotbhai police station. They claimed that the police had arrested the accused last night and one of the youths, Sherbaj Singh, a kabaddi player, was not even involved in the crime.

Fazilka, December 24
Two undertrials allegedly escaped from the police custody from the court complex here today. Sources in the police said 43 undertrials from the Central Jail, Ferozepur, were escorted in a police bus along with 26 security guards led by an Assistant Sub-Inspector (ASI) Darshan Singh to be produced before Additional District and Session Judges, Fazilka, JPS Khurmi and Sumit Malhotra.

On counting after being produced in the courts, the police team found that Sanjay Jat, a resident of Pushkar in district Ajmer of Rajasthan, and Sonu alias Lakha, a resident of Abohar, were missing.

"Both the undertrials had been booked under the NDPS Act for smuggling smack and opium in two different cases. Sanjay was booked on August 8, 2012, by the Fazilka City police station while Sonu was booked on September 26, 2012, at the police station City-1, Abohar," said Fazilka Deputy Superintendent of Police (DSP) Ram Parkash.

It is learnt that both the undertrials were in the custody of Amarjit Singh, a Punjab Home Guard constable posted at the Police Lines, Ferozepur.

"Amarjit Singh and the escaped undertrials Sanjay and Sonu have been booked under Section 223 and 224 of the IPC," said the DSP.

The police had laid several 'nakas' around the Fazilka sub-division to nab the undertrials, added DSP Ram Parkash.

CM blames Cong MLA for ruckus in Assembly
Raj Sadosh

Abohar, December 24
Punjab Chief Minister Parkash Singh Badal described the hot proceedings in the recent session of Punjab Vidhan Sabha as "unfortunate" but blamed the Congress legislator Rana Gurjeet Singh for triggering the trouble "by using abusive language that was downed by noisy scenes".

He sought to criticise the Opposition for opposing the grants provided to BPL families in his home district and termed the Congress as "anti-poor".

Visibly perturbed over the Congress Legislative Party leader Sunil Jakhar's airing the issue of releasing whopping grants to Lambi and Gidderbaha segments of Muktsar district a few weeks before the Vidhan Sabha elections, Chief Minister Parkash Singh Badal, while addressing a public gathering here, said "Ah Abohar da Chaudhary mainu tikan nahin dinda" (the Abohar MLA keeps me upset).

The CM, however, avoided naming Jakhar while addressing the gathering after laying the foundation of a gaushala and a temple on the Seetogunno road near Sukhchain village.

When asked to comment on the Delhi gang-rape case during his interaction with the media, Badal said it was heinous, shameful and blot on the law and order situation. The authorities must maintain restraint in dealing with the young protesters. Section 376 of the IPC must be amended to make such offences non-bailable besides constituting fast-track courts to ensure trial on day-to-day basis as it would prevent the accused persons from influencing the victims and witnesses, he said.

About pitiable state of the Citrus estates in Abohar, Tahliwala Jattan, Badal, Hariana and Hoshiarpur, he said the government had recruited staff to fill the vacancies but many of them were yet to join the duty. "We had spent Rs 2 crore on the construction of each estate and imported equipment also. If these are lying unused for more than a year, we will take up the matter at a high-level meeting soon," he said.

Earlier, Rajinder Delu, a former state president of the Bishnoi Sabha, made a scathing attack on the working-style of SAD legislator from Balluana Gurtej Singh Ghuriana. However, the Chief Minister intervened and said he would plan two-day Sangat Darshan for 13 villages dominated by the Bishnoi community to resolve their problems.

Appreciating the community for the sacrifices that it made to protect axing of trees, Badal asked the gathering to plant one sapling each and ensure its growth.

The Chief Minister assured that the ill-designed Lambi distributary that originates from his home turf and feeds this segment also would be renovated with a budgeted cost of Rs 35 crore.

Making a scathing attack on the Congress-led UPA Government at the Centre, the Chief Minister said due to the wrong policies of the Union Government, agriculture was no longer a profitable venture. He said the ill-conceived policies had led to a sharp increase in the cost of input whereas the non-remunerative MSP fixed by its officers without analysing the ground realities brought down the profits.

Badal said he would soon meet the Prime Minister over the issue and urge him to intervene for protecting the interests of the farmers and to ensure food security in the country.

Fazilka, December 24
Over 35,000 persons have visited the Red Ribbon Express during its three-day halt at the railway station here. Sources said 35,721 people, particularly students from the border district of Fazilka, thronged the railway station braving the biting cold and thick fog till this evening. The train chugged into the Fazilka railway station on December 22 and a large number of visitors from nearby Abohar and Jalalabad town of the district visited the train during the three days.

As per assistant civil surgeon Dr Davinder Kumar Bhukkal, a record number of 864 persons got themselves tested for human immunodeficiency virus (HIV) during the last three days, out of which, two have been found positive.

As many as 921 patients, who had positive symptoms of HIV, were also counselled in the coach. Those found positive for HIV would be treated at the Antiretroviral Therapy (ART) Centre in Ferozepur, free of cost," informed Dr Bhukkal.

Sources in the Health Department said 1,018 persons, including police personnel, teachers and other government and private functionaries, were provided training to detect the symptoms of HIV with a motive to spread awareness in the remote rural areas near the border.

"Most of the students of government schools situated in slums have been getting themselves tested for HIV," said Davinder Singh, a student who was awaiting his turn to hop on to the Red Ribbon Express.

"The exhibition has cleared many misconceptions about AIDS and its symptoms. Students hesitate to discuss such matters with their teachers or parents," said Baljit Singh, a student of a school in the Abohar sub-division.

Sources said 80 cases of sexually transmission infection (STI) were also treated in the train.

Besides, 172 units were collected during a blood donation camp held by a mobile unit of the Health Department. Notably, the blood transfusion mobile unit also moves along with the Red Ribbon Express.

A general medical check-up camp was organised in one of the nine coaches of the train. As many as 787 persons were examined during the camp.

Medicines were provided to the patients free of cost.

Kidnapped minor girl recovered, two held
The girl was abducted from Datta village of Moga on Saturday
Tribune News Service

Faridkot, December 24
Three days after her abduction, the Moga police today recovered a 14-year-old girl and arrested a youth and a woman. The minor girl was allegedly kidnapped from Datta village of Moga on late Saturday evening. The father of the girl informed the police about the incident after he claimed of having received a call demanding ransom to free his daughter.

The police started tracing the details of the phone call and identified the accused, said Moga SSP Surjit Singh.

It was learnt that one Aman Kumar, a resident of the Railway Colony in Moga, had abducted the girl and took her to his close relative's house in Ahmedgarh Mandi of Ludhiana district, the SSP said.

The police constituted three special teams to nab the culprits.

On conducting a raid at the house of Parveen Kaur, the police succeeded in arresting the accused and recovering the girl, said the SSP.

However, the SSP ruled out the theory of the girl's father receiving a ransom call from the accused. The custody of the girl has been handed over to her parents after getting her medical examination conducted, said the SSP.

While the two accused have been arrested for kidnapping the girl and a case has been registered in this connection, more sections could be added to the case after the medical report would come in, he said.

The police today produced the accused before a local court which sent them on a police remand for three days.

Consumers made aware of their rights
Tribune News Service

Mansa, December 24
The Consumer Safety Day was observed here today wherein consumers were made aware of their rights. Speaking on the occasion, District Consumer Redressal Forum president Surinder Mohan said if the consumer was aware of his rights then his harassment could be reduced to a great extent.

He said those shopkeepers and agencies in the service sector, who play with the rights of consumers, could be held liable for providing poor services or goods to consumers.

He said the victims should immediately approach the District Consumer Redressal Forum, the state commission and the consumer courts without any hesitation. He said there was no need to hire the services of a lawyer to fight their case in the consumer court, as the victim could himself fight his case.

He emphasised on the need for sensitising the public about the consumers' rights and spreading awareness among people across the urban and rural areas.
