  Land grab: Role of govt officials under scanner

The role of some senior officials including a former SDM has also come under the scanner in the case pertaining to the alleged attempt made by the land mafia to grab prime government land located in the heart of the city in connivance with some revenue officials. The land is estimated to be worth over Rs 100 crores.

As per the available information, Deputy Commissioner (DC) S Karuna Raju following the reinvestigation of the matter by the SDM Ferozepur in June, had sent a detailed report to the Financial Commissioner (Revenue) on October 18 this year.

However, no action was taken. Sources said in view of the gravity of the matter, the DC had even recommended a vigilance inquiry into the case.

Earlier, several startling facts had emerged during the course of the investigation carried out by the then SDM in the case.

In his report, the SDM had found that the documents submitted by the applicant for correction of the revenue record was marked by the District Rent and Managing Officer (DRMO), Ferozepur, whereas there was no such office located here at that time.

The offices of the regional resettlement commissioner were only located in Delhi, Bombay, Jalandhar, Patiala and some other places. The deposit slips presented by the applicant bear the office stamp showing the place as "Jullandar" whereas the correct spelling at that time was "Jullundur".

Besides, the date of the deposit receipt was shown as May 1, 1966 which was a Sunday, a day on which the offices are closed.

The SDM also found that the application paper and the certificate presented to him contained water mark. However, no such document issued by the government at that time had any such mark.

Even the signatures of then Managing Officer (UL) ML Kapoor found inscribed on the sale certificate were allegedly found to be forged. The inquiry report prepared by the SDM carried more than a dozen serious offences which are tantamount to tampering with the official record.

"Earlier, the land was in possession of another private party regarding which the matter remained sub-judice in various courts for around 25 years and was ultimately decided in favour of the government following which the administration took the possession of this land in the year 1996," said the DC.

Surprisingly, all these years the applicant did not come forward to claim his right on this piece of land, a fact which in itself raised many eyebrows, he added.

The activists of NGOs called off their 10-day-long chain hunger strike today after the government acceded to their main demand of providing better health services at the hospital in Jalalabad, the constituency of Deputy Chief Minister Sukhbir Singh Badal.

A close aide of the Deputy CM, Satinder Singh Manta, Jalalabad SDM Vipul Ujjwal and a former president of the Municipal Council and a SAD leader, Ashok Aneja, visited the site of agitation outside the hospital to persuade the agitators to end the strike, with some proposals and decisions to improve the health services in the town.

The visitors showed the orders of setting up a blood collection centre in the hospital to cater to emergent needs of blood by patients and pregnant women. Besides, they also brought the orders of shifting five officials of the hospital, who had allegedly been vitiating the atmosphere in the hospital.

A permanent driver for the hospital ambulance has been posted. Two more sweepers have been engaged for proper cleanliness. The roaster of the doctors on duty would be displayed in the hospital. A generic medical shop would be opened on the premises of the hospital to provide cheap medicines to poor patients.

Besides, three specialist doctors would be deputed in the hospital within a week, assured Manta and the SDM.

"The entire proceedings with Satinder Singh Manta and SDM Vipul Ujjwal, have been videographed for its better implementation," said the president of the NGOs Co-ordination Committee, Ranjiv Raheja.

 Murder bid on advocate couple at Muktsar dist courts

Panic gripped the District Courts Complex (DCC) here this morning when three persons, including the son of a retired cop, allegedly attempted to kill an advocate couple by pointing two revolvers at them.

Though no fire was shot, the incident created panic among the advocates and those present at the spot.

The accused were allegedly chasing advocate Jagdev Singh and his wife Rajwinder Kaur of nearby Udekaran village, in a Gypsy.

Talking to TNS, the complainant, Jagdev Brar (28), said, "Three persons were chasing us when we left our residence for the courts complex in the morning. But as we entered the courts complex at around 10 am, they pointed revolvers at us. We somehow managed to enter an office located nearby and shouted for help. Meanwhile, the cops deployed at the DCC nabbed one of them."

He added, "I even wrote an application to the District and Sessions judge describing the incident. The judge has directed the local SSP to investigate the matter."

Brar said, "I have identified one of the accused as Varinder Singh, son of a retired cop. He belongs to my native village. We are fighting a criminal case that we had lodged against each other last year. He was out on bail. On February 24 too, they had attempted to kill me. Then, they had broken my legs."

SSP Surjeet Singh said, "Acting upon the statement of the complainant, one person has been rounded up and the incident has been mentioned in the daily diary report (DDR). We have sent the case to the District Attorney to get a legal opinion."

Later in the evening, SHO Bikramjeet Singh said they had got the legal opinion and were registering a case under Sections 160, 341, 506 and 34 of the IPC.

Sanjha Morcha opens front against ruling alliance

The Sanjha Morcha led by the People's Party of Punjab is all set to harp politically on the law and order situation in the state, conveying that people are feeling unsafe.

Sanjha Morcha, a political conglomeration of the PPP, CPI (M) and SAD (Longowal) has started organising rallies at the district level to mobilise people about the poor law and order situation in the state.

Starting in Faridkot with one such protest today, and citing the Faridkot kidnapping and Amritsar murder case, the Sanjha Morcha leaders targeted the SAD (B)-BJP alliance.

Alleging that there has been 33 per cent increase in rape and molestation incidents in Punjab in the last one year, 14 per cent increase in kidnapping and elopement cases and 22 per cent increase in robbery, chain snatching and loot incidents, the Sanjha Morcha leaders handed over a memorandum to the Faridkot administration after staging a dharna in front of the Mini-secretariat.

"The Sanjha Morcha will organize dharnas at the district level across the state in the next two weeks," said Bhupinder Singh, the Morcha leader in Faridkot.

"There is a feeling of insecurity among the people due to such incidents. Political interference in the working of the police has also led to the deterioration of law and order," said Pardeep Singh Dhaliwal, a Morcha leader.

"With its improving law and order situation and economy, Bihar is on the path of progress but the opposite is happening in Punjab," said Ashok Kaushal, a CPI leader.

 Barnala admn urged to end sewerage woes

A former president of the ex-servicemen wing of the Shiromani Akali Dal (SAD), Gurjinder Singh Sidhu, today urged the district administration to initiate steps for improving the sewerage system in the city.

In a press note, Sidhu alleged that the sewerage system in the city and surrounding areas was not functioning properly due to which dirty water had been accumulating at several places.

He said the city residents apprehended that the unhygienic conditions in the city might lead to outbreak of some epidemic.

Sidhu said in the Ward Nos. 8, 15, 16 and 17, the Sekha road and the Sandhu Patti, the sewerage water had been accumulating on the roads, due to which normal life had been affected adversely. He said children, girls and elderly persons had been facing problems in crossing roads.

Sidhu said if requisite steps were not initiated soon, the city residents' apprehension might come true.

Sidhu also asked the district health authorities and the municipal council authorities to spray insecticides in the affected areas so as to provide relief to the city residents.

Scores of MGNREGA workers, including women, lodged a protest with the Khuyiansarwar BDPO (block development and panchayat officer) over "collection" of illegal gratification on his and other junior officials' behalf by some persons in Patrewala village.

Sukhwinder Kaur, Santro Bai, Paramjit Kaur, Maya Devi and Surjit Kaur alleged that the MGNREGA committee in the village "take money" from workers to give them jobs. The committee claimed that the money would be passed on to the department officials concerned.

The committee members had forced them to pay Rs 50-200 for continuing the job, the protesters said.

Denouncing such collections, the BDPO has asked the police to investigate the complaint signed by the workers.

 Man brandishes revolver to threaten wife at women police cell

Two days after a man allegedly shot dead his estranged wife in the district court premises in Bathinda, the Faridkot police today arrested a man when he brandished his revolver to threaten his wife at the women police cell in the town. The police have arrested Prem Parkash and seized the weapon.

According to police sources, the women police cell in Faridkot had summoned Prem Prakash and his wife today to help arrive at a compromise.

The wife had arrived accompanied by some women relatives. It is alleged that during a verbal spat between the husband and the wife in the presence of the police, the women accompanying the wife allegedly slapped the husband who then pulled out his revolver in anger.

 ‘Vijay Diwas Run’ at Asafwala tomorrow

The Shaheedon Ki Samadhi Committee, Asafwala (Fazilka), in cooperation with Army formations and the civil administration has decided to celebrate the Vijay Diwas on December 16 at the War Memorial Asafwala, 7 km from here, to commemorate the martyrs of 1971 Indo-Pak war.

As many as 225 JCOs (junior commissioned officers) and jawans had sacrificed their lives during the war while defending the country in the Fazilka sector.

The president of the committee, Sandeep Gilhotra, said on the occasion a "Vijay Diwas Run" would be organised in which over 500 girls and boys were expected to participate.

Fazilka MLA and Cabinet Minister Surjit Kumar Jyani, Brigadier Rakesh Raina, Fazilka Deputy Commissioner Dr Basant Garg, SSP Amar Singh Chahal, ADC Charandev Singh Maan, the Commandant of the 199 Battalion of BSF, Deepak Kandpal, Jalalabad SDM Vipul Ujjwal and others would pay tributes to the martyrs.

A colourful patriotic programme would also be presented on the occasion.

Maur BCA student tops in Punjabi university

At the 36th convocation ceremony of the Punjabi University today, Navdeep Kaur, a BCA First Batch (2009-12) student of Punjabi University Campus, Maur, was awarded a gold medal. 

She topped the merit list by obtaining 83.7 per cent marks and after competing with 2,565 students of the final year for the top rank. The university’s vice-chancellor Dr Jaspal Singh, coordinator of the university’s neighborhood campuses Dr Manjeet Singh and principal of the Maur campus Dr DK Madaan congratulated her. — TNS
