New schemes, staff crunch added to health sector’s sufferings
Megha Mann Tribune News Service
Bathinda, December 23 Setting up of methadone project under the United Nations office on Drugs and Crime (UNODC) and starting Non-Communicable Disease (NCD) clinic remained the two most important and beneficial projects of the government. Despite facing fund crunch, the Methadone Centre has helped addicts find solace and led many to the path to sobriety. Caring little about irregular payment of salaries, the centre's staff worked with dedication. Similarly, the setting up of the NCD clinic proved beneficial for people suffering from diabetes, cancer and hypertension. The centre, which was planned to tackle the increasing lifestyle-related diseases, is working round-the-clock to help people. This year, the state government squarely focussed on the increasing cases of cancer in the district. The state-wide cancer detection campaign is expected to populate data base for formulating a strategy to deal with the disease. At the NCD clinic too, cancer patients are being given palliative care which is especially beneficial for the poor patients. The government took a lead in establishing special neo-natal care unit (SNC) meant for the newborns. Now, instead of rushing the newborns to private institutes, they can be attended to with the latest state-of-art equipment available at the SNC in Civil Hospital. The 108 ambulance service played a pivotal role in dealing with trauma cases and transporting expectant women to hospitals and back to home. With an average of 1,500 patients being helped every month, the 108 ambulance has become synonymous to quickness, efficiency and faith. The ambulance service has had its own share of problems dealing with prank callers and abusive drunkards, which it hopes will subside in 2013. Though both the state and central governments launched a number of programmes, not much has been done to deal with severe staff crunch in the health department. The government health sector has five types of employees working under it including the Government of Punjab employees, Punjab Health System Corporation (PHSC) employees, National Rural Health Mission (NRHM), NCD employees and Red Cross Society employees. The entire NRHM staff is working on contractual basis. The number of people collecting data of various health services has been increased, but those working in patient care are not enough. Whenever a new scheme is introduced, employees are plucked from one department and sent to another. To run the newly-introduced centre at Ghudda, doctors were taken from the Civil Hospital, Bathinda. At the fag end of year, one of the dedicated gynecologists was transferred to the Sangat area, while junior doctors were assigned the task at the Women and Children Hospital, Bathinda, much to the dismay of a number of patients. "The health sector is riddled with political interference to such an extent that the specialists feel suffocated. The government has added new infrastructure this year, but no attention was paid to managing the human resources,” lamented one of the doctors. The Civil Hospital now looks forward to adding 50 more beds at the Women and Children Hospital, setting up of a school of nursing, apart from several other projects. |

Unaided staff detained for taking their protest against govt to roads, released
Bathinda, December 23 The drama unfolded when a large number of protesters, who had come from almost all the districts of the state, assembled outside the District Courts Complex and started raising slogans against the policies of the state government. Jaspal Singh, member of the Unaided Staff of Aided Schools Front, Punjab, said the government was not taking their case seriously. He alleged that at the time of elections, the government had promised that the jobs of the unaided staff in the aided schools would be regularised. He added that after winning the elections, the government went back on its promise. The members demanded that the rules of Sarva Siksha Abhiyaan be implemented fully and the students be given school bags and scholarships etc. The protesters included a large number of female staff members. A number of students of the aided schools were also part of the protest. The district administration had warned the protesters to not take to the roads. A large police force had been deployed outside the courts complex right in the morning today to prevent any kind of protest. Giving two hoots to the warning, the protesters soon took to the roads and were swiftly detained and ferried to the police stations in four police buses. Earlier too, in November this year, members of the Unaided Staff of Aided Schools Front, Punjab, were rounded up and prevented from protesting against the state government. Around 35 members of the front, who were coming from Samana, were detained by the police and were released later. |

Delhi shame: Volunteers vow to protect women
Bathinda, December 23 At the Paras Ram Nagar Chowk, a symbolic hanging of the accused was organised. Four persons, wearing masks of monsters, were hung for committing the crime. said the government was tight-lipped over the future of the victim. "Arresting the accused serves no purpose unless they are not given a punishment, which serves as a lesson to all. They should be tied to hot pillars and whipped," he said. The protesters also took an oath to deal with anti-social elements who bother females. Concerned over the increasing number of women being assaulted
and violated, the people in the area have formed a Nari Shakti Sangathan (NSS) that will work round the clock. "There will be 101 members of the committee who will respond to all distress calls. Municipal councillor Shama Rani will lead this committee that will help women and girls. We have grown tired of waiting for the police and courts to respond and hence, we will take the matter in our hands," he said. He added that the committee will help instill confidence in women. |
