Paddy procurement in full swing
Fatehgarh Sahib, October 16 He said that the PUNGRAIN has purchased 23,715 mt, MARKFED 18,853 mt, PUNSUP 18,988 mt, Ware House 6,866 mt, Punjab Agro 6,920 mt and the FCI has purchased 2,523 mt of the paddy till today. He said that approximate 42,3510 metric tonne (MT) of the paddy would be purchased this year as compared to that of the 3,85,009 MT last year. He called upon the farmers to bring paddy to the mandis as per the government specifications, so that they may not face any difficulty during the sale of paddy. He said that the payment of procured paddy is made with in 72 hours and 87 per cent of the procured paddy has been lifted. The DC have banned the harvesting of the paddy crop with from 6 pm to 10 am as the harvested paddy crop gets more moisture contents than that of the prescribed. He said besides this, a grievances committees comprising representative of farmers, commission agents, procurement agency and of civil, supply department have been set up at all the procurement centers to redress the grievances if any on the spot. Meanwhile prof. Prem Singh Chandumajra visited various procurement centres and heard the grievances of the farmers and commission agents. He also interacted with the District Rice Miller's Association. |

Girl hit by train, dies
Dera Bassi, October 16 As per information, the incident occurred when Sarbjit was trying to cross the railway track near Lehli and suddenly she came in the grip of a train, Delhi to Chandigarh bound Ucchar Express. Sources said Sarbjit was returning home after completing her duty in a company near Dera Bassi. The body of the victim was handed over to relatives after conducting the post-mortem examination in the Civil Hospital, Dera Bassi. |

Mason falls from roof in Pinjore, injured
Kalka, October 16 According to information available, the incident took place when the mason, Mohammed Kalim, fell down from the roof while constructing a boundary wall on the roof. Eyewitness said, he sustained multiple injuries and was rushed to a near by private hospital, from where he was referred to PGI, Chandigarh. Traffic disrupted on NH-22
Traffic on the NH-22 Chandigarh-Shimla remained disrupted for more than 45 minutes, due to an accident. Sources said due a recklessly driven brick-laden truck took a wrong turn and an Innova car rammed into it near Surajpur. The driver of the Innova car sustained serious injuries and was admitted to Civil Hospital, Sector 6, in Panchkula. |

Gupta is Bassi Pathana Municipal Council chief
Fatehgarh Sahib, October 16 The SDM presided over the meeting, which was attended by Justice (retd), Nirmal Singh, MLA, and 10 out of 12. Whereas, two councillors boycotted the meeting. Though SAD (B) has only four councillors yet six congress councillors also backed him. The MLA purposed the name of Raman Gupta and all the present councillors supported his candidature. Meanwhile, Pritpal Singh Dharni, Congress councillor, who boycotted the meeting, demanded a strict action against those Congress councilors, who supported the SAD (B) candidate. The post of president was lying vacant as Kulbhushan Malhotra, (former president) had resigned not only from the post of presidentship but also from the post of the councillor. He was an SAD (B) worker. But during the assembly election, he joined Congress and after the formation of SAD (B) government he was being pressurised to resign. Sources said that an enquiry was initiated against him. Justice (retd) Nirmal Singh MLA thanked all the councilors for unanimous election and assured speedy development of the town. Remand of ATM theft accused extended
Panchkula, October 16 It was on October 10 when the two were arrested by the Panchkula police for committing theft at an ATM in Sector-12 A, Panchkula . Interestingly, it emerged that one of them, Randhir Singh, was an immigrant to the United Kingdom (UK) for about eight years, while the other, Rajeev Shukla, worked as an ATM cash loader with a Mohali-based company. While Shukla is a resident of Sector 19, Chandigarh, Singh, who had come back from the UK in 2009, was residing in Sector-34, Chandigarh, with his family. It was in the wee hours on September 30 when these two allegedly cut open the cash box of an Axis bank ATM in Sector-12A, Panchkula, with a gas cutter and stole around Rs 8.31 lakhs. While retrieving the money from the ATM, they pasted leaves on the lens of the CCTV cameras installed in the room and put a board of 'ATM not in service' to ensure that no one entered the room. |

HC: Lowering the authority of Labour Court is contempt Chandigarh, October 16 With this, the High Court has put to rest the controversy over the maintainability of contempt proceedings initiated on the allegations of lowering the dignity of the Labour Courts-cum-Industrial Tribunals. It was since long argued that the “Labour Court-cum-Industrial Tribunal” is neither a “Court”, nor is it subordinate to the High Court in terms of Section 10 of the Contempt of Courts Act, 1971. In fact, an advocate, PS Rao, and a counsel appearing before the Bench in a contempt case vehemently contended that the proceedings were liable to be dropped “as the Industrial Tribunal-cum-Labour Court neither possesses trappings of a judicial tribunal nor is it a forum to deliver definitive judgments which have finality and authoritativeness”. The suo motu contempt proceedings in the matter were initiated following a reference by the Presiding Officer of Industrial Tribunal-cum-Labour Court-II, Gurgaon, on January 12, 2009. In the reference, Advocates PS Rao and Anil Rao, along with a workman, were blamed for shouting loudly and obstructing the smooth functioning of the Labour Court. Taking up the matter, the Bench of Justice Surya Kant and Justice RP Nagrath asserted: “The Labour Court-cum-Industrial Tribunal possesses all the trappings of a judicial tribunal and any act which scandalises or lowers its authority, prejudices or interferes with the due course of its proceedings or obstructs the administration of justice shall amount to criminal contempt within the meaning of Section 2(c) of the Contempt of Courts Act, 1971…. “It stands crystallized that while a Labour Court-cum-Industrial Tribunal is not a Court subordinate to the High Court…, its award is not a judgement, decree, direction or order, the willful disobedience or breach whereof may invite civil contempt proceedings, as the 1947 Act itself provides appropriate procedure for execution of such awards. An act falling within the purview of Section 2(c), shall invite proceedings for criminal contempt by the High Court, suo motu or otherwise, in exercise of its powers under the 1971 Act read with Article 215 of the Constitution”. Before parting with the case, the Bench added: “The allegations made by the Presiding Officer of the Labour Court in the instant case are very serious and if proved, there can indeed be no other conclusion but to hold the respondents guilty of committing criminal contempt of the Court”. The Bench also called upon the respondent-contemners as to why the charge be not framed against them. |

Trial in a day
Chandigarh, October 16 The entire evidence in the case was recorded in a single day making it a rare judgement. The case was registered in April this year. The court of Additional District and Sessions Judge Shalini Nagpal sentenced Jeet Singh to eight months imprisonment after convicting him for attempt to kidnap the minor girl. The case was registered on April 17 when the accused was arrested for attempting to rape and kidnap a Class III student in Mauli Jagran. Public prosecutor Manu Kakkar said they concluded the trial in one day as all the witnesses were examined in a single hearing last week. “The charges of attempt to kidnap were proved even though the victim retracted from earlier statements of attempt to rape and turned hostile,” he said. As per the prosecution case, the victim was on way to the market to buy medicines when the accused, Jeet Singh tried to overpower her. The accused caught hold of her and dragged her inside his house. The girl raised a hue and cry and managed to rescue herself. She then reached home and narrated the story to her mother, who informed the police. The accused and the girl were neighbours. However, in the court the girl as well as her mother turned hostile and said no attempt was made to rape her. They told the court that an attempt to kidnap the girl was made, but rape was not attempted. The accused worked as a driver. During recording of evidence last week, statements of three the witnesses, including the girl, her mother and the investigating officer, as well as of the accused were examined on the first day of hearing after framing the charges of abduction against the accused. |

Chandigarh, October 16 The complainant Raghumit Sodhi of Savera Food International, Sector 17D, alleged that Gagan Kakkar, Meenu Kakkar, Sanjeev Kakkar, Satish Kakkar and Karandeep Singh, director of M/S Harpit Foods Pvt Ltd Bagman Dass House, Karol Bagh, New Delhi and Gagan Kakkar and Sanjeev Kakkar, partner of M/S Arman World Trading LLC in Dubai, all cheated a total Rs 6 crore from his company. Besides this, Sodhi said a cheque of Rs 12 lakh issued by the five was also a fake. |

Mohali, October 16 Amit Chopra, a resident of Phase I Industrial Area, Mohali, had complained that Gurpreet Singh had allegedly made a fake email ID and a fake ID proof and purchased goods worth Rs 9.36 lakh from his factory without making any payment. 9 booked for attacking panchayat union leader
Mohali, October 16 The police has registered a case under Sections 323, 441, 506, 148 and 149 of the IPC against Ranjit Singh, sarpanch, Malkeet Singh, Jatinder Singh, Harmesh Singh, residents of Kumbra, and five others. A panchayat union leader and his father were injured when they were attacked inside their home by a group in Kumbra village yesterday. According to reports, the victims, Balwinder Singh and his father Lal Singh sustained fractures and were admitted to the local Civil Hospital. Chandigarh, October 16 Earlier, after elected to bat first, Saupins team posted a total of 152 runs after loosing 3 wickets in the allotted 20 overs. Ramandeep topped the team’s score chart after contributing 62 off 38 while Parvesh contributed 45-runs. Shubhkarman (23) was the other main contributor in the team’s total. For the bowling side, Kartavya and Mehul claimed one wicket each. In reply, the St. John's team managed to score only 124 runs in 20 overs.
