The police today arrested the second accused in a year-old murder case. An elderly woman, identified as Lajwanti, was found murdered at her residence in Partap Bagh here on April 18, 2011.

Fifth tuberculosis unit sanctioned for dist

In view of the rampant spread of tuberculosis in the district and its periphery, a new tuberculosis unit (TU) has been sanctioned for Jalandhar.

There are already four tuberculosis units running across the district (in Jalandhar, Nakodar, Kartarpur and Phillaur) as per the RNTCP (Revised National TB Control Programme). The new one has been sanctioned for the Jamsher area.

Talking to The Tribune, District TB Officer Dr Rajiv Sharma said, "With an estimated population of 23 lakh in the district, it was difficult for four TB units to cater to the entire population. Earlier each TU was handling a much larger population than it was supposed to. With the coming up of the new TU, the patient load will be evenly distributed across the TUs in the district."

A proposal forwarded by the Jalandhar District TB Officer to the central TB division through the state was recently accepted.

Interestingly, with thousands of TB cases in the district, so far, only three specialist TB doctors are there in the district.

While two of them are based in the Jalandhar Civil Hospital, the MOTC (TU in charge) for the Kartarpur centre has been operating from Kala Bakra.

With the coming up of the new TB unit at Jamsher, the areas of Kartarpur, Kala Bakra and Jamsher will be better attended.

Dr Sharma said while the construction on the centre would start soon. Also advertisements for recruitments for the posts of senior treatment supervisor and senior TB lab supervisor would be out soon. The process is expected to be complete within a couple of months and the centre will start functioning in November.

There are 22 designated microscopy centres (DMCs) in the district (five each in Jalandhar and Kartarpur, six, each, in Nakodar and Phillaur). Each one caters to a population of 1 lakh people as per the RNTCP.

Emphasising on the seriousness of the TB situation in Jalandhar, Dr Sharma said, "While 75 per cent of the TB infections in the city are pulmonary, about 25 per cent TB cases are those of the other organs (those affecting the spine, bone, skin, eye, abdomen and brain). The most fatal among these is the TB of the brain. However, the pulmonary TB is undoubtedly the most common."

Industrial areas or areas with a population dominated by industrial labourers usually top the list of TB-hit places. Dr Sharma said in Jalandhar, TB is most prevalent in areas including Bhargo Camp, Ram Nagar and Industrial Area.

Notably, the basti areas also report a very high incidence of TB. Presently a 30-member dedicated TB workforce has been employed under the RNTCP in the district. The work force would be strengthened marginally after the Jamsher TB unit comes into being.

  • Already there are 4 TB units and 22 designated microscopy centres in district. Fifth unit to come up at Jamsher by November.

Finally, the Municipal Corporation (MC) has started patchwork of dilapidated roads around the famous Sodal Temple ahead of the Sodal Mela starting from September 28. Thousands of devotees come here to pay obeisance at the temple during the mela.

The MC has has deployed its men and machines around the temple for beautifying the area as part of preparations of the district administration for the mela.

Potholes and pits located on various roads from Devi Talab Mandir Chowk to Sodal Chowk, Sodal railway crossing to Sodal Chowk, Sodal Chowk to Ram Nagar crossing, Transport Nagar to JMP factory have been filled with soil and sand.

Meanwhile, Sushil Saini, whose shop is located on the Gujja Peer road, demanded that the MC should use good quality material in the repair of roads around the temple to ensure their durability so that they might not wash away with the first rain.

Besides, the divider located between Devi Talab Mandir Chowk and Sodal Chowk has also been painted and grills located in the temple around the idol of Baba Sodal have also been painted to beautify the area.

Iron pipes have also been fixed at some parts around the temple to control thousands of devotees during the mela. Meanwhile, several shopkeepers have already fixed their merry-go-round near Gajji Gullah.

While the mela will be held on Friday, a large number of devotees have already started visiting the temple to pay their obeisance.

Child’s abduction

The district police has failed to make any headway in the abduction of a year-old child, who mysteriously disappeared from his house at Ramgarh village a week back.

Though the police is probing every angle, including the role of any tantrik behind Jaspreet Singh Abhi’s abduction and has rounded up several persons for questioning, the law agency is still has no clue about those behind the crime.

Bholath SHO Bhupinder Singh confirmed that the police had questioned several suspected persons, but has got no lead so far in this case.

Abhi disappeared on September 18. It is learnt that Abhi was playing near the main door of his house. His mother Manpreet Kaur had gone to the first floor for some work and when she returned to ground floor, she did not find her son.

She along with other family members started looking for the child in the neighbourhood, but they failed to find him.

Subsequently they informed the police which registered a FIR under Section 304 of the Indian Penal Code.

The police sources ruled out the possibility of kidnapping for ransom as the family is not so well-off.

Man held for ATM fraud

The police arrested a man who allegedly defrauded several people by fraudulently withdrawing thousands of rupees from their bank accounts. The police has also recovered the cash from the accused, identified as Surjit Singh, a native of Bihar.

Police sources said Suman Verma of Mota Singh Nagar and Sarbjit Singh of Gurdaspur, in separate complaints to the police, alleged that someone had fraudulently withdrawn Rs 8,000 and Rs 10,000 from their accounts.

Victims alleged that they had gone to withdraw cash from a city-based ATM recently. The moment they had entered the ATM password, the said accused, who was standing behind them, told them that the ATM was running out of order and asked them to visit other ATMs. Listening to his advice, they had left the ATM in a hurry. Few minutes later, they received a message of withdrawal of money from their accounts. They had informed the bank manager and the police about the withdrawals. Acting on the complaints, the police increased surveillance outside various ATMs based in the city and nabbed the accused, who was looking for prey, said SHO Rajinder Kumar. The police had seized Rs 30,000 from the accused. — OC

Second accused in year-old murder case arrested

Jalandhar, September 23
The police today arrested the second accused in a year-old murder case. An elderly woman, identified as Lajwanti, was found murdered at her residence in Partap Bagh here on April 18, 2011.

The miscreants had decamped with jewellery and cash from the house.

The accused, identified as Deepak, who was a labourer at a factory in Ludhiana, was nabbed from the Chandan Nagar locality. On September 14, the police had arrested the first accused Vipan Kumar, a resident of the Shivpuri locality in Ludhiana.

Assistant Commissioner of Police (ACP) North, Balkar Singh said the police had launched a manhunt to nab the third accused in the case, identified as Bharat Kumar.

During interrogation, it came to fore Deepak was also an employee at the shop owned by the deceased’s son Surinder.

After he left work, he along with his accomplices conspired to loot and kill an elderly woman.

The ACP said after killing Lajwanti, the accused took away her gold ornaments worth several lakhs of rupees and Rs 75,000. The deceased’s son doubted the role on Deepak Kumar and Dinesh Kumar, who were employees at his shop, in the crime.

The police had already recovered stolen gold ornaments, the ACP added.

Man arrested with country-made pistol

The Police Division No. 8 today nabbed a youth and recovered a country-made pistol from his possession. The youth was identified as Kawaljit Singh, resident of Ucha village.

Inspector Bimal Kant Sharma said the police had received a secret information that the said youth possessed an illegal weapon and acting on the tip-off, he was nabbed from the specific location.

During preliminary investigation, the accused told the police that he had purchased the weapon at Rs 30,000 from Tajinder Pal Singh, resident of Kahlwan village. Sharma said Tajinder was an active member of a gang of highway robbers and he was recently arrested by the police.

The SHO said till now, the police found that Kawaljit had no direct link with highway robbers and he had just bought the pistol from Tajinder as a customer. He said still the police would thoroughly enquire his role.

A case under Sections 25-54-59 of the Arms Act has been registered. — OC

Police to go all out against fake immigration firms, agents

Launching a crusade against fake immigration firms and unscrupulous travel agents, the Jalandhar Police Commissionerate has decided to seal all illegal entities operating in the district. It has begun the exercise of identifying such business establishments and agents.

Talking to Jalandhar Tribune, Deputy Commissioner of Police (DCP) Sarabjit Singh said instructions had been issued to heads of police stations to tighten noose around unscrupulous business entities so that these could not dupe innocent people, who want to go abroad, of lakhs of rupees.

He added that the step is being taken following a spurt in complaints regarding immigration frauds.

In August, the DCP had written to the all the immigration experts, travel agents, visa agents and ticketing agents operating under the jurisdiction of Jalandhar Police Commissionerate to submit records of their firms with the police.

The police had sought following records --- owner’s name, photograph, name of the business entity, copy of registration of the office or the rent deed if it is running on a rented accommodation, licences and authorisation certificates to run a specific business.

The DCP revealed that firms were also told to submit complete details of employees working in their firms so that owner could be traced easily if it defrauds people willing to go abroad.

He said the police recently conducted preliminary inquiries and found that 51 ticketing agents, 41 consultants, 61 study visa and immigration houses and nine agents, coming under the jurisdiction of Jalandhar Commissionerate, were certified by the Ministry of Overseas Affairs.

Out of these entities, about 30 of them have submitted the sought records. And the rest of the firms have been told to submit information soon.

The DCP said the only purpose to seek record was to ensure agents or immigration firms provide only those services which they are authorised to give. Suppose if a dealer has a licence to deal with student visas, he cannot deal with issuing tickets. And if anyone violates this provision, such business entity would be termed illegal and could be sealed, the DCP added.

The DCP also said in most of the complaints with the city police, it has come to fore that company owners, who cheat people, close their establishments.

Punishment

If a company is authorised to deal in air ticketing only and it is found to be dealing in study visa consultancy or visa services, such business entities will be sealed and a case under Section 420 of the IPC will be registered against the owner

Phagwara village battles water contamination

Former Congress minister Joginder Singh Maan took up the problem of contaminated drinking water at Basant Nagar village during the sangat darshan programme conducted by Chief Parliamentary Secretary (Local Bodies) Som Parkash.

The CPS in the presence of local civil and police officials assured Mann of early solution to the problem of residents of Basant Nagar. A bottle of contaminated drinking water was also shown to the CPS.

Mann said about 3,000 villagers were affected by the problem. He said the health authorities had also put up a notice in the village about poor quality of water.

Meanwhile, the Health Department had taken 12 samples of the water for testing. Chlorine tablets have also been distributed among the affected localities. — OC

Innocent Hearts College of Education, Green Model Town, Jalandhar, conducted a survey in villages of Jalandhar West in association with the NGO - Pahal. The aim of this survey was to identify children in the age group (6-14) involved in child labour and not attending school.

The survey will help identify child labour so that the schools could be open to enroll such students. A common report of this survey was compiled and submitted to the Child Labour Department, Jalandhar.

For the success of the survey, a pre-hand seminar was held at DAV College, Jalandhar, conducted by the National Child Labor Department, in order to guide and train B.Ed students of the Innocent Hearts College, Jalandhar.

Principal Dr DK Joshi, along with his staff, accompanied students during the survey. Joshi thanked the management, Professor Lakhbir Singh and members of the Child Labour Project, Jalandhar.

Fun with Origami

The Origami style was used by students of DIPS School, Urban Estate, to show their creativity. Using this paper-folding technique, students made paper wind mills and coloured them with bright and vibrant colours.

While the school director encouraged the children to keep up their artistic activities to give vent to their creative thoughts, their art director apprised them of origami, paper folding and various other scientific techniques.

Basketball championship

The under-14 girls' team of the Apeejay School, Rama Mandi, won the district Basketball Championship here recently. The under-17 team of the school also grabbed the runners-up trophy in the tournament. The school principal congratulated coach Bhavkhandan Singh and encouraged students to perform even better in future and to make it to the state and national-level championships.

CBSE North Zone-II chess meet

CBSE North Zone-II Chess Championship will be held at CJS Public School, Jalandhar, from September 24 to 27.

As many as 183 teams from various parts of Punjab and Haryana will take part in the tournament. The opening ceremony will be held on Monday, wherein RK Sharma, Additional Deputy Commissioner of Police, Jalandhar, will be the chief guest.

Ranbir Kaur, principal of the school, said it was for the first time that the CBSE chess tournament was being held at Jalandhar and the school was proud to play host for such a tournament.

Pushkar Vohra, AEO Sports, CBSE, would be the chief guest for the valedictory function on September 27.

Science play contest held

A science play contest was held at Layalpur Khalsa Senior Secondary School here recently.

Held as per the special topics - science for society, energy crisis, health and fitness, contribution of scientists to society and science, the strange world of math - given by the National Science Museum and National Science Centre, plays were held under the supervision of district education officer (senior secondary) Neelam Kumari.

First, second and third positions were won by Government Senior Secondary School, Mehatpur, Government Senior Secondary School, Nehru Garden, and Government Senior Secondary School, Abadpura, respectively.

The winning team from Mehatpur will further participate in the science play contest of the state level to be held in Amritsar in the first week of October.

The Department of Journalism and Mass Communication of Kanya Maha Vidyalaya organised a trip for the students to make them understand the practical aspects of their subject of study.

The students first went to watch the film “Barfi” in order to learn various technicalities of film production. In the second part of the trip, students visited a private radio station to understand the organisational set-up of a radio station. The students had an interactive session with an RJ to clarify their doubts regarding radio production. The RJ explained to them in detail the importance of script writing, technical terminology of radio and voice modulation.

Five DAV College students clear UGC-NET

Five students of the Commerce Department of DAV College have cleared the UGC-NET held on June 24 this year. The students are Madhurpreet Kaur, Gagandeep Kaur, Hitu Khanna and Kanika Chopra. They have been felicitated by principal Prof BB Sharma, Prof Vijay Gupta, AK Trivedi and Prof SK Midda.

HMV student bags ‘Voice of Punjab’ title

Nirmatpal Kaur, B.Sc III, Biotech, of Hans Raj Mahila Maha Vidyalaya (HMV), has won the title of “Voice of Punjab” in the female category.

Principal Dr Rekha Kalia Bhardwaj congratulated her for the achievement.

Nirmatpal said she was interested in music from her childhood. She had her music lessons from her guru Prof Karminder Singh. She said in “Voice of Punjab”, master Saleem, Sachin Ahujna and Shazia Manzoor praised for her. In the final round, Harbhajan Mann and Malkiat Singh were the judges, who declared her the winner. Nirmatpal sang ‘Mirza’ in the final round.

LPU organises kavi sammelan

Lovely Professional University (LPU) organised a Kavi Sammelan so that students could imbibe Indian values, holding aloft the flag of Indian cultural heritage.

The theme of the sammelan was “ho gayi hai peer parvat si pighalni chahiye; is Himalaya se koi Ganga nikalni chahiye”.

Fourteen poets of the university enthralled the audience through their marvellous presentations on different modes and moods.

Highlighting among these remained politics, corruption, bravery, patriotism, laughter, love and society. Student project cell of the university had made this drive under the banner “Rashtriya Manak Hindi Bhasha Samiti” to commemorate the Hindi Diwas. HR Singla, Director General of the university, was the chief guest of the event.

Participating poets Priyanshu K. Daler, Anant Bhardwaj, Mohd Saffiullah, Kajal Kishori, Shashank Trivedi and Kumar Sataym said they wanted such organisations to continue to remain connected to Indian values and culture.

HMV team wins chess meet

The chess team of Hans Raj Mahila Maha Vidyalaya (HMV) won the Guru Nanak Dev University Chess Championship for the sixth consecutive year.

Principal Dr Rekha Kalia Bhardwaj congratulated the teacher in charge, coach and the team members. She said in the first level, HMV team defeated Government College, Amritsar, team. In the second level, it defeated the team of GNDU campus, Amritsar.

HMV team members were Shivangi, Mehak, Shina and Jannat.

The Dal Khalsa has asked state Home Minister Sukhbir Singh Badal to give a statement on the arrest the SAD (Panch Pardani) leaders Daljit Singh and Kulbir Singh Barapind under various Sections of the IPC, including Unlawful Activities (Prevention) Act, 1967.

In a statement issued here yesterday, party head HS Dhami, general secretary Dr Manjinder Singh, spokesperson Kanwar Pal Singh and KAC chairman Mohkam Singh said the sudden arrest of the present and former head of the Sikh political outfit without any specific reason and provocation had raised many eyebrows.

"The police has booked them under serious offences, including waging war against the state, but a section of people were unconvinced, as they see a design behind the police theory. That is why, we will like to hear the real reasons behind the arrest from the political leadership. So, Sukhbir should explain the situation as to what prompted the state security force to arrest them,” they added.

The Dal Khalsa representatives said: “An impartial probe was required to ascertain the facts. Despite their militant past, the present activities of both were neither illegal nor danger to peace and harmony”.

So, it is the responsibility of Jathedar Makkar and Bhaur to intervene in the matter and ensure that there was no foul play against their member,” they added.

Upgrade of Chiherru police post on cards

Phagwara, September 23
In order to check crime incidents and drug addiction, a full fledged police station could be set up by upgrading the police post at Chiherru in the coming months, indicated SSP Kapurthala Inder Bir Singh here today. The area is close to Lovely Professional University, GNA Institution, DAV College, and Haweli dhabha.

The SSP said a proposal in this regard would soon be sent to the higher authorities for the approval of the police station at Chiherru. — OC

Youth commits suicide

Jalandhar, September 23
A youth hanged himself to death at his residence near New Baradari area. The deceased was identified as Karan Kumar.

Deceased’s relatives had told the police that Karan was a drug addict and had some tension for the past few days. On Friday night, when he was alone at home he hanged himself to death from a ceiling fan. No suicide note was recovered from the spot.

Baljit Singh, investigating officer, said inquest proceedings under Section 174 of the CrPC had been initiated and further action would be taken on getting the post-mortem report. — OC

Monthly lok adalat

Jalandhar, September 23
Over 50 per cent of the total cases put up in the monthly lok adalat, organised under the aegis of the District Legal Services Authority (DSLA) in the district, were settled here on Saturday.

In a press note issued here yesterday, the Jalandhar District and Sessions Judge-cum-District Legal Services Authority (DSLA) Chairman JS Kular stated that a total of 207 cases had been presented in these lok adalats held in Jalandhar, Nakodar and Phillaur. Of them, 121 were settled on the spot.

A compensation of Rs 1,29,93,580 was provided to the aggrieved parties after settling the cases by compromise on the spot. — TNS

Cricket meet from today

Bhai Gobind Singh Pasricha Memorial 13th All-India Inter-School Cricket Tournament will begin here tomorrow.

The tournament, organised by MGN Educational Trust, will continue till September 27. Like every year, it will be organised in the memory of Bhai Gobind Singh Pasricha, founder father of the trust.

The matches will be played on the grounds of MGN Public School, Adarsh Nagar, Jalandhar. Eight schools from Punjab, Himachal Pradesh, Chandigarh and Madhya Pradesh will participate in the tournament.

S. Jarnail Singh Pasricha, chairman of the Organising Committee, said winning teams would be awarded cash prizes.

While the winning team would win a cash prize of Rs 31,000, along with Bhai Gobind Singh Pasricha Memorial Inter-School Cricket Tournament trophy, the runners-up team would be awarded a 
cash prize of Rs 21,000 and the runners-up trophy. The man of the series would be awarded Rs 3,100 cash prize.

Apart from the man of the series, mementos would also be presented to the best batsman and the best bowler of the tournament, man of the match of each match and each member of the winning and runners-up teams. A memento would be given to each participating team.

The first and the second semi-finals for the tournament would be played on September 26. The final match would be played on September 27.

Among the personalities who will grace the tournament would be Pargat Singh, MLA, vocalist Hans Raj Hans, Deputy Commissioner, Jalandhar, Priyank Bharti, film actress Neeru Bajwa, actor Guarav “Gavie” Chahal and singer KS Makhan.
