Road still pipedream for Chamasari village
Musooorie, September 7 According to Gram Pradhan of the village Ram Kishore Chamoli, villagers met Bahuguna and apprised him of the problem of road connectivity to their village. They said though the village was situated near Mussoorie, they faced apathy of the department concerned. He further said schoolchildren from the village had to struggle to reach the school, which was situated in Barlowganj. He said due to the absence of a road, the villagers could not avail of the health facilities during emergency. They said only a few doctors were willing to walk to the village at the time of emergency. The villagers are also facing problem in the transportation of essential commodities to the village for which they are dependent on mules, which is not only a time consuming exercise, but is expensive too. Chamoli said former Chief Minister Narayan Dutt Tiwari, during his tenure in 2004, had directed the PWD to conduct a survey for the construction of the road but no action had been taken so far. The delegation demanded from Chief Minister Vijay Bahuguna to direct the officials to start the work of road construction without delay. Bahuguna assured them of looking into the matter and directed the department concerned to begin the work of constructing the much-needed road soon.

State short of IAS officers
Dehradun, September 7 Against the 120 sanctioned posts of IAS officers, only 85 posts were filled at the start of the year, but with two more retirements this year, the number is expected to go down further. In all, four IAS officers have already retired while two will retire by September 30. Significantly, Arun Arya, an 1985 batch IAS officer, Jitender Kumar, '90 batch IAS officer and Surender Kumar, a '99 batch IAS officer, are yet to join the Uttarakhand cadre from Uttar Pradesh. Sources claim after expressing their willingness to join Uttarakhand, the IAS officers have had second thought on joining the cadre. The shortage has been exacerbated due to several reasons, including the state government's failure to send IAS officers on deputation and retirement slots are remaining vacant. A total of 15 PCS officers are still awaiting for the Departmental Promotion Committee meeting (DPC) so that they could be promoted from PCS (state service) to the IAS cadre, said Arvind Singh Hayanki, Additional Secretary, Personnel. There are around 66 senior posts under the state government against the strength of IAS as fixed by the Department of Personnel and Training (Central Government) for Uttarakhand which is 120. While 16 posts can be filled through deputation from outside the state, so far only four posts have been filled. Besides, from the Uttarakhand cadre,18 officers are on the Central Government deputation, including senior IAS officers Vibha Puri Das, Keshav Desi Raju, Rajeev Gupta, N Ravi Shanker. Four IAS officers (quota assigned by the Central Government) join Uttarkhand soon after passing out from the Mussoorie-based IAS officers training academy who again undergo training in the state. |

Qureshi holds meeting on Sharadotsav-Nainital
Dehradun, September 7 The Governor said the festival be inaugurated with a 'Deepdaan' near Naini Lake accompanied by Sufi and Bhakti singing. He said the festival should leave an indelible mark on the minds of the local people and tourists with its events of music, drama and sports. The Governor called upon local artistes, writers and students of various schools to exhibit their talent at the festival. He asked the DM to plan a detailed outline of the festival within a week. He told the DM and the Chairman of the Nagar Palika Chairman to explore the possibility and make efforts to revive cinema halls and the skating hall of Nainital besides the old tennis, badminton and squash courts. In the third week of November, an important event will be held in Nainital in which ambassadors, industrialists and other eminent people will participate. During this period, cultural and sports activities in the city will be encouraged and an invitation golf tournament is likely to be held at the Raj Bhavan Golf Course in Nainital. Bahuguna promises all help to Uttarkashi disaster victims
Dehradun, September 7 Bahuguna said the state government had provided the relief amount more than the set norms and he was well-aware of the degree of damage. He said the district administration had already been instructed to ensure that not a single person was deprived of the relief amount. He said all those people whose houses were damaged had been given grant. Bahuguna said he had visited the disaster-affected Uttarkashi twice and had completed the details of damage and loss. He gave an assurance to the people that the repair work of bridges would be speeded up. The Chief Minister said the model code of conduct was in effect and he could make no announcement. Bahuguna also held a meeting with district officials to review relief works. He received information about the losses incurred due to a flood in Kharadi village and directed the Irrigation Department to take appropriate measures to provide relief to the affected people. He instructed officials to speed up relief works in the flood-hit areas in Purola and Mori and reinstate water, electricity supply and repair damaged bridge and roads in the Govindpur area at the earliest. Bahuguna was accompanied by Disaster Management, Irrigation and Revenue Minister Yashpal Arya, MLA Kedar Singh Rawat and former MLA Rajesh Junwatha. |

People living in old buildings to be shifted to safe place
Haridwar, September 7 In view of the threat to the remaining portions of Barah Kothi, owned by Maha Nirmani Akhada, the administration has given a one-day ultimatum to the akhada to shift the tenants to a safer place. The administrative team had to face anger of the people living in these buildings as they wanted a written assurance from the akhada and the district administration of permanent shifting to a suitable place before they are evacuated. On September 2, 2009, a portion of this 100-year-old Barah Kothi building collapsed in which two residents had got injured. At that time, the Municipal Committee had issued notices to all such buildings which were earmarked as unsafe but no action was taken due to the laxity by the committee. City Circle Officer Ajay Singh, while talking to the TNS, said the akhada management had been given a day for a safer shifting of the four families living in Barah Kothi. If they fail to do so, the police would forcefully evacuate the tenants and take legal action against the owner of the building, he added. Tenants Anita Saxena, Rajesh Dhiman, Gurcharan Das and Meher Singh, who have been living in the building for the past 60 years, alleged that despite repeated reminders, the akhada did not pay heed to regular maintenance of the building. An Akhada saint said a safer residential accommodation for the families would be provided after mutual consent of the akhada office-bearers.

Join duty, protesting employees warned
Dehradun, September 7 Issuing the order today regarding imposing the no-work, no-pay clause, the government put pressure on the employees so that they return to work. He said both factions (pro-quota and anti-quota in reservations) had informed the government about calling off their stir yesterday. "It has come to our notice that some of the employees have still not joined duties and are preventing others from doing the same. The government will be forced to take disciplinary action against them,” said Kotia. Besides, he said, the government had also instructed all departments to hold DPC meetings so that the promotions against vacant posts could be carried out. However the striking employees protesting against quota in reservations under the Uttarakhand Adhikari Karamchari Shikshak Sangharsh Morcha said their strike was still on. “We will continue with our stir until the government accepts our demand of doing away with the interim arrangement of creating an ex-cadre. It is against the Supreme Court ruling. The government cannot unilaterally create the cadre,” said SS Valdiya who has been made the new coordinator of the morcha. After a faction among the anti-reservation in promotions called off stir, the faction which has the support of 30 organisations has appointed new office-bearers to the morcha. |

Haridwar, September 7 The centre uses machines based on the state-of-the-art Korean technology and the saints, who normally avoid foreign therapies, are finding it convenient to avail of the services to get cured of various ailments without medicine, injection or operation. Though the centre is providing services to the saints primarily, it is also open to nearby residents who want to avail of the benefits of the thermal acupressure massage therapy. The founder of the Shri Khatu Shyam temple, Sadhvi Maa Anand Jyoti Paramhans, is the brain behind the centre. “In this age of fast life several ailments like depression, backache, sugar, blood pressure and sleeplessness, which were not common earlier, are widespread these days. As the pilgrim city has a large number of saints, the centre caters to their ailments in a specialised therapeutic way. This is a matter of satisfaction for us,” said Anand Jyoti. Social activist and ashram associate Sanjay Verma said, “The thermal acupressure is a time-tested South Korean therapy which is quite effective. It is becoming popular among the saints as it has no side effects.”

Chain snatcher held within 10 minutes of crime
Haridwar, September 7 The incident took place at one of the busiest intersections in the city Bhagat Singh Chowk. At 1 pm near the Shiv Lok-Tibdi stretch, a women, identified as Chandni Sharma, was going for some work when she was allegedly attacked by a person from behind, who snatched her chain. Before she could understand anything, the accused ran towards the Waterworks colony. Chandani raised the alarm and someone from the public reported the matter to the mobile patrol police ‘Chetak'. On the basis of the information given by the woman, Chetak personnel Vijay Singh and Arun Chamoli intercepted a suspected person, who tried to flee but was arrested. On frisking, a gold chain was recovered from his possession. He also confessed to the crime. Although there is no criminal record of Raju, the latter said he had snatched the chain to get quick money to meet his requirements. Circle officer Shah Jahan Khan Javed said in view of the rising incidents of chain snatching, vigil had been intensified in the crowded areas in the city.

BJP leaders protest near CM’s house
Dehradun, September 7 “With this protest near the Chief Minister's office, we hope the government will wake up and take remedial steps. The Tehri byelection is round the corner and the Congress government would have to pay heavily for its non performance,” said Kapoor. The leaders slammed the Bahuguna government for non-performance and said different departments in the state were not following orders of the government as a result development activity had come to a complete halt. The protesters also tried to break the barricade but the police thwarted them in their efforts. The leaders who also participated in the protest included former Cabinet Minister Trivender Singh Rawat, senior BJP leaders Suman Kant Dhyani and Puneet Mittal and several party workers.

District Magistrate holds meeting on
Tehri byelection
Dehradun, September 7 He directed the officials to carry out election-related work without any prejudice. He said the model code of conduct had been enforced in seven Vidhan Sabha pockets whereas in the rest of three, the development work would continue. He said the development work under MNREGA and in Uttarkashi would continue. He asked all Sub-Divisional Magistrates (SDMs) to ensure that the polling booths were not damaged in their area due to the excessive rain. He also instructed the officials to attend all meetings with a warning that strict action would be taken against the absentees. He directed the Mukhya Nagar Adhikari and SDMs to make sure that no banners or posters were pasted in their areas. Raman said the departments, which had not got the list of the employees to be deputed on duties during election, must ensure to get the list.

Corbett Tiger Reserve seeks remand of poacher
Dehradun, September 7 Bavaria was arrested by the Corbett special operation group recently in Pinjore, Haryana. He was brought to Uttarakhand and is in the Ramnagar jail. The Corbett authorities are now trying to book Bavaria in the Karnataka poaching case to get him on remand and thereby even questioning him about his poaching activities in Uttarakhand. Corbett Deputy Director CK Kavidyal said arresting Priya Bavaria itself was a big success and did not rule out Bavaria making some revelations in the future about his acts of poaching in Uttarakhand.

Computer operators meet Governor
Dehradun, September 7 Mahesh Chandra, president of Computer Operators’ Association, led the five-member delegation. They requested the Governor that they be freed from the system of contractors. They said contractors exploited them. They requested that they be employed on a contractual/regular basis and given a monthly salary of Rs 15,000 which is, at present, between Rs 5,000 and Rs 7,000.
