New Delhi, August 10
Many among the crowd gathered at Ramlila Grounds today felt that Anna Hazare and Ramdev have to come together, if the battle against the corruption is to be won.

"The government may say that Anna has lost his support but it cannot ignore the combined strength of Ramdev and Anna. We will stand with them and not allow the government to exploit us anymore. Both are on the same path and fighting for the people," said Harkishen, a resident of Palam.

Sugandh Sinha from Jodhpur had an Anna cap and a Ramdev badge.

"Anna has shown people a path for striving for a corruption-free society through a stringent Lokpal Bill and his struggle is being taken forward by baba here. I support both, he said.

"We are here to add strength to the anti-graft movement and urge both Anna and Ramdev to join hands for making the voice against corruption louder. Political leaders are standing united against people and unless people unite, they will continue to loot us," said Raghuveer Singh from Bulandshehar, UP.

Another supporter of Anna, Chandra Mohan Kashyap from Yamuna Vihar who had come for Ramdev's protest, wants both of them to work in unison to give people better governance. "Anna's government should come and Ramdev should work with him for giving people a good and prosperous life. The poor have always been ill-treated and the farmers and daily wagers have always been at the receiving end of the government's wrong policies," rued Mohan.

"Both of them have the same agenda and are working for the good of people. They should unite and form a pressure group for a strong anti-corruption bill and get the black money back to the country," said Raghubir Singh from Haryana.

However, though Ramdev has denied any difference with the Gandhian Anna, it still remains unclear whether the social activist will share the stage with the yoga guru .

Lokayukta asks LG to review censure decision against MLA

New Delhi, August 10
Delhi Lokayukta Justice Manmohan Sarin has appealed to the Lieutenant Governor (LG) of Delhi Tejendra Khanna to reconsider his recommendations to order "censure" against the Congress councillor from Shahpur Jat, Jaishree Panwar, for "misusing" her official position for agreeing to help a builder for unauthorised construction in the area.

She was caught in a sting operation, conducted by a TV channel, in which a reporter, who posed as a builder, offered her a bribe for getting her help for the construction. However, she was not shown either receiving the bribe or agreeing for the amount of bribe. On that basis the LG retuned the recommendation, saying that the councillor did not ask for any personal gratification for any unauthorised construction. She had politely and diplomatically assured the builder to facilitate their work with area junior engineer.

While appealing to the LG for reconsideration of his recommendation, the Lokyukta said that offences to be made out under Sections 7, 8 and 9 of the Prevention of Corruption Act, 1988, is not required to be made specific demand for illegal gratification. A mere promise to pay in future for an act to be done would come within the ambit of the offence.

The Lokayukta said, "In the light of the foregoing, a prayer has been made to the LG to review the order delivered on July 17, 2012 and accept the recommendation."

Non payment of conversion charges
Civic bodies plan major sealing drive
Tribune News Service

New Delhi, August 10
The commercial establishments whose owners fail to pay the conversion charges by the August 31 deadline may face immediate sealing.

The three Delhi corporations have decided to launch a major sealing drive against the commercial properties with pending conversion charges after August 31.

The East Delhi Municipal Corporation has already sent notices to 6,000 commercial establishments with unpaid conversion charges. The North and South Delhi corporations are expected to initiate the process of sending notices by the last week of this month.

According to officials, there are more than 5 lakh properties in Delhi for which the conversion or regularisation charges are yet to be paid.

"Once the deadline is over, no relief will be given to the defaulters. The properties will be sealed with immediate effect," said an official of the South Delhi Municipal Corporation.

In East Delhi, the corporation has taken details of the properties and their usages from GeoSpatial Delhi Limited, a company that had conducted a survey in the area for the government.

Authorities like power distribution companies and Delhi Jal Board will help south and north corporations to collect the details of such properties. "The corporation will begin the drive only after it is assured of adequate police force. We have already written to the Delhi police," said an official of the East Delhi Municipal Corporation.

According to the Masterplan of Delhi 2021, permission can be granted for commercial, professional or other activities in residential properties of some categories after the payment of conversion charges to the civic body.
