7 escape from CIA custody

Tarn Taran, July 25
As many as seven persons escaped from the custody the local CIA staff last late evening. The police arrested three of the accused today. A case under Section 223, 224 IPC has been registered against Dalbir Singh Munshi of the CIA and the accused.

The accused who fled have been identified as Gurmit Singh, Manjit Singh, Malkiat Singh, Gurveer Singh, Raju, Sikandar Singh and Pargat Singh.

Gurmit Singh, Sikandar Singh and Pargat Singh were arrested by the police today.

The seven accused belong to an eleven-member gang who stole transformers belonging to the farmers. They were arrested by the CIA two days ago.

SSP Dinesh Partap Singh had held a press conference about the accused yesterday. The accused were on two-day police remand.

Sources said head constable Dalbir Singh, the Munshi of the CIA, allegedly in connivance with the accused, unlocked the doors of the Hawalat to help them escape. The accused were booked under Section 379, 411, 414, 120 B IPC for stealing transformers.

Wife among three booked for murder

The victim’s property business is said to be the reason behind the murder.

SP Phagwara Harkamalpreet Singh Khakh said Jaspal was found dead at his house in the morning on April 19.

He said Paras Ram, the father of the deceased suspected foul play in the death of his Dalit son due to their inter-caste love wedding solemnised on February 27, and the couple were living alone in Bhagatpura.

No arrest has been made so far.

The district administration has taken recourse to a unique modus operandi to eradicate the menace of the dreaded narcotic-Shivam Munakka, considered to be a highly addictive drug, from the city.

And the method adopted by it is all set to be replicated by other districts.The scourge of the drug was so widespread that harried parents of addicted youths approached the administration and the police to take steps to stop kiosks and rehris from selling the drug.

Senior police officials admitted that hundreds of youngsters, a majority of them being unemployed, were addicted to the drug.

The easy availability of the substance and the fact that it does not come under the NDPS Act only compounded matters for the administration who after taking various legal remedies finally decided to adopt a method following which the main distributor selling the drug in the city was trapped for tax evasion.

Perturbed over the increasing crime rate, Deputy Commissioner Dr Abhinav Trikha convened a meeting of the SSP Ravcharan Singh Brar and officials the Excise Department and a plan was chalked out to take action against the main distributor engaged in doling out the drug to kiosk vendors selling cigarettes and other narcotic products.

Both the DC and the SSP knew that since the drug did not fall under the NDPS Act, they had their hands tied to their backs. Sensing that they could not do much, they put the Excise Department officials hot on the trail of the distributor, identified as Kali Ram, running a shop named Amarnath Ashok Kumar.

After raiding his premises, the department detected sales tax evasion and slapped a fine of Rs 90,000 on the distributor. The message was loud and clear. The distributor, feeling trapped and sensing the futility of the situation, immediately stopped supplying the drug to hundreds of kiosks and rehris scattered all over the city.

A top officer claimed that other districts including Pathankot and Hoshiarpur are following the modus operandi so successfully implemented by the Gurdaspur administration.

Following the drying up of the dope from the markets, youngsters are now making a beeline to various private and semi-government drug de-addiction centres of the town. The Red Cross De-addiction Centre has witnessed a ten fold increase in the number of inmates who have joined the centre to get themselves rid of the after affects of Shivam Munakka.

Project Director of the De-addiction Centre Romesh Majahan observed that thousands of youths after discarding traditional drugs like opium, poppy husk and psychotropic substances youngsters had now turned to ‘Shivam Munakka’ which, he claimed was more much more lethal than the traditional drugs.

The SSP said the police was aware of the enormity of the situation. “We will form special teams in collaboration with the health authorities to further check the spread of the highly toxic narcotic substance. We also expect the crime rate to drop significantly now as a majority of youngsters who committed petty crimes were addicted to the drug,” disclosed Ravcharan Brar.

Gastro outbreak hits Dasuya

Hoshiarpur, July 25
After Mukerian, outbreak of gastroenteritis was reported in Dasuya in the district on Tuesday.

Dr Naresh Kansra, Senior Medical Officer, Civil Hospital, Dasuya said as many as 43 gastro patients had been admitted to the hospital so far. The condition of all the patients was under control.

Civil Surgeon Dr Avtar Singh along with District Immunisation Officer Dr Ajay Bagga visited the affected localities today.

Dr Ajay Bagga said the Civil Surgeon had ordered doctors and paramedical staff, including nurses of the primary health centres, of the area to immediately join duty at Civil Hospital Dasuya in view of the outbreak.

He said there was a leakage in water supply pipe in Ward 12 of the town due to which the water got contaminated. The municipal authorities had been instructed to replace the leaked water supply pipes of the area at the earliest so that people could get potable water for their use.

Patients admitted to the Civil Hospital were from Ward 10, 11, 12 and 13 of the town.

He advised people to use boiled water. He further advised them not to consume overripe and under ripe fruits and maintain cleanliness in and around their houses. Chlorine tablets had need distributed to people in the above said wards.

DTF holds protest against education minister

Even as government schools in the district lack basic infrastructure as well as face an acute staff crunch, the state education minister, Sikander Singh Malooka talks about installing CCTV cameras in the classrooms and transfer of teachers to the border districts for showing poor results. Bhupinder Singh Waraich, state president, Democratic Teachers Front (DTF), said this while addressing a dharna and rally organised here in front of the office of the district education office on Wednesday. Warraich accused the minister of politicising the transfers of teachers in the education department.

He said the state government is trying to bring in administrative reforms and implement the Right to Service Act, but the teachers have not been paid salaries and arrears as per the Pay Commission over the past few months. The online system of payment of salaries has been delaying the payments from the district treasuries and the corruption in the offices of the education department is quite rampant,” he said.

He said the DTF had organised district-level dharnas to protest against the anti-teachers attitude of the education minister.

Paramjit Dehal, Balbir Kumar, Surinderpal Singh, Ajay Chahrmazara, among others also spoke.

Amritsar: Members of the Democratic Teachers Front (DTF) voiced their opinion against political interference in transfer of teachers. They held a protest in this regard outside the district education office.

Addressing the agitating teachers, DTF district president Sukhraj Singh Sarkaria said politically-influenced transfers had become a bane for the education system as these ignore the interests of teachers and students.

Over the period of time, this ‘menace’ has deprived students of right kind of teachers to shape up their careers.

He also criticised the idea of the SAD-BJP government to shift out male teachers from government girls schools. He said the idea is not healthy and concurrent with the contemporary time.

He said teachers employed under the SSA, RMSA and volunteer teachers have not been paid their salaries for the past four months. Besides, regular teachers are also awaiting their salary for the past nearly two months.

DTF general Secretary flayed the idea of installing CCTV cameras in schools and added that these gadgets were needed in those departments which were infamous for corruption.
