8 trapped in floods rescued 
Jammu, July 11
At least eight persons, who were trapped in flash floods triggered by heavy rainfall in Kathua and Samba districts on Tuesday night, have been rescued. The administration of both the districts have confirmed that almost all the trapped persons were rescued.

2 yatris hurt in accident

Two persons, including a woman pilgrim, were injured seriously when a Jammu-bound bus (GJ 14 T 784) collided head on with a Srinagar-bound truck (JK02AA-0477) while negotiating a sharp curve at Champa, Batote today. The injured have been identified as Pradip Bhai Basia, driver of the bus, who received multiple fractures and Nita Bhanusali, who received some internal injuries. Both the injured were referred to GMC Jammu from Sher-E-Kashmir Memorial Emergency Hospital, Batote.

No new water connections till Sept
Increased demand during summer, power shortage to blame

With water supply infrastructure under huge pressure, the Public Health Engineering (PHE) Department has banned the issuance of new water connections till September.

Sources say due to a rapid increase in population and influx of thousands of tourists daily, water supplied by the PHE Department from its resources is not able to meet the demand. This has resulted in water crisis in the city, making the city residents dependent on water tankers to meets their demands.

Officials said during this period even emergency connections would not be issued to anyone and the decision would be reviewed after the expiry of the ban period.

As per data, currently the department is providing nearly 42 million gallon litre (MGL) of water per day to a population of over 13 lakh in Jammu city, whereas the net requirement is 45 MGL of water per day. So, there is a shortage of 3 MGL of water.

"In view of operational problems affecting water supply in the urban areas of city during the summer months, no new water pipe connections will be issued till September 30," said an officer on the condition of anonymity.

Further, all the under-construction houses within the municipal limits would also remain deprived of new drinking water supply connections. “The water supply is not static because of power crisis. Most of the pumping stations are working below their actual capacity. At times, the pumps remain idle for hours together due to power cuts,” the official said.

“This decision has been taken keeping in view the shortage of water during summer months. The ban will be lifted after the end of monsoon,” said BR Dogra, Chief Engineer, PHE.

Much of the PHE infrastructure remains shut for hours together due to long and frequent power cuts. Senior officers from the department said most of the tube wells and lifting stations at Sittle and Boria filtration plant were working below their normal capacity at the moment.

“We have just constructed our house but we cannot live there as water connection has not been issued to us. We will have to wait for the next two months,” said Surinder Krishan of Paloura.

WATER WOES

At present, the PHE Department is providing nearly 42 million gallon litre (MGL) of water per day to a population of over 13 lakh in Jammu city against the demand of 45 MGL of water per day.

8 trapped in floods rescued

At least eight persons, who were trapped in flash floods triggered by heavy rainfall in Kathua and Samba districts on Tuesday night, have been rescued.

The administration of both the districts have confirmed that almost all the trapped persons were rescued.

Mubarak Singh, District Development Commissioner, Samba, said, “Four labourers were trapped at a Check Dam in the Basantar river yesterday as heavy rain lashed the area. They were rescued in a joint operation by the police and locals. No casualty has been reported so far.”

In a similar case in Kathua district, four persons were trapped in flash floods in the Bini river canal in Billawar belt, but they were also rescued late last night, the officials said.

Zahida Khan, District Development Commissioner, Kathua said, “Three or four persons were reportedly trapped in the Billawar area but they have been rescued by the officials of the tehsil administration and locals. We have not received any report of casualty so far.”

Vikas Gupta, Sub-Divisional Magistrate, Billawar, said four persons were trapped in the Bini riverbed while they were working there.

He said, “The water level had risen due to downpour for over half an hour. Veril village in Billawar tehsil is surrounded by the Bini river and has been a vulnerable spot during monsoon. A high-level meeting of the district officials was going on when we got the message that some persons had been trapped.”

Gupta said a team of the Jammu and Kashmir Police and the Central Reserve Police Force (CRPF) had reached the spot in time and all the trapped persons were rescued.

A small part of the Check Dam was washed away by the flash floods, which lead to the flooding of Aamli, Kamore, Rangroor and Badoda villages.

Reports said over 400 acres of land was swamped in the flash floods in the mountainous belt of Nud in Samba due to overnight rain and water entered into four border out posts (BOPs) along the Indo-Pak border.

GMCH to install new air conditioners in OTs

A day after Jammu Tribune carried a report about inadequate cooling system in the operating theatres (OTs) in the orthopaedics and ophthalmology departments of the Government Medical College and Hospital (GMCH), Jammu, the authorities have swung into action and started the process of installing new air conditioners in the OTs.

The Jammu Tribune had highlighted the issue though a news item “Patients feel the heat as OTs lose cooling” on July 10.

Sources said the authorities concerned had sent a Junior Engineer from the Mechanical Engineering Department, GMCH, to take stock of the situation.

“A JE had come to evaluate the problem and he was convinced with the magnitude of trouble. We hope some measures would be taken soon by the GMCH authorities to improve the situation,” the source added.

Asked about the development, a senior doctor said they had not been getting ideal working conditions in the OTs and inadequate cooling was only one factor.

He said, “There are many components which are required to be maintained under ideal working conditions. The success of a surgery decides the survival of the patient and no one can take such issues lightly.”

Another doctor said the authorities concerned should ensure the safety parameters in the OTs.

He said, “The management should play its role. We cannot run from pillar to post for every petty issue. I can’t understand why the hospital management does not go for an overall renovation.”

The doctors had raised the issue with the administration in the recent past but the authorities had not taken any action.

MK Kailu, XEN, Mechanical Engineering Department, GMCH, had admitted the flaw and ensured immediate solution to the problem.

Lawyers abstain from work

Advocates today abstained from work in courts, including the high court, in support to a call given by the Bar Council of India against the move of the Central government to introduce two Bills - Higher Education Research Bill-2011 and The National Accreditation Regulatory Authority for Higher Educational Institutions Bill, 2010 - to regulate legal education in the country.

Under the banner of the Bar Association of Jammu (BAJ), lawyers are opposing the passage of the Jammu and Kashmir (Residential and Commercial Tenancy Act-2012) and has termed it as an interference in the legal system of the country.

BAJ president BS Slathia also led a protest and urged the Central government to review its move to usurp the powers and functions of the Bar Council of India.

Later, while addressing a press conference, Vikram Sharma, general secretary, Bar Association, supported the cause taken up by the Bar Council of India for preventing the Centre to introduce the Bills.

He also urged the Bar members across the state to support the two-day call given by the Bar Council of India with a view to sending strong message against the government’s proposed move.

Sharma said the lawyers would abstain from work tomorrow also as has been resolved by the Bar Council of India. Meanwhile, the Bar associations across the districts and mofussils in the state have also responded to the call of the Bar Council.

A boost for Jammu University

Even as University of Jammu (JU), the country’s first ISO-certified institute of postgraduate studies and higher learning, has been awarded ‘A’ grade by the National Assessment and Accreditation Council (NAAC), university Vice-Chancellor Prof Mohan Paul Singh Ishar today said the performance was still not good and there was a scope for improvement.

“The overall performance of the university is still not good and there is a scope for improvement. We are yet to achieve the desired results,” he told reporters after complimenting the varsity’s Academic Staff College for improving its all-India ranking.

He disclosed that the NAAC team had fixed the criteria of 71 marks and the institutes scoring 60 or above points were rated as “best performers”. “We couldn’t fall in the line of best performers but we can still improve our performance,” the VC said.

The NAAC team had re-accredited and awarded the University of Jammu “A” grade with the Cumulative Grade Point Average (CGPA) of 3.13.

Multi-storey buildings on the cards

On a query about “unplanned” construction of new buildings resulting into congestion vis-à-vis space on the campus, the VC said the state government had identified some land for the extension of university campus at Paloura.

“Despite the fact that the university had a limited space, the planners didn’t think of having multi-storey buildings on the campus. So far, all the buildings have been constructed up to two storeys. We have decided that all the new buildings would be multi-storeyed to deal with the problem of land shortage,” Prof Ishar said. 

“We have also taken up the matter with the state’s Higher Education Department for vacating the mechanical store outside the main campus. Besides, we will also make efforts to retrieve the varsity land from the Army adjoining the main campus,” he said, adding that though his predecessors had made efforts to get the university land vacated by the Army, he has yet to take up the matter with the quarters concerned. 

Online admission process 

Reacting to a query about the problems being faced by the students seeking admissions to various postgraduate courses, Prof Ishar said, at least six companies had given their representations to start online admission process. “We have looked into all the representations and we are in a position to award the tenders for online admission process. We have also provided all manual steps being followed for current admission process. Prior to finalise the entire project, we have to decide whether the system (online admission process) will be hybrid or it will be entirely executed by the bidder,” he said. 

He said the university was contemplating to open a university account where the students could deposit the requisite fee from any bank and branch keeping in view the hardships being faced by the students. 

Staff college ranked 18th

The Academic Staff College, University of Jammu, has been ranked 18th among the best institutes of the country by the NAAC.

Prof Ishar expressed satisfaction over the ranking by the NAAC and hoped it would improve its ranking in the near future.

The VC also appreciated the faculty and staff of the college, including, Director Prof Neelam Saraf and assistant director Ranjeet Kalra. The committee members present on the visit of the NAAC team, including Anju Thapa, Niharika Subash, Vinay Thusoo, Amit Sharma, Gurdev Singh, Kuljeet Singh and Ameet Targotra were also complimented for their role.

Varcity to get first woman Dean soon

Facing the heat after a major goof-up over the selection of its new Dean Academic Affairs (DAA), University of Jammu has made up its mind to go ahead with its previous order and has almost cleared the name of Prof Neelam Saraf as the first woman DAA of the university.

Governor NN Vohra, who is Chancellor of the university, has also cleared the name of incumbent DAA Prof RD Sharma for the post of new chairman of the state Board of Professional Entrance Examination (BOPEE) on deputation basis.

“There was no goof-up (on the selection of new DAA). Previously, there was a practice when the Vice-Chancellor had the authority to send anybody on deputation. After the selection of incumbent DAA Prof RD Sharma as the new chairman of the BOPEE, we waited for a permission from the Chancellor’s office. This resulted in a delay in the appointment of the new DAA,” Jammu University VC Prof Mohan Paul Singh Ishar said.

Asked about the name of new DAA of the varsity, the VC said, “There will be no change in the already notified name.”

On July 2, the university had issued an order appointing Prof Neelam Saraf as the successor of Prof RD Sharma. Hours after issuing the order, the university had preferred to defer the decision as Prof Sharma had decided not to leave the campus till the clearance of his name from Raj Bhawan.

Sources said the state government had announced the name of Prof Sharma as new chairman of the BOPEE before getting clearance from the Raj Bhawan.

“The screening committee comprising Chief Secretary, as its chairman and Vice-Chancellors of Kashmir and Jammu Universities as members, had made a recommendation directly to the state government. The law states that any professor has to get a clearance from the Chancellor (Governor) prior to any other assignment on a deputation basis,” the sources added.

On June 20, the state Cabinet, acting on the recommendations of the screening committee, had appointed Prof Sharma as new BOPEE Chairman. The order had stated that Prof Sharma would take the charge of new chairman of the BOPEE with effect from August 18, 2012. Till the time, he would work as Officer on Special Duty (OSD) alongside the incumbent chairman Prof Mushtaq Ahmed Peer.

Both the injured were referred to GMC Jammu from Sher-E-Kashmir Memorial Emergency Hospital, Batote.

The bus was on its way to Jammu and carrying yatris from Kuchh, Gujarat, who were returning from Amarnath shrine.

Because of the accident, vehicular traffic on the Jammu-Srinagar National Highway remained disrupted for an hour, resulting in a huge traffic jam.

Probe construction of Jagti township: pandits

The Jagti Tenement Committee (JTC) has demanded a probe by Central agencies into the construction of the township for displaced Kashmiri Pandits.

They alleged that substandard and low-cost materials had been used in the construction of flats, which could lead to any disaster in future.

The committee alleged that under pressure from some senior officials, the township was being denied water and electricity supply to harass the community members living in the township.

Addressing a press conference, JTC president Shadi Lal Pandita said the construction agencies had violated the norms for the completion of two-room flats and most of the families were living in fear about the strength of the buildings.

“The township was constructed for the rehabilitation of Pandits, but the residents are facing acute shortage of electricity, drinking water and other amenities. Regular power cuts in the town have brought to light the issue of an agreement to be signed by the residents for electricity,” Pandita said.

He said at times the power supply remained suspended for up to 18 hours a day and most of the residents were thinking of migrating from the area, if there was no improvement.

The committee said the people of Jagti could not sign any agreement with the Power Development Department (PDD) as the government had not yet given them any allotment letters for their respective flats.

“If today the government is forcing us to sign the agreement for electricity, then tomorrow it can force us to pay rent for the quarters too, and that is why we are opposing signing any agreement,” Pandita said.

The committee also appealed to the government to advertise the remaining posts under the Prime Minister’s Employment Package and filling up of all the vacant posts of migrant youth.

“We appeal to the government to start a special recruitment drive in the Police Department for the community youth living in Jagti and steps should be taken to complete the construction of a hospital in the township,” he said.

JKDF seeks release of additional water from Tawi channel

On the advice of the chairman of the Jammu and Kashmir Democratic Forum (JKDF), Anil Gupta, activists of the forum conducted an extensive tour of Sohanjana and Malwal villages falling in the Satwari Block to assess development activities and other major problems being faced by the villagers.

During the visit, various meetings and interactions were held with the people of the twin villages by Deepak Sharma, district president, Jammu rural, JKDF, along with other party workers.

Deepak Sharma demanded immediate release of additional water through Borhi Tawi Channel to meet the requirement of farmers for sowing paddy crops as the present supply of water through the existing channel was not meeting the requirement of Sohanjana, Malwal and a few other villages located at the tale-end of the canal.

He demanded immediate release of additional water, as due to poor monsoon these villages were facing an acute shortage of irrigation water. He also demanded posting of teachers at Government High School, Sohanjana, as only seven teachers were working against the sanctioned strength of 24.

JK State Board of School Education denies admission to ETT aspirants

Nothing seems to be going right for thousands of students, especially from outside the state, who are pursuing Elementary Teachers Training (ETT) course in J&K. The ongoing tussle between the Jammu and Kashmir State Board of School Education (JKBOSE) and the management of private ETT colleges over the admission of students under the management quota is proving fatal for the academic career of the students.

Sources said after the alleged failure of the JKBOSE authorities to resume the examination process of 2008 session, a meagre number of students had turned up for seeking admissions in various private institutions for 2011-13 academic session. After suffering monetary losses due to below average admissions, the owners of the private ETT colleges then approached the JKBOSE authorities who denied them admissions under the management quota.

Sources added that this decision of the JKBOSE authorities had infuriated the owners of ETT institutions who claimed that no such notification was issued by the authorities regarding the admissions under the management quota.

“There is utter chaos in the JKBOSE administration right now just because of its lack of visionary approach,” said one of the owners of ETT institutions.

“The authorities are least bothered about the academic future of students who are taking admissions in colleges for pursuing ETT,” he added.

“We have invested so much in constructing the colleges, but the way things are going, it is almost impossible to run these owing to lack of admissions,” said another owner of ETT college. “If the present scenario prevails for some more time, the day is not too far when you find closure of all ETT colleges in the state”, he said.

“Had the JKBOSE authorities cooperated with us by allowing admissions under the management quota, things could have been slightly better, but unfortunately that was not the case,” owner of one of the ETT institutes said.

However, the denial of the JKBOSE authorities to ETT institutions has put the students in a fix whether to continue to their course or leave it midway. “The adamant attitude of both the JKBOSE and owners of private ETT institutions has put our future at stake,” said a student.

A senior official of the JKBOSE told The Tribune, “We have asked the owners of ETT institutes to first complete the process of general admissions in their colleges and only then we will allow them admissions under the management quota”.

A four-day open auction market for cocoon produced in the district is being organised here at the DC Office Complex, Reasi, by the Sericulture Development Department where 150 farmers and over 70 buyers from West Bengal and the locals participated.

Nirmal Sharma, District Development Commissioner (DDC), Reasi, inaugurated the auction.

Speaking on the occasion, the DDC said cocoon rearing should be taken up by maximum number of rural people to boost their socio-economic condition.

He hoped that the Sericulture Department would provide necessary technical knowhow to the rural masses for taking maximum benefits at their doorsteps.

She asked the women folk of the district to join the cocoon rearing as their job and fetching handsome amount in small span of time which no other crop could yield.

The Deputy Director, Sericulture, Reasi, said over 5,000 kg of green cocoon was auctioned during the first day of the auction. He said the best quality cocoon was auctioned at the rate of Rs 560 per Kg.

Rich tributes were paid to Begum Akbar Jahan, wife of party-founder Sheikh Mohammad Abdullah, popularly known as Madr-e-Meherban, on her 12th death anniversary here today. A function was held at Sher-i-Kashmir Bhawan, which was organised by MLA Bimla Luthra.

Early in the morning, ‘Quarn Khanni’ was performed in which children from a local mosque participated. Fruits and other eatables were distributed at Vridh Ashram, Amphalla, Jammu, and Mother Teresa House, Janipura, Jammu.

While paying tributes to Madr-e-Meherban, Rattan Lal Gupta, provincial president of the J&K National Conference, Jammu province, said late Begum Akbar Jahan was an educated woman and worked shoulder-to-shoulder with Sheikh Mohammed Abdullah for a longtime. She was the guiding force of the National Conference and led the movement while Sheikh Abdullah was in jail. She inspired the womenfolk to come out from homes and work with the leaders of that time. She also served in refugee camps in Nagrota, Jammu. She organised womenfolk to fight against the leaders who exploited poor and innocent people of the state.

Bimla Luthra, Sheikh Bashir Ahmad, Ayub Malik, Jugal Mahajan, Pardeep Bali, Rajesh Bakashi, Kashmira Singh, Veena Oberia, Satwant Kour, satya Jamwal, Lalita sharma, Reeta Gupta, Dilshda Malik, Radha, Raj, Bharti, Nisha, Rishada Begum, Rajesh Raka, Vinod Tak, Sanjay Gupta and others paid tributes to the Begum.

Sangam Reds beat DFS Blues

Sangam Reds got the better of DFS Blues by six wickets today in the ongoing SDA Drabu T20 Cricket Tournament being organised by the J&K Cricket Players Association at TRC ground today.

Batting first, DFS Blues accumulated 168 runs for the loss of seven wickets in the allotted overs. Abass with 45 and Abid with 24 were the top scorers while Saqib took two wickets for Sangam.

In reply, Sangam Reds did the needful for the loss of four wickets. Arjumand and Fayaz contributed 59 and 48 runs, respectively. Javid took two wickets for DFS.

In another match, RCC Reds spanked Young Sports, Anantnag by four runs. Batting first, RCC piled up 173 runs for the loss of nine wickets. Museeb with 75 runs and Muzaffer with 29 were the top scorers while Nadeem and Asif took three and two wickets, respectively, for Young Sports.

In reply, Young Sports managed to score only 169 runs for the loss of six wickets. Jalil with 79 and Nadeem with 27 were the highest scorers for them. Mudasir and Suhail took two wickets each for RCC.

West Bengal Police, J& K Police storm into semifinals

West Bengal Police and J&K Police (A) have secured berths in the quarterfinals of the ongoing 14th J&K Police Martyrs Memorial Football Tournament organised by the Jammu Kashmir Police at Bakshi Stadium today.

In the first match, West Bengal Police defeated DFA Anantnag by a comfortable margin of 4-0 to advance into the quarterfinal round of the tournament. From West Bengal Police side, Mehtab, Anupam, Dipanrar and Koushak scored a goal each.

In another match, J&K Police (A) drubbed Maharashtra Police by a solitary goal. Vishal Bhardwaj scored the only goal for the winning team. The matches were witnessed by K Rajendra, DGP, Rouf-ul-Hassan, IGP Armed/IRP Kashmir, Organising Secretary of tournament, T Namgyal DIG Armed Police Kashmir, SA Hamid DIG IRP Kashmir, Sheikh Mehmood SSP PCR, Kashmir, Kefayat Haider CO AP 134th Battalion.

UCC, SCC log wins

United Cricket Club (UCC) and Syndicate Cricket Club (SCC), Sopore, registered thumping wins over their respective opponents to move into the next round of the ongoing Sopore T20 Cricket Contest organised by the J&K Police at Khushal Sports Stadium, Sopore.

The first match was played between United Cricket Club (UCC) and Yousuf Strikers Baba Yousuf. Batting first, after winning the toss, Baba Yousuf accumulated 135 runs for the loss of nine wickets in the stipulated overs.

In reply, United Cricket Club (UCC) overhauled the target in 17 overs with four wickets intact. Iqbal was declared the man of the match who struck an impressive 43 runs besides picking one wicket. The second match of the tournament was played between Shah Rafiq Cricket Club and Syndicate Cricket Club, Sopore.

Srinagar Shahjehans script win

Jammu, July 11
Srinagar Shahjehans toppled Baramulla Bahadurs by 45 runs today in the ongoing Kashmir Premier League Cricket Tournament. Baramulla Bahadurs won the toss and elected to field first. Srinagar Shahjehans piled up a challenging total of 177 runs in the stipulated 20 overs.

In reply, Baramula Bahadurs got off to a disastrous start. At one stage, they were tottering at 43/3. Later, the entire team was perished for 132 runs in 16 overs. Ranji cricketer Aadil Reshi of Srinagar Shahjehans was declared the man of the match. — TNS

Basketball tourney begins

Kargil Basketball team trounced Shopain Basketball team in the inaugural tie of the u-17 boys and girls Inter-District Basketball Tournament organised by the Director, Youth Services and Sports, at Basketball Court, Khree Sultan Choo Stadium, Kargil.

Teams drawn from different district of J&K are participating in the tournament which was declared open by SSP, Kargil, Javed Iqbal Mattoo. Additional Deputy Commissioner, Kargil, Kacho Hassan Khan, was also present on the occasion. Earlier, Youth Services and Sports Officer, Kargil, Haji Miraza Hussian delivered the welcome address. — TNS

Anu Club topple MSCC by 40 runs

Anu Memorial Cricket Club dispatched Mata Saroli Cricket Club (MSCC) by 40 runs in the Anu Memorial Cricket Tournament which commenced today at playground of Baba Talab.

A total of I6 teams are participating in the tournament which was inaugurated by senior PDP leader Suram Singh. Speaking on the occasion, Suram Singh urged the youth to participate in the tournament. Prominent citizens and sports lovers were also present on the occasion.
